To enable Windows 11 dark mode, open Settings > Personalization > Colors. Under Choose your mode, select Dark. If you want separate choices for Windows surfaces and applications, select Custom and choose each mode independently.
This changes File Explorer and other Windows components that support the Windows color setting. It does not guarantee that every Control Panel applet or legacy system dialog will become dark. Older interfaces can remain light because dark-mode support is implemented separately by each component.
What Windows 11 dark mode actually changes
Windows dark mode is a color preference used by supported Windows surfaces and applications. It is not a universal filter that repaints every window on the screen. File Explorer generally follows the Windows color choice, while some older Control Panel pages, administrative tools, installers, and system dialogs may use their own legacy rendering and stay light.
Microsoft describes the boundary this way in its Windows color guidance: “Some applications allow you to set dark or light mode individually, separate from the Windows color mode. Additionally, not all applications support dark mode.” That limitation is important when the goal is specifically to darken Control Panel or a particular dialog.

The practical result is component-specific:

Turn on dark mode from Settings
- Open Settings.
- Select Personalization, then Colors.
- Find Choose your mode.
- Select Dark to use dark mode for supported Windows surfaces and applications.
- Close and reopen File Explorer if an already-open window has not refreshed its colors.
The change is a Windows color preference, so there is no separate “File Explorer dark mode” switch in the supported Settings route. A newly opened Explorer window should use the selected Windows color when that build supports it.
Choose between Dark and Custom
The Colors page offers two useful choices. Select Dark when you want the broad, consistent dark preference. Select Custom when you want Windows surfaces and applications to use different modes.

What dark mode does in File Explorer
File Explorer is one of the most visible beneficiaries of the Windows color setting. Folder windows, navigation areas, and other supported Explorer surfaces normally adopt the dark palette after you choose Dark. The exact coverage depends on the Windows 11 build and the code path used by a particular command.
Explorer dialogs and progress views
Microsoft has documented broader dark treatment for several Explorer operations, including:
- Copy, move, and delete dialogs.
- File-operation progress bars and their related views.
- Chart views shown during file operations.
- Skip, override, and file-selection confirmation dialogs.
- Multiple confirmation and error dialogs associated with Explorer actions.
These additions were announced for particular Windows releases and updates. Therefore, the list describes documented support, not a promise that every Windows 11 installation has identical coverage. If one of these surfaces is still light, first identify the installed Windows build and updates before treating it as a configuration failure.
A brief white flash in Explorer
Microsoft’s December 1, 2025 preview notes for KB5070311 described a brief white flash when opening File Explorer in dark mode. The notes applied to OS builds 26200.7309 and 26100.7309 and identified KB5072033 as addressing the issue.

Why Control Panel may stay light
Control Panel is a collection of applets built across different generations of Windows. The Colors setting can influence applets that use supported Windows theming, but it cannot rewrite an applet that draws its controls with an older light-only interface.
There is no supported master switch that guarantees every Control Panel page will become dark. A light Control Panel applet after you selected Dark usually indicates one of these conditions:
- The applet does not implement dark mode.
- The applet follows an application-level preference instead of the Windows preference.
- The applet belongs to a component whose dark treatment is limited to newer Windows builds.
- The window was already open and has not reloaded its visual resources.
Test the specific applet you care about rather than judging support from another Control Panel page. Two applets can behave differently because they are separate components.
System dialogs: supported surfaces versus legacy windows
“System dialog” covers several different technologies. A modern Windows dialog used by File Explorer may follow the dark palette, while an older confirmation box or administrative utility may not. Dark mode therefore has to be evaluated dialog by dialog.
Dialogs Microsoft has explicitly addressed
Microsoft’s Windows 11 release documentation describes dark improvements for Explorer’s file-operation dialogs, progress displays, chart views, skip or override prompts, file-selection confirmations, and various confirmation and error messages. Those notes are tied to specific builds and update packages, so availability can differ between a stable installation, an Insider Preview installation, and an unpatched system.
Dialogs that remain light
If a dialog remains light after you select Dark, there may be no user setting that changes it. A legacy dialog can continue to use its original controls even while the surrounding Explorer window is dark. This is expected behavior when the component has no dark-mode implementation.
Do not confuse a light dialog with a failed Windows setting. Verify the Colors selection, reopen the relevant application, and check the Windows build. If the component still stays light, the limitation is probably its support level rather than a missing toggle.

These values explain how Windows records the app and Windows color choices. The reference does not establish that manually editing them can recolor an unsupported Control Panel applet or force every legacy system dialog into dark mode.
For normal use, set the mode through Settings > Personalization > Colors. The Settings interface keeps the two choices understandable and avoids treating an internal preference as a compatibility fix. Registry editing is especially poor as a solution when the real problem is that a component has no dark rendering at all.
How to check whether a build or update is the issue
- Open Settings > Personalization > Colors and confirm that Dark or the intended Custom choices are selected.
- Close and reopen File Explorer or the affected application so it can reload its theme.
- Test more than one surface. If Explorer is dark but one Control Panel applet is light, the applet may simply lack support.
- Check the installed Windows version and build in Windows Settings before comparing behavior with release notes.
- Review available Windows updates. The documented Explorer dialog improvements and the white-flash correction are associated with particular update packages and build numbers.
- If only one third-party application is light, look for that application’s own appearance setting; Windows allows applications to manage their theme independently.
Build-sensitive behavior is particularly important for Insider Preview installations. Microsoft’s October 6, 2025 Windows Insider Blog entry discussed dark-mode work in Windows 11 Insider Preview build 26120.6772 in the Beta Channel. Preview-channel behavior should not be generalized to every retail Windows 11 installation.
Contrast themes and color filters are different tools
Windows also includes accessibility features such as contrast themes and color filters. They are separate from the normal Dark, Light, and Custom color choices. They can improve readability or alter how colors are presented, but they are not a universal dark-mode switch for old Control Panel applets.
Use the ordinary Colors page when your goal is the Windows dark palette. Consider an accessibility feature when the goal is readability, contrast, or color perception rather than matching every window to a dark theme. Applying a contrast theme should not be presented as proof that an unsupported dialog has gained native dark-mode support.
A practical decision guide
You want File Explorer dark
Choose Settings > Personalization > Colors > Dark. Reopen Explorer and test normal folder browsing plus a file operation. Supported Explorer surfaces should follow the setting; individual dialogs depend on the build.
You want dark Windows chrome but light apps
Select Custom, then set the Windows mode to Dark and the app mode to Light. This is a preference split, not a way to force unsupported applications to render dark.

You want every Control Panel applet dark
Windows does not provide a supported guarantee for that result. Set Dark, test the applet, and accept that a legacy light interface may remain unchanged.
You want a particular copy, move, or delete dialog dark
Confirm Dark mode first, then check the Windows build and installed updates because Microsoft’s documented dialog improvements are version-sensitive. A light result on an older or differently serviced build may reflect missing implementation rather than incorrect settings.
You see a brief white flash when opening Explorer
Check whether the system matches the builds and update context documented for KB5070311, and whether KB5072033 is installed. Treat this as a dated update issue, not a universal property of dark mode.

Common mistakes and safer fixes
- Looking for a separate Explorer toggle: The supported control is the Windows Colors page, not an Explorer-only switch.
- Assuming Dark means every window turns black: Check the individual component’s support before changing registry values or reinstalling anything.
- Comparing a retail PC with an Insider build: Features discussed for Beta Channel build 26120.6772 may not exist on your installed release.
- Leaving programs open during the change: Close and reopen Explorer or the affected app to make it reload its visual resources.
- Treating a flash as permanent light mode: A brief white transition can match the KB5070311 issue documented for builds 26200.7309 and 26100.7309; check for KB5072033.

What dark mode cannot promise
- It cannot recolor every legacy Control Panel applet.

- It cannot turn contrast themes or color filters into native dark mode for unsupported windows.
The reliable starting point remains the Colors page in Settings. Use the Dark or Custom preference, then judge each Explorer window, Control Panel applet, and system dialog on its own support and Windows build.

Does a white flash mean Dark mode is broken?
