Windows does not have one master switch for “AI in the background.” Control ordinary app activity per app in Settings > System > Power & battery > Battery usage; manage Recall snapshots separately under Settings > Privacy & security > Recall & snapshots; and treat Click to Do and Copilot PC insights as separate features with their own data paths and eligibility rules. The right setting depends on whether you are trying to save battery, stop notifications, prevent snapshots, or keep selected AI actions offline.
First identify which Windows feature is active
The phrase “AI running in the background” can describe several unrelated behaviors. A normal app may refresh data and deliver notifications while you are not using it. Recall may save periodic snapshots after you opt in. Click to Do can analyze a snapshot or selected text, then optionally send that selection to an online service. Copilot PC insights is an experimental, opt-in feature in the Copilot on Windows app. These controls are not interchangeable.

Because these features have different switches, changing an app’s background setting will not turn off Recall, and disabling Recall will not stop every app from running in the background.

Microsoft says Windows lets you control background activity for supported apps to reduce power consumption and improve battery life. The setting also determines whether that app can deliver background notifications and updates, so the most restrictive choice has a visible convenience cost.

Open the per-app control
- Open Start, then select Settings.
- Choose System, followed by Power & battery.
- Open Battery usage.
- Find the app you want to change. Select its More options button.
- Choose Manage background activity.
- Select Always, Power optimized, or Never.
The menu appears only for apps that expose a supported background-activity setting. A conventional desktop program may not be listed; in that case, open the program’s own preferences and look for options such as “run at startup,” “run in background,” “keep running when closed,” or notification synchronization.
What each option permits

Choose the setting by consequence, not by the word “AI”
- Use Never for an app whose alerts are unimportant and whose updates you can check manually.
- Use Power optimized when you want occasional synchronization but do not need immediate alerts.
- Use Always for time-sensitive messaging, calendar, security, or collaboration software where delayed background activity would cause a problem.
There is no documented battery-life percentage that applies to every app or computer. The actual change depends on the app’s workload, hardware, network conditions, and Windows power mode. Check Settings > System > Power & battery > Battery usage after changing a setting to see whether that app is a meaningful consumer on your machine.
Windows 10 is different
The route above is for Windows 11. Microsoft’s background-app documentation also covers Windows 10, but the Settings path and available controls differ. Do not use the Windows 11 labels as if they were universal; first confirm your version by opening Settings > System > About and checking the Windows specifications.
Manage Recall snapshots on a Copilot+ PC
Recall is separate from ordinary app background activity. It is a Windows 11 feature for Copilot+ PCs that saves searchable snapshots only after each Windows user opts in. If you decline the setup choice, saving is off. On a shared computer, one user’s choice does not opt in another user.

Turn snapshot saving on or off
- Open Settings from the Start menu.
- Go to Privacy & security.
- Select Recall & snapshots.
- Use the Save snapshots switch to enable or disable saving.
Turning Save snapshots off is the clearest privacy choice: new snapshots are not saved. If snapshots already exist, use the deletion controls on the same settings page to remove them rather than assuming that disabling future saving erases the existing collection.
Pause, filter, and delete
- Pause: Use the Recall control from the system tray when you need a temporary stop without changing your longer-term preference.
- Filter apps and websites: Add sensitive programs and sites to the filtering list so their foreground content is excluded from Recall’s snapshot view.
- Delete: Remove individual snapshots or the available ranges from Recall’s management screen when the stored history is no longer needed.
Sensitive-information filtering is enabled by default to help filter snapshots when potentially sensitive information is detected. It is a safeguard, not a guarantee that every secret, document, or personal detail will be recognized correctly.
What Microsoft says about storage and privacy
Microsoft’s support information says Recall processes snapshots locally and stores snapshots and associated information on the device. It also says snapshots are not shared with Microsoft or third parties. That statement does not mean Windows sends no diagnostic data: some diagnostic data may still be provided according to the Windows privacy settings selected on the PC.
Recall does not record audio or save continuous video, according to Microsoft. Its snapshots are images of activity rather than an always-on microphone or video recording. A website filter changes whether foreground-tab content may appear in Recall; it does not stop the browser, website, internet provider, or an employer or school network from knowing that a site was accessed or from applying its own tracking.

Decide whether Recall fits your situation

Understand Click to Do’s local and online actions
Click to Do can analyze Recall snapshots locally, but “local analysis” does not mean every action stays offline. Microsoft’s guidance says selected text actions powered by Phi Silica run locally on Copilot+ PCs. Other actions require a service or an app you choose.
Operations that can remain local
When Click to Do performs a supported action on selected text using Phi Silica, the analysis runs on the Copilot+ PC. This is the relevant distinction when you want an AI-assisted operation without sending the selection to a web service.
Actions that send selected content online
Search the web sends the selected content to Bing so the search can be completed. Visual search also uses Bing. Before selecting either command, treat the highlighted text or image as information you are disclosing to the online provider required for that action. Do not select passwords, private messages, confidential source code, or regulated records unless your organization has approved that transfer.

Click to Do may pass selected content to an app such as Paint or Notepad. Microsoft says it creates temporary files for these transfers and does not retain screen content after completing the requested action. Temporary files may remain until the process completes or a new action starts, so allow the operation to finish and avoid treating the temporary working data as a permanent archive.

A safe decision sequence
- Read the action name before confirming it; “Search the web” and “visual search” are online operations.
- Check exactly what is selected. Narrow the selection to the minimum text or image required.
- For a private transformation, choose a local Phi Silica action when that operation is offered and your device supports it.
- If the result must move to another app, verify the destination and wait for the transfer to complete.
- Afterward, review the destination app and any files it created; Click to Do’s handling of its own temporary files does not control copies you save elsewhere.
Copilot PC insights and the question “Will Copilot monitor my computer in the background?”
Microsoft presents Copilot PC insights as an opt-in experimental feature in the Copilot on Windows app. It is not the same control as Recall’s snapshot saving. If you do not opt in to that feature, its feature-specific insights are not enabled; if you do opt in, manage it in the Copilot app rather than looking for a Recall switch.
The ordinary app background setting also does not answer this question. Setting the Copilot app to Never can stop that supported app from running in the background while unused, but it also stops its background notifications and updates. Conversely, allowing background activity does not by itself opt you into Recall or Copilot PC insights. Review each feature’s own consent and privacy page.
Because the feature is experimental, its label, availability, and organization controls may change. If a work or school administrator manages Copilot, the option may be hidden, disabled, or governed by policy rather than by your personal preference.
A practical privacy-and-battery plan
Use the following sequence when you want fewer background processes without accidentally disabling a feature you rely on.

- Confirm the environment. Check whether the computer runs Windows 11, whether it is a Copilot+ PC, and whether the account is personal or managed by an organization.
- Review app consumption. In Settings > System > Power & battery > Battery usage, identify apps that use power while you are not actively using them.
- Set supported apps individually. Choose Never, Power optimized, or Always according to the notification and update consequence you accept.
- Check desktop-app preferences. For software missing from the Battery usage list, disable its own startup or background option if appropriate.
- Audit Recall. On a Copilot+ PC, open Settings > Privacy & security > Recall & snapshots. Turn off Save snapshots, or keep it on with filters, pause controls, and a deletion routine.
- Review Copilot PC insights. Open the Copilot on Windows app and verify whether its experimental insights feature is opted in. Do not infer its status from Recall.
- Use Click to Do deliberately. Keep private selections within local actions when possible; recognize that web search and visual search send selected content online.
- Recheck after updates. Windows feature updates can change labels, eligibility, or policy behavior, so revisit these pages if a control moves or a new AI feature appears.
Troubleshooting common surprises
An app is missing from Battery usage
That usually means the app does not expose the supported Windows background-activity control, particularly when it is a traditional desktop application. Open the app’s settings and look for background, startup, synchronization, or notification controls. You cannot force the Windows menu to appear for an app that does not provide the required interface.
Notifications stopped after selecting Never
This is expected. Never prevents the app from running in the background while unused, so its background notifications and updates stop. Reopen the same menu and select Power optimized or Always if timely alerts matter more than minimizing idle activity.
Recall settings are unavailable
Check the device requirement first: Recall is for Copilot+ PCs and requires an eligible Windows 11 configuration. A non-Copilot+ computer will not gain Recall controls merely by installing the latest ordinary Windows update. On managed computers, an administrator policy can also remove or restrict the feature.

Recall filtering affects whether foreground-tab content appears in Recall. It does not block browser telemetry, cookies, site analytics, internet-provider records, or monitoring by an organization that controls the network or account.
Click to Do appeared local, but a later action used the internet
Inspect the specific command, not just the Click to Do name. Local Phi Silica analysis and online Bing search are different operations. Selecting Search the web or visual search is an instruction to send the chosen content to the online service needed to complete the search.
Battery use remains high after changing a setting
Background activity is only one source of power consumption. Revisit Battery usage to identify the largest consumers, check whether another app or a browser tab is active, and verify that the intended app actually accepted the new setting. Windows does not provide a universal battery saving percentage for these controls.
