Steam has a built-in download cap. In the desktop client, open Steam > Settings > Downloads, enable Limit Download Speed, and select a rate. Because Steam shows bytes per second while internet plans usually show bits per second, divide your advertised Mbps by eight to estimate the equivalent MB/s. Test the cap while playing or streaming, then lower or raise it in small steps until the activity is reliable without unnecessarily slowing the download.
What Steam’s bandwidth limit actually controls
The setting limits the rate at which the Steam client downloads games and updates. It does not increase your internet service, reserve a guaranteed slice of bandwidth for a game, or correct every possible cause of lag. It simply prevents Steam from using more than the selected download rate while downloads are active.
That distinction matters on connections where a large download competes with interactive traffic. Online games need timely delivery of small packets in both directions; a gameplay stream needs a steady upload or download path, depending on how it is produced and watched. A game download can consume much of the available capacity and add queuing delay even when a speed test reports a high headline rate. A cap leaves more capacity available for the activity you are trying to protect.
Steam’s official control is independent of Steam Link’s streaming control. The PC client limit governs game and update downloads. Steam Link’s Bandwidth Limit governs the streaming session. Changing one does not change the other.

Set a download cap in the Steam desktop client
- Open the Steam client.
- Select Steam > Settings.
- Choose Downloads in the Settings sidebar.
- Find Limit Download Speed and turn the option on.
- Choose the rate Steam should use from the control next to it.
- Close Settings and start, or resume, a download. The Downloads manager shows the active transfer and its bandwidth limit.
The cap applies while Steam is downloading. If you later want maximum download speed, return to the same page and disable the limit or select the client’s unrestricted option, depending on the wording in your current Steam version. Interface labels can change, so use the setting that explicitly describes limiting download speed rather than assuming that a similarly named update option has the same effect.
No hardware purchase is required for this procedure. A router, cable, monitoring device, Steam Deck, or Steam Link device is not needed to enable the client limiter.
Read Steam’s units correctly
Steam displays the limit in a byte-based unit such as kilobytes per second (KB/s) or megabytes per second (MB/s). Internet plans are commonly advertised in megabits per second (Mbps). A byte contains eight bits, so the figures cannot be compared directly.

The table uses the simple eight-to-one conversion and is for orientation, not a promise that a particular cap will prevent lag. Your actual throughput varies with the server, Wi-Fi conditions, other household traffic, protocol overhead, and the capacity available at that moment. The same rule applies to kilobits and kilobytes: convert the unit before comparing numbers.
Choose a cap without relying on a universal preset
Valve’s support documentation explains where the control is but does not publish one download rate that works for every household, game, stream, or internet plan. A useful cap is therefore found by testing the activity you want to protect.
Start below the connection’s practical capacity
Begin with a deliberately modest value rather than setting Steam close to your plan’s advertised maximum. Leave room for game traffic, voice chat, video, browsing, and devices that share the connection. If your plan is quoted in Mbps, convert the proposed Steam value to Mbps before judging how much capacity it consumes.

Test the real workload
With a Steam download running, launch the online game, begin the gameplay stream, or reproduce the activity that was disrupted. Check for delayed inputs, rubber-banding, voice-chat interruptions, dropped frames, or buffering. These symptoms are more useful than a download speed number because they reflect the workload you actually care about.

Adjust in small steps
If the activity remains unstable, lower the Steam cap and test again. If it is stable and the download is taking longer than necessary, raise the cap cautiously and repeat the test. Stop at the highest setting that remains reliable. This gradual method follows the same practical principle Steam Support gives for tuning Steam Link bandwidth: increase a setting until problems appear, then return to the last setting that worked. It is a troubleshooting method, not an official numeric recommendation.
Use Steam’s other download controls when speed is not the real problem
A speed cap is best when downloads should continue in the background. If the problem is when an update starts, another control may be a better fit.
Schedule updates
Steam’s download-management tools include update scheduling. Use the Downloads settings and the download manager to choose when updates are allowed to run, according to the options shown by your current client. Scheduling is useful when a large update repeatedly begins during work, gaming, or streaming hours. It avoids competition altogether during the protected period, but the update will wait until the permitted time.
Reorder the queue
The Downloads manager lets you change queue order. Move the game you need first ahead of less urgent downloads, or pause individual items while an important title updates. Queue controls change sequence, not the maximum rate of the active transfer.
Control updates while a game is being played
Steam includes a per-game behavior that determines whether other updates may download while a game is running. Open the relevant game’s update or properties controls and review the setting available in your client. Use a pause-or-defer behavior when you want play to take priority; allow background updates when you prefer games to remain current and your connection can handle the extra traffic.

Review Valve’s newer update-timing options carefully
In a Steam News announcement dated December 11, 2024, Valve described update timing choices that could let Steam decide based on factors such as recent play and bandwidth availability, or wait until a game launches. The announcement was labeled as beta-era guidance, so the exact labels and placement may differ in a current release. Treat the announcement as an explanation of the kinds of controls Steam provides, then verify the wording and behavior in your installed client.
The same announcement described existing options for limiting speed and pausing downloads while playing or streaming. If your client exposes a pause-during-play or pause-during-streaming control, it can be more decisive than a cap: Steam stops or defers the transfer instead of merely reducing it. Confirm what the switch does before relying on it, because a dated announcement is not a guarantee that every version presents the same defaults.
Keep Steam Link’s bandwidth setting separate
If you stream games through Steam Link, there are two independent bandwidth decisions. The Steam desktop client’s Limit Download Speed setting controls downloads to the computer. Steam Link’s Bandwidth Limit controls the streaming connection between the host and client.
To tune Steam Link, open its network or streaming settings and locate Bandwidth Limit. Steam Support recommends starting at the lowest available bandwidth, increasing it gradually until a problem appears, and then returning to the last setting that worked. Select Automatic to restore Steam Link’s default behavior. This setting changes the quality-and-bandwidth trade-off of the stream; it does not throttle a game download in the desktop client.
When both a download and a Steam Link session share a connection, tune both controls in turn. First keep the client download low enough that the stream is stable, then raise the Steam Link limit only as far as the network and display quality allow. Do not assume that lowering the Steam Link value will stop a separate Steam download.

The right choice depends on whether you need continuous downloading, whether the disruption is tied to a particular time, and whether Steam Link is involved. You can combine controls—for example, schedule large updates outside gaming hours and keep a modest cap for downloads that run during the day.

Troubleshoot remaining lag, buffering, or slow downloads
The game still lags after you set a cap
Lower the cap and repeat the test while the same game and network activity are running. If symptoms do not change, the download may not be the only cause. Check whether another device is using the connection, whether Wi-Fi signal quality changes in the play area, and whether the game itself reports server or latency problems. Steam’s limiter cannot reserve upload capacity, repair wireless interference, or fix a route problem outside your home.

Confirm whether the stream is through Steam Link or another service. For Steam Link, tune its own Bandwidth Limit separately and use the low-to-high testing method described by Steam Support. For another streaming service, Steam’s download cap still only controls Steam downloads; it does not configure that service’s video bitrate.
The cap appears to have no effect
Return to Steam > Settings > Downloads and verify that Limit Download Speed is enabled and that a value is selected. Watch the Downloads manager while a transfer is active, because the limit is relevant to Steam’s download activity rather than unrelated traffic. Also check whether the apparent traffic is coming from another application, a system update, or a different device.
The download is far slower than expected
Recheck the units before changing anything. A 1 MB/s Steam limit is about 8 Mbps, not 1 Mbps. If the selected value is correct, the server, disk, CPU decompression, Wi-Fi link, or other traffic may be limiting throughput. Raise the cap gradually only while the protected activity remains stable.
An update keeps interrupting play
Use queue controls, scheduling, or the per-game setting governing updates during play instead of relying only on a lower speed. A cap allows an update to continue; a pause or defer setting prevents it from competing during the session.
What the limiter cannot guarantee
- It cannot provide a universal “lag-free” value. Valve publishes no one-size-fits-all download cap in the cited support material.
- It does not guarantee a fixed share of bandwidth for a game, stream, or voice chat.
- It does not control uploads, Steam Link streaming bandwidth, or traffic from other applications and devices.
- It does not make a slow download server, congested route, weak Wi-Fi signal, or overloaded storage device faster.
- It does not replace diagnosing latency or packet loss when those problems continue with Steam downloads paused.
These limits are why testing the actual workload is more reliable than copying a cap from another connection. Two households with the same advertised plan can need different settings because their Wi-Fi, devices, usage, and network paths differ.

Recommended setup for common situations
Online gaming while a game downloads
Enable the client cap, start conservatively, and play the online title while the download runs. Reduce the value if inputs or voice chat suffer. If the game you are playing is receiving an update, use the queue or per-game update controls so that the update does not compete with the session.
Watching or producing a gameplay stream
Set a cap that leaves room for the stream’s required traffic and test with the stream active. If the stream is through Steam Link, tune Steam Link’s Bandwidth Limit as a separate step. If Steam’s client offers a pause-during-streaming option, use it when uninterrupted streaming matters more than background download progress.
Shared household connection
Start lower than you would on a private connection because phones, televisions, work computers, and other consoles may be active. Schedule large updates for quiet periods and use the download queue to keep only the necessary item active.

Do not assume that a high plan speed eliminates contention. Set a moderate cap, reproduce the interruption, and increase the value in small increments. The best setting is the highest one that leaves the interactive activity stable at the times you actually use it.
Bottom line
For downloads that disrupt gaming or streaming, use Steam’s built-in control: Steam > Settings > Downloads > Limit Download Speed. Convert bytes to bits before comparing the value with your plan, start conservatively, and tune it against the real game or stream rather than using a universal number. If timing is the issue, schedule, reorder, pause, or defer updates; if Steam Link is involved, adjust its separate Bandwidth Limit. These controls let you trade download speed for a more predictable interactive connection without buying additional hardware.
