To make a Minecraft: Java Edition 1.16.5 server, install a compatible Java runtime, download the matching 1.16.5 server JAR, run it once to generate files, accept the EULA, configure server.properties, and start it again. Players on your network can join through the host’s local address; players elsewhere normally need a firewall exception and router forwarding for port 25565. Paper is an optional alternative implementation that documents Java 16 for its 1.16.5 builds.
What this server setup creates
This guide is for Minecraft: Java Edition 1.16.5, the release published on January 14, 2021. Mojang described 1.16.5 as network compatible with 1.16.4, so a 1.16.4 client can connect to an upgraded 1.16.5 server in the circumstances covered by that release note. For a predictable setup, however, put the server and every player’s launcher on 1.16.5.

A self-hosted server is a Java program running continuously on one computer. That computer stores the world, accepts player connections, and must remain awake while friends are playing. The server software is free to download from Mojang’s official Java server download page and is for Java Edition only.
Before you start
Install a compatible Java runtime
The vanilla 1.16.5 server requires a Java Runtime Environment that can run its JAR. Install Java before downloading the server, then open Command Prompt, PowerShell, Terminal, or another shell and run:

java -versionIf the command prints a version instead of an error, the executable is available on your system path. Mojang’s setup guidance says Java should be installed and kept up to date. If the shell reports that java is not recognized, install a supported runtime, reopen the terminal, and run the check again. Paper has a separate requirement described later: Paper’s documentation lists Java 16 for Paper 1.16.5.
Create a dedicated server folder
Make a new folder used only for this server, such as Minecraft-1.16.5-Server. Keep the server JAR, world folders, logs, configuration, and backups there. A dedicated location makes it much harder to confuse this world with another Minecraft installation and gives you one folder to back up.
Choose the computer and network
- The host computer must have enough free storage for the world and its backups, and it must stay powered on during play.
- You need administrator access to install Java, create a firewall rule, and change router settings if people outside your home will connect.
- Players must use Minecraft: Java Edition, not Bedrock Edition. The Java server software is not a Bedrock server.
- Decide whether connections will be local only or whether trusted people on the internet will connect. Internet access adds firewall, router, and privacy responsibilities.
Set up a vanilla 1.16.5 server
1. Download the exact server JAR
Use Mojang’s official Java server download page and download the server file for version 1.16.5 into the dedicated folder. Keep the version in the filename or rename it clearly; an accidental 1.18 or 1.20 JAR will not create a 1.16.5 world server.
2. Run the first launch
Open a terminal in the server folder. On Windows, you can open the folder in File Explorer, use the address bar to type cmd, and press Enter. On macOS or Linux, use cd to change to the folder. Run:
java -jar minecraft_server.1.16.5.jar noguiThe filename must match the JAR you downloaded. The nogui argument starts the console-only server, which is convenient for a small private server and avoids an extra graphical window. The first launch creates files including eula.txt, a server.properties file, a world directory, and log data. It may stop after reporting that the EULA has not been accepted; that is expected for the first run.
3. Accept the EULA
Stop the process if it is still running, then open eula.txt in a text editor. Change the acceptance line from:

eula=trueSave the file. Accepting it confirms that you agree to Mojang’s End User License Agreement; it is not a substitute for reading the current terms yourself.
4. Configure the server
Open server.properties in a plain-text editor, change the values your group needs, and save the file while the server is stopped. The settings most likely to affect a small private world are listed below. Leave server-ip blank unless you have a specific reason to bind the process to one local interface.

Do not edit the file with a word processor that adds formatting. A plain-text editor preserves the name=value format. If you change a property after the server has started, stop the server cleanly first and restart it so the change is loaded.
5. Start the server for play
Run the same command again:
java -jar minecraft_server.1.16.5.jar noguiLeave the console window open while people play. The console displays startup messages, player joins, warnings, and errors. To shut down safely, type:
stopWait for the process to finish before closing the terminal or powering off the computer. The stop command lets the server save the world cleanly and reduces the chance of losing recent changes.
Let players connect
Players on the same home network
The host can test the server by choosing Multiplayer and connecting to localhost. Another computer on the same home network should use the host computer’s private LAN address, such as 192.168.x.x:25565 or 10.x.x.x:25565, with the actual address assigned by your router. The host’s operating-system network settings or a router client list can show that private address.

A local connection does not require internet port forwarding, but the host firewall may still ask whether Java should be allowed on the private network. Allow the server process on the network profile you actually use, and avoid enabling broad public access just to solve a local connection problem.
Players outside your home
Outside players normally need three things to be correct at the same time:

server.properties. - The host computer’s firewall must permit incoming traffic for that port or the Java process.
- The router must forward that port from the internet to the host computer’s private LAN address.
With the default configuration, forward 25565 to the host’s private address. Router interfaces use different names, but the rule generally asks for an external port, an internal port, a protocol, and a destination device. Use the router manufacturer’s current instructions for the exact menu path. If you changed server-port, use the new number consistently in the firewall and router rule.
Give trusted friends your public IPv4 address followed by the port, for example public-address:25565. The host can continue to use localhost. Mojang warns that exposing a home IP address creates a security risk; share it only with people you trust. Avoid posting it publicly, and remove the forwarding rule when you no longer need outside access.
If the router’s forwarding destination changes whenever the host reconnects, update the rule to the host’s current private address before testing again. A router may offer a way to reserve the host’s local address, but the label and procedure vary by manufacturer. Test from a genuinely external connection, such as a friend’s network; testing your public address from inside the same LAN can fail on routers that do not support loopback.
Use Paper instead of the vanilla server
Paper is a separate server implementation, not a setting that can be switched on inside the vanilla JAR. It provides its own runnable downloads and administration documentation and is commonly chosen when a host needs its plugin/API ecosystem or Paper-specific performance controls. Vanilla follows Mojang’s base server behavior with the fewest additional moving parts.

Paper’s version table lists Java 16 for Paper 1.16.5. Install that runtime, download a Paper build that explicitly targets Minecraft 1.16.5, and keep the downloaded JAR in its own folder or clearly separate it from the vanilla files. Do not assume that a Paper JAR for another Minecraft version can replace the 1.16.5 build.
Paper documents this launch form:
java -Xms4G -Xmx4G -jar paper.jar --nogui-Xms4G and -Xmx4G are example initial and maximum heap values from the documented command, not a universal RAM recommendation. They allocate memory that must actually be available on the host alongside the operating system and other applications. If the JAR has a different filename, substitute that filename. Paper will generate its own first-run files and may also require EULA acceptance before normal startup.
Client compatibility still matters: players should select 1.16.5, and every plugin must support the server version and the APIs it uses. Treat a Paper world as a separate server installation until you have made a verified backup and confirmed any migration plan.

Both choices still require a dedicated folder, a first launch, EULA acceptance, configuration, a running process, and the same firewall and port-forwarding work for internet players. Pick one implementation for the world rather than launching both on the same port.

The terminal says Java is not recognized
Java is missing or its executable is not on the system path. Install a compatible runtime, close and reopen the terminal so it sees the new environment, then run java -version. If multiple Java installations exist, check which one the shell is using before launching the server.
The server stops immediately on the first launch
Read the console output. The usual first-run cause is an unaccepted EULA. Open eula.txt, change the value to eula=true, save it, and start again. If the message names a missing file or permission problem, confirm that the terminal is in the server folder and that your account can read and write there.

Players receive a version-mismatch message
Set both the launcher installation and the server JAR to 1.16.5. The 1.16.5 release note establishes network compatibility with 1.16.4, but it does not make every other Minecraft version compatible. A Paper server also requires a Paper build targeting 1.16.5 and plugins that support that version.

Friends on the same LAN cannot join
- Confirm the server console is still running and has finished starting.
- Have the friend use the host’s private LAN address, not the public address, and append the configured port if it is not the default.
- Check that the host firewall permits Java or the configured server port on the private network.
- Make sure
server-ipis blank unless you intentionally selected a valid local interface.
Internet players cannot join
- Verify that the server is listening on the same port entered in the router rule.
- Confirm the host firewall allows incoming traffic.
- Check that the router forwards to the host’s current private address, not an old address assigned to another device.
- Give friends the current public IPv4 address in the form
address:port. - Test from outside the home network and remember that some routers cannot test their own public address from inside.
If all settings appear correct but the public address still cannot be reached, the internet connection may use an upstream router or carrier-grade NAT that prevents inbound forwarding. The basic Mojang workflow assumes that your router receives the public address and can forward the port; contact the internet provider or use a managed hosting arrangement if your connection cannot do that.
Paper will not launch
Run java -version and verify that the runtime meets Paper’s documented Java 16 requirement for 1.16.5. Confirm that the downloaded JAR is a Paper build for 1.16.5, that the filename in the command is correct, and that the terminal is open in the folder containing it. Read the first error in the console rather than repeatedly restarting; dependency, permission, and version errors require different fixes.
Backups and routine administration
Make backups while the world is stopped
Use stop, wait for the process to exit, and copy the entire server folder to another drive or protected location. The folder contains more than the world: it also holds configuration, logs, and the EULA state. A full-folder backup gives you a recovery point before changing properties, switching implementations, or installing plugins.
Change settings safely
Stop the server before editing server.properties or replacing a JAR. Start it again and watch the console for errors. Keep a written note of the JAR version, Java version, port, and important property values so you can reconstruct the working setup after a hardware or disk failure.

Give the public address only to trusted players, keep the server software and Java runtime maintained, and remove unused forwarding rules. Use the server console’s operator and whitelist controls deliberately rather than giving every visitor administrative powers. A small private server is easier to secure when the address, player list, and administrative permissions are limited.
