Manage TikTok and Meta advertising as separate native campaigns, not as one interchangeable campaign. Use TikTok Business Center and TikTok Ads Manager for TikTok, and Meta’s business tools and Ads Manager for Facebook and Instagram. A shared campaign brief, naming system, budget ledger, creative matrix and reporting model can make the work feel unified, but permissions, placements, attribution, identity requirements and account eligibility must still be checked in each network.

The operating model: one plan, separate ad managers

There is no evidence that a single third-party dashboard can reproduce every campaign-creation, optimization, eligibility and measurement control offered by TikTok and Meta. The dependable model is a hub-and-spoke arrangement:

  • Business-account layers control ownership, assets, people, agencies and permissions.
  • Native ad managers create campaigns, validate ads, control delivery and expose each network’s reporting.
  • A shared operating layer standardizes names, dates, budgets, creative versions, conversion definitions and management reporting.

That separation matters because the same audience name, video file or conversion label does not guarantee the same delivery rules. A platform may reject an identity, placement or objective even when the campaign works elsewhere. Use the common layer for governance and comparison; use each native interface for execution and diagnosis.

What each platform’s business layer does

Network Business or collaboration layer Campaign workspace What to verify separately
TikTok TikTok Business Center TikTok Ads Manager Account-link eligibility, TikTok identity permissions, Spark Ads availability, objective restrictions, placements and attribution settings
Meta Meta business tools, Pages and people or partner access Meta Ads Manager Page or business task access, ad-set placement choices, creative requirements, conversion events and attribution settings
Other social networks Use that network’s own business-account system Use its native ads manager unless its documentation confirms an integration Do not assume TikTok or Meta permissions, objectives, placements or reporting definitions transfer

TikTok describes Business Center as a place to centralize advertising, creator, commerce and other marketing solutions, collaborate and assign permissions. It identifies Ads Manager as the place to create and manage ads. The older TikTok Ads Manager Playbook recommends Business Center when an organization manages more than one TikTok ad account and groups Ads Manager work into Campaign, Assets and Reporting areas. Its illustrations are not a guarantee that current screens look identical.

Step 1: establish ownership and access before launching

TikTok: put accounts and identities under the right Business Center

Start with the organization that owns the ad account, TikTok identity and billing relationship. For multiple TikTok ad accounts, TikTok recommends using Business Center. The exact linking choices depend on whether the account is standalone, already attached to another center or eligible to join an existing one. An administrator may have to approve a request.

  1. Open or select the organization’s TikTok Business Center.
  2. Add the relevant TikTok ad account and confirm whether it is new, standalone or already associated with another Business Center.
  3. Add the TikTok identity needed for organic collaboration or ad delivery.
  4. Assign each employee, agency or partner only the assets and actions required for the job.
  5. Keep at least one internal administrator with control of the Business Center and recovery methods.

TikTok distinguishes Deliver ads from Manage account permissions. Deliver ads supports using an identity for advertising. Manage account is broader and also supports organic account interactions and management. Give an agency Deliver ads when it only needs to use the identity in campaigns; reserve Manage account for a trusted team that genuinely needs account-management capabilities. Review the current labels in TikTok’s account-management documentation, which was updated in September 2026.

TikTok agency access and approval points

An agency should request access through the asset owner’s Business Center rather than asking for a shared personal login. The owner can approve the request, attach the required ad account and identity, and remove access without changing ownership. If a linking option is missing, check whether the account is already tied to another center or whether the requested objective and identity combination is eligible. Do not design a process around a linking control that the account does not display.

Meta: use task access instead of unnecessary full control

Meta’s Page access documentation distinguishes task access from full control. Task access can include creating, managing and deleting ads and viewing insights through tools such as Ads Manager and Business Manager. Full-control users can change access and settings, including removing other people, so it should not be the default for an agency or contractor.

  1. Identify the Page, ad account, pixel or other business asset used by the campaign.
  2. In Meta’s business-access settings, assign the person or partner the advertising and insights tasks required for the work.
  3. Confirm that the person can open Ads Manager and see the correct ad account before the launch deadline.
  4. Keep ownership and at least one internal full-control administrator with the business.
  5. Remove or reduce access when the engagement ends, and audit permissions after major team changes.

Meta changes labels and navigation periodically. If a person can see the Page but cannot create ads, the missing item is usually an ad-account or task permission rather than a creative problem.

Step 2: keep campaign creation native

Create TikTok campaigns in TikTok Ads Manager and Meta campaigns in Meta Ads Manager. Native interfaces expose platform-specific policy checks, eligibility states, placement availability, delivery diagnostics and attribution settings that a consolidated spreadsheet cannot replace.

Create a shared campaign register

Before opening either manager, create one record for each intended campaign. Use identical field names across networks, while allowing each network’s native values to remain distinct.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field What to record Why it matters
Owner and approver Internal owner, agency contact and final approver Prevents launches from depending on an ex-employee or an unapproved partner
Objective Native objective selected in each platform Objectives with similar names may optimize toward different events
Budget Daily or lifetime amount, currency, start date and end date Separates planned spend from actual spend and avoids currency confusion
Audience Country, age rules, targeting assumptions, exclusions and audience source Documents what “the same audience” actually means
Creative Asset ID, aspect ratio, version, copy, audio and identity Allows a platform-specific version to be traced to the source asset
Landing page URL, page version and tracking parameters used by the organization Helps reconcile platform conversions with site analytics
Conversion Native event name, external business outcome and attribution setting Prevents unlike events from being compared as if they were identical
Test plan Variable, control, date range and success criterion Stops mid-flight creative or budget changes from invalidating a test

Use a naming convention that survives both managers

A practical pattern is YYYYMMDD_Channel_Country_Objective_Audience_CreativeVersion. Keep the same campaign identifier in the register, URL tags and external analytics, but preserve each platform’s native campaign, ad-set or ad-group IDs as separate columns. Never replace native IDs with a homemade shorthand; support staff and APIs use the platform IDs.

Step 3: handle TikTok identities and Spark Ads deliberately

TikTok account identity is not just a creative detail. It controls whose post or profile appears in an ad and which permissions are needed for collaboration. TikTok’s account-linking guidance, updated in February 2026, describes three authorization patterns:

  • Link through an existing Business Center account.
  • Authorize through the TikTok account login.
  • Use a QR-code flow when offered by the account.

The same guidance warns that the Ads Manager linking feature is unavailable for some advertising objectives. Check the actual account’s available options before promising a Spark Ads workflow to a client or creator.

  1. Confirm that the required TikTok identity is owned or authorized by the correct organization.
  2. In Business Center, grant the minimum identity and ad-account permission needed for the operator.
  3. In Ads Manager, open the account-linking or identity area and use the authorization method offered for that account.
  4. Verify that the chosen campaign objective supports the linking feature.
  5. Preview the ad to confirm the intended identity, post authorization and destination before publishing.

If the identity does not appear, check Business Center membership, asset assignment, authorization expiry and objective eligibility before replacing the creative. A different video file will not fix a missing account permission.

Step 4: build Meta placements and creative at the correct level

Meta’s Reels guidance places placement selection at the ad-set level and creative configuration at the ad level. Depending on the campaign, Ads Manager can offer Advantage+ placements or manual placement selection, existing Reels and A/B testing.

  1. At the campaign level, choose the business objective and the conversion or result the campaign should optimize toward.
  2. At the ad-set level, choose Advantage+ placements or manual placements, then verify that Reels is included when it is part of the test.
  3. At the ad level, select an existing Reel or upload and configure the creative, copy, destination and identity.
  4. Preview every selected placement, because a creative that looks correct in one placement can be cropped or obscured in another.
  5. Record the final placement setting and creative version in the campaign register.

Do not assume that a TikTok identity, Spark Ads authorization or placement choice can be imported into Meta. Each network evaluates the asset and account in its own system.

Step 5: standardize creative production without forcing identical ads

Use one creative brief but produce platform-specific exports. The brief should define the message, offer, audience insight, legal copy, destination and test variable. The delivery matrix should then record each network’s aspect ratio, duration, captions, audio, safe-zone treatment, identity and placement.

  • Keep the central proposition and offer consistent when the test requires a common message.
  • Adapt opening seconds, text position, pacing and call to action to the placement.
  • Assign a unique version ID to every export, even when the footage is shared.
  • Record whether the ad uses an organic post, a linked identity or a native upload.
  • Do not call two ads “the same creative” when their identity, sound, crop or text treatment differs materially.

On TikTok, identity linking is part of some Spark Ads workflows and is not available for every objective. On Meta, Reels placement and ad-level creative are configured separately. Those differences are reasons to share a brief, not to force one file through both systems.

Step 6: make cross-platform measurement comparable

Standardize definitions before launch, then preserve each platform’s reported values separately. A useful reporting model has three layers:

  1. Platform delivery: spend, impressions, reach, clicks, video views and native conversions exactly as reported by TikTok or Meta.
  2. Business outcome: orders, qualified leads, revenue or another organization-wide definition from the company’s analytics or CRM system.
  3. Reconciliation: a documented explanation for differences caused by attribution windows, time zones, currency, event deduplication, delayed conversions or reporting cutoffs.

For every comparison, display the date range, time zone, currency, conversion event, attribution window, optimization event and data source. A platform-reported CPA is not directly comparable with a CRM CPA unless those definitions match.

Use one conversion dictionary

Internal concept TikTok record Meta record External source
Primary outcome Native event name and event ID, if used Native event name and event ID, if used Canonical business event
Spend Reported amount, currency and reporting time zone Reported amount, currency and reporting time zone Finance or billing ledger
Attribution Window and reporting model shown in TikTok Window and reporting model shown in Meta Organization’s chosen comparison rule
Revenue Platform value and event source Platform value and event source Order or CRM value

TikTok provides native reporting and API integration resources. Its partner-enablement material, updated in March 2026, references Marketing API patterns for account management, creative production and performance operations. That establishes that integrations are possible; it does not prove that a particular vendor can make every native campaign change or reproduce every attribution output.

Can one dashboard manage TikTok and Meta ads?

A consolidated dashboard can be useful for inventory, permissions, pacing and reporting when it has verified integrations. It should not be treated as a universal replacement for TikTok Ads Manager or Meta Ads Manager.

Good uses for a consolidated layer

  • Read-only spend and delivery reporting across accounts.
  • Budget pacing against a shared plan.
  • Creative and landing-page version tracking.
  • Permission audits and owner lists.
  • Normalized business-outcome reporting after the source definitions are preserved.

Actions that should remain native unless explicitly supported

  • Creating a campaign with a platform-specific objective.
  • Choosing or validating placements.
  • Linking a TikTok identity for Spark Ads.
  • Responding to policy, eligibility or delivery warnings.
  • Changing attribution or conversion settings.

Before adopting an integration, ask which accounts and objects it supports, whether it can create or only read campaigns, how quickly data arrives, which attribution fields are retained, how failed writes are reported and how access is revoked. Do not infer feature parity from the existence of an API.

How to compare TikTok, Meta and another network fairly

Compare operating characteristics, not just a headline CPA or ROAS.

Comparison axis Questions to answer
Campaign structure What are the network’s campaign, ad-set or ad-group and ad levels? Which settings inherit downward?
Objectives Does the selected objective optimize for the same business event, or only use a similar label?
Audience controls Are country, age, exclusions, lookalikes, custom audiences and account eligibility equivalent?
Placements Which placements are available for the objective, and where are they selected?
Creative and identity Is the asset a native upload, an existing post or a linked creator or account identity?
Permissions Can an operator deliver ads only, or also manage the organic account and change access?
Measurement What event, attribution window, currency, time zone and reporting delay apply?
Automation Does the official API support the required read and write operations for this account?

“Other social platforms” is not a single technical category. Check the current official documentation for each additional network instead of applying TikTok or Meta instructions by analogy.

Meta Reels figures: useful context, not a forecast

Meta’s Reels page publishes results from platform-run analyses. They can inform a creative hypothesis, but they are not independent benchmarks or guarantees for an individual advertiser.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • 34.5% lower cost per result: Meta attributes this to a global meta-analysis of 15 split tests of Reels-only campaigns comparing still-image creative with 9:16 video containing sound and key messages in the safe zone; the page reports 99.9% confidence.
  • 5% lower cost per result and 11% higher conversion rate: Meta describes a meta-analysis of 15 A/B tests run from May 2022 through April 2023 in Germany, Spain, Indonesia, the United Kingdom and the United States, comparing partner-enabled native Reels creative with a business-as-usual setup.
  • 79%: The page says this was the share of surveyed people who reported purchasing a product or service after watching Reels; the retrieved passage does not show the survey details.
  • 2X: Meta describes higher delivery to the Reels placement for campaigns that included 9:16 video with audio and key messages in the safe zone.

When citing these numbers internally, retain the test design, countries, dates and platform-published origin. Do not transfer the results to TikTok or assume they apply to every objective, audience or creative.

Launch and troubleshooting checklist

Before launch

  • Ownership, billing and administrator recovery methods are confirmed.
  • Every operator has the minimum required asset and task permissions.
  • TikTok identity linking and Spark Ads eligibility have been checked for the selected objective.
  • Meta placement choices are recorded at the ad-set level and creative choices at the ad level.
  • Landing pages, event tracking and conversion definitions are tested.
  • Campaign names, budget currency, dates and version IDs match the shared register.
  • Each platform’s previews show the intended identity, crop, text and destination.

If a TikTok account cannot be linked

  1. Check whether the identity or ad account is already connected to another Business Center.
  2. Confirm that the requester has the required Business Center and asset permission.
  3. Check whether an administrator must approve the link request.
  4. Verify that the campaign objective supports the linking feature.
  5. Try the authorization method offered by the account, such as Business Center, login or QR code.

If an agency cannot launch on Meta

  1. Confirm the agency has access to the correct ad account, not only the Page.
  2. Check that advertising and insights tasks are assigned.
  3. Verify that the person can open Ads Manager and select the intended account.
  4. Ask an internal full-control administrator to review asset assignment rather than sharing credentials.

If platform and business reports disagree

  1. Align the date range, time zone and currency.
  2. Compare the exact conversion event and attribution window.
  3. Check event deduplication, delayed conversions and reporting cutoffs.
  4. Separate platform-reported revenue from confirmed orders or CRM outcomes.
  5. Document the reconciliation rule in the report instead of silently averaging the totals.

Governance for ongoing operations

Review permissions monthly and after every agency or employee change. Keep an internal administrator, a current asset inventory and a record of when access was granted or removed. Archive campaign IDs, creative versions and conversion definitions with the reporting period so a later analyst can reproduce the comparison.

TikTok help pages and interface labels can change; the cited account-management page was updated in September 2026, the account-linking page in February 2026 and the partner-enablement resource in March 2026. Meta’s cited Reels guide does not display a publication year in the retrieved page. Recheck the live manager before documenting a permanent procedure.

The practical answer to “one place”

Use one operating system for planning, access reviews, naming, creative versioning and normalized reporting. Use TikTok Business Center and TikTok Ads Manager for TikTok work, and Meta’s business tools and Ads Manager for Meta work. Add an API-backed dashboard only for the specific read or write functions its documentation confirms. This approach gives the team a consistent process without hiding the platform differences that determine whether an ad can actually run or whether two results can be compared.
