The agentic AI ecosystem is easiest to understand as a stack, not a catalogue of products. At the bottom are models and execution runtimes; above them are agent harnesses, workflows, tools, protocols, operating platforms, and governance. An AI agent is an application assembled from several of these layers, while an agent framework is developer infrastructure for building and operating that application. MCP connects an agent to tools and data; A2A connects independent agents to one another.
This distinction matters because each layer solves a different problem. Choosing a framework before deciding how much autonomy, interoperability, state, security, and operational control you need often produces an expensive prototype that is difficult to trust in production.
The ecosystem is a stack of seven layers
Thinking in layers prevents category errors, such as comparing a protocol with a hosted product or treating a tool catalogue as an agent. The layers can be combined, replaced, or omitted depending on the application.

| Models and runtimes | A language model generates and reasons; a runtime manages sessions, tool calls, streaming, retries, and execution boundaries. | Which model providers are supported? Where do calls run? How are timeouts, retries, and costs handled? |
| Agent harnesses | Add instructions, planning, memory, context management, approval gates, middleware, and observability around a model. | Can you persist state, require human approval, inspect traces, and control context growth? |
| Workflows and orchestration | Coordinate steps, branches, parallel work, retries, and hand-offs. A workflow is preferable when the order and logic are known. | Can deterministic code handle the task? If not, where is autonomy allowed? |
| Tools and data | Give agents access to files, databases, APIs, browsers, SaaS systems, and business applications. | Are tools read-only or mutating? What credentials, schemas, and rate limits apply? |
| Protocols | Define interoperable ways for agents to access tools and for agents to communicate with other agents. | Is the connection portable across providers and frameworks? |
| Platforms and operations | Provide identity, tenancy, deployment, monitoring, evaluation, policy, cost controls, and lifecycle management. | Can the system be deployed, measured, updated, and rolled back safely? |
| Governance and safety | Set permissions, authentication, approvals, auditability, data boundaries, testing, and incident response. | What can the agent do, on whose authority, and how can an action be stopped or investigated? |
Microsoft’s Agent Framework is an example of infrastructure spanning several middle layers: it groups agents, harness agents, workflows, and integrations, and exposes model clients, session state, context providers, middleware, and MCP clients. That breadth does not make it an end-user agent by itself; it is a construction and operations foundation.

AI agent, framework, tool, platform, MCP, and A2A: the differences
What an AI agent is
An AI agent is a running application that uses a model to pursue a goal, decide or plan next steps, call tools, maintain context, and return results. The agent may be narrowly scoped, such as triaging support tickets, or more open-ended, such as researching a question across several systems. Its autonomy is a design choice, not a synonym for intelligence: an agent can be limited to approved tools, require confirmation before changes, or operate inside a fixed workflow.
What an agent framework is
An agent framework is an SDK or runtime that helps developers assemble and operate agents. Typical features include prompt and policy management, tool registration, state persistence, memory or retrieval, context compaction, middleware, tracing, retries, and human-in-the-loop controls. Frameworks differ in how much they expose as deterministic code versus model-directed planning. They may run in your infrastructure or depend on a hosted control plane.
What a tool is
A tool is a callable capability exposed to an agent: a database query, file operation, browser action, API request, calculator, or business transaction. AWS distinguishes protocol-based tools, framework-native tools, and meta-tools such as workflow, graph, memory, and reflection tools. A tool should have a precise input schema, explicit authorization, predictable errors, and a clearly defined side-effect policy.
What MCP does
The Model Context Protocol (MCP) is a plug-and-socket standard for agent-to-tool and agent-to-resource connections. It standardizes how an agent discovers and invokes tools, APIs, and resources rather than requiring a bespoke integration for every framework. MCP does not decide the agent’s goal, planning policy, identity model, or business authorization; those remain application responsibilities.

What A2A does
The Agent2Agent (A2A) Protocol is an open standard for communication and collaboration between independent agents. It supports capability discovery, delegation, opaque interaction, and exchange of results between agents built by different teams or vendors. A2A is not a replacement for MCP: MCP handles agent-to-tool communication, while A2A handles agent-to-agent communication. An A2A participant can itself use MCP internally.
| Concept | Connection | Primary purpose |
|---|---|---|
| AI agent | Model, tools, state, policies | Complete application that pursues a task |
| Agent framework | Developer code and runtime | Build, orchestrate, test, and operate agents |
| MCP | Agent to tools, APIs, and resources | Portable capability and context access |
| A2A | Agent to agent | Discovery, delegation, conversation, and result exchange |
| Workflow engine | Steps and branches | Deterministic execution and coordination |
| Managed agent platform | Application to cloud operations | Deployment, identity, monitoring, policy, and lifecycle controls |
When to use an agent versus a workflow
Use an agent for work that genuinely requires interpretation, open-ended planning, or selecting among tools. Use a workflow when the steps, conditions, and execution order are known. Microsoft’s guidance is blunt: “If you can write a function to handle the task, do that instead of using an AI agent.” Deterministic code is usually easier to test, secure, budget, and explain.
Good candidates for an agent
- Requests vary in structure and require choosing an investigation strategy.
- The system must combine unstructured language with several approved tools.
- A human can review an intermediate plan or proposed action.
- There is a measurable quality target and a safe fallback when the model is uncertain.
Good candidates for a workflow
- Every request follows a known sequence, such as validation, calculation, approval, and notification.
- Regulatory or financial controls require an exact, auditable path.
- Failures must be retried at specific steps and never re-run a destructive action blindly.
- A conventional function, queue, rule engine, or integration already solves the problem.
Do you need a multi-agent system?
Most projects should start with one agent or no agent at all. Multiple agents add communication overhead, more state to secure, more failure modes, and harder evaluation. They are justified when separate capabilities, permissions, or ownership boundaries are real rather than invented for architecture diagrams.

Signals that multi-agent design is justified
- Specialists require different tools or credentials, such as a research agent with read access and an execution agent with narrowly scoped write access.
- Independent teams or products need to delegate work without sharing internal prompts, tools, or implementation details.
- Tasks can run in parallel and the latency or quality benefit outweighs coordination cost.
- A supervisor can verify specialist outputs and enforce a clear contract for each hand-off.
Signals to stay with one agent
- The proposed agents share the same tools, permissions, and context.
- There is no objective way to evaluate each hand-off.
- Failures would be difficult to attribute or recover from.
- The workload is small enough that a workflow or ordinary function is clearer.
A2A is useful when the agents are independently owned or implemented and need a standard delegation boundary. It is not a reason to split a simple application into several model calls.

How to choose an agent framework
Choose against the operating shape of the application, not a feature checklist. Document the autonomy you will permit, the tools the agent must call, the state it must retain, and the actions requiring approval before comparing frameworks.
| Decision axis | What to examine | Warning sign |
|---|---|---|
| Control | Free-form autonomy, explicit graphs, deterministic steps, pause and resume, and approval gates. | The framework cannot constrain or explain model-directed actions. |
| Interoperability | Model-provider breadth, MCP and A2A support, OpenAPI or connector options, and portability of tool definitions. | Core tools depend on proprietary APIs with no migration path. |
| State and memory | Session persistence, retrieval, context compaction, isolation, retention, and data residency. | Long conversations silently exceed context limits or mix tenants. |
| Operations | Tracing, evaluations, retries, timeouts, human approval, rollback, rate limits, and cost visibility. | You cannot reproduce a failure or identify which call consumed budget. |
| Security | Least-privilege credentials, sandboxing, authorization, audit logs, prompt-injection defenses, and destructive-action approval. | Tools inherit broad user or service credentials by default. |
| Ecosystem health | Documentation, SDK quality, release cadence, community activity, examples, and migration guidance. | Important behavior exists only in demos or undocumented flags. |
| Lock-in | Hosted dependencies versus replaceable models, runtimes, protocols, and data formats. | Leaving the platform would require rewriting prompts, tools, state, and evaluations. |
AWS recommends MCP as a foundation for strategic, security-sensitive, and remote tools, while retaining framework-native tools for rapid prototypes and simple, non-critical functions. That is a practical split: use portable protocol boundaries where long-term interoperability and control matter, and use the framework’s quickest path for experiments that do not carry material risk.
How to evaluate an agent tool for production
- Define the task contract. Specify inputs, allowed tools, prohibited actions, expected outputs, latency target, budget, escalation path, and what counts as a failure.
- Build a representative test set. Include ordinary requests, ambiguous wording, missing data, malformed tool responses, permission failures, prompt-injection attempts, and destructive-action scenarios.
- Measure more than answer quality. Track task success, factual or transactional accuracy, tool-selection accuracy, unnecessary calls, latency, token and infrastructure cost, abstention, escalation, and policy violations.
- Exercise recovery paths. Kill sessions, delay tools, return partial data, exceed rate limits, revoke credentials, and replay requests. Verify idempotency, timeout behavior, retries, rollback, and human takeover.
- Inspect the operational evidence. Require traces that connect user input, model decisions, tool arguments, approvals, outputs, and costs without exposing secrets.
- Run security reviews. Check tenant isolation, least privilege, secret handling, sandbox boundaries, data retention, authorization on every mutating tool, and defenses against indirect prompt injection.
- Set release gates. Keep a versioned evaluation suite, define thresholds for quality and safety, canary changes, monitor drift, and retain a rollback path for models, prompts, tools, and policies.
Questions for a framework demonstration
- Can a reviewer approve one high-risk tool call without granting the agent broad write access?
- Can you replay a failed run with the same model, tool versions, and state?
- What happens when a model provider is unavailable or returns malformed output?
- Can tools be moved between frameworks through MCP or another documented interface?
- How are data residency, retention, tenant boundaries, and deletion enforced?
What the current ecosystem evidence says
The MIT AI Agent Index 2025 edition, published in 2026, profiled 30 agents. Twenty of those 30 supported MCP, while 23 were fully closed at the product level. The index also reports L3–L5 autonomy for several deployed agents. These are sample statistics, not a census of every product, and “supports MCP” does not by itself establish security, quality, or portability.

The broader protocol landscape is still changing. Google lists MCP, A2A, UCP, AP2, A2UI, and AG-UI among the growing set of agent protocols and advises checking for an official SDK, an integration, and sample code before adoption. Treat protocol names and framework capabilities as versioned claims: verify current support, maintenance, and compatibility in the documentation for the exact release you plan to deploy.

A practical architecture for a first production system
A conservative first design is a single agent inside a controlled runtime, connected to a small set of least-privilege tools. Put deterministic validation and business rules in ordinary code. Use MCP where a portable boundary is valuable, add explicit approval for mutating actions, and capture traces and evaluations from the first build. Introduce A2A only when an independently owned agent must discover, delegate to, or exchange results with another agent.
Keep the model, runtime, tool definitions, state store, policy layer, and observability layer replaceable where feasible. This separation lets you change a model without rewriting authorization, or change a framework without losing evaluation data. It also makes it possible to prove what the system did rather than relying on a vendor’s autonomy claim.
Governance is part of the architecture
Production trust depends on controls around the model, not just model quality. Microsoft notes that teams are responsible for reviewing third-party data handling and implementing appropriate quality, reliability, security, and responsible-AI mitigations. In practice, establish:

Frequently Asked Questions
Is MCP an agent framework?
No. MCP is a protocol for connecting agents with tools, APIs, and resources. A framework supplies the runtime and development features that use such connections.
Can A2A replace MCP?
No. A2A covers communication and delegation between independent agents; MCP covers an agent’s access to tools and resources. A multi-agent application may use both.
What should a small team build first?
Start with a deterministic workflow or a single, tightly scoped agent, a few least-privilege tools, explicit approvals, and an evaluation set. Add multi-agent coordination only when a real ownership or capability boundary requires it.
