The best way to make Fallout 4 feel more like New Vegas is to target the part you miss instead of installing an untested “total conversion.” Use Classic NV Skill System for skills, perks and checks; CHALLENGES – F4NV for challenge-based progression; Start Me Up for a different protagonist premise; Minutemen NCR Overhaul for NCR-inspired faction flavor; and Lunar Fallout Overhaul only if you want a broad rebalance. These projects change different layers of the game, and the available documentation does not establish a single supported combination that turns Fallout 4 into a complete New Vegas remake.
Plan around your save before installing anything. In particular, CHALLENGES – F4NV has a one-way version warning, and one Minutemen NCR Overhaul leveled-list option works only on a new game. Mod pages, requirements and compatibility notes can change, so use each listing’s current instructions for the version you actually install.
Start with the New Vegas feature you actually want
“Make Fallout 4 more like New Vegas” can mean several different things. New Vegas is remembered for visible skills and dialogue checks, a character build that changes how challenges are solved, a strong challenge-and-reward loop, a protagonist who is not locked into one backstory, recognizable faction presentation, or a harsher overall balance. No single mod in the documented options covers all of those goals.
Use the following map to choose a starting point. The scope column matters: focused mods are easier to reason about, while a broad overhaul changes systems you may not have intended to change.

Restore visible skills, perks and checks
What Classic NV Skill System changes
Classic NV Skill System is the closest documented option for players who miss New Vegas’s character-sheet identity. Its listing describes all 13 classic skills, all 120 New Vegas perks and all 16 traits. Those counts are the mod author’s feature description, not an independently verified measurement, and the same page says the Wild Wasteland trait is present but currently non-functional.
The overhaul makes skills matter in several places that Fallout 4 normally resolves through perks or fixed progression. It includes skill-based damage for several weapon categories, skill-based crafting, and Lockpick and Science checks for locks and terminals. Speech and Charisma dialogue checks can be configured, allowing you to decide how strongly conversations should depend on character investment rather than a single vanilla stat.
Who should install it
Choose this mod when your priority is building a specialist: a character whose investment in a technical, combat or social skill changes available actions. It is also the most direct choice if you want perks and traits to feel like a deliberate role-playing framework rather than a list of incremental combat bonuses.

Because it alters progression, crafting, checks and parts of combat, read its current dependencies and installation instructions before enabling it. Start with a separate save or profile. Adding a progression overhaul after a character has accumulated vanilla perks can produce a character whose earlier choices were made under different rules, so decide on this system before committing to a long playthrough.

How CHALLENGES – F4NV works
CHALLENGES – F4NV places a Fallout 4-styled challenge system in a Pip-Boy tab. Its listing describes nearly every New Vegas challenge, most associated challenge perks, and rewards such as experience and perks; some challenges are modernized for Fallout 4. This gives exploration, combat and unusual play styles a visible set of goals beyond the normal quest log.
The mod is useful when you want the game to acknowledge repeated accomplishments. Instead of waiting for a level-up screen to tell you that a build is working, you can pursue challenge conditions and receive a defined reward. It complements a skill-focused setup, but it does not replace one: challenges provide goals and rewards, while a skill overhaul changes the underlying checks and progression rules.
The version warning that affects your save
Do not update from version 2.0 to version 3.0 on an existing save. The author specifically warns that this upgrade path is unsupported. Installation in the middle of a playthrough is allowed only when version 2.0 has never been installed in that game. If you have already used version 2.0, keep that save on its existing version or begin a new game for version 3.0.

Before installing, record the version you are choosing and keep the original save untouched. The warning is easy to miss because both versions serve the same purpose, but the save condition is different from ordinary mod updating.
Change the protagonist’s premise with Start Me Up
Alternate starts and dialogue edits
Start Me Up – Alternate Start and Dialogue Overhaul is for players who want Fallout 4’s world without being forced to role-play the default concerned parent. It supplies alternate starts and, in its full version, edits dialogue so many lines no longer assume that the player is searching for a missing child.
The full-version description reports more than 800 voiced, lip-synced dialogue edits using lines from the original actors. A changelog separately reports 583 alternate dialogue lines and 67 edited quests. Those are different author-reported counts from different sections of the listing; they should not be treated as one measurement. The practical point is that the mod changes both the opening premise and a substantial amount of quest dialogue.
Planning and conflicts
Do not combine it with another alternate-start mod. Choose one system to control the opening sequence and character premise. The author also recommends checking conflicts with major dialogue or quest mods in FO4Edit. That check is especially important when another project edits the same quest records or dialogue topics, because a load order can leave one mod’s lines or conditions overridden without producing an obvious startup error.
Install it before creating the character whose identity you want to play. If you are already deep into a save, an alternate-start mod cannot retroactively change the choices and assumptions that shaped the opening hours.
Give the Minutemen an NCR-inspired presentation
What the overhaul does
Minutemen NCR Overhaul is primarily a faction-flavor and visual option, not a complete rewrite of the Minutemen quest line. Its modular installer offers NCR-themed uniforms and equipment choices for the Minutemen/NCR setup, including New Vegas-style service rifles. This is the right direction if the appeal is seeing a more recognizable western-republic military identity in Fallout 4’s faction framework.
Because it focuses on appearance and equipment, it can change the tone of Minutemen encounters without claiming to reproduce the NCR’s politics, quest structure or reputation system. Treat it as presentation layered onto Fallout 4, not as an NCR campaign.

Leveled lists and the new-game-only option
The listing warns about conflicts with mods that edit Minutemen NPCs, equipment leveled lists or Laser Musket leveled lists. Decide which equipment system should win before you build a load order. The changelog also states that the Service Rifle leveled-list injection option works only on a new game. If that option is essential to your setup, enable it before starting the character rather than adding it halfway through a campaign and expecting existing NPC inventories to be rebuilt.

Retune Fallout 4’s entire balance with Lunar Fallout Overhaul
What makes it different
Lunar Fallout Overhaul is the broadest option in this group. The author describes changes across nearly every system they wanted to rebalance, including armor, legendary effects, food and drugs, weapons, non-player characters, perks, power armor, settlements and survival. This can move Fallout 4 toward a more deliberate and demanding rhythm, but it is not an exact conversion of New Vegas rules.
Choose it when your goal is a different overall balance rather than one missing feature. If you only want skill checks or NCR uniforms, a broad overhaul creates unnecessary variables. If you want weapons, survival, perks and equipment to be reconsidered together, its wider scope is the reason to select it.
Expect to relearn the game
The author describes the experience as challenging and advises players to expect to relearn some mechanics. That affects familiar assumptions about damage, protection, consumables, perk value and survival routines. Give yourself time to read the overhaul’s current documentation and adjust your build rather than judging it by vanilla expectations after a single encounter.

Build a stable mod plan before you install
1. Define one primary goal
Write down the experience you want in one sentence: “I want skill checks,” “I want challenge rewards,” “I want an alternate identity,” “I want NCR-style Minutemen,” or “I want a harder global balance.” Install the focused mod that answers that sentence first. Add another only when you can explain what distinct problem it solves.

2. Protect your saves
- Back up your current saves outside the game’s normal save folder.
- Create a separate mod profile or otherwise keep an unmodified baseline available.
- For CHALLENGES – F4NV, decide between the documented version paths before installation; never move a version 2.0 save to version 3.0.
- If you need the Minutemen NCR Overhaul Service Rifle leveled-list injection, start a new game for that option.
3. Read each listing’s requirements
Requirements, patches and supported versions are maintained on the individual mod pages. Check them immediately before downloading because a listing can change after you have read an older guide. Follow the author’s installation order and optional-component instructions instead of assuming that every file is interchangeable.
4. Add one major change at a time
Install the primary mod, launch the game, and test its defining feature on a disposable save. For Classic NV Skill System, inspect the character progression and a relevant check. For CHALLENGES – F4NV, confirm that the Pip-Boy tab and a challenge reward appear. For Start Me Up, verify the selected opening. For Minutemen NCR Overhaul, inspect the intended faction equipment. For Lunar Fallout Overhaul, read the changed survival and combat rules before drawing conclusions.

Use FO4Edit when a listing recommends it or when two projects touch the same quests, dialogue, NPCs, leveled lists or progression records. Resolve conflicts deliberately: decide which mod should control each record, install a documented compatibility patch when one exists, or remove the overlapping feature. A game that launches successfully can still be using the wrong winner in a conflict.
6. Test the real play loop
Do more than load the title screen. Play long enough to trigger the feature you installed, save, quit, reload and test it again. Check a conversation, encounter or inventory record that another mod is likely to edit. Keep the test save separate from the campaign you intend to keep.

Role-playing and dialogue build
Start with Classic NV Skill System if skills and checks are the priority. Add Start Me Up only when you also want a different protagonist premise, and inspect dialogue and quest conflicts before beginning the campaign. This pairing changes both the character’s mechanical identity and the assumptions surrounding the opening, so it deserves a new, carefully tested profile.
Challenge-driven progression
Use CHALLENGES – F4NV as the central addition when you want explicit achievement targets and rewards. It can sit alongside a skill system in concept, but the available documentation does not provide a tested combined load order. Verify both listings’ requirements and check overlapping progression records yourself.

Choose Minutemen NCR Overhaul when uniforms, equipment and service rifles are enough to create the tone you want. It is less invasive than a global balance overhaul, but its Minutemen and leveled-list records still need to be checked against other faction equipment mods.

A harsher complete rebalance
Choose Lunar Fallout Overhaul as the anchor when you want most systems to feel different. Avoid stacking other major weapon, perk, survival or armor overhauls unless their authors document compatibility. Adding several broad balance projects makes it difficult to know which rules are active and increases the chance that one system silently overrides another.
Troubleshoot the problems these choices create
The game starts, but the feature is missing
Confirm that the plugin is enabled, its requirements are present, and the intended optional module was selected. Then inspect the relevant record in FO4Edit. A missing Pip-Boy tab, unchanged dialogue or vanilla equipment often indicates that another plugin wins the conflict rather than a broken installation.
Dialogue sounds inconsistent
With Start Me Up, check for another alternate-start or major dialogue mod first. Disable one overlapping project on a test profile and repeat the same conversation. If the lines become coherent, the issue is a record conflict rather than a voice-file problem.
Minutemen still use the old equipment
Check whether you selected the Service Rifle leveled-list injection and whether the save began after that option was installed. The documented injection is new-game-only. Also inspect conflicts with Minutemen NPC, equipment and Laser Musket leveled-list edits.
A challenge version update breaks the save
Do not continue experimenting on the campaign. Restore the backup and return to the version that was installed when the save was created, or start a new game for the newer release. The specific version 2.0-to-3.0 upgrade is not supported on an existing save.
The rebalance feels unfair or confusing
Read Lunar Fallout Overhaul’s current mechanics notes and rebuild your expectations around its changes. Its author warns that the game can be challenging and require relearning. Remove unrelated balance projects while testing so that damage, armor, survival and perk behavior come from one understandable ruleset.
What these mods cannot reproduce
These options can restore individual New Vegas-like experiences, but they do not document a complete recreation of New Vegas’s world, faction politics, reputation model, quest writing, dialogue structure and rules as one integrated package. Classic NV Skill System addresses skills and checks; CHALLENGES – F4NV addresses challenges; Start Me Up changes the opening premise and dialogue; Minutemen NCR Overhaul changes faction presentation; and Lunar Fallout Overhaul retunes many systems. Their boundaries are different by design.

There is also no documented, tested combined load order for all five. Treat any multi-mod setup as your own compatibility project: verify requirements, preserve saves, test one major change at a time and keep the broad overhaul optional. That approach keeps Fallout 4’s modern presentation while letting you choose exactly which New Vegas qualities belong in your playthrough.
