Copilot Notebook sharing can expose more than the notebook itself: when you invite people, Microsoft may also invite them to the files linked in its References list. Before sharing, audit every reference, verify its OneDrive or SharePoint permissions, confirm each recipient’s Copilot license, and remember that current notebook members receive editing access rather than read-only access.
What Copilot Notebooks can access
Copilot grounds its answers in references that have been added to the notebook and that the current user is permitted to access. Microsoft’s overview says Copilot does not automatically search a user’s entire OneDrive, email, Teams chats, or the web. Adding a source is therefore both a relevance decision and an access decision: anything placed in the References list can influence answers for users who can reach it.
Access is still constrained by the underlying source. Adding a SharePoint or OneDrive file does not override that file’s permissions. A collaborator may see the notebook but be unable to open a particular reference if permission transfer fails or the owner cannot share the item.
Reference types and important limits
- Office files and other standard references: Copilot Chat supports these sources and allows up to 50 sources per notebook, according to Microsoft’s licensing comparison.
- Organizational sources: The work or school Microsoft Copilot add-on supports sources such as Teams, SharePoint, OneDrive, and internal URLs. Its documented limit is up to 300 sources; Microsoft’s reference guidance says only the first 300 are used for grounding when more are present.
- External web pages: Microsoft’s June 2026 reference instructions allow publicly accessible pages. Authenticated or paywalled pages and linked subpages are unsupported, so a URL that opens only after sign-in should not be treated as a dependable notebook reference.
- OneNote: If a reference is a OneNote section or page, Microsoft says to share the entire OneNote notebook so recipients can reach that content.
Limits and supported sources can change as features roll out. Check the current licensing and reference guidance in your tenant before designing a large notebook.

How references behave for different users
A reference is not a copy of the source with independent permissions. The notebook records what should be used for grounding, while the source service decides whether a person can open it. Two members can therefore receive different results: one may have access to every SharePoint document, while another can use only the files that were successfully shared with them. If a reference is removed, it no longer belongs in the notebook’s intended grounding set, but deleting the reference does not delete the original document.
Keep the list purposeful. A large collection of outdated meeting notes, drafts, or duplicate exports can make answers less relevant and can create unnecessary permission questions. When more than 300 references are present for a Microsoft Copilot work or school notebook, only the first 300 are used for grounding, so ordering and pruning matter rather than simply attaching everything.
What happens when you share a notebook
Notebook sharing and file sharing are related but not identical. Microsoft’s sharing guidance says invitees are automatically invited to linked files when the notebook owner has permission to share those files. If a permission cannot be transferred, the file remains restricted and the recipient may have to request access separately.

Current membership model
Microsoft’s FAQ states that read-only notebook membership is not currently supported: anyone you invite has editing access to the notebook. The same FAQ indicates that group membership is unavailable. Use named people or email addresses and assume every accepted member can change notebook content.
Consumer-plan caveat
Microsoft’s June 2026 sharing guide lists Copilot Notebooks as available on Microsoft 365 Personal, Family, Premium, and Pro plans, with feature differences by plan, but says notebook sharing is not yet available for those consumer subscribers. Work or school tenants therefore have a different collaboration model from consumer subscriptions.
Pre-sharing security checklist
Complete this review before inviting anyone:
- Define the audience. List the people who need to read or edit the notebook and identify whether they use Copilot Chat or Microsoft Copilot for work or school.
- Open the notebook’s References list. Remove drafts, personal records, confidential attachments, or unrelated sources that the audience should not use. Copilot’s grounding is based on references available to the user, so unnecessary sources increase both exposure and the chance of irrelevant answers.
- Check each file in its native service. In OneDrive or SharePoint, inspect who has direct access, whether access is inherited from a folder or library, and whether the person can view, edit, download, or reshare the item.
- Confirm your authority. You need permission to share a linked document. Being able to add a file as a reference does not necessarily give you the right to grant another person access.
- Check source compatibility and limits. Make sure every recipient’s product tier supports the source type and that the notebook stays within the applicable 50- or 300-source limit.
- Decide whether the notebook should be collaborative. Because current members receive editing access, remove sensitive references or create a separate notebook when the audience should not be able to alter the working set.
How to share a Copilot Notebook safely
- Open the Copilot Notebook and review its References list from top to bottom.
- Remove any source that the intended audience does not need. For a sensitive file, remove the reference before sharing rather than relying on recipients to ignore it.
- For every OneDrive or SharePoint source, open the file or its containing folder and choose the service’s access-management or sharing control.
- Review direct access and inherited access. If a folder grants broader rights than the individual file, changing the folder can affect all contained documents unless a file has a more specific permission.
- Choose the narrowest available file permission. Microsoft’s OneDrive for work or school controls include Can view, Can edit, Can’t download, and Remove direct access; your organization may customize the labels or available choices.
- Return to the notebook and use Share to invite each collaborator by name or email. Do not describe the invitation as read-only, because that mode is not currently offered for notebook membership.
- After the invitation is sent, ask each recipient to open the notebook and test the required references. A notebook invitation does not guarantee that every linked file’s permission transferred.
- If a source is still blocked, have the recipient use the file’s request-access path or have an owner with appropriate sharing rights grant access directly.
Why a recipient may see the notebook but not a file
- The notebook owner can reference the file but cannot share it.
- The file inherits permissions from a restricted SharePoint site or OneDrive folder.
- The organization blocks external or cross-tenant sharing.
- The recipient’s license does not support that premium organizational source.
- The reference is a OneNote page whose parent notebook was not shared.
Do not work around a denied permission by copying a confidential file into a less-controlled location. Give access through the system that owns the document and preserve its audit and retention controls.

Three common sharing scenarios
Internal project team: If every member belongs to the same tenant and already has access to the SharePoint library, the notebook invitation may be straightforward, but still test each sensitive reference. Existing library membership can be broader than the project team, so remove sources that should remain outside the project.
External consultant: Check whether tenant policy permits guest or cross-tenant sharing before inviting the consultant. A notebook invitation cannot override a blocked external-share setting. Grant only the required document permissions, review whether downloads must be restricted, and remove those rights when the engagement ends.
Consumer subscription: Personal, Family, Premium, and Pro customers may have Copilot Notebooks, but Microsoft’s June 2026 guide says notebook sharing is not yet available for those plans. Keep the notebook private or use a separate service for collaboration rather than assuming the work-account sharing flow exists.

These are product limits, not guarantees that every tenant has identical behavior. Microsoft labels some Copilot Notebook capabilities as subject to gradual rollout, so administrators should verify the current experience for their organization.
Managing file permissions after sharing
Use the source service—not only the notebook interface—to audit and revoke access. In OneDrive for work or school, Microsoft documents controls for changing a person’s direct access to viewing, editing, download restriction, or no access. Removing direct access does not necessarily remove an inherited right from a parent folder or SharePoint site.
Direct versus inherited access
A direct grant applies to a named person on the item. An inherited grant comes from a folder, library, site, or group. If you remove a person’s direct access but they remain a member of a group with access, they may still open the file. Conversely, changing a folder’s permission can affect many documents at once. Inspect both levels before making a broad change.
After a collaborator leaves
- Remove the person from the Copilot Notebook’s members using its sharing control.
- Open every sensitive reference in OneDrive or SharePoint and remove direct access where appropriate.
- Check inherited access through folders, sites, and groups.
- Review copied or exported versions separately; removing a notebook or source permission cannot recall a file that someone already downloaded or duplicated.
- Ask the tenant administrator to apply any organization-required offboarding, retention, or audit procedure.
Privacy: what Microsoft’s statement does and does not mean
Microsoft’s FAQ states: “Copilot Notebooks doesn’t use user data to train the large language model.” That is a specific statement about model training. It is not a promise that data is never processed, stored, logged, transferred, or retained, and it does not describe every organization’s residency, retention, eDiscovery, or compliance configuration.

For work or school notebooks, consult your organization’s Microsoft privacy and governance documentation and ask the tenant administrator how the service is configured. The end-user FAQ does not, by itself, settle retention periods, regional processing, audit-log availability, legal holds, or administrator access.

Limit the data you place in a notebook
- Use the smallest set of references that answers the task.
- Remove credentials, secrets, personal identifiers, and unrelated employee or customer records.
- Prefer a controlled summary over a raw export when the audience needs conclusions rather than every underlying record.
- Keep highly restricted material in a separate notebook with a narrowly defined membership.
- Tell collaborators that generated answers must be checked against the source before anyone acts on them; Microsoft warns that Copilot output is not guaranteed to be accurate.
Questions administrators should answer
Before deploying notebooks for regulated or confidential work, ask which tenant policies govern storage and retention, whether audit events are available, how legal holds apply, where data is processed, and which administrators can access or export content. Those answers depend on the organization’s Microsoft 365 configuration and are not established by the model-training statement alone.
Deletion and recovery considerations
Microsoft’s current Copilot Notebook overview says deleting a notebook is permanent and cannot be undone. Treat deletion as an irreversible administrative action: export or preserve any required material under your organization’s approved process before deleting, and verify this behavior against the current product page because deletion and recovery controls can change.
Deleting the notebook is not the same as deleting its referenced files. Source documents remain governed by OneDrive, SharePoint, OneNote, or the external service that stores them. Review those locations separately if the purpose is to remove the underlying data or revoke access.
Troubleshooting common access problems
“The person can open the notebook but not one reference.”
Check the file’s direct and inherited permissions, your authority to share it, and any tenant restriction on external or cross-site sharing. If transfer was unavailable, have an authorized owner grant access or let the recipient submit a request.
“The notebook is using the wrong material.”
Open References, remove irrelevant or outdated items, and ensure the user has access to the intended replacement. Copilot does not automatically search all of OneDrive, email, Teams chats, or the web; it relies on the references added to the notebook and available to that user.
“A web link does not work as a reference.”
Confirm that the page is publicly accessible without authentication and is not paywalled. Microsoft’s June 2026 guidance does not support authenticated or paywalled pages or linked subpages as reliable external references.

“We need viewers who cannot edit.”
Current Copilot Notebook membership does not provide read-only access. Remove people who should not edit, keep the notebook private, or distribute an approved, read-only copy of the necessary information through a service that supports that permission model.
“A notebook has more sources than expected.”

For recurring team use, assign an owner for the notebook and a separate owner for the underlying document library. Require a reference review before each sharing change, record why sensitive sources are included, and test access with a representative collaborator after invitations are sent. Recheck membership and file permissions when projects end, staff change roles, or a source moves to a different folder or site.
Maintain a simple inventory showing each reference, its owner, its permission source, its sensitivity, and the people expected to use it. Review that inventory whenever a file is replaced, a folder is reorganized, or a license changes. This catches stale links and inherited access that a notebook-level review can miss.
The safest mental model is simple: a Copilot Notebook is a collaborative editing surface whose References list can trigger additional file invitations. Control the notebook membership, the native file permissions, and the applicable license independently; none of those controls substitutes for the others.
Frequently Asked Questions
If I share a Copilot Notebook, can invitees see every file in it?
They may be invited to linked files when the owner has permission to share them, but permission transfer can fail. Recipients may need to request access, and they can see only sources their account is authorized to open.

Does Copilot Notebooks search my whole OneDrive or email?
No. Microsoft says Copilot uses references added to the notebook that the user can access; it does not automatically search the entire OneDrive, email, Teams chats, or the web.
