A downturn forecast is a dated cash schedule, not a guess about the national economy. Start with your reconciled bank balance, list when receipts and payments are likely to clear, and maintain base and downside cases that show how sales, collections, inventory and obligations could change. A rolling view lets you see a shortage early enough to follow up on invoices, adjust purchasing or negotiate from a position of information.

This guide is for U.S. small-business owners. It separates a short-term liquidity forecast from a formal business-plan projection, gives you a spreadsheet-ready process, and explains how to act when the ending balance falls below the cash your operation needs.

What a downturn cash-flow forecast actually tells you

A cash-flow forecast answers a timing question: will money be in the bank when each bill, payroll run, tax payment, debt installment and other obligation is due? It is different from a profit-and-loss statement. A sale can be recorded before the customer pays, and an expense can be recognized before cash leaves the account. During a slowdown, those timing differences become more important because customers may pay later, orders may be less predictable and inventory can remain unsold.

The Small Business Administration (SBA) describes a monthly cash-flow forecast as a way to check which accounts you expect to receive in the next 30 days and which you expect to pay. That near-term list is the first warning system. A longer rolling forecast shows whether a temporary dip can be absorbed or whether a later payroll, rent, tax or supplier payment creates a deeper gap.

Use the forecast as a management instrument rather than a promise of accuracy. Tim Berry, writing for the SBA, put the purpose this way: “The goal of business forecasting is not what you might think. It isn’t about accurately guessing the future. It’s about running your business right.”

Pick the horizon that matches the decision

Do not use a five-year business-plan model to manage next Friday’s payroll, and do not mistake a 30-day alert for a long-range financing plan. These views complement one another.

Planning view Horizon Useful cadence What it emphasizes
Immediate cash alert Next 30 days Monthly cash-flow visibility, with more frequent checking when conditions are volatile Expected receipts and payments, due dates and an approaching shortage
Rolling liquidity forecast At least three months; some businesses use 13 weekly periods Weekly for a 13-week model; regular rolling updates Cash timing, collection delays, purchasing decisions and operating drivers
Formal business-plan projection Five years Monthly or quarterly detail in year one Prospective financial statements alongside historical statements for an established business

SCORE recommends a tailored three-month look-ahead and notes that some firms should project weekly across 13 weeks. The SBA’s five-year horizon serves formal planning and does not replace short-term cash tracking. Choose the shortest view that can answer the decision in front of you, then keep it rolling forward instead of rebuilding it from scratch.

Gather the records before opening a spreadsheet

A forecast is only as useful as its starting data. Assemble the following records for the period you will model:

  • Reconciled cash: the current balance of each operating checking or savings account after reconciling the bank statement. Do not start with an unreconciled ledger balance.
  • Receivables: open invoices, customer payment terms, promised payment dates, deposits and any known disputes or credits.
  • Sales activity: recent sales by product or service, units, prices, cancellations, returns and a pipeline that you can justify rather than wishful bookings.
  • Supplier and inventory commitments: purchase orders, reorder points, lead times, deposits, freight and the dates vendors expect payment.
  • Fixed and recurring outflows: payroll and payroll taxes, rent, utilities, insurance, software or service contracts, debt service and scheduled tax payments.
  • Other receipts and payments: owner contributions or draws, refunds, asset sales, grants, financing proceeds and unusual one-time obligations when they are genuinely expected.

Use your own payment terms and operating records. SCORE’s guidance favors a business-tailored template, and SBA guidance recommends aligning forecast categories with the categories in your actual reports. If your accounting reports group expenses differently from your bank activity, create a clear mapping before entering projections; otherwise a variance may reflect classification rather than a real cash problem.

Build a credible baseline from actual cash behavior

The baseline is the “business as currently operating” case. It should explain the assumptions behind each major receipt and payment instead of applying a blanket recession percentage.

Use recent history, seasonality and collection experience

Review recent sales, expenses, cash collections and payment timing. Mark seasonal peaks and troughs, recurring large bills and months in which customers historically paid late. A service business may need separate assumptions for work completed and invoices collected. A retailer may need units sold, average selling price, returns and inventory purchases. An owner-operated firm should distinguish business cash from personal transfers so the opening balance and future withdrawals are not confused.

Make every material assumption traceable

For each line, record the source and the reason for the date or amount: a customer’s agreed terms, a signed order, a payroll calendar, a lease clause, a tax schedule or a recent average. Label assumptions that depend on management judgment. Berry’s SBA guidance calls for “good educated guesses,” not pinpoint accuracy; the discipline is being able to explain the guess and replace it when evidence changes.

Keep cash categories consistent

Use the same receipt and payment categories in the baseline, the actuals and the variance review. At minimum, separate customer collections, other receipts, supplier and inventory payments, payroll, rent, taxes, debt service and other recurring or known outflows. That separation shows whether a gap is caused by weak demand, slow collections, a purchase decision or a fixed obligation.

Lay out the forecast by date

Create one row for each day or week that matters to your decision. Weekly rows are usually easier to maintain for a 13-week view; daily rows are useful when payroll, card settlements or supplier payments create tight timing. Enter cash movements in the period they are expected to clear the bank, not the period in which revenue or expense is booked.

  1. Enter opening cash. Put the reconciled bank balance at the start of the first period. If you use several accounts, show them separately and identify cash that is restricted or unavailable for ordinary operations.
  2. List expected receipts by date. Include customer collections and other receipts. Tie an invoice to an expected collection date, and flag dates based on a promise rather than a pattern.
  3. List expected payments by date. Include supplier and inventory bills, payroll, payroll taxes, rent, taxes, debt service and other known outflows. Use contractual due dates, then note any payment terms you have agreed to change.
  4. Calculate net cash movement. For each period, subtract total payments from total receipts.
  5. Calculate ending cash. Use the prior period’s ending cash plus the current period’s net movement. In a spreadsheet, a typical structure is Ending cash = Opening cash + Total receipts - Total payments; the next row’s opening cash equals the previous row’s ending cash.
  6. Flag the decision point. Mark when ending cash falls below the amount required for the next unavoidable obligations. The flag is an action trigger, not a claim that the business is insolvent.

Keep an assumptions column beside each material line. A forecast that only contains totals hides the cause of a timing problem and makes it difficult to update when one customer pays late or one purchase order changes.

Make downturn assumptions visible without inventing a recession haircut

Build at least a base case and a downside case for your own operation. The reviewed SBA and SCORE guidance supports driver-based forecasting and regular review, but it does not establish a universal sales decline, cash reserve or recession percentage that fits every business.

Sales and demand drivers

Change the variables that actually drive your receipts: sales volume or units, average selling price, customer conversion, foot traffic where relevant, cancellations, returns and the timing of new orders. Keep the assumption explicit—for example, whether a lower volume is expected immediately or only after the current order book is delivered. Do not treat a national recession headline as a numerical input unless your own records show how it affects your customers.

Collection timing

A downside case can hold sales constant while moving expected collections later. Test customers that pay on terms separately from those that pay at purchase, and identify invoices awaiting collection. A profitable month can still produce a cash deficit if invoices are issued but money arrives after payroll or rent is due.

Inventory and supplier timing

Slow-moving inventory ties up cash. Model the timing of purchases, deposits, freight and supplier payments, and identify orders that can be delayed without breaching a contract or disrupting essential service. Tim Berry’s SBA discussion specifically identifies slow-moving inventory, bills paid and invoices awaiting collection as cash-flow drivers.

Fixed and discretionary outflows

Separate obligations that are difficult to change quickly from discretionary spending that management can review. A downside case should show which costs are contractual, which are volume-linked and which depend on a decision. Do not assume that cutting staff, delaying a tax payment or drawing new credit is automatically safe or available; the appropriate action depends on employment obligations, tax rules, contracts and current financing terms.

How to interpret the 20 percent example

Berry’s 2017 SBA article recounts his company being 20 percent below what it expected after the 2008 Great Recession. That is one company’s illustrative anecdote, not a measured average and not a recommended downturn assumption. Use your own order history, customer concentration and collection data to set the downside case.

Calculate how much cash the business needs when sales slow

There is no evidence-based universal “recession cushion” that applies to every U.S. small business. Instead, calculate the minimum cash needed to pass the obligations visible in your forecast.

  1. Identify the earliest date on which projected ending cash becomes insufficient for unavoidable payments.
  2. List the receipts that could arrive before that date and classify them by confidence: contracted, historically reliable or uncertain.
  3. List payments that cannot be moved without breaching a contract, law or essential operating requirement.
  4. Test a slower collection date, lower volume, delayed inventory movement and any known one-time outflow separately so you can see which driver creates the gap.
  5. Set an internal warning threshold above the absolute minimum if your business needs time to transfer funds, contact customers or negotiate terms. The threshold is a management choice documented in your assumptions, not a standard formula.

The result is a dated funding and action requirement. It may show that the issue is a one-week timing mismatch rather than a permanent loss, or that a structural cost decision is needed. Do not label the amount as a required loan or credit line until you have considered your agreements, eligibility, cost and professional advice.

  • 30-day alert: a near-term schedule of expected receipts and payments used to spot an approaching shortage.
  • Rolling three-month or 13-week view: a driver-based liquidity model updated as actual cash arrives and obligations change.
  • Formal multi-year plan: a five-year prospective projection with monthly or quarterly first-year detail and historical statements where required for an established business.

Do not average these views into one undifferentiated number. The first two manage cash timing; the last supports broader planning and communication. A formal projection can use aggregated financial statements, while the rolling model must preserve the dates and operating drivers that create liquidity.

Update the forecast and perform variance analysis

Forecasting becomes useful when actual results replace assumptions. SCORE recommends regular updates and rolling analysis. SBA guidance describes plan-versus-actual or variance analysis and monthly review.

  1. Enter actual bank-cleared receipts and payments. Keep the original forecast visible rather than overwriting it.
  2. Compare actual and forecast by category and date. A total that matches can conceal a customer payment that arrived late and a supplier bill that was unexpectedly early.
  3. Explain each material variance. Record whether the cause was volume, price, collection timing, returns, inventory movement, a changed payment term or an omitted item.
  4. Update future assumptions. Move an invoice when the customer gives a new date, replace estimated demand with current order evidence and remove obligations that have been paid.
  5. Roll the horizon forward. After closing a week or month, add a new future period so the model always covers the horizon needed for your decisions.
  6. Assign an owner and review date. Someone should be responsible for bank reconciliation, receivables updates, payables updates and the management review.

Monthly review may be adequate for stable activity; a business using a 13-week weekly model should review weekly. Increase frequency when cash is tight, collections are volatile or a major obligation is approaching.

Act when the forecast shows a gap

Start while the gap is still in the future. The SBA says a forecast can flag an upcoming shortage and help prepare for slow periods; its resilience guidance emphasizes reviewing financials, streamlining operations and negotiating where appropriate.

  1. Verify the signal. Reconcile the bank balance, confirm the payment dates and check that restricted cash or duplicate entries are not distorting the result.
  2. Accelerate legitimate collections. Follow up on invoices, confirm acceptance of delivered work, resolve disputes and ask customers about payment timing. Keep communications consistent with the contract.
  3. Review inventory and purchasing. Match new purchases to realistic demand, examine slow-moving stock and avoid committing cash merely to preserve an old reorder pattern.
  4. Review discretionary spending. Identify costs that can be paused, reduced or rescheduled without damaging essential operations or violating an agreement.
  5. Discuss terms early. Where appropriate, negotiate supplier dates, customer deposits or other arrangements before a missed payment. Document the agreed terms.
  6. Evaluate financing or other structural choices with advice. A loan, credit line, lease change, tax arrangement or staffing decision has legal, financial and operational consequences. Review current terms and obtain qualified advice rather than assuming a generic remedy fits.
  7. Re-run the scenarios. Enter the action as an explicit assumption and check whether it moves the shortfall, reduces it or merely postpones it.

Common forecasting mistakes and their fixes

  • Confusing profit with cash: record the expected bank receipt and payment dates, not only invoice and expense dates.
  • Starting with an unreconciled balance: reconcile the bank accounts before setting opening cash.
  • Applying one recession percentage to everything: model the specific drivers—volume, price, collections, returns, inventory and outflows—that your records support.
  • Leaving collections at invoice date: use customer terms and observed payment behavior, and move the date when information changes.
  • Ignoring slow-moving inventory: show purchase commitments and the cash tied up until stock is sold.
  • Hiding fixed obligations in a total: separate payroll, rent, taxes, debt service and supplier payments so the inflexible items are visible.
  • Building only a long-range plan: maintain the 30-day and rolling three-month or 13-week views for liquidity decisions.
  • Overwriting the forecast with actuals: preserve the original expectation so variance causes can be learned.
  • Treating a scenario as a prediction: label base and downside assumptions and revise them as evidence changes.
  • Assuming a funding solution is automatic: check contracts, eligibility, costs, tax effects and professional advice before committing.

When outside help is useful

A tailored spreadsheet can be enough to begin. If categories are unclear, bank reconciliation is behind, or the forecast drives a financing, tax, lease or employment decision, obtain advice suited to your business and agreements. SBA’s financial-literacy resources point owners to Small Business Development Centers for personalized assistance and SCORE for free customized mentoring. SBA also identifies receivables, payables, available cash, bank reconciliation and payroll as finance functions that owners need to manage.

Bring your forecast, assumptions, reconciled statements and variance notes to an adviser. The goal is not to outsource judgment; it is to validate the cash timing and make the consequences of each option visible.

A repeatable review checklist

  • Is the opening balance reconciled to the bank?
  • Are receipts and payments dated by expected cash clearance?
  • Are customer collections, supplier and inventory payments, payroll, rent, taxes and debt service shown separately?
  • Do the categories align with actual reports?
  • Can you explain the baseline using recent activity, payment terms and seasonality?
  • Are downside assumptions explicit for demand, price, collections, returns, inventory and outflows?
  • Does the workbook include the 30-day alert and the rolling horizon your decisions require?
  • Have actual results been entered and variances explained at the agreed cadence?
  • Does every projected gap have an owner, a date and a proposed action?
  • Have financing, tax, lease and contract decisions been checked against the business’s own terms and professional advice?

Keep the file simple enough to update. A forecast that is refreshed with real receipts, payments and explanations is more valuable than a sophisticated model that no one maintains.
