Start a dated incident log, identify the authority responsible for your location and the type of noise, then submit a concise complaint with copies of your records. Check that authority’s evidence, privacy and deadline rules before sending recordings or a diary. In England, possible statutory nuisance complaints normally go to the local council; emergency threats or suspected crimes require a different route.
Choose the right route before collecting evidence
A noise complaint succeeds or fails first on routing. The correct recipient depends on your country, the sound’s source, whether it is recurring, and whether anyone is at immediate risk. There is no universal noise hotline, evidence standard or “quiet-hours” rule.
When safety or crime comes first
If someone is in immediate danger or a crime is in progress in the UK, call 999. Threats, violence, criminal damage or other suspected offences may require the police rather than an environmental-health complaint. GOV.UK’s antisocial-behaviour overview explains the distinction at How to report antisocial behaviour.

If the issue is noise alone affecting the local area, the cited UK guidance generally points residents to the council. A resident of social housing can also notify the landlord about problems in or near the building. Do not confront a neighbour if doing so could put you at risk.

Match the source to the agency
| Situation | Likely first contact | What to verify |
|---|---|---|
| Neighbour’s music, parties, barking or similar disturbance in England | Your local council, usually environmental health or a noise-nuisance team | Whether the council treats the report as a statutory-nuisance complaint, which form it uses and whether a diary is required |
| Noise in or around social housing | Your landlord or housing association, and sometimes the council | Its antisocial-behaviour policy, emergency contact and evidence deadline |
| Threats, violence or suspected criminal conduct | Police | Emergency versus non-emergency number and what information officers need |
| Commercial, construction, transport or regulated-site noise | Council, planning authority, environmental regulator or another named regulator | Which body licenses or controls the activity |
| Noise in Brisbane, Australia | Brisbane City Council or another agency specified for the source | Recording format, statutory declaration and metadata requirements |
Use the authority’s official page rather than relying on a neighbour’s advice or an old forum post. The England-wide overview is at GOV.UK: Complain about noise to the council. The Department for Environment, Food & Rural Affairs also describes how councils handle complaints at Noise nuisances: how councils deal with complaints. That page was last updated on 21 December 2017, so confirm the current local process before filing.
Understand the England threshold without treating it as universal
For England, GOV.UK describes statutory nuisance as noise or another activity that unreasonably and substantially interferes with the use or enjoyment of premises, or causes—or is likely to cause—injury to health. Examples include loud music and barking dogs. The council has a duty to investigate a complaint that may meet that test. The statutory-nuisance guidance is at Statutory nuisances: how councils deal with complaints.
If the council agrees that a statutory nuisance exists, or will occur, it must serve an abatement notice. Officers may investigate during the day or night, but each council decides its service arrangements, including whether night officers are available. England’s separate night-warning-notice regime concerns 11 p.m. to 7 a.m.; it is not a rule that every sound after 11 p.m. is automatically unlawful. These tests and procedures apply to England, not automatically to Scotland, Wales, Northern Ireland, Australia, the United States or another jurisdiction.
Try a safe, proportionate first step
Where it is safe and realistic, GOV.UK advises trying a calm conversation or mediation before contacting the council. Describe the effect rather than accusing the other person of breaking the law: for example, explain that bass is waking you repeatedly and ask whether the speaker can be moved or lowered after a particular time. Keep a written note of the date and outcome.

- 【Accurate Measurement】 The measuring range of the sound level meter is 30dB to 130dB . Highly accurate with ± 2.0 dB. Real-time monitoring can give you accurate data on the sound level in the area.
- 【A/C Weighted Measurement】 The A weighted simulates the frequency characteristics of low-intensity human ear noise, which is suitable for the detection of ambient noise. The C weighted simulates the frequency properties of high-intensity noises of the human ear, which are suitable for the sound pressure analysis of machine motors and machines. More professional measurement methods provide users with a more perfect user experience.
- 【Fast and Slow Measurement】 The sound level meter has the function of converting the fast and slow response rate. The fast response rate uses a time constant of 0.125s/time for general environmental measurement. The slow response rate uses a 1s/time constant, which is used for environmental measurements with relatively large changes in noise levels.
- 【Digital LCD Display 】 The digital display is a 4-digit LCD display with a resolution of 0.1 dB. Backlit LCD digital display, the reading effect is clearer in dark places. When the battery is low, the LCD display will display a low voltage icon, indicating that the power is low at this point and the battery needs to be replaced.
- 【Convenient and Lightweight 】Tadeto sound level meter is lightweight and easy to carry. It's widely used in factories, transportation, car, baby room and audio system offices, sound quality control in homes, schools, and construction sites.
Skip direct contact if there have been threats, intimidation, domestic-abuse concerns, serious hostility or any other reason you might be unsafe. A landlord, mediator, council officer or police officer can be the intermediary. Mediation is optional; it does not replace an emergency report or prevent you from documenting incidents.
Build a contemporaneous noise diary
A diary gives an investigating officer a pattern that can be checked. Write each entry as soon as practicable, use local time, and separate what you directly observed from what you infer about the source. Follow the authority’s own form if it provides one; its requested period and return deadline control.
Fields to record for every incident
| Field | What to write |
|---|---|
| Date | The calendar date, including a year if the record may span more than one year |
| Start and end | Exact times where possible, or a duration and an explanation if the noise was intermittent |
| Sound | Observable description such as amplified bass, shouting, drilling, barking, humming machinery or repeated vehicle alarms |
| Apparent source | Address, flat, business, street or equipment only if you know it; label guesses as guesses |
| Your location | Room or outdoor area where you heard it, and whether doors or windows were open when relevant |
| Impact | Interrupted sleep, inability to work, conversation being drowned out, inability to use a room or another concrete effect |
| Witnesses | Names or contact details only with their agreement, plus what they personally heard |
| Action taken | Conversation, mediation request, landlord contact, police call, recording made or other step, with the result |
| Supporting file | File name or storage location for a recording, photograph, message or letter |
Use factual language
“Bass music audible in the bedroom from 11:40 p.m. to 12:25 a.m.; woke me twice” is more useful than “illegal noise all night.” Do not claim a decibel level unless you actually measured it, and do not label conduct criminal or unlawful unless the responsible authority has made that determination. If you did not see the source, write “appeared to come from the rear flat” rather than stating the address as certain.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Keep the original record intact
Use a dated digital document or bound notebook, and do not silently rewrite old entries. If you correct a mistake, retain the original wording and add the correction with its date. Export or photograph the completed diary so a lost phone or account does not erase it. Store a backup in a location you can access without altering file dates.

Follow the receiving authority’s diary period
Local examples demonstrate why you should not assume a standard seven-, fourteen- or thirty-day requirement.
| Authority example | Published process | How to use the example |
|---|---|---|
| Liverpool City Council | It normally sends a log sheet and says it must be returned within six weeks. | Use its sheet and six-week deadline only when Liverpool is the receiving authority; details are at Noise and nuisance complaints. |
| London Borough of Bexley | It describes a 14-day noise diary and may arrange monitoring. | Follow Bexley’s instructions, not Liverpool’s, at Noise nuisance. |
| Brisbane City Council | Its recording instructions request details for the whole episode and supporting declarations. | Use Brisbane’s form and requirements if you are reporting there; do not transplant them to an English council. |
Use recordings and measurements as supporting evidence
A short, representative recording can help an officer understand the character of a sound, but the receiving authority decides what it accepts and may rely on its own visit or monitoring equipment. Ask before sending a large file or buying equipment.
Label every recording
Keep the unedited original. Name a copy with the date and start time, and record the location of the device, the room, the apparent source and what was happening. Note whether windows or doors were open. Do not splice together separate episodes and present the result as one continuous event.

Brisbane’s specific submission example
Brisbane City Council asks for uninterrupted audio or video for the whole noise episode, the date, start and end times, the complainant and source locations, where the recorder was placed, and a statutory declaration. Its instructions, marked modified April 2025, are at Noise restrictions and complaints. Those are Brisbane requirements, not a universal recording standard.

Consumer sound meters and phone apps
A consumer meter or phone app can add an approximate observation to your private notes, but it is not automatically proof of a legal violation. Microphone calibration, distance, reflections, background sound and the app’s settings affect readings. Do not present an uncalibrated number as an official measurement or treat a low reading as proof that the disturbance was harmless.
A historical U.S. Environmental Protection Agency prosecutor manual lists calibrated equipment, measurements, recordings, maps and testimony as possible evidence in local enforcement. It describes formal technical and legal contexts from around 1980, not current consumer requirements. Read it only for general evidentiary context at State and Local Guidance Manual for Prosecutors: Noise Violations.
Respect privacy and recording laws
Do not trespass, place a device on someone else’s property, record private conversations unrelated to the noise, or publish a neighbour’s identity online. Recording and data-protection rules differ by jurisdiction. Ask the authority how it handles files and whether a recording could be disclosed to the alleged source.
Submit a focused complaint
- Open the official complaint page. Confirm the responsible team, accepted file types, diary duration, service hours and any form or declaration.
- Describe the pattern in a few sentences. State the location, apparent source, sound type, dates and recurrence. Explain the practical effect on sleep, work or use of the home.
- Attach the requested evidence. Send the diary entries that meet the requested period, not an unlabelled archive of every file. Include a short index matching each recording to its diary entry.
- State previous steps accurately. Say whether you spoke with the neighbour, contacted a landlord or tried mediation, and give the outcome. If direct contact was unsafe, say so without disclosing unnecessary personal details.
- Ask for a reference and next action. Request the case number, the investigating team, expected response method and any further information needed.
- Keep a complete copy. Save the submitted form, attachments, confirmation email, screenshots and every later message in date order.
Use a neutral subject line such as “Recurring amplified music at [address]—incident log attached.” Avoid insults, speculation about motives and claims that the authority “must arrest” someone. The goal is an assessable record, not an argument.

Know what may happen after filing
Initial assessment
The authority may check jurisdiction, ask for a diary, contact the alleged source, seek permission to visit, or close the report if it lacks enough information. A council may investigate but still conclude that it cannot obtain sufficient evidence for formal action. Liverpool describes this possibility while noting that investigation can continue if the noise persists.
Officer visits and monitoring
Bexley says it may arrange monitoring visits or install recording equipment. Other councils may use officers, scheduled observations or technical measurements. Ask whether monitoring is possible, when it could occur, and whether you must be present. Do not assume that a home recording replaces an officer’s assessment.
Privacy and identity disclosure
Confidentiality is not the same as guaranteed anonymity. Bexley says it normally will not share a complainant’s name or address without permission, but it warns that legal action may require disclosure. A different authority may have different rules. Before filing, ask whether your identity could be revealed to the alleged source, witnesses, a tribunal or a court, and read the authority’s privacy notice.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFormal action or closure
In England, if the council finds a statutory nuisance, it must serve an abatement notice. If it does not find enough evidence, ask for the written reason, the review route and what new information would justify reopening the case. Do not treat closure as a finding that your experience was fabricated; it may mean the legal threshold or evidentiary standard was not met on the available material.
Escalate methodically when the response stalls
- Reply within the authority’s stated deadline and quote your case number.
- Ask which stage the case is at, who owns the next action and when you should expect an update.
- Send only new, relevant incidents or requested files; do not restart the case with duplicate emails.
- Use the council’s complaint or review procedure if service failure—not the neighbour’s conduct—is the problem.
- Contact your landlord if the tenancy or building-management rules provide a separate route.
- Consider mediation where it remains safe and both sides agree.
- Obtain local legal advice before taking direct court action. Procedure, limitation periods, standing and evidence rules are jurisdiction-specific.
England also has a private-court route commonly described in council information as a section 82 procedure. Redbridge publishes information about noise nuisance reporting and section 82 at its noise-nuisance page. That information does not create one nationwide process for every country or every type of noise; get advice on the current rules where you live.
Common mistakes and the better alternative
| Mistake | Why it weakens the complaint | Better practice |
|---|---|---|
| Reporting to a generic hotline without checking the source | The case may be sent to the wrong team or closed for lack of jurisdiction | Use the responsible council, landlord, police or regulator listed on its official page |
| Writing “all night” or “every day” without times | The authority cannot test the frequency or duration | Record start, end, interruptions and the number of episodes |
| Guessing the source or motive | Speculation can undermine otherwise reliable observations | Identify what you saw or heard and label inferences as uncertain |
| Submitting edited clips or screenshots without context | The material may not show the complete episode or its timing | Keep originals, provide metadata and follow the authority’s format |
| Assuming a phone decibel reading proves illegality | Consumer devices and legal thresholds are not interchangeable | Use readings as supplementary notes and ask whether formal measurement is needed |
| Promising yourself anonymity | Legal proceedings may require witness disclosure | Ask about privacy before filing and decide what risks you can accept |
| Confronting an unsafe neighbour | It can escalate risk and may compromise your safety | Use a landlord, mediator, council or police route instead |
| Sending a huge unindexed evidence bundle | Important incidents can be missed | Provide a concise chronology and a file index |

Writing a concise incident entry
Use this pattern for each event: “On [date], from [start] to [end], I heard [observable sound] in [room/location]. It appeared to come from [source, if known]. [Concrete effect]. [Witness or action].” For example: “On 17 October 2026, from 11:40 p.m. to 12:25 a.m., amplified bass was audible in the rear bedroom. I could not identify the exact flat. It woke me twice and prevented sleep. I made a recording from the bedroom with the window closed.” This is a writing model, not evidence of a real incident.
The Bottom Line
The strongest noise complaint is a safely routed, jurisdiction-specific report supported by a contemporaneous, factual diary and carefully labelled supplementary evidence. Follow the receiving authority’s own deadlines, monitoring process and privacy rules rather than assuming that another council’s procedure or a consumer recording standard applies.
