To manage Copilot in Microsoft Teams, work through four layers: the user’s account and license, your organization’s Teams and Microsoft 365 policies, the meeting organizer’s Copilot setting, and access to recordings or transcripts. A licensed user can still lose Copilot because of a tenant policy, sensitivity label, meeting template, or permission choice. Conversely, an organizer can configure Copilot for a meeting without personally holding a Copilot license, although each participant’s ability to use it remains subject to their own eligibility and permissions.
What determines whether Copilot appears in Teams?
Copilot availability is not a single on/off switch. Teams evaluates several conditions before showing a Copilot control or allowing a participant to use it:
- Identity: The user must be signed in with the work or school account that belongs to the organization providing Teams.
- Subscription and license: The organization must have an eligible Microsoft 365 subscription, and an administrator must assign the appropriate Microsoft 365 Copilot add-on when licensed work-data features are expected.
- Tenant policy: Administrators can define defaults and restrictions for meetings, calls, recording, transcription, data access, and other AI features.
- Meeting configuration: The organizer’s setting under Online meeting options > Copilot and other AI determines whether meeting Copilot is available during the meeting, after it, or not at all.
- Information protection: Sensitivity labels, meeting templates, storage rules, and sharing permissions can narrow what participants can access.
- Meeting type and cloud: Channel meetings, ad hoc meetings, calls, government-cloud environments, and other specialized configurations do not always expose the same controls.
Seeing Copilot Chat in Teams therefore does not prove that the user has the full licensed Microsoft 365 Copilot experience. Microsoft describes Copilot Chat as having more limited work-data reasoning without the add-on license, while the licensed experience can reason over authorized meetings, email, chats, files, and other work content.
Copilot Chat versus licensed Microsoft 365 Copilot
Use the following distinction when diagnosing a missing feature. The labels and entitlements can change as Microsoft updates the service, so your administrator’s license assignment remains authoritative.

If someone expects Copilot to summarize a meeting, find a decision in older chats, or answer questions using company files, first confirm that the user has the licensed work-data entitlement. A visible Copilot button alone is not sufficient evidence.
Check the user account and license first
Before changing meeting settings, establish which account and entitlement the affected person is using. This prevents troubleshooting a policy problem when the user is simply signed in to the wrong identity.
- Confirm the account: In Teams, open the account menu and verify the work or school account and tenant. If multiple organizations are listed, switch to the tenant that owns the meeting.
- Confirm the subscription: Ask the Microsoft 365 administrator whether the organization has an eligible subscription for the intended Copilot feature.
- Confirm assignment: If the user expects licensed work-data grounding, have an administrator verify that the Microsoft 365 Copilot add-on is assigned to that user, not merely purchased for the tenant.
- Refresh the client: Sign out and back in after a license change. Allow time for the service to apply the assignment, then test in the current Teams client or web app.
- Check the user’s role: A meeting organizer, co-organizer, attendee, guest, and external user can receive different controls even when they use the same Teams client.
Microsoft’s description is explicit: “The features you can use depend on whether your admin has assigned you a Microsoft Copilot add-on license.” Treat that as an entitlement check, not as a promise that every meeting will expose Copilot.
Set Copilot for a scheduled meeting
The organizer controls the meeting-level mode, subject to tenant policy, sensitivity labels, and templates. You can configure this even if you personally do not have a Copilot license.

- Open the meeting in the Teams calendar or meeting scheduler.
- Select Online meeting options.
- Open Copilot and other AI.
- Choose During and after the meeting, Only during the meeting, or Off.
- Save the meeting options and, if prompted, send the update to invitees.
The available choices can be restricted or preset by your organization. If the control is missing, disabled, or different from the labels shown here, do not assume the client is broken; ask the Teams administrator to check policy, the meeting template, the sensitivity label, and the cloud environment.
Choose the right meeting mode

Select During and after the meeting when attendees need a recap, transcript-based questions, or follow-up after the call. Select Only during the meeting when live assistance is useful but you do not want to create a transcript. Select Off when the meeting policy disallows meeting Copilot and its associated recording or transcription behavior.
Use Copilot without recording or transcribing
Only during the meeting is the setting designed for live Copilot without requiring transcription. Copilot can process meeting audio while the meeting is running, so participants can ask for clarification or a live summary without starting a transcript.

- When the meeting ends without a transcript, speech-derived content and the live Copilot interaction are not available as a post-meeting recap.
- Choosing no transcript does not guarantee that no compliance record exists. Microsoft states: “Copilot prompts and responses may be discoverable through Microsoft Purview eDiscovery, depending on your organization’s retention policy configuration.”
Retention is controlled by the organization’s Microsoft Purview configuration, not by an attendee’s assumption that audio was never transcribed. Ask the compliance administrator what retention, discovery, and audit rules apply before using this mode for confidential discussions.

Control who can access recordings, recaps, and transcripts
Organizers with the required license can restrict access to meeting artifacts. In the meeting’s recording or transcript access controls, the documented choices are:
- Everyone: All eligible meeting participants can access the permitted recording, recap, transcript, and transcript-based Copilot content.
- Organizers and co-organizers: Access is limited to those meeting roles.
- Specific people: The organizer selects named people who may access the artifacts.
These controls affect the recording, recap, transcript, and Copilot that depends on the transcript. An attendee excluded by the organizer cannot use Copilot for that meeting even when the meeting is set to Only during the meeting.
The access choice is not offered for every meeting type. Microsoft excludes channel meetings and ad hoc meetings from this documented control. Also remember that it is not the only permission layer: SharePoint permissions, sensitivity labels, shared links, and later access changes can alter who can open the stored content. Third-party apps are not restricted by this particular meeting option.

What meeting organizers can do without a Copilot license
Meeting-level configuration and personal Copilot entitlement are separate. An organizer may set the Copilot mode for a meeting even without a Copilot license, allowing the meeting to follow the organization’s chosen policy. Participants still need the necessary license and permission conditions to use Copilot themselves.

This explains a common report: the organizer can see the Copilot setting, but an attendee cannot start Copilot. Check the attendee’s account, license, role, transcript access, and whether the meeting is hosted in another tenant before changing the organizer’s option.
How tenant administrators affect the user experience
Administrators can change defaults and restrict capabilities before a meeting organizer ever opens the options page. Review these areas when users report that a setting is missing or unexpectedly locked:
- Teams meeting policies: Verify that Copilot, recording, transcription, and related AI features are allowed for the user group.
- Default meeting options: A tenant default can determine the initial Copilot mode and the choices organizers see.
- Microsoft 365 licensing: Confirm both the underlying subscription and individual add-on assignment.
- Sensitivity labels: A label can restrict recording, transcription, sharing, or AI processing even when the tenant generally allows Copilot.
- Meeting templates: A template can preset or constrain the organizer’s options.
- Storage and retention: SharePoint, OneDrive, and Purview rules influence where artifacts are stored and how long prompts, responses, transcripts, and recordings remain discoverable.
- Cloud environment: Government-cloud and other specialized environments may not have the same feature availability or rollout timing as commercial tenants.
After changing policy or licensing, test with a new meeting and a controlled group. Existing meetings may retain their saved options, and client caches can make a policy change appear delayed.

The organizer cannot find “Copilot and other AI”
- Confirm that the person is the meeting organizer or has the necessary organizer permissions.
- Open the scheduled meeting rather than an ad hoc call or channel meeting.
- Check the tenant’s meeting policy, default options, sensitivity label, and template.
- Ask an administrator to verify the organization’s cloud environment and feature availability.
- Save a new test meeting after policy changes and compare its options.
The organizer enabled Copilot, but an attendee cannot use it
- Verify that the attendee is signed in to the correct work or school tenant.
- Check whether the attendee has the required Microsoft 365 Copilot license for the intended feature.
- Review the organizer’s recording, recap, and transcript access choice.
- Check whether the attendee is external, a guest, or in a different tenant.
- Confirm that a sensitivity label or sharing permission does not exclude the attendee.
Copilot worked live but is missing after the meeting
Check the selected mode first. Only during the meeting does not preserve speech-derived Copilot content after the meeting when no transcript was created. If a transcript existed, verify that the user still has access to it and to the associated recap or recording. SharePoint permissions, links, labels, and retention rules can change after the meeting.

The transcript is visible but Copilot still fails
A transcript alone does not grant access. Confirm the attendee’s license, the meeting’s Copilot mode, transcript access selection, tenant policy, and any label or template restriction. Also check whether the transcript belongs to a meeting type for which the documented access control is unavailable.
Copilot in calls has an additional policy caveat
Teams calls have a separate administrator-enabled Copilot-only mode. Microsoft documents a limitation where this mode does not work if an administrator policy requires persistent transcription while the user is barred from transcribing. External attendees cannot interact with Copilot-only mode in the documented scenario; users in a multi-tenant organization hosted by another tenant are treated as external for that purpose.
Do not apply meeting scheduling instructions blindly to calls. Ask the administrator which call policy is active and whether persistent transcription is mandatory for that user.
Permissions, privacy, and compliance checklist
- Identify the tenant, user type, and meeting type.
- Verify the Microsoft 365 subscription and individual Copilot add-on assignment where required.
- Confirm the meeting policy, default options, sensitivity label, and template.
- Choose During and after, Only during, or Off according to the required retention outcome.
- Set recording, recap, and transcript access to Everyone, Organizers and co-organizers, or Specific people when that control is available.
- Explain that transcript access does not replace SharePoint, label, link, or other file permissions.
- Tell participants that prompts and responses may be retained and discoverable under Purview policy even without a transcript.
- Remind users that a generated summary is a draft. Microsoft says meeting summaries are concise and may not cover all meeting content; verify important facts, decisions, owners, and dates before acting.
How to use generated meeting content safely
Copilot output should support review, not replace it. After a meeting, compare the recap with the transcript or recording when the decision is consequential. Confirm names, numbers, commitments, deadlines, and unresolved questions with the participants who own them. If the meeting contains regulated or sensitive information, follow the organization’s label, retention, and sharing rules before copying Copilot output into another document or sending it outside the tenant.
When a recap is incomplete, the cause may be a short or partial transcript, a participant’s access restriction, a meeting mode that was live-only, or an underlying policy change. Treat the missing content as an access or source limitation rather than silently filling gaps from inference.

What to give IT when escalating
Provide the user’s tenant and account, Teams client or web platform, meeting type, meeting date, organizer, selected Copilot mode, whether transcription started, the attendee’s role, and the exact control or error that is missing. Include whether the user has the Microsoft 365 Copilot add-on, whether a sensitivity label or template was applied, and whether the meeting is in a government-cloud or multi-tenant environment. This information lets an administrator distinguish licensing, policy, permission, and service-availability problems without changing settings at random.
