Start with an owned, evidence-backed inventory, then rank each exposed asset by reachability, exploitability, business impact and blast radius. A useful attack-surface map is not a list of IP addresses: every entry needs an accountable owner, discovery evidence, last-seen time, service context and a remediation decision. Reconcile passive and active discovery with cloud, DNS, certificate and configuration records, remove exposure that is not necessary, and operate the process continuously.
What an internet-facing attack-surface map must show
Your internet-facing attack surface is the combined exposure of systems that can be reached from the public internet. It can include websites, APIs, mail systems, remote-access gateways, cloud workloads, public storage, DNS names, certificates, partner-hosted services and management interfaces. The practical objective is twofold:
- Find exposure you know about, including systems that were approved but never entered in a central inventory.
- Find exposure you do not know about, such as a forgotten test host, an old DNS record, a vendor-managed service or a cloud resource created outside the normal process.
CISA’s Internet Exposure Reduction Guidance warns that organizations can unknowingly leave common weaknesses exposed, making them easier targets for exploitation. The map should therefore support a decision for every item: keep it public and protect it, restrict it, or remove it.

An IP address without ownership, business context and evidence is an investigation lead, not a complete inventory entry.
1. Set scope, ownership and authorization before scanning
Write the boundary of the program before collecting data. Include organizational domains and subsidiaries, registered IP ranges, cloud accounts and subscriptions, remote-access gateways, public applications and APIs, certificates, DNS zones and management interfaces. Include approved third parties when your organization is responsible for the service or has written permission to assess it.
Create an authorization register
For every domain, range, account or supplier, record who authorized assessment, what testing is allowed, the time window, rate limits, prohibited actions and the person to contact if a service is affected. Separate passive collection from active probing: a supplier may permit observation of public records but prohibit vulnerability testing.
- Assign an accountable business owner and a technical owner.
- Record the legal entity and region covered by the authorization.
- Define how evidence is stored and who may view sensitive findings.
- Document an escalation path for an unexpected outage or suspected compromise.
- Mark assets outside the boundary as “unverified” rather than silently treating them as approved.
Only scan assets you own or are explicitly authorized to assess. Validate ownership before changing a service, especially when an address belongs to a hosting provider, supplier or shared platform.
Use authoritative sources to establish the starting set
Begin with records your organization controls: domain registrar data, DNS zones, certificate-management systems, cloud account inventories, load-balancer configurations, firewall rules, remote-access systems, CMDB records and application portfolios. These sources are incomplete by design, but they provide ownership and business context that public discovery cannot.
Mark the source and extraction time for every import. A record from a CMDB may be authoritative for ownership but stale for reachability; a DNS record may prove a name exists without proving that the service is still operated by your team.
2. Discover broadly with passive and active methods
No single discovery method sees the whole perimeter. Combine authoritative inventories with passive observations and carefully authorized active checks.
Passive discovery
Passive discovery collects information without sending probes to the target service. Review DNS changes, certificate transparency records, public registration data, routing announcements, cloud-provider metadata, code repositories and supplier documentation. Certificate names often reveal forgotten subdomains, alternate environments and old product names. Public indexing services can also show how an address, certificate or domain appears from outside your network.

CISA identifies Shodan, Censys.io, Thingful and Shadowserver as examples of services that can scan publicly exposed systems, index IP addresses, parse TLS certificates and track domains. CISA’s inclusion is not an endorsement of any particular provider. Treat results as leads and confirm ownership before taking action.
Active discovery
Authorized active checks can confirm that a hostname resolves, determine which ports respond, identify protocol banners and test whether a web application or API is reachable. Use conservative rates and production-safe checks. Avoid intrusive exploitation, denial-of-service behavior or credential testing unless the written authorization explicitly permits it.
Run active checks from more than one approved vantage point when geography or network policy can change results. A service blocked in one region may be exposed in another, while a temporary firewall rule can create a misleading snapshot.

Normalize and de-duplicate results
Different sources commonly describe one service in several ways: an IPv4 address, a load-balancer name, a certificate subject and multiple DNS aliases. Normalize case, internationalized names, ports and cloud identifiers, then link aliases to a canonical asset. Preserve the raw observations so an owner can see why the asset was included.
Do not merge records merely because they share an address. Virtual hosts, multi-tenant services and content-delivery systems can place unrelated applications behind one IP. Use certificates, DNS, service fingerprints and owner confirmation to establish the relationship.
3. Validate and enrich every discovery
Reconcile discoveries against the CMDB, cloud inventories, DNS and certificate records, vulnerability scanners and service-owner confirmations. The purpose is to turn an observation into an actionable record.
Resolve ownership and status
Send each unowned or conflicting item to a named queue. Ask the proposed owner to confirm the business function, environment, data handled, dependencies, maintenance window and intended exposure. Classify the result as active and approved, active but unauthorized, retired but still reachable, third-party, or unresolved. Keep unresolved items visible until they are closed; hiding them creates blind spots.
Track freshness and coverage
BOD 23-01 calls for an up-to-date networked-asset inventory and tracking of enumeration cadence, coverage and signature currency. Record when each source was last collected, which ranges and accounts were covered, which protocols were checked and how current the detection signatures were. A “clean” result with expired signatures or missing cloud accounts is not evidence of low risk.
Capture exposure paths and dependencies
For each asset, document how an outsider reaches it: direct IP, public DNS, a reverse proxy, a certificate-associated name, a remote-access gateway or a supplier connection. Record upstream and downstream dependencies such as identity providers, payment services, databases, message queues and recovery systems. These relationships determine how a small weakness can become a large outage or data exposure.

4. Classify criticality with business impact, not severity alone
Technical severity tells you how dangerous a weakness could be under certain conditions. It does not tell you what your organization would lose if the asset failed or were compromised. Use a business-impact analysis (BIA) to assign impact values consistently. NIST describes BIA outputs as asset categorization and impact values that support repeatable cybersecurity-risk prioritization.
Questions for the BIA
- Does the asset support a mission-essential or revenue-producing function?
- Would disruption affect health, safety, legal obligations or a critical public service?
- Does it store, process or transmit sensitive personal, financial, regulated or proprietary data?
- Does it provide privileged access to other systems?
- How many customers, employees, partners or internal services depend on it?
- What is the required restoration time, and are backups or alternate paths available?
- Could compromise provide a route into a higher-value network or cloud account?
Use a small, documented impact scale, such as low, medium, high and mission-essential, and define what each level means. Do not allow every team to invent its own interpretation of “critical.”

5. Build a remediation queue that reflects real risk
Prioritize an exposure by combining technical and business signals. A practical score considers:
- Reachability and breadth: Is the service directly reachable, and how many interfaces, regions or tenants are exposed?
- Exploitability: Is exploitation observed, publicly demonstrated or otherwise credible?
- Vulnerability severity and age: How serious is the weakness, and how long has it remained open?
- Business impact: What function, obligation or customer population depends on the asset?
- Data and privilege: Does it handle sensitive data or provide administrative capability?
- Dependency and blast radius: Could compromise spread to identities, networks, suppliers or recovery systems?
Use a decision queue, not a score that hides urgency
| Queue | Typical condition | Required action |
|---|---|---|
| Emergency | Known exploited vulnerability on an internet-facing, high-impact asset; exposed administrative access with evidence of abuse; or an unauthorized service handling sensitive data | Assign an incident or emergency change owner immediately, contain exposure where safe, patch or disable the vulnerable path, and verify externally |
| Urgent | Internet-facing high-impact service with a credible exploit, unsupported software, weak authentication or a long-standing critical vulnerability | Set a near-term remediation deadline, apply compensating controls and obtain owner confirmation |
| Planned | Moderate weakness, limited exposure or lower-impact service with a documented owner and no evidence of exploitation | Schedule remediation, monitor for changes and re-score if exploitability or business impact changes |
| Reduce or retire | Unneeded public service, duplicate endpoint, stale DNS name or management interface that has no business requirement | Remove the route, decommission the service or restrict it to an approved network, then verify that it is no longer reachable |
CISA recommends timely patching of internet-facing servers, especially vulnerabilities listed as known exploited. Do not let a low numerical score override that condition. Conversely, do not treat a severe vulnerability on an isolated, non-production endpoint as identical to the same weakness on a public identity or payment service.
Make the queue actionable
Each item should have one owner, a due date or exception expiry, the chosen treatment, required change approval and a verification method. Acceptable treatments are remediate, restrict, remove, transfer with documented supplier controls, or accept with a named risk owner and review date. “Investigate” is a temporary state, not a final treatment.
6. Reduce unnecessary exposure and harden what remains
The safest public service is the one that does not need to be public. CISA recommends limiting internet exposure when it is unnecessary. Start with removal and restriction before adding layers of detection.
Recommended Free Tools
Remove or restrict
- Delete stale DNS records and decommission forgotten hosts.
- Remove public routes to development, test and administrative interfaces.
- Place management traffic behind a monitored jump host or approved private access path.
- Limit source networks, ports and protocols to what the business function requires.
- Review supplier connections and revoke access that is no longer needed.
Harden services that must stay public
- Change default credentials and disable unused accounts and protocols.
- Patch supported software promptly and replace products that are beyond support.
- Require multifactor authentication for administration and sensitive functions.
- Separate public presentation tiers from databases, identity systems and management planes.
- Use secure TLS configurations, monitor certificate expiry and remove obsolete names.
- Monitor ingress and egress traffic, authentication events and configuration changes.
After every change, repeat the external check that originally demonstrated exposure. A firewall rule can appear correct internally while a different address, IPv6 path, load balancer or certificate alias remains reachable.
7. Operate the map continuously
Internet exposure changes whenever a cloud resource is created, a DNS record is added, a certificate is issued, an application is deployed or a supplier changes its infrastructure. Define a recurring discovery cadence appropriate to your change rate and risk, and trigger additional discovery after material changes.

Events that should trigger rediscovery
- New cloud accounts, regions, subscriptions or public load balancers
- Domain, subdomain, DNS, certificate or routing changes
- Application releases, mergers, acquisitions or major supplier changes
- Deployment of remote-access, identity, email or file-sharing services
- Security incidents, unexplained traffic or a newly disclosed exploited vulnerability
Measure the operating process
Track coverage by domain, IP range, cloud account and supplier; stale or unowned assets; time to assign an owner; time to remediate; exception age; repeat findings; and post-fix verification rate. Also record discovery-source health, scan cadence and signature currency. These measures reveal whether the program is improving or merely generating more alerts.
Keep historical evidence so you can answer when an asset first became exposed, who owned it, what was known at the time and whether a fix actually removed the path. NCSC describes continuous external attack-surface management as integrating asset databases, cloud inventories and suppliers with lifecycle tracking, risk assessment and known-exploited-vulnerability enrichment.

There is no universal requirement to purchase a platform. Compare the operating models against the work your team must perform, not against a feature checklist alone.
| Criterion | Manual inventory plus scheduled scanning | External attack-surface-management platform | Managed scanning service |
|---|---|---|---|
| Discovery coverage | Depends on the domains, ranges and cloud sources your team maintains; blind spots are likely if ownership is weak | Usually combines recurring external discovery with integrations; verify which regions, protocols and cloud providers are covered | Depends on the provider’s collection methods and the scope you authorize |
| Ownership attribution | Strong when integrated with your CMDB and service-owner process; labor-intensive to maintain | Can correlate names, certificates, cloud data and inventories, but matches require human validation | Often requires your team to supply and confirm owner data |
| Update frequency | Set by your own schedule and change triggers | Designed for continuous or frequent observation; confirm the actual interval in the contract | Set by the service plan and agreed scan windows |
| Cloud and CMDB integration | Built by your team using existing exports and workflows | Often a central selection factor; assess supported accounts, APIs and lifecycle synchronization | May be available as an integration or report, with more coordination required |
| Vulnerability and known-exploited enrichment | Requires your scanners, intelligence feeds and triage process | May correlate findings and known-exploited status; validate data freshness and false-positive handling | Usually includes assessment expertise, but confirm whether exploitation status is included |
| Alert quality and evidence | Under your control, but tuning and evidence retention consume staff time | Can provide deduplication, change alerts and historical evidence; test noise levels during evaluation | May provide analyst review and reports; ensure raw evidence is available to your team |
| Authorization controls | Directly controlled by your procedures and tooling | Require explicit scopes, exclusions, rate controls and tenant separation | Require a written rules-of-engagement document and escalation process |
| Staffing and cost | Lower licensing cost but higher internal operating effort | Subscription cost plus integration, tuning and owner-response work | Service fees reduce internal scanning effort but do not remove remediation ownership |
Ask every provider how it handles ownership disputes, newly discovered assets, unsupported products, evidence retention, data residency, supplier authorization and safe testing. No platform guarantees complete detection, and a government agency’s mention of a discovery service does not constitute endorsement.

- Write the boundary: list domains, subsidiaries, IP ranges, cloud accounts, public applications, APIs, remote-access systems, certificates, DNS zones and approved suppliers.
- Assign owners: add business and technical owners, authorization status and escalation contacts to each scope item.
- Import authoritative inventories: collect CMDB, cloud, DNS, certificate, firewall, load-balancer and application records with timestamps.
- Run passive discovery: identify names, addresses, certificates and public services that do not appear in the internal records.
- Run safe active checks: confirm reachability and service details only within written authorization and agreed limits.
- Normalize and reconcile: merge aliases, preserve raw evidence, resolve ownership conflicts and mark unresolved assets visibly.
- Classify impact: apply the BIA categories for mission, revenue, data, privilege, dependencies and restoration.
- Queue actions: elevate known exploited vulnerabilities and high-impact exposure; assign one owner and a treatment for every item.
- Reduce exposure: remove unnecessary systems, restrict administration, patch supported software, replace unsupported products and enforce multifactor authentication.
- Verify externally: repeat the discovery or service check that demonstrated the original exposure and retain the result.
- Schedule recurrence: set routine assessments and change-triggered discovery, then review coverage, stale assets, assignment time, remediation time and exceptions.
Common failure modes and recovery
“Our CMDB is complete, so we do not need external discovery.”
Why it fails: cloud, supplier and project teams can create public services outside the CMDB, while DNS and certificates can outlive the underlying application.
Recovery: compare authoritative records with passive and active observations, create an unowned-asset queue and require owners to confirm intended exposure.

“We fix the highest severity score first.”
Why it fails: severity does not capture exploit availability, business impact, privilege, sensitive data or blast radius.
Recovery: combine technical findings with BIA impact and exposure context, and place known exploited vulnerabilities on internet-facing, high-impact assets at the front of the queue.
“A scanner found it, so we can shut it down immediately.”
Why it fails: the address may belong to a supplier, shared platform or essential service, and an unplanned change can cause an outage.
Recovery: validate ownership and authorization, contact the service owner, choose a safe containment or change window and verify dependencies before removal.
“The fix is complete when the ticket is closed.”
Why it fails: alternate DNS names, IPv6, load balancers, cached routes or a second vulnerable instance may remain exposed.
Recovery: repeat the external observation, compare the result with the original evidence and keep the verification record attached to the asset.
Frequently asked questions
How often should internet-facing systems be scanned?
Use a defined recurring cadence that matches your rate of change and risk, and run additional discovery after material cloud, DNS, certificate, application or supplier changes. The appropriate interval is an operating decision; the important requirement is that it is documented, repeatable and supported by coverage and freshness metrics.
Is an external attack-surface-management platform mandatory?
No. A disciplined internal inventory with authorized discovery and scheduled scanning can work when your team can maintain scope, integrations, evidence and owner workflows. A platform or managed service can reduce operational effort and improve continuous discovery, but you still need authorization controls, business-impact decisions and remediation owners.
What should be fixed first on a public-facing asset?
First address known exploited vulnerabilities on internet-facing, high-impact assets. Then handle exposed administration, unsupported software, sensitive-data services and weaknesses with credible exploitation, adjusting the order for dependencies and blast radius. Remove or restrict anything that has no business need to be public.
How do I handle an asset that nobody recognizes?
Keep it in an unresolved queue with the discovery evidence, last-seen time and exposure path. Check cloud, DNS, certificate, supplier and application records, then escalate through the authorization register. Do not modify or disable it until ownership and service dependencies are understood, unless your incident process authorizes immediate containment.
