If a 911 call will not connect during congestion, do not keep redialing rapidly. Wait about 10 seconds, then try an available alternative: carrier SMS to 911 where your local emergency center supports it, a landline, or another available service such as email. Text messages can sometimes pass when voice calls cannot, but delivery may be delayed and text-to-911 is not available everywhere. Keep your message brief, state your exact location and the emergency, and do not assume that an internet chat message has reached 911.
This guidance is for the United States and is based on Federal Communications Commission (FCC) rules and emergency-communications advice. Local 911 capabilities and carrier support determine which options actually work.
What to do first when a 911 call fails
Use this order when there is an immediate threat to life or safety:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Attempt the emergency call once. If it does not connect, keep the phone powered on and watch for a connection rather than repeatedly pressing redial.
- Wait about 10 seconds before trying again. FCC emergency guidance recommends a short pause between attempts. Rapid redials can add traffic without improving your chance of connecting.
- Try carrier SMS to 911 if your area supports text-to-911. Send from the phone’s normal text-message application, not an internet chat service. State the location and what is happening in clear, short language.
- Use another available channel. A landline, email, or another working phone may provide a path to emergency help if the wireless voice channel is overloaded.
- Keep trying the method that produces a response. Text delivery can be delayed, so do not assume silence means the message was received. If a call connects after you have sent a text, tell the call taker that you also sent a text.
If the emergency is happening now, use the emergency-contact method available in your jurisdiction and do not delay lifesaving action while testing unrelated apps or services.

Why congestion can block a call but allow a message
A mobile network carries voice calls and text messages through different systems and scheduling rules. During a surge—such as a disaster, large public event, or outage—voice capacity may be exhausted while short messages still have a route through the signaling system. The FCC summarizes the possibility this way: “In many cases text messages will go through when your call may not.”
That wording is deliberately cautious. A text is not a guaranteed bypass. Heavy congestion can delay SMS, prevent it from leaving the handset, or postpone delivery to the emergency center. A phone may also show a signal while the network is unable to complete either service. Treat SMS as an alternative to try, not as a faster or certain replacement for a voice call.
Text-to-911: when it works and when it does not
Availability is local
Text-to-911 depends on the public-safety answering point (PSAP) serving your location being technically ready and authorized to receive texts. There is no nationwide guarantee that every county or carrier accepts them. A message sent to a location that does not support the service may generate an automated “text-to-911 is not available” response, but you cannot rely on receiving that warning in every failure condition.

Check your local 911 authority or carrier for current availability before an emergency. A capability that exists in one county may not exist in a neighboring county, and a carrier implementation can change.
Use ordinary carrier SMS, not an internet messenger
Text-to-911 means a carrier text message addressed to 911 through the phone’s standard SMS function. Messages in an internet-based messaging app, social network, email-style chat, or group conversation are not automatically routed to a PSAP. Do not infer that an app message has reached emergency services simply because it shows “sent.”
What to put in the first text

- Exact location: street address, apartment or room, intersection, landmark, or other details that identify where help is needed.
- Nature of the emergency: for example, a medical crisis, fire, active threat, or collision.
- Immediate hazards: smoke, weapons, dangerous materials, blocked access, or injuries.
- Callback information: your phone number and whether you can safely receive a reply or call.
- Language or accessibility needs: mention them if they affect communication.
Use plain language and short sentences. The reviewed FCC material establishes local availability and the need to use the appropriate emergency channel; it does not prescribe one universal message template or guarantee a callback. Follow the questions and instructions from the PSAP when a reply arrives.

Wi-Fi-only and no-mobile-network situations
FCC rules include exceptions involving messages originating from Wi-Fi-only locations or devices that cannot access a commercial mobile network. This does not mean every Wi-Fi connection can text 911. The PSAP and provider still need a supported path, and location information may be harder to establish. If your device shows no mobile service, send a text only when your jurisdiction confirms that Wi-Fi-based text-to-911 is supported; otherwise use a landline or another available emergency method.
A practical decision table for congested conditions
| Method | When to try it | What it can communicate | Important limitation |
|---|---|---|---|
| Voice call to 911 | First attempt whenever the phone can place an emergency call | Two-way conversation, questions, and immediate clarification | May fail or be delayed when voice capacity is congested |
| Carrier SMS to 911 | When your local PSAP and carrier support text-to-911 or a voice call will not connect | Location and emergency details in writing; replies if the PSAP responds | Availability is local; delivery can be delayed; ordinary internet messaging is not a substitute |
| Landline call | When a nearby fixed telephone is working | Two-way voice conversation tied to the landline location | Requires access to a functioning landline and power or service, depending on the installation |
| Email or another available service | Only when local emergency instructions identify it as an acceptable fallback and 911 channels are unavailable | Written information and a way to describe the emergency | May not be monitored continuously and may not provide a rapid response |
| Internet messaging app | Not as a replacement for 911 | May reach a contact who can call for help | It is not automatically delivered to a PSAP or emergency dispatcher |
| Wireless Priority Service (WPS) | Only for an eligible, authorized user with a WPS-enabled device | Priority handling for authorized wireless calls | Not a public congestion bypass; it does not preempt calls already in progress |
How to send a text-to-911 message step by step
- Open the phone’s standard SMS app. Do not open a social, workplace, or internet chat application.
- Address the message to 911. Use this only where your local PSAP accepts text-to-911. If local instructions specify a different format, follow them.
- Write the location first. Include the full street address or the most precise location you can provide, including a unit, floor, mile marker, intersection, or landmark.
- Describe the emergency in one sentence. Say what is happening and whether anyone is injured or in immediate danger.
- Add hazards and your phone number. Tell the dispatcher about weapons, fire, blocked entrances, or other dangers, and say whether it is safe to answer a call.
- Send once and wait for a reply. Avoid sending multiple copies while the network is congested. Keep the phone available for incoming texts or a callback.
- Follow dispatcher questions. Do not assume a “sent” indicator means a dispatcher has read the message. If you receive an automated notice that text-to-911 is unavailable, immediately try a voice call or another available method.
How to handle a failed or delayed voice call
When the phone shows a signal but the call will not complete
A signal icon indicates radio contact, not guaranteed access to a free voice channel. End the failed attempt, wait approximately 10 seconds, and try again. If the second attempt fails, move to carrier SMS to 911 where supported, or use a landline or another available service. Keep the call brief if it connects so the dispatcher can handle the essential facts and free the channel.

When SMS shows “sending” or takes a long time
Leave the message queued while you try an available voice or landline option; do not repeatedly resend the same text. A delayed message can arrive after a call has connected, so tell the dispatcher about any text you sent. If the phone reports that text-to-911 is unavailable, treat that as a prompt to use voice or another supported channel, not as a temporary invitation to keep retrying.
When there is no mobile service
Try a landline or another working phone if one is available. A Wi-Fi connection alone does not guarantee text-to-911 access, although FCC rules address certain Wi-Fi-only and no-commercial-mobile-network situations. The local PSAP’s capability determines whether that path exists.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minutePower and equipment preparation
Congestion and battery failure are separate problems. FCC emergency guidance recommends keeping wireless phones charged and having backup charging, such as a car-charger adapter. A power bank or car charger can keep a handset ready, but it cannot restore a failed network, create text-to-911 coverage, or grant call priority.

Wireless Priority Service is not a consumer workaround
Wireless Priority Service (WPS) is intended for eligible organizations and authorized users whose communications support national security, emergency response, or essential public functions. It is not a public sign-up option that lets an ordinary caller bypass a congested network.
For an authorized WPS user on a WPS-enabled device, the WPS instructions specify dialing *272. WPS calls are queued with priority, but they do not preempt calls already underway. Eligibility, enrollment, device support, and carrier participation must be confirmed through the responsible organization and provider. Do not dial *272 unless you have verified authorization and a WPS-enabled device; it does not improve a normal consumer call.
Common mistakes and the safer alternative
| Mistake | Why it fails | Better action |
|---|---|---|
| Redialing continuously | It adds attempts during congestion and can delay a useful connection | Wait about 10 seconds between attempts, then change channels |
| Assuming every text reaches 911 | Text-to-911 is conditional on local PSAP readiness and authorization | Verify local support and use a landline or voice call when text is unavailable |
| Using a messaging app | Internet chats are not automatically routed to emergency dispatch | Use carrier SMS to 911 where supported |
| Sending a long story | It delays the location and emergency details the dispatcher needs first | Lead with exact location, emergency type, hazards, and callback information |
| Assuming a battery pack fixes network failure | Power and network capacity are different limitations | Use backup power to keep the handset ready while switching to another channel |
| Using WPS without authorization | WPS is restricted to eligible users and does not preempt active calls | Use ordinary emergency channels unless your organization has confirmed WPS access |
What the FCC guidance does—and does not—promise
The FCC’s emergency communication tips support trying SMS when a voice call does not go through, using other available services, keeping calls brief, waiting before redialing, and maintaining charged phones. The FCC has also stated that text-to-911 “can also provide a means of access to 911 when voice networks are compromised or congested.” These are options and capabilities, not guarantees of delivery time, dispatcher response, or successful location identification.
No broadly applicable current statistic establishes the likelihood that an ordinary person’s 911 call or text will succeed during congestion. A figure associated with WPS would describe an authorized priority service, not normal callers, so it should not be used to predict consumer results.
Quick Recap
Prepare before you need emergency communications
- Check local text-to-911 support. Ask your county or city 911 authority whether carrier SMS is accepted at your address and which carriers are supported.
- Ask your provider about device behavior. Confirm how your handset handles emergency calls, SMS, and Wi-Fi-only conditions, especially if it lacks conventional mobile service.
- Identify fixed-phone options. Know the nearest working landline and who can access it if your phone fails.
- Practice concise location reporting. Be ready to give an address, unit or floor, nearby intersection, and hazards without relying on a map app.
- Maintain power. Charge the phone and test your power bank, cable, and car charger before an event.
- Understand organizational priority service. If your work depends on emergency communications, ask your organization whether you are eligible for WPS rather than assuming it is available.
Quick reference checklist
- Call 911 once, then wait about 10 seconds before redialing.
- If voice remains unavailable, try carrier SMS to 911 only where local text-to-911 is supported.
- Put the exact location and nature of the emergency in the first text.
- Keep messages short, watch for replies, and do not assume “sent” means received.
- Use a landline or another available service when wireless channels fail.
- Do not substitute internet messaging apps for an emergency channel.
- Keep the phone charged; backup power helps the handset but cannot fix congestion.
- Use
*272only if you are a confirmed, authorized WPS user with a WPS-enabled device.
