To control what a Gemini agent can access in Google Cloud, first choose its runtime identity, then grant that identity only the roles it needs on the specific resources its code uses. Vertex AI Agent Engine documents two identity patterns: IAM Agent Identity, which the setup guide labels Preview, and a service account, either the default Google-managed service agent or a custom account. Separately, control which clients can invoke the deployed agent; that is a different access direction from the agent’s access to backend data.
Choose how the agent authenticates
The identity pattern determines which principal Google Cloud evaluates when the agent calls a protected API or accesses data. The Vertex AI Agent Engine environment setup guide describes IAM Agent Identity and service-account deployment. Its launch-stage label matters: the guide marks Agent Identity as Preview, so verify its current availability and support for your runtime before selecting it.

Google’s Agent Identity documentation explains its principal and authentication model. The Agent Registry concepts page provides examples of agent principal and principal-set formats; use the identity format documented for the particular integration rather than assuming all principals are interchangeable.

For an agent using its own identity, grant roles to that identity on the target resources. The guide to accessing Google Cloud services with an agent’s own identity describes the primary SPIFFE identity requesting access tokens and the administrator granting the necessary roles on target resources. For a service-account deployment, the resources the account can access are available to the agent using it.

- Inventory what the agent actually calls. List the APIs, buckets, databases, and other Google Cloud resources used by its code, along with the operations it performs.
- Map operations to required roles. Select roles that permit those operations, not broad roles chosen simply to make deployment succeed. Required roles vary by API and data source; Google’s recommendations for its own-identity setup are specific to that scenario, not a universal bundle.
- Bind roles at the narrowest practical resource scope. Apply permissions to the relevant resource where possible, following Google’s guidance for allow policies and role bindings. Avoid granting unrelated project-wide access when a resource-level grant meets the need.
- Test the agent’s real workflows. Confirm expected calls succeed and that access outside the intended resource or operation is denied. Revisit grants when the agent’s tools or data sources change.
With a custom service account, the agent’s permissions are determined by that account’s grants. A dedicated account can make those grants more manageable than sharing a broadly privileged account across workloads, but it does not reduce access automatically: administrators must still grant the roles the agent code needs.
Keep deployment permissions separate from runtime permissions
Who deploys the agent and what the running agent can access are separate authorization questions. The Agent Engine setup guide says a person deploying an agent with a custom service account needs the Service Account User role on that account. That deployment permission does not replace the runtime roles the agent needs on its data and services. Conversely, runtime access for the agent does not by itself authorize a deployer to attach the account.

Control who can invoke the deployed agent
Backend permissions govern agent-to-resource access. Client permissions govern which people or systems can reach the deployed agent. Treat these as distinct policies: a caller’s ability to invoke an agent does not determine what the agent may access after invocation, and the agent’s backend identity does not establish which clients are allowed to call it.

Google’s deployed-agent access guide covers these access directions and describes identity and service-account methods, as well as mechanisms including API keys and OAuth clients. Choose a client-authentication method that fits the deployment, then separately restrict the agent’s resource permissions. Do not treat an API key or OAuth client as a substitute for least-privilege backend IAM grants.

Apply organization-level governance controls
Google describes Agent Identity as integrated with IAM, Principal Access Boundary, and VPC Service Controls in its Agent Identity overview. Consider how those controls fit your organization’s architecture and data classification. They complement access-policy design; their presence does not mean an agent automatically has appropriate boundaries or narrowly scoped resource grants.
- Use IAM bindings to grant the agent identity or runtime service account the roles needed on the target resources.
- Evaluate Principal Access Boundary policies if your organization uses them to constrain which resources principals may access.
- Evaluate VPC Service Controls where service-perimeter protections apply to the agent’s data and service paths.
- Review both backend grants and client invocation controls when ownership, data sources, or deployment boundaries change.
Choose a pattern based on the deployment
There is no universal winner: the documented options differ in isolation, setup, and launch-stage status, and the right fit depends on runtime support and governance requirements.

- Prefer a per-agent identity when distinct principals and direct resource-level grants suit the deployment, after confirming current Preview status and runtime compatibility.
- Use a service account when it is the supported or established runtime option. A custom account can give the agent a more deliberate permission set than a shared, broadly privileged account.
- In either case, scope permissions to actual needs. Identify the agent’s calls and data sources, grant the necessary roles on their target resources, and keep deployer permissions separate from runtime permissions.
