Managing privacy in Microsoft 365 Copilot starts with identifying who controls the setting. A personal Microsoft account holder can change available Office connected-experience options in the account privacy settings. In a work or school tenant, the organization generally decides whether those experiences are available, using Microsoft 365 Apps policies, the Microsoft 365 admin center, or linked governance services.

These controls are not one master Copilot privacy switch. Settings for connected experiences that analyze content, optional connected experiences, required service data, permissions, sensitivity labels, auditing, retention, and Copilot administration address different parts of the system. Changing one can affect Copilot availability in Excel, OneNote, Outlook, PowerPoint, and Word, so check the scope and test the result before enforcing a policy.

What privacy controls cover in Microsoft 365 Copilot

Microsoft 365 has several overlapping control layers. The Office connected-experience settings govern whether particular cloud-connected capabilities are available. Copilot administration adds controls for user access, data access, actions, and other tenant settings. Security and compliance controls determine which data a signed-in user is authorized to access and how that data is protected, retained, labeled, and audited.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical distinction is scope:

Control area What it decides Typical decision-maker Where it is managed
Connected experiences that analyze content Whether Office features that send or process document, message, workbook, presentation, or notebook content through connected services are available Individual for some personal accounts; organization administrator for managed work or school accounts Office account privacy settings or Microsoft 365 Apps policy
Optional connected experiences Whether optional cloud-connected capabilities are available; Microsoft gives optional Copilot experiences such as web search as an example of an affected capability Individual where the account permits it; otherwise the organization Office privacy controls or organizational policy
All connected experiences Turns off the broader set of connected experiences, including the content-analysis category Usually the organization for work or school accounts Office policy or account privacy settings, depending on account type
Copilot administration User access, data access, Copilot actions, and other tenant-level settings Microsoft 365 administrator and other delegated administrators Microsoft 365 admin center, with some links to other services
Security and compliance What users may access and how information is labeled, protected, retained, discovered, and audited Security, compliance, SharePoint, Purview, and Power Platform administrators Microsoft 365 admin center, Microsoft Purview, SharePoint Advanced Management, Power Platform admin center, and Copilot Studio, depending on the control

Because these layers are independent, turning off an Office connected-experience category does not universally turn off every Copilot behavior. Conversely, leaving a connected experience enabled does not grant Copilot access to files a user is not authorized to open.

First identify the account and the person who can change the setting

Personal Microsoft account

If you sign in to Office with a personal Microsoft account, you can generally see and change the connected-experience choices exposed in the Office account privacy settings. The exact label and placement can vary by Office application, platform, and current app version.

  • Open an Office application while signed in to the account you want to manage.
  • Open the application’s account or privacy settings and review the sections for connected experiences.
  • Look separately for experiences that analyze content, optional connected experiences, and the broader option for all connected experiences.
  • Record the current state before changing it, especially if you rely on Copilot in several Office applications.

A personal account setting applies to that account and the Office installations where the account is used. It is not an organization-wide policy and cannot manage another person’s work or school tenant.

Work or school account

In a managed Microsoft 365 organization, the administrator normally decides which connected experiences are available. A user may see a setting but be unable to change it, or the option may be absent because policy is being enforced centrally. If a control is locked, contact the organization’s Microsoft 365 administrator rather than repeatedly changing local Office settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Administrators should first identify the tenant, the affected users or groups, the Office platforms involved, and the licenses assigned to those users. The available controls can differ by tenant configuration, service plan, administrator role, and app version.

Understand the three connected-experience choices before changing one

Connected experiences that analyze content

This category covers experiences that use the content of a document, workbook, presentation, notebook, email, or related Office item. Microsoft states that turning off these connected experiences can make Copilot features unavailable in Excel, OneNote, Outlook, PowerPoint, and Word on current versions for Windows, Mac, iOS, and Android.

The effect is a feature-availability trade-off, not merely a background telemetry change. A user may still be able to open and edit a file locally, while a Copilot capability that needs to analyze its content is unavailable or impaired.

Optional connected experiences

Optional connected experiences are a separate choice. Microsoft identifies optional Copilot experiences, including web search, as examples that can be affected when optional connected experiences are disabled. The setting does not mean that every Copilot response is controlled by the Office privacy switch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In particular, Microsoft says the connected-experience privacy settings described for Office do not determine whether Copilot references web content. Treat web access and other optional capabilities as a distinct policy question and verify the relevant Copilot or service setting in the tenant.

All connected experiences

The broadest choice turns off all connected experiences covered by the Office control set. That includes the content-analysis category and therefore carries the same Copilot availability impact in the affected Office applications. Use it only after identifying which users depend on connected features such as Copilot, translation, dictation, cloud-based design assistance, or other services exposed by the tenant’s Office build.

What changes when content-analysis experiences are disabled

Application Expected impact when content-analysis connected experiences are turned off Scope qualification
Excel Copilot features that require analysis of workbook content can become unavailable Microsoft describes this for current versions on Windows, Mac, iOS, and Android
OneNote Copilot features that require analysis of notebook content can become unavailable Microsoft describes this for current versions on Windows, Mac, iOS, and Android
Outlook Copilot features that require analysis of message or mailbox content can become unavailable Microsoft describes this for current versions on Windows, Mac, iOS, and Android
PowerPoint Copilot features that require analysis of presentation content can become unavailable Microsoft describes this for current versions on Windows, Mac, iOS, and Android
Word Copilot features that require analysis of document content can become unavailable Microsoft describes this for current versions on Windows, Mac, iOS, and Android

Microsoft does not describe this as a percentage reduction in Copilot capability, and the exact result can vary with the Office build, platform, tenant policy, and license. Test the workflows your users actually need instead of assuming that every feature will fail in the same way.

Administrator route: Microsoft 365 admin center

Open the Copilot settings area

  1. Sign in to the Microsoft 365 admin center with an account that has the required administrator role.
  2. Open Copilot and then Settings.
  3. Review the sections labeled User access, Data access, Copilot actions, and Other settings.
  4. Open each linked service or policy before changing it. Some entries are links to another administrative surface rather than controls implemented directly on the page.
  5. Check the target users, groups, workloads, license requirements, and any warning text shown by the tenant.
  6. Apply the least disruptive change to a pilot group first, document the policy, and test the affected Office applications.

Microsoft says the admin center changes frequently and that the settings shown depend on the services licensed in the tenant. Do not assume that another organization, another administrator role, or an older screenshot will show the same controls.

Use the right administrative surface

The Copilot controls framework includes security and governance, management controls, and measurement and reporting. Depending on the feature, a setting may be administered in one of these places:

  • Microsoft 365 admin center: tenant-level Copilot access and related settings.
  • Microsoft 365 Apps policy management: organization-wide Office privacy controls, including connected-experience policies.
  • Power Platform admin center: controls for applicable Power Platform and Copilot experiences.
  • Copilot Studio: administration for applicable agents and custom Copilot experiences.
  • Microsoft Purview: sensitivity, retention, audit, data-loss-prevention, and related compliance controls where licensed.
  • SharePoint Advanced Management: controls that help identify or reduce oversharing in SharePoint and related content stores where licensed.

A setting in one surface should not be treated as proof that the same behavior is controlled everywhere else.

Connected-experience privacy versus broader Copilot governance

Use the following decision framework when someone asks for “the Copilot privacy setting.”

Question Relevant control What the answer tells you
Should Office be allowed to use content for connected features? Connected experiences that analyze content Whether content-dependent features, including affected Copilot features, can run in the Office apps
Should optional cloud capabilities be available? Optional connected experiences Whether optional experiences such as certain web-search capabilities can be used
Who may use Copilot? Copilot user-access settings and license assignment Which users or groups can access the service
What information may Copilot retrieve? Microsoft 365 permissions, sharing, labels, and data-access controls Which content the signed-in user is authorized to access
What can an agent or Copilot do? Copilot actions and applicable Power Platform or Copilot Studio controls Whether actions, connectors, or custom experiences are permitted
How is use monitored or governed? Audit, retention, compliance, security, and reporting controls How the organization detects, investigates, retains, or restricts activity

Microsoft’s security documentation states that Copilot only accesses data users are authorized to access and respects Microsoft 365 compliance, privacy, and data-residency commitments. That protection depends on the underlying permissions being correct. Copilot does not repair an overshared site, an inherited access error, or a stale group membership.

Prepare permissions and information protection before rollout

Review oversharing and access

Search for broadly shared SharePoint sites, Teams files, OneDrive folders, mailboxes, and groups before enabling Copilot for a large population. Verify that confidential material is restricted to the intended people and that former employees, contractors, and inactive groups no longer retain access.

Apply sensitivity and protection controls

Use sensitivity labels and other applicable information-protection policies to classify and protect content. Confirm that labels, encryption, access conditions, and user exceptions behave as intended when content is summarized, referenced, or used in a Copilot response.

Plan audit and retention

Decide which Copilot activity, prompts, responses, files, and administrative changes must be retained or audited under your organization’s rules. Microsoft Purview and related compliance services provide different capabilities depending on the tenant’s license and configuration.

Check licensing rather than relying on a tier name

Microsoft describes foundational security and governance controls associated with Microsoft 365 admin center, SharePoint Advanced Management, and Purview for A3, E3, and G3 licensing. It describes optimized controls associated with Purview and Defender for Cloud Apps for A5, E5, and G5 licensing. These are Microsoft’s current license-tier descriptions, not a guarantee that a particular tenant has every feature enabled. Confirm the actual service entitlements, regional availability, and administrative prerequisites in the tenant.

Required service data is not the same as prompts, responses, or training

Connected experiences and Copilot generate required service data. Microsoft says existing privacy controls can prevent some connected-experience and Copilot required service data from being collected and sent. Required service data for essential services is different: it is always collected because those services are necessary for Microsoft 365 to function, and it cannot be turned off.

Do not collapse several data categories into one statement. Service data, the content a user submits, Copilot prompts, Copilot responses, and model-training use are distinct questions governed by different documentation and controls.

Microsoft also states: “Your personal data collected from the use of connected experiences in Microsoft 365 isn’t used to train large language models (LLMs), including those used by Microsoft Copilot.” This statement addresses the use of personal data collected through Microsoft 365 connected experiences; it does not eliminate the need to review permissions, retention, compliance, or the organization’s own information-handling rules.

A safe change procedure for administrators

  1. Define the objective. Decide whether you are reducing content processing, disabling optional capabilities, restricting who can use Copilot, limiting actions, or preparing for compliance review. These are different changes.
  2. Inventory dependencies. List the Office applications, platforms, user groups, add-ins, agents, and business workflows that depend on Copilot or other connected experiences.
  3. Identify the controlling surface. Use Office account privacy settings for an individual personal account; use Microsoft 365 Apps policy, the Microsoft 365 admin center, Purview, SharePoint Advanced Management, Power Platform, or Copilot Studio for organizational controls as applicable.
  4. Check tenant and license scope. Record the tenant, assigned licenses, administrator role, app versions, and geography. The available settings are not identical in every tenant.
  5. Apply the policy to a pilot. Start with a representative group, including users on Windows, Mac, iOS, and Android if all platforms are in scope.
  6. Test real tasks. In Excel, OneNote, Outlook, PowerPoint, and Word, test the Copilot workflows that matter. Also test optional capabilities such as web search separately, because the controls are not interchangeable.
  7. Review security outcomes. Validate sharing, permissions, labels, audit events, retention behavior, and any agent or connector actions.
  8. Communicate the user impact. Tell users which feature categories will disappear or be limited, who can request an exception, and how to report an unexpected result.
  9. Roll out gradually and document the decision. Keep the policy owner, date, affected groups, rationale, tested app versions, and rollback procedure in the organization’s change record.

Troubleshooting common outcomes

A user cannot change the Office privacy option

The account is likely managed by a work or school tenant, or an organizational policy is enforcing the choice. Confirm which account is active in Office and ask the tenant administrator to check Microsoft 365 Apps policy and the Copilot settings area.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Copilot disappeared from an Office app after a privacy change

Check whether connected experiences that analyze content, or all connected experiences, were disabled. Microsoft specifically identifies Excel, OneNote, Outlook, PowerPoint, and Word as affected applications. Restore the policy only if the organization’s privacy and compliance decision allows it, then retest after policy propagation.

Web-related Copilot behavior changed unexpectedly

Review optional connected experiences and the applicable Copilot web or service setting independently. The Office connected-experience privacy controls do not universally decide whether Copilot references web content, although disabling optional experiences can affect optional Copilot capabilities such as web search.

Copilot surfaces information that seems too broad

Do not begin by assuming Copilot bypassed permissions. Review the user’s access to the source file, site, mailbox, group, or data connection; inherited permissions; anonymous or organization-wide links; stale group membership; and sensitivity-label behavior. Copilot follows the user’s existing authorization, so oversharing must be corrected at its source.

An expected admin setting is missing

Check the tenant’s licenses, administrator role, service availability, and current admin-center layout. Microsoft says the Copilot settings page changes and that some controls appear only as links to other services. A missing option may therefore be a licensing or service-scope issue rather than a software fault.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Practical checklist

  • Identify personal versus work or school sign-in.
  • Determine whether the decision belongs to the user or the organization.
  • Separate content-analysis, optional, and all-connected-experience settings.
  • Predict the effect on Excel, OneNote, Outlook, PowerPoint, and Word before enforcing a change.
  • Use Copilot > Settings in the Microsoft 365 admin center for the tenant-level areas it exposes.
  • Follow links to Microsoft 365 Apps policy, Purview, SharePoint Advanced Management, Power Platform, or Copilot Studio when the control lives elsewhere.
  • Audit sharing and permissions before rollout.
  • Use sensitivity labels and applicable protection policies.
  • Define audit, retention, and reporting requirements.
  • Distinguish required service data from essential-service data, prompts, responses, and model-training statements.
  • Pilot, test on supported platforms, communicate user impact, and retain a rollback record.
