A sound CSS architecture does not eliminate the cascade; it makes the cascade easier to predict. Decide which concerns may set styles, how those concerns rank when declarations conflict, and how far selectors may reach. Then choose only the conventions your project needs to enforce those boundaries.
What CSS architecture should prevent
CSS architecture should prevent routine changes from depending on accidental source order, selectors that reach unrelated components, and ever-more-specific overrides. Those are design goals, not claims that a particular naming scheme or tool is inherently wrong.
The cascade remains the mechanism that determines which declarations apply when multiple sources set the same property. MDN’s introduction to the CSS cascade explains the process. Architecture cannot remove it; it can make its inputs and precedence easier to understand.
- Do not let precedence be an accident. Make the intended ordering of styling concerns explicit.
- Do not let selectors travel farther than intended. Keep rules tied to the elements or components they are meant to style.
- Do not impose conventions without a problem they solve. Each rule adds something developers must learn and maintain.
Use cascade layers to make precedence explicit
Cascade layers let authors group rules into named concerns and order those groups without changing selectors or their specificity. The W3C’s CSS Cascading and Inheritance Level 5 specification describes layers as a way to organize and balance concerns within one origin. It gives examples including element defaults, third-party libraries, themes, components, and overrides.

Declare the layer order deliberately near the start of the stylesheet. Google Chrome’s modern CSS guidance offers this example order: reset, base, theme, components, utilities. Treat it as a starting point to evaluate, not a universal blueprint.
@layer reset, base, theme, components, utilities;
After establishing the order, place rules in their intended layers. If a utility is meant to override a component rule, putting utilities later in the declared order communicates that policy. Layers manage precedence between groups; selector specificity and source order still matter within the cascade’s other applicable rules. They are not a license to make selectors arbitrarily complex.

Google’s guidance also recommends :where() where low-specificity selectors are useful. Since selectors inside :where() contribute zero specificity, it can help keep foundational rules easy to override without creating a contest of increasingly specific selectors.

These are related architecture concerns, but one CSS feature does not solve all of them. The W3C’s TPAC 2021 session on cascade layers, container queries, and scope frames container queries as a way for elements to adapt to localized context rather than only overall viewport dimensions.

| Architecture question | Relevant mechanism | What it addresses |
|---|---|---|
| Which styling concern wins? | Cascade layers | Precedence between groups of rules |
| Where should a rule apply? | Scoped rules or component boundaries | Selector reach and the elements a rule can affect |
| What context should change a component’s layout? | Viewport breakpoints or container queries | Viewport-wide conditions or more localized container dimensions |
For example, a page-wide breakpoint can adapt a navigation layout to the viewport. A container query is more appropriate when a reusable card should change based on the space available in its own container, such as when the same card appears in a narrow sidebar and a wide content area. Neither mechanism defines which theme or utility declaration wins; that is a precedence question.
Choose a scoping approach that fits the project rather than assuming every codebase needs the same mechanism. The 2021 W3C session discussed scope while it was in early design; that event page is not evidence of current specification status or browser support. Check current specifications and support data before making implementation decisions about a particular scoping feature.

Choose conventions to fit the team and codebase
A small site may need only a few layers and simple component boundaries. A multi-team design system may benefit from explicit slots for third-party styles, shared foundations, themes, components, and sanctioned overrides. More rules can improve coordination, but they also create governance work: someone must explain, enforce, and revise them.

Methodologies such as BEM, utility classes, or CSS modules can help teams express boundaries in different ways. The relevant question is whether the approach makes ownership, reach, and override behavior clear in your project—not whether one method is universally correct.

A practical architecture review
- Find recurring conflicts. Identify where developers rely on stylesheet order, add specificity to overcome earlier rules, or override styles across component boundaries.
- Name the concerns that need precedence. Use only as many layers as clarify real distinctions, such as reset, foundations, themes, components, or utilities.
- Write the layer order once. Put the intended order in a visible location and make new styles follow it.
- Set selector boundaries. Decide how global styles, component styles, and exceptions are kept from affecting unrelated parts of the interface.
- Choose the right adaptation context. Use viewport conditions for viewport-level changes and container queries when a component responds to its local space.
- Document the exception path. Explain where a genuine override belongs so developers do not invent a new layer or specificity escalation for every edge case.
- Remove rules that do not earn their cost. Revisit conventions when they create more ceremony than clarity.
Keep the cascade understandable, not invisible
The W3C specification says layers let authors reorder concerns explicitly “without altering selectors or specificity within each layer, or relying on source-order to resolve conflicts across layers.” That is the useful distinction: architecture should make the cascade legible, while leaving normal CSS behavior intact.
No cited source establishes a quantified gain in performance, productivity, or defect reduction from a particular architecture. The defensible aim is more modest and actionable: developers should be able to explain why a rule wins, where it applies, and what context it responds to.
