To make a Windows 11 USB meet a Secure Boot SVN 9 requirement, use installation media with the latest servicing updates applied, then run Microsoft’s elevated PowerShell Make2023BootableMedia.ps1 script with the USB as its target. SVN is not a value you set on the flash drive; the target PC’s firmware policy and the boot software on the media determine whether it will boot.
What Secure Boot SVN 9 means
Secure Boot firmware checks signatures on boot software, including EFI applications and the operating system. Microsoft’s PCA2023 script updates Windows media to use a boot manager signed by the Windows UEFI CA 2023 certificate. Certificate trust and a boot component’s version or revocation status are related but distinct checks; the target firmware may enforce both.
In a Windows 11 support case, a PC requiring SVN 9 rejected a USB whose boot manager reported SVN 7. The user reported resolving that case with newer media and Microsoft’s script. That is a troubleshooting example, not a guarantee that a particular download or USB will work on every PC. See the Windows support discussion and check the requirement reported by your own device.
Prepare current Windows installation media
Start with Windows media appropriate for the target PC. Microsoft requires the media source passed to the script to have the latest servicing updates applied. Its documentation accepts an ISO or media directory as input and USB as an output target: Microsoft’s Windows UEFI CA 2023 boot-media instructions.

Check Microsoft’s current Windows download and servicing information when preparing media; the available build can change, and the documented material does not establish one current image version for every edition or region. In the support case above, the user said a direct-download ISO was older than needed, while a newer Media Creation Tool image worked for that PC. Treat that as case-specific, not a general rule about either download method.
Create or update the USB with Microsoft’s script
- Download or otherwise obtain Microsoft’s
Make2023BootableMedia.ps1script using the official instructions linked above. Prepare an elevated PowerShell session. - Connect the USB drive and identify its drive letter. Back up anything you need from it, and verify the letter carefully: the command writes to the selected removable drive.
- Run the script with the current ISO path and the USB drive letter. Microsoft’s documented example is
Make2023BootableMedia.ps1 -MediaPath C:MediaWin11.iso -TargetType USB -USBDrive E:. Replace the example paths and letter with the ones for your setup. - Let the script finish, then try booting the target PC from the prepared USB. If it still fails, note the exact firmware message and verify the machine’s Secure Boot and SVN requirements rather than assuming the flash drive itself is defective.
If the USB still reports an older SVN
Do not assume replacing only EFIBootbootx64.efi is sufficient. A community troubleshooting discussion notes that the EFI boot manager, the boot manager in boot.wim, and the boot manager in the installation image may all need attention. This is a troubleshooting clue rather than Microsoft’s formal specification; see the support discussion.

For custom deployment or recovery media, use Microsoft’s Windows PE servicing guidance and keep boot images current with cumulative updates. Deployment environments can have additional image-management requirements: Microsoft’s WinPE mount and customize guidance.

Do not treat SVN timelines as a compatibility chart
The support thread describes the target as requiring SVN 9 and reports SVN 7 on the rejected media. It also associates SVN 9 with June 2026 and says later media had a higher value. Those are observations in that discussion, not a timeless release schedule. Check the actual requirement shown by the target system and use media whose servicing state is current when you create it.
