Yes—you can make another player an operator without typing /op, but the method depends on the edition and the type of server. On a Java Edition server, edit the server’s ops.json file while the server is stopped. On a Bedrock Dedicated Server, edit permissions.json with the player’s XUID. On Bedrock Realms, use the Manage Members screen. Java Realms has an operator control in its player-management screen, although the exact access level and menu wording should be checked in the current game client.
What “OP” means and what you need first
“OP” means operator: a player with elevated server permissions. An operator can use administrative commands and, depending on the edition and permission level, change world settings, teleport, and perform other actions unavailable to ordinary members. Because operator access is powerful, grant it only to people you trust.
The no-command methods still require the right kind of access. You need file access to a self-hosted server or its hosting panel for file-based changes, or owner/administrator access to the relevant Realms screen. You cannot promote someone on a server you do not control merely by changing your own game settings.
- Java Edition server: access to the server folder or a host panel’s file manager.
- Bedrock Dedicated Server: access to the server files and the player’s XUID. A gamertag alone is not the correct identifier.
- Bedrock Realm: Realm-owner access to the Manage Members screen.
- Java Realm: Realm-owner access to the player-management screen; menu labels can vary by current client version.
Back up the relevant file before editing it. Keep the server stopped during a Java ops.json edit so the running server does not write its in-memory data back over your change.

“Without commands” normally means you are avoiding the /op player command. File edits and Realm controls satisfy that goal. A Bedrock Dedicated Server may still require a console permission reload after the file edit; that reload applies the file and is separate from granting the role with /op.
Java Edition: add an operator through ops.json
For a Java server, operator records are stored in ops.json in the server’s main folder. This works for a self-hosted server and for a managed host that gives you a file manager.
1. Stop the server before touching the file
Use the server panel’s Stop control or shut down the server cleanly. Do not edit the file while the server is running: the server can overwrite your manual change when it saves its current operator list during shutdown. If other players are online, announce the short maintenance window first.
2. Back up ops.json
Download or copy the existing file before editing. A backup lets you restore the previous operator list if the JSON becomes invalid or a player is given the wrong privilege.
3. Open the file in the server folder
Locate ops.json beside the server’s other configuration files. A hosting panel usually exposes it through a file manager; on a self-hosted installation, open it with a plain-text editor. Do not use a word processor that adds formatting.
4. Find the player’s UUID
Java identifies players by UUID rather than relying only on the name shown in chat. Obtain the intended player’s UUID from a reliable UUID lookup or from records associated with that account, and check every character before saving. A wrong UUID can grant access to nobody—or to a different account.

5. Add the player’s operator entry
Each operator record contains the player’s uuid, name, and level. Add a new object to the JSON array, preserving the commas and quotation marks used by the existing file. The name should match the player’s current Java account name, while the UUID is the authoritative identity.
Choose the smallest level that meets your need:

The file can support higher operator levels, but do not select a higher value simply because it is available. The exact command permissions can depend on the server version and configuration; use the lowest level that accomplishes the task.
6. Validate, save, and restart
Check that the JSON remains valid: braces and brackets must be balanced, each field must use double quotes, and entries in an array need commas between them but not after the final entry. Save the file, start the server, and have the player reconnect. A successful change normally becomes apparent when the player can use an operator-only command or action appropriate to the level you selected.
If the server refuses to start after the edit, stop it, restore the backup, and repeat the change carefully. A malformed JSON file is more common than a Minecraft permission bug when a hand edit fails.

Bedrock Dedicated Server stores player permission entries in permissions.json. Bedrock uses the player’s Xbox user identification number (XUID), not the visible gamertag, as the key identity.
1. Confirm online mode and identify the XUID
Online mode must be enabled for the server to verify the player account and resolve its XUID. Obtain the correct XUID for the account you intend to promote. Do not substitute a gamertag, even if it appears exactly as it does in the player list.

2. Stop the server and back up the permissions file
Stop the Bedrock server before editing if your host or installation writes permission data on shutdown. Make a copy of permissions.json so you can undo the change without reconstructing the original list.
3. Set the entry to operator
Open permissions.json in a plain-text editor, locate the entry keyed to the player’s XUID, and set that player’s permission value to operator. Preserve the file’s existing JSON structure and capitalization. If the player has no entry yet, add one using the same structure as the other entries in the file rather than inventing a different format.

4. Apply the change
The Bedrock Dedicated Server documentation path described for a live change is the console command permission reload. In the server console, type the command without a slash so the server rereads permissions.json. A gamertag containing spaces must be quoted when a console command requires the name; that detail does not change the XUID stored in the file.
If you are avoiding every command, not just /op, edit the file while the server is stopped and restart the server instead of performing a live reload. The important distinction is that the role is granted by the file; the reload or restart only causes the server to read the updated file.
5. Test with the player
Ask the player to reconnect if necessary and test one operator-only action. If the status does not change, recheck the XUID, confirm that the edited file belongs to the active server instance, and reload or restart again after correcting the entry.
Bedrock Realms: use Manage Members
Bedrock Realms provides an in-game way to promote a member without editing a server file. The Realm owner opens the Realm’s member-management screen, selects the player, and changes the player’s role to Operator.

- Open Minecraft Bedrock and enter the Realms management area for the Realm you own.
- Open Manage Members.
- Find the player in the member list. Invite the player first if they are not already a Realm member.
- Open that player’s role control and choose Operator.
- Save or close the management screen, then have the player rejoin if the new permissions are not visible immediately.
Realms menus can change with game updates and platform differences. If you do not see exactly these labels, look for the member list and the role selector rather than trying to use a server-file method that Realms does not expose.
Published descriptions of Bedrock Realm permission levels are not fully consistent, so avoid promising a particular numeric level. The reliable result to verify is the role shown in the current Manage Members screen and the permissions the player can actually use.
Java Realms: check the current player controls
Java Realms does not provide the same file access as a self-hosted Java server. Third-party instructions describe a path similar to Realms configuration → Players → select the player → Operator. Because this path and the associated level descriptions are not confirmed consistently across official material, treat the labels as version-dependent.
- Open the Realm configuration screen as the Realm owner.
- Open the player list.
- Select the intended player and look for the available operator or permission control.
- Apply the role, then ask the player to reconnect and test the expected privilege.
If the control is absent, the account may not be the Realm owner, the player may not be a Realm member, or the current client may use different wording. Do not edit local Java server files expecting them to change a Realm hosted by Mojang; those files are not the Realm’s live configuration.

Operator is not a cosmetic title. It is the highest permission role in the Bedrock permission model and includes operator commands, world-setting controls, teleportation, and all permissions available to ordinary members. The Bedrock setup guidance therefore recommends caution when assigning it.
For a Bedrock Dedicated Server, the default role for newly joining players is controlled by default-player-permission-level in server.properties. Its supported values are visitor, member, and operator. Setting the default to visitor prevents every new player from arriving with broad building or administrative access; promote trusted people individually instead.

On Java, the operator level in ops.json determines how much command access is available. Level 1 is limited compared with the level 2 access commonly used for commands such as gamemode and give. Do not assume that a player needs the maximum level for routine moderation.

The file changed, but the server reverted it
This usually means the server was still running or the edit was made in the wrong server directory. Stop the active instance, identify the folder used by its launch configuration, restore the backup if needed, and edit the file again before restarting.
The player still has member permissions
Check the identity field first. Java requires the correct UUID; Bedrock Dedicated Server requires the correct XUID. A correctly spelled gamertag cannot compensate for an incorrect identifier. Also confirm that you edited the live server or Realm, not a local test copy.
Bedrock reports no change after editing permissions.json
Ensure online mode is enabled, the permission value is exactly operator, and the file is valid JSON. Apply the documented permission reload in the server console or restart the server after stopping it. Have the player disconnect and reconnect after the server has reread the file.
The server will not start after a manual edit
Restore the backup immediately, then compare the edited entry with the original file’s structure. Typical causes are a missing comma, an extra comma after the last array item, unmatched braces, or smart quotation marks inserted by a rich-text editor.

The Realm option is missing
Only the Realm owner can normally change member roles. Verify that the player is listed as a member, update Minecraft if the client is behind, and inspect the current Manage Members or Realm configuration screen for a renamed role control. File-based instructions for dedicated servers do not apply to Realms.
The player can do more than intended
Remove the operator entry or change the role back to member using the same edition-specific method. On Java, use the appropriate lower level or remove the record from ops.json; on Bedrock Dedicated Server, change the XUID entry in permissions.json; on Realms, change the role in the member screen. Recheck access after the player reconnects.

- Confirm whether the world is Java, Bedrock Dedicated Server, Bedrock Realm, or Java Realm.
- Back up the file before editing it.
- Use a Java UUID or Bedrock XUID, not an assumed display name.
- Stop the server before a file edit when possible.
- Use valid JSON and preserve the existing structure.
- Apply the change with a permission reload or restart where required.
- Give operator access only to a trusted player and test the actual privilege afterward.
