A manufacturing downturn is a cash-timing problem before it is a cost problem. Start with a dated, rolling forecast of receipts and payments; compare each forecast with what actually happened; then close the largest controllable gaps in receivables, inventory, payables and production spending without weakening the plant’s ability to deliver. Consider borrowing only after you can quantify the shortfall, its duration and a credible repayment source.

Why a profitable manufacturer can still run short of cash

Profit is an accounting result. Cash flow is the movement of money into and out of the bank account. A factory can report a profit while cash is tied up in raw materials, work in process, finished goods or unpaid customer invoices.

Manufacturing usually requires the company to pay for materials, labor, freight, utilities, maintenance and equipment before a completed order is shipped and collected. A slower order book can therefore create a squeeze even when quoted margins remain positive. Longer customer payment times widen the gap, while suppliers may shorten terms when they sense risk.

The U.S. Small Business Administration (SBA) said in a September 3, 2025 release that 98% of U.S. manufacturers are small businesses. That statistic is attributed to the SBA’s 2025 release, not presented as a 2026 estimate. Smaller plants often have fewer financing sources and less room to absorb a delayed payment, making disciplined cash visibility especially important.

In the federal-contract context, DFARS 232.072-3 states: “A contractor must be able to sustain a sufficient cash flow to perform the contract.” That rule applies to the relevant federal contracting circumstances; it is not a universal legal requirement for every manufacturer. Its forecasting discipline is nevertheless useful for any plant that must fund production before collection.

1. Build a rolling cash forecast that someone can own

A forecast is useful only when it is dated, tied to records and updated repeatedly. Create weekly or otherwise appropriate forecast periods that match your payment cycle. Show the opening bank balance, every expected receipt, every expected disbursement and the closing balance for each period.

DFARS guidance calls for material cash origins and uses, an audit trail and inputs such as material purchases, labor, fixed charges, production schedules, billings, customer receipts and borrowing. In a non-federal business, treat that as sound management practice rather than a blanket regulatory mandate.

What to put in each period

Cash category Examples of inputs Evidence to attach
Opening cash Operating accounts, restricted cash and immediately available credit, shown separately Bank statements and current lender availability
Customer receipts Invoice number, amount, contractual due date, realistic collection date and probability of receipt Accounts-receivable ledger, remittance history, dispute log and customer correspondence
Production receipts Milestone or progress billings permitted by the contract, shipment-based invoices and expected deposits Contracts, purchase orders, schedules and approved milestones
Materials and outside services Raw material, subcontracting, tooling, freight and consumables Open purchase orders, supplier statements and revised demand plan
Labor Payroll, payroll taxes, overtime, temporary labor and scheduled severance, if any Payroll register, headcount plan and shift schedule
Fixed and essential overhead Rent, utilities, insurance, maintenance contracts, taxes and required software or services Contracts, invoices and payment calendars
Financing Debt service, scheduled principal, interest, fees, planned draws and expected repayments Loan agreements, lender statements and borrowing-base reports where applicable
Capital spending Equipment, tooling, facility work and deposits that cannot be cancelled Approved capital requests, vendor terms and cancellation clauses

Make assumptions traceable

Record who entered each amount, when it was last confirmed and what source supports it. Separate committed payments from discretionary spending and distinguish a customer’s contractual due date from the date cash is likely to arrive. A disputed invoice should not be forecast as if it were certain.

Assign one owner—often the controller or finance lead—to maintain the model, while operations, sales, purchasing and treasury validate their own inputs. A forecast without an accountable owner quickly becomes an outdated spreadsheet.

2. Compare every forecast with actual cash

A single forecast cannot tell you whether the business is improving. At each close, compare the prior period’s expected opening balance, receipts and disbursements with actual bank activity. Carry the variance into the next forecast and document the cause.

The SBA’s “Why Bother with Financial Forecasts” guidance recommends breaking a forecast into trackable factors and comparing actual results with expectations. DFARS likewise emphasizes that reliability comes from comparing a series of forecasts with actual periods, not from producing one elaborate projection.

Classify the variance instead of merely noting it

  • Timing variance: a customer paid later, a shipment moved, or a supplier invoice arrived in a different period.
  • Volume variance: fewer orders, lower shipments or reduced production than planned.
  • Price variance: material, freight, energy or labor cost differed from the assumption.
  • Execution variance: excess material was purchased, overtime increased, or an unplanned repair occurred.
  • Structural variance: a customer’s payment behavior, product mix or capacity requirement changed permanently.

Use the classification to assign an action. A late payment requires collection work; a demand change requires purchasing and production changes; a structural problem may require a revised business plan rather than a temporary deferral.

3. Find the largest controllable timing gaps

Do not start with an across-the-board percentage cut. Rank cash opportunities by amount, timing, reversibility and operational risk. The largest gap is often created by several smaller delays or commitments that occur in the same period.

Accelerate receivables without breaching the contract

  1. Invoice as soon as the contract, shipment or approved milestone permits.
  2. Check that quantities, purchase-order numbers, tax treatment, shipping documents and required certifications are correct before submission.
  3. Review an aging schedule by customer, invoice and dispute status. Separate invoices waiting for administrative correction from invoices that the customer is simply paying late.
  4. Contact the customer with a specific resolution date for each dispute and assign an owner for follow-up.
  5. Ask whether deposits, progress billing or revised payment terms are possible, but obtain customer agreement and confirm the contract allows the change.

Do not count an unapproved promise as cash. A forecast should use the most realistic collection date, not only the contractual due date.

Release inventory selectively

Segment raw material, work in process and finished goods. Compare each item with the current production schedule, confirmed orders, likely demand and supplier lead time. Flag stock connected to cancelled, delayed or low-probability demand, then decide whether to consume it, return it, reschedule it, sell it or stop replenishment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inventory is not automatically waste. Preserve safety stock when a long lead time, quality-approval cycle, sole-source supplier or production-stoppage risk justifies it. A stockout that stops a profitable order can destroy more cash than the inventory reduction saves.

Coordinate supplier timing

Discuss realistic revised dates, partial payments, deposits, shipment holds or purchase-order changes with suppliers before an invoice becomes overdue. Show which vendors are critical to safety, quality, compliance or production continuity. A supplier that is used as an involuntary lender may tighten terms, require cash in advance or stop deliveries.

Use the payable aging to distinguish negotiable timing from obligations that carry severe operational, legal or relationship consequences. Document every agreement and update the forecast when the supplier confirms it.

Match production and discretionary spending to demand

Reconcile shifts, overtime, purchasing quantities, subcontracting and finished-goods targets with the revised order book. Defer optional travel, nonessential consulting, low-priority projects and equipment deposits when the cash benefit is clear.

Before reducing maintenance, quality control, safety work, compliance activity or skilled roles, estimate the failure, rework, regulatory and delivery consequences. A cut that lowers this month’s payment can create a larger cash requirement later.

4. Protect the plant while releasing cash

Set operating guardrails for every proposed action. Finance should review the cash effect; operations should review throughput, safety, quality and delivery risk; sales should review customer commitments.

Proposed action Questions to answer first
Reduce a purchase order Is the material tied to a confirmed order? What is the supplier’s lead time and minimum order quantity? Is cancellation allowed?
Shorten a shift or remove overtime Will backlog, service levels or contractual milestones be missed? Can the change be reversed quickly?
Delay maintenance What is the probability and cash cost of an outage? Does the delay affect safety, warranty or compliance?
Sell excess stock Is the stock truly excess after the updated demand plan? Will a discount or requalification requirement erase the cash benefit?
Delay a supplier payment Has the supplier agreed in writing? Could terms be tightened or deliveries stopped?
Defer capital equipment Can the deposit be recovered? Does the project reduce future cost or protect a committed customer program?

Create a short approval path for exceptions. A plant manager can approve a routine schedule adjustment, while a change that affects a key customer, safety control or critical supplier should require senior review.

5. Quantify a deficit before seeking financing

If the rolling forecast turns negative, write down the amount, the date the shortfall begins, how long it lasts, what caused it and what cash will repay any borrowing. Model a downside case with slower collections, lower shipments or an unexpected repair. Financing can move cash across time; it does not remove the underlying obligation.

Prepare the lender package

  • Recent financial statements and management accounts.
  • Accounts-receivable aging with customer concentration and dispute notes.
  • Accounts-payable aging and a list of critical suppliers.
  • Inventory reports by raw material, work in process and finished goods.
  • Order book, backlog, production schedule and customer payment terms.
  • Existing debt agreements, availability, collateral or borrowing-base reports, if applicable.
  • A rolling cash forecast, assumptions, forecast-versus-actual history and downside case.
  • A specific use-of-proceeds and repayment plan.

The SBA’s current 7(a) Working Capital Pilot (WCP) description says potential borrowers should have at least one year of operating history and be able to provide timely financial statements, accounts-receivable and accounts-payable agings and inventory reports. A lender will still apply its own underwriting, documentation and collateral requirements.

6. Understand the main U.S. working-capital choices

Availability, terms and program details can change. Confirm current eligibility, limits, fees, collateral rules, rate ceilings and reporting requirements with the SBA and a participating lender before applying. Private lenders set pricing through written offers; no current universal rate is established here.

Option Structure and possible fit Requirements and trade-offs
Ordinary bank line Often revolving credit for recurring timing gaps; proceeds and collateral depend on the bank. Bank underwriting, covenants, collateral and reporting. Speed depends on the existing relationship and file completeness.
SBA 7(a) Working Capital Pilot A monitored 7(a) line for qualifying working-capital needs; the SBA says manufacturing is among the industries that may benefit. The SBA describes borrowing supported by receivables and inventory and transaction-based support for certain project costs. The SBA page identifies at least one year of operating history and timely financial statements, AR/AP agings and inventory reports for potential borrowers. Monitoring and borrowing-base reporting can be substantial. The stated maximum is up to $5 million, subject to program and lender rules.
Manufacturers’ Advantage Revolving Credit (MARC) For eligible small businesses in manufacturing NAICS sectors 31–33. SBA lender guidance describes either a term loan or revolving loan. The published SBA lender guidance gives a maximum of $5 million and says rates are negotiated subject to SBA maximums. The lender underwrites and reviews financial information; eligibility and terms must be verified at application.
Term loan A lump sum with scheduled repayment, potentially suitable for a defined equipment or restructuring need rather than a recurring collection gap. Repayment begins according to the note even if sales recover slowly. Match maturity and repayment source to the use; do not use a fixed-payment loan to conceal an unresolved operating deficit.

A revolving facility may fit a short, repeating gap between production and customer collection. A term structure may fit a defined, one-time investment. In either case, compare the written offer’s total cost, maturity, collateral, covenants, monitoring burden, draw conditions and repayment schedule—not just the headline limit.

Neither MARC nor WCP is a grant or an automatic entitlement. SBA eligibility and lender approval apply, and a loan is unsuitable when the business cannot demonstrate how it will repay.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Use a simple decision test before drawing funds

  1. Is the gap measured? Identify the exact amount and date, supported by forecast-versus-actual evidence.
  2. Is the cause temporary or structural? A one-time shipment delay differs from permanently lower demand or negative margins.
  3. Will operating actions close part of it? Apply safe receivable, inventory, supplier and spending actions first, with documented timing.
  4. What repays the facility? Name the invoices, shipments, asset sale or other source and test a slower-collection scenario.
  5. Can the company meet reporting and collateral requirements? A facility that cannot be administered reliably can create a second crisis.
  6. What happens if the lender declines or reduces availability? Maintain a contingency plan rather than assuming approval.

8. Run the process as a management cadence

Weekly cash meeting

  • Reconcile the opening bank balance and available credit.
  • Review receipts due in the next periods, including disputes and collection owners.
  • Review material purchases, supplier commitments and production changes.
  • Explain every material forecast variance and assign a corrective action.
  • Approve or reject discretionary payments using the same cash and operational criteria.

Monthly strategic review

  • Reforecast demand, capacity, inventory targets and customer terms.
  • Test downside cases and identify the date at which lender discussions must begin.
  • Review customer concentration, supplier concentration and covenant headroom.
  • Decide whether a temporary action should be reversed or made part of the operating plan.

Keep the forecast history. The sequence of assumptions, actual results and explanations shows whether the model is becoming more reliable and gives lenders or owners a clearer view of management control.

Common mistakes that make a downturn worse

  • Confusing profit with liquidity: booked sales do not pay suppliers until customers remit cash.
  • Forecasting invoices at their contractual due date: payment behavior and disputes determine the practical date.
  • Cutting all inventory: removing a critical component can stop a profitable production run.
  • Silently stretching suppliers: an unagreed delay can trigger cash-on-delivery terms or a delivery halt.
  • Deferring essential maintenance or quality work: the apparent saving can become an outage, rework or customer claim.
  • Borrowing without a repayment case: debt delays a shortfall but does not repair a structurally unprofitable operation.
  • Relying on one forecast: without forecast-versus-actual comparisons, errors remain hidden.
  • Assuming program terms are permanent: SBA limits, fees, eligibility and reporting requirements are subject to current program rules and lender underwriting.

What “good” looks like

A well-managed downturn does not require pretending that every risk is known. It requires a current cash view, explicit assumptions, owners for each action and an early decision on whether the remaining gap is financeable. Management can then protect customer commitments and critical production while releasing cash from delays, excess commitments and avoidable timing errors.

There is no universal cash-reserve target or one-size-fits-all cost-cutting plan for U.S. manufacturers. The appropriate threshold depends on payment cycles, lead times, customer concentration, debt obligations and the consequences of a production interruption. Use the forecast to set a plant-specific trigger for escalation, and verify any SBA program terms directly before relying on them.
