For game downloads and updates, open Steam > Settings > Downloads, turn on Limit Download Speed, and choose a rate. For Steam Remote Play or Steam Link, adjust the separate streaming bandwidth and quality controls; the download cap does not limit a game stream.
Which Steam bandwidth control should you use?
Steam has separate controls for downloads and for streaming a game over Remote Play or Steam Link. Choose the control that matches the traffic causing the problem:

How do I limit Steam download speed?
- Open the Steam desktop client and select Steam > Settings > Downloads.
- Enable Limit Download Speed.
- Choose a rate that leaves capacity for gameplay and other people using the connection.
- Check the Download Manager or a launch/update dialog to see the selected limit reflected there.
Check the units before entering a value. Steam’s settings use kilobytes or megabytes per second, while internet plans are commonly advertised in kilobits or megabits per second. A byte contains eight bits, so convert by a factor of eight before allowing for network overhead. Steam explains the rate units in its Setting Client Rates (Limit Download Speed) FAQ.

If you need downloads to continue during a match, lower the cap and observe whether the game remains responsive; reduce it further if other network use still suffers.

How do I keep Steam from downloading while I play?
Use Steam’s automatic pause behavior
Steam normally pauses downloads when a game starts. Steam Support states: “Steam automatically pauses your downloads when a game is launched in order to prioritize the network activity for the game itself.” If you do not need downloads during play, leave that behavior enabled. To allow downloads while gaming, change the gameplay download option in Steam’s Downloads settings; use a speed cap if you want them to continue at a constrained rate. Set update behavior for a specific game
In the Library, open a game’s Manage/Properties > Updates settings. Steam provides choices to keep a game updated, update it only when launched, or prioritize it over other games. Steam also describes a per-game setting for allowing or preventing other updates while that game is running. These options help when one title’s updates matter more than the rest; they do not replace the global download-speed limit.

Schedule automatic updates
Use the Downloads settings to restrict automatic updates to a chosen time window. This can move routine update traffic away from play or busy household hours. You can override the schedule from the Download Manager or by launching a game that needs an update. Steam documents these options in Managing Steam Downloads & Updates.

How do I limit Steam Remote Play or Steam Link bandwidth?
A download cap does not control Remote Play traffic. Adjust the streaming settings on the relevant device instead. For Remote Play, open the advanced streaming settings and tune bandwidth there; Steam says you can also make adjustments live from the in-game overlay.

Tune Remote Play gradually
- Start with Steam Support’s suggested 3 Mbit/s bandwidth setting.
- Increase it in steps while checking the stream.
- If hitches appear, return to the previous setting that worked.
Three Mbit/s is Steam’s suggested starting point, not a guarantee for every network, resolution, or setup. Steam also says Balanced or Fast quality reduces streaming bandwidth, with a corresponding visual-quality tradeoff. Its Steam Link – Suggested Network Settings guidance recommends using the Remote Play performance overlay to spot highly variable network time that may accompany stutter or freezing; a wired Ethernet connection for the host can reduce wireless interference.
Adjust the Steam Link bandwidth limit
On Steam Link, open Streaming > Advanced Client Options and choose Bandwidth Limit. In Big Picture Mode, the corresponding path is In-Home Streaming > Advanced Client Options. Start at the lowest bandwidth setting and increase it until problems appear, then return to the last working setting. Choose Automatic to reset to the default behavior. Why is Steam’s download speed still low?
A low displayed download rate does not by itself show that a bandwidth cap or network fault is responsible. Steam notes that installing a game can be CPU- and disk-intensive, and the displayed download speed may be throttled to match installation work. If the rate falls during installation, check whether the drive or processor is busy before changing network settings.
