The safest way to give an AI shopping agent buying authority is to make it narrow, measurable and temporary. Define exactly what it may buy, set a maximum that includes taxes and delivery, restrict merchants or payment credentials when the service supports those controls, and require your approval before the charge for anything expensive, unusual or difficult to return. Use autonomous purchasing only when the agent can check every rule against the proposed checkout.
Do not assume that a natural-language instruction such as “spend less than $100” is technically enforced. Current shopping agents vary widely, and the controls described by emerging authorization protocols are not features that every agent, merchant or card issuer has implemented.
What “limiting an AI shopping agent” actually involves
An AI shopping agent can search products, compare offers, fill a cart and, in some implementations, complete payment. Limiting it means controlling both what task it is allowed to perform and what transaction it is allowed to authorize.
The UK Competition and Markets Authority (CMA) describes today’s consumer-facing agents as generally narrow: they can search, compare and initiate simple actions, often with user confirmation. It also describes a possible next stage in which personal assistants act across services “within clear boundaries.” That phrase is useful because a boundary must be specific enough to check, not merely a preference expressed in conversation.

Google’s Agent Payments Protocol (AP2) illustrates two different permission models:

In AP2 terminology, a mandate is the recorded permission plus its limits. A constraint is a rule the proposed checkout must satisfy. AP2 describes verification of the mandate and, when an open mandate is present, evaluation of the checkout against its constraints. That is a protocol pattern, not proof that your chosen agent or merchant performs those checks.
Set the boundaries before granting payment authority
1. Define the task and exclusions
Write a short permission that names the purpose, product type and unacceptable alternatives. For example: “Buy one replacement water filter for the model shown in this photo; no subscriptions, bundles or refurbished items.” Add exclusions for categories you never want the agent to purchase, such as medicines, alcohol, financial products, gifts or anything requiring a size or fit decision.
Separate a preferred option from a hard rule. “Prefer recycled packaging” is a preference; “do not buy from a marketplace seller” is a boundary. If the interface offers only a text box, treat the text as an instruction to the model, not as a guaranteed technical control.
2. Set a per-purchase ceiling
Specify the maximum amount the agent may cause to be charged, and state whether that ceiling includes sales tax, delivery, tips, service fees, currency conversion and substitutions. A rule that says “up to $80” is ambiguous if the item costs $75 and shipping adds $12.
When the service supports it, set both a per-transaction cap and a cumulative budget for the task. Use the smaller of your own affordability limit and the service’s documented limit. The reviewed sources establish constrained mandates as a design pattern, but they do not establish universal consumer-facing fields for these values.
3. Restrict merchants and payment credentials
If available, name an allowed merchant or a merchant list and prohibit marketplace sellers, international sellers or unfamiliar domains. Restrict the payment credential as well: a dedicated card or token can reduce exposure only when the issuer actually applies a spending, merchant or expiry rule to agent-initiated transactions.

Do not confuse payment-network agent identity with your approval of an individual purchase. Visa’s Trusted Agent Protocol describes cryptographic signatures and fields for agent intent, consumer recognition and payment information so merchants can recognize trusted agents. That infrastructure does not, by itself, give you a per-agent budget or merchant allowlist.
4. Decide how price changes and substitutions work
State whether the agent may accept a price increase, a different seller, a substitute product or a delayed delivery. For groceries or other variable-price orders, set a maximum variance and require approval if the final total exceeds the amount you first saw. For subscriptions, require a separate approval and prohibit automatic renewal unless you intentionally need it.
Choose approval over autonomy when the decision is hard to reverse
Keep direct checkout approval for purchases that are expensive, personal, regulated, recurring, non-refundable or likely to be misidentified. Autonomous mode is more appropriate when all material variables can be expressed as rules: one known product, a fixed model number, a maximum delivered price, an approved merchant and a short deadline.
- Use direct approval for electronics with compatibility implications, travel, furniture, clothing sizes, gifts, medical products and anything with a restocking fee.
- Autonomy can fit a repeat purchase with an exact model or part number, provided the total, seller, delivery address and payment method are constrained.
- Stop and inspect whenever the agent reports a missing item, a substitute, a different currency, a new seller or a changed total.
A practical setup procedure
- Identify the agent and account. Confirm which application is acting, which merchant account it will use and which payment credential is connected. Do not grant authority to an unfamiliar browser session or shared device.
- Write the permission in operational terms. Include the task, product or category, exclusions, merchant rules, delivery address, maximum delivered total and whether substitutions are allowed.
- Choose the approval mode. Select a setting that pauses before payment when one exists. If the only option is autonomous, limit it to a low-risk task and a small, fully loaded budget.
- Set the shortest useful expiry. AP2 recommends a mandate expiration that is as short as possible while still allowing the assigned task to finish. A one-time purchase should not leave an open permission for weeks.
- Check the payment boundary. Verify the card, token or wallet selected, its currency and any issuer controls. A virtual or tokenized credential is not a limit unless the provider documents the limit and enforces it.
- Review the proposed checkout. Before authorizing, inspect the exact item, quantity, seller, taxes, delivery, tips, substitutions, total, delivery address and payment instrument.
- Authorize only the matching transaction. If any material field violates your rules, cancel the mandate or return the agent to search mode instead of approving an exception conversationally.
- Record the result. Save the permission or mandate, checkout details, confirmation and receipt. Note the time and the expiry so you can recognize an unauthorized follow-up attempt.
- Revoke when finished. Use the service’s revoke, disconnect or sign-out control and remove the payment credential if the task is complete. Test what revocation does; some systems may stop future actions without cancelling an order already submitted.
Verify each proposed transaction against the rules
Use this checklist at the approval screen or in the notification that precedes an autonomous charge:
- Is the product the exact model, size, quantity and condition requested?
- Is the merchant or seller permitted, and is the website or marketplace account genuine?
- Does the final amount include tax, delivery, tips, fees and currency conversion?
- Is the charge below both the per-purchase ceiling and any remaining cumulative budget?
- Has the delivery address, delivery date and return policy changed?
- Is the order a one-time purchase rather than a subscription or renewal?
- Is the selected card, token or wallet the credential you intended?
- Does the authorization expire after this task rather than remain open?
AP2’s model expects a merchant to verify that a checkout mandate permits the requested action and to evaluate an open mandate against its constraints. Ask the agent or payment provider what equivalent check is performed; do not infer compliance from the presence of an “AI” label.
Keep permissions short-lived and know how to revoke them
Expiry is a spending control, not just an administrative setting. Set it to the time needed for the assignment, then confirm the displayed time zone and what happens to an order that is still pending when the mandate expires. Look for a clear revoke or disconnect action in both the agent and payment account.
If you lose a device, change the account password, or suspect that an agent acted outside its scope, immediately revoke the agent session and contact the payment provider. Review pending authorizations and recurring charges separately; revoking future agent access may not reverse a payment that has already been submitted.

Preserve evidence without assuming it guarantees a refund
Keep the mandate or permission, the agent’s proposed checkout, your approval record, the merchant confirmation and the receipt. AP2 describes bringing checkout and payment mandates together with receipts to create a transaction picture that can help with a dispute. It does not specify how long records must be retained, how a user retrieves them or how a dispute is resolved.

Before enabling an agent, check the service’s retention and export options, notification history and customer-support route. A receipt proves what was processed; it does not automatically prove that the purchase was authorized under your interpretation or guarantee a refund.
Compare services by controls, not by the word “agent”
When deciding whether an agent or payment integration is suitable, ask for concrete answers to these questions:

| Refunds and disputes | Who handles an incorrect purchase: the agent, merchant, issuer or wallet provider? What evidence can you export? |
| Data exposure | Which service receives your address, shopping history and payment token, and who controls deletion? |
Unless current documentation confirms a feature, treat it as unsupported. In particular, do not assume every service offers per-agent budgets, merchant allowlists, purchase-level virtual cards or one-click revocation.
Common failure modes and fixes
The agent exceeds the natural-language budget
Why it happens: the instruction was advisory, or the service calculated the item price without taxes and delivery. Fix: require a provider-enforced cap if available, define an all-in maximum and switch to direct approval.

Why it happens: the agent treated a preference as permission. Fix: identify hard exclusions, prohibit substitutions and require approval for any seller or model change.
A mandate remains active after the task
Why it happens: the expiry was longer than necessary or the interface did not make revocation obvious. Fix: set the shortest workable expiry, revoke manually and verify the permission no longer appears in the account.

You cannot prove what was authorized
Why it happens: the service retained only a receipt, not the original constraints or approval event. Fix: export the mandate, checkout and receipt before closing the task, and ask the provider how long each record remains available.
An “authenticated agent” is mistaken for an approved agent
Why it happens: identity and authorization are different. Visa’s protocol work addresses recognition of trusted agents; it does not establish that you approved a particular item or amount. Fix: verify the transaction-specific mandate and checkout details.

Use a low-stakes trial rather than beginning with an expensive purchase. Give the agent a deliberately narrow task, then observe whether it pauses when the price, seller, quantity or delivery address violates a rule. Try a harmless boundary test, such as changing the item to a slightly higher-priced version, and confirm that the system refuses or requests approval. A conversational acknowledgement is not evidence of enforcement; the behavior at checkout is.
Check every handoff in the chain. An agent may pass a cart to a merchant, wallet or issuer that has different rules. Confirm which party evaluates the mandate, where the payment credential is stored, and whether notifications are generated before or after the charge. If you cannot identify the enforcing component, keep the agent in search-and-recommend mode and approve the merchant checkout yourself.
Do not overestimate identity, tokens or protocol labels
Cryptographic agent identity can help a merchant distinguish an approved software participant from an unknown one, but it does not tell the merchant that a particular product, price or substitution was within your permission. Likewise, a tokenized card limits exposure to the underlying number; it becomes a spending boundary only if the issuer or wallet attaches and enforces rules. Protocol documentation can describe how these signals fit together without certifying a consumer product or guaranteeing a dispute outcome.
How widespread is consumer familiarity?
Visa reported in 2025 that 55% of surveyed adults in the United States were familiar with AI assistants. The figure comes from a 15-minute online survey conducted through the AYTM agile consumer insights platform among adults aged 18–65 who shop online monthly and have a debit or credit card; the samples were 1,600 respondents in the United States, 1,600 in Australia and 500 in New Zealand. It is a result from that survey, not a general-population estimate, and familiarity does not show that respondents had access to autonomous purchasing.

Can I set a $100 limit just by telling the agent to spend less than $100?
Not reliably. Natural-language instructions may guide the model without creating an enforced payment cap. Include tax, delivery, tips, fees, currency conversion and substitutions in an all-in maximum, and use a provider-enforced limit or direct approval when available.

What is the safest approval setting?
Direct approval immediately before payment gives you the clearest opportunity to inspect the item, seller and total. Autonomous purchasing is better reserved for routine, exact-item tasks with documented constraints, a low budget and a short expiry.
Does a virtual card automatically protect me?
No. A virtual or tokenized credential can reduce exposure of your primary card number, but it is a spending control only when the issuer or wallet documents and enforces limits for the agent transaction.
How long should an agent mandate last?
Use the shortest period that lets the assigned task finish. A one-time purchase generally should not leave an open permission for weeks. Confirm the time zone, pending-order behavior and how to revoke the mandate.

What records should I save?
Save the permission or mandate, proposed checkout, approval event, merchant confirmation and receipt. Ask how long the service retains them and how you can export them. These records can clarify a dispute but do not guarantee a refund.
Who is responsible if an agent makes a mistake?
Responsibility depends on the roles involved and local law. UK CMA business guidance says consumer law applies to AI interactions and that a UK business remains responsible for what its agent does, including an agent supplied by a third party. That is not a complete statement of consumer rights or liability worldwide.
The Bottom Line
Bottom line: Give an AI shopping agent the smallest authority that can complete a clearly defined task. Set an all-in price ceiling, hard product and merchant rules, a known payment credential, direct approval for risky purchases and the shortest practical expiry. Verify the checkout, keep the permission and receipt, and revoke access when the task ends. If the service cannot demonstrate those controls, let it search and compare—but approve the purchase yourself.
