To limit background data and tracking on Android, adjust Data Saver and app-specific cellular access, then review Ads privacy, permissions, unused apps, and Google data-sharing settings. These controls cover different kinds of activity; there is no single Android switch that blocks all app data collection.
Menu names and paths vary by Android version and phone maker. Use the Settings search bar for terms such as Data Saver, Privacy Dashboard, or Ads privacy if a path below does not match your device.
Choose the controls that match what you want to limit
Background data, permissions, ad personalization, and diagnostics are separate things. Restricting cellular data can prevent an app from refreshing over mobile networks while it is not open, but it does not by itself revoke location or microphone access. Turning off Android ad privacy features limits those features, but does not guarantee that an app stops collecting information or that every ad becomes non-personalized.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Goal | Control to review | What it affects |
|---|---|---|
| Reduce apps’ background mobile-data use | Data Saver and per-app mobile-data controls | Background cellular data; refreshes or notifications may be delayed |
| Limit access to sensitive device features | Privacy Dashboard and app permissions | Permission access such as location, camera, and microphone |
| Limit Android ad-personalization features | Ads privacy | Ad topics, app-suggested ads, and ad measurement |
| Restrict activity by apps you rarely use | Unused apps and Pause app activity if unused | Some background activity, permissions, and notifications |
| Limit Google’s use of shared device data | Personalize using shared data and Web & App Activity | Different scopes: a local index and Google Account activity |
| Stop sharing device diagnostics with Google | Usage and diagnostics | Device-level information sent to Google, not information collected by apps |
Make changes in the order below, starting with mobile-data use. That makes it easier to notice if a restriction affects an app you rely on. If you are trying to solve a particular problem, you do not need to change every setting: choose the control whose scope matches the activity you want to reduce.

Before you change anything
Write down which problem you are seeing. A high cellular bill points first to Data Saver and app-specific mobile-data use. A concern about a camera, microphone, or location indicator points to permissions and Privacy Dashboard. Ads that seem tailored call for Ads privacy and, separately, account or app settings. A desire to stop sending device statistics points to Usage and diagnostics. Keeping these goals separate prevents an overly broad change from breaking an app without addressing the actual concern.
Keep the phone’s Android version and manufacturer in mind. Google’s routes below are common routes, not a guarantee that every model uses the same words. A Settings search is preferable to guessing through similarly named menus. If a control is absent, that can reflect the Android release, the device maker’s interface, or the feature’s availability rather than an error in your search.
1. Restrict background mobile data with Data Saver
Data Saver is the broadest built-in option for reducing background cellular use. Google notes that apps may use background data to download information or deliver notifications, so restricting it can change how promptly an app updates. This setting concerns mobile data; it is not a universal block on network activity over Wi-Fi.
Recommended Free Tools
- Open Settings and go to Network & internet → Data Saver. If those labels are missing, search Settings for Data Saver. Older Android releases and manufacturer interfaces may put data-usage controls elsewhere.
- Turn on Data Saver for the cellular network you intend to manage. If your phone has more than one SIM or mobile network, check that you are changing the relevant one.
- Open the option for unrestricted data, if available, and review the apps allowed to use data without restriction. Remove exceptions that do not need background access; keep an exception for an app whose timely background activity matters to you.
- Check the phone’s app-specific mobile-data usage controls. Restrict background mobile data only for apps where delayed syncing or notifications are acceptable. The exact labels differ by device.
Google’s instructions for background data note that availability and steps depend on the Android version and device: Google Play Help: Turn on background data.
Decide which apps should remain unrestricted
Rather than exempting every app or blocking everything indiscriminately, consider what happens if an app cannot refresh until you open it. A messaging, travel, or safety app may be more useful when it can deliver timely updates; a game or shopping app may be fine refreshing only when launched. These are decision examples, not a guarantee of how any particular app behaves.
Some phones expose both a global Data Saver switch and a list of unrestricted apps. The exception list is an important second check: Data Saver can be on while an exempted app continues to use background mobile data. Review that list after major Android or phone-interface updates because menu wording and placement can change.
When checking app-specific usage, make sure the screen refers to the cellular network you intend to manage. A dual-SIM phone can show separate network choices, and a data restriction on one line does not automatically describe the other. This is a network-scope decision, not a judgment about whether the app is trustworthy.

Restore access only for the app that needs it, rather than disabling Data Saver globally. If delayed refresh is acceptable, leave the restriction in place and open the app when you want current content.
What Data Saver does not cover
Data Saver is about background mobile-data transfer. It does not revoke permissions, erase an app’s existing account history, or determine what an app may collect when you open it. It also does not turn Wi-Fi into a private connection. If your concern is access to a sensor or account personalization, continue with the permission and Google settings below instead of treating Data Saver as a complete privacy mode.
2. Review Android’s Ads privacy controls
Android groups three ad-related controls under Ads privacy. The common route is Settings → Google → All services → Ads → Ads privacy. Search Settings for Ads privacy if your device uses a different route.

- Open Ad topics and review or turn off the feature. Android says it can share up to three ad topics at a time with an app, and deletes ad topics after four weeks. These are Android Help’s described limits, not a promise that an app has no other way to select ads.
- Open App suggested ads and review whether you want Android’s app-suggested-ads feature enabled.
- Open Ad measurement and review whether you want the feature enabled.
These controls are separate, so review each one rather than assuming one switch governs all three. A topic list may be empty if the feature is not fully available or apps have not begun using it. Google describes these settings and their limits in Android Help: Manage your ad privacy settings on Android.
Turning off these Android features does not promise that ads disappear or that apps stop all data collection. Ads may still be personalized based on advertising ID settings and app policies. Treat Ads privacy as one set of controls, not a system-wide tracking blocker.
How to interpret the ad-topic limit
The “up to three” figure describes how many topics Android says it shares with an app at one time. The four-week deletion period describes Android’s handling of those ad topics. Neither number means an app cannot use information it already holds, information supplied by its own account system, or another advertising setting. If a topic list is empty, do not infer that the phone has no advertising activity; the feature may not be fully available or participating apps may not have started using it.
Review the three sections individually. Disabling Ad topics does not automatically answer whether App suggested ads or Ad measurement remains enabled. Conversely, leaving one feature enabled does not mean the other two are enabled. This separation is useful when you want to reduce one Android advertising function while testing whether an app still behaves as expected.
3. Check permission access in Privacy Dashboard
Use the Privacy Dashboard to see which apps accessed sensitive permissions and to change an app’s permission. Depending on the device, find it under Settings → Privacy or Security & privacy → Privacy Dashboard. Searching Settings for Privacy Dashboard is often the quickest route.
- Open the dashboard and select a permission category such as location, microphone, or camera.
- Review the apps shown and their recorded access.
- Select an app whose access is unexpected or unnecessary, then change its permission using the available controls on your device.
The dashboard’s history window depends on Android version: Android Help describes seven days of activity on Android 13 and 24 hours on Android 12. Those periods should not be assumed for other versions or manufacturer interfaces. The dashboard shows permission activity; it is not a complete record of every kind of data an app may collect. See Android Help: Manage permissions from the privacy dashboard.
Use permissions according to the app’s actual need
For each app, consider whether it needs the permission all the time, only while in use, or not at all. Available choices depend on the permission, Android version, and app. Removing a permission can disable a feature that depends on it, so check the app’s behavior after changing an important permission. If access is genuinely needed for a task, you can restore it later in the app’s permissions settings.
Review a permission’s purpose in context. A camera permission may be necessary for a camera feature but unnecessary for an app that you use only to read text. A location permission may support a feature you actively use, while an unrelated app may not need it. The dashboard helps you inspect access by permission category; it does not decide whether an app’s business practice is acceptable for you.
Do not treat a clean or short dashboard history as proof that an app collects nothing. The documented history window is limited, and the dashboard is specifically about permission access. Account activity, information an app receives while open, and other collection practices require separate review.
4. Pause apps you no longer use
Android may manage unused apps by stopping background activity, revoking permissions, and stopping notifications. This is useful for apps you have installed but rarely open, but it can be inconvenient if you still depend on their alerts or access.

- Open Settings → Apps → Unused apps, if that section appears. Search Settings for Unused apps if needed.
- Review the listed apps and open one whose behavior matters to you.
- Check the Pause app activity if unused control. Leave the app eligible for pausing if you no longer need it; turn the control off for an app you need to remain active or retain its permissions and notifications.
Google’s instructions explain this behavior and the per-app control: Android Help: Manage unused apps on your Android device. The section or labels may not appear on every Android device.
Before leaving an app eligible for pausing, ask whether you expect background alerts from it. Pausing can affect more than data use: Android may revoke permissions and stop notifications as well. For an app you rarely open but still need for occasional alerts, turn off the per-app pause control and use Data Saver or permission controls more narrowly.
5. Separate local shared-data personalization from account activity
The Personalize using shared data option governs a local index used by Google apps. It is not the same setting as activity saved to your Google Account. Turning off local shared-data personalization does not necessarily stop account-based personalization if Web & App Activity remains enabled.
Review Settings → Google → All services → Personalize using shared data, where available. If your concern is account-level activity and personalization, review Web & App Activity separately in your Google Account settings. The documentation describes the distinction but does not establish that one switch disables every form of personalization. Details are in Android Help: Choose how Google uses your shared data.
Why the two scopes matter
A device-level local index and activity saved to an account are different places where information may be used. Turning off the local option addresses the local Google-app behavior described by Android Help. It does not, by itself, answer whether Web & App Activity is saving or using account activity. If you want to change both scopes, inspect both settings rather than assuming that one switch controls the other.
This distinction also explains why changing the local setting may not visibly alter every recommendation. Recommendations can depend on app behavior, account settings, advertising settings, and information held by the app. Use the setting that matches the scope you intend to change, then evaluate that setting’s stated effect.
6. Turn off Usage and diagnostics if you do not want to share it
Android’s Usage and diagnostics setting is a separate choice about sharing device-level information with Google. Google says turning it off does not affect essential services such as Android updates, but it also explicitly notes that this setting does not change information apps might collect.
To review the setting, open Google settings and search for Usage and diagnostics if the path varies on your phone. Turn off sharing if you do not want to send that device-level information to Google. Read Android Help: Share usage and diagnostics information with Google for the setting’s scope.
This is a device-level sharing decision, not an app-permission switch. Turning it off should not be presented as a way to stop an app from collecting information. Android Help states that essential services such as Android updates continue, while information collected by apps is unaffected. If app collection is your concern, inspect permissions, the app’s own controls, and its policy separately.
A practical order for a privacy and data review
- Record the symptom. Note whether the issue is cellular usage, a sensitive permission, personalized ads, unwanted notifications, or device diagnostics.
- Turn on Data Saver. Check the intended cellular network and review unrestricted-data exceptions.
- Refine by app. Keep background access only for apps whose timely refresh or notifications matter.
- Review Ads privacy. Check Ad topics, App suggested ads, and Ad measurement separately.
- Inspect permissions. Use Privacy Dashboard for location, microphone, camera, and other listed categories, then adjust individual apps.
- Review unused apps. Exclude apps that must retain notifications or permissions from “Pause app activity if unused.”
- Check Google scopes. Review Personalize using shared data and Web & App Activity separately if account personalization is part of your goal.
- Decide on diagnostics. Turn off Usage and diagnostics if you do not want to share that device-level information with Google.
Changing one setting at a time gives you a usable comparison. If a feature stops working, you can identify the relevant control and reverse only that change instead of abandoning every restriction.

What these settings can and cannot do
Android’s controls let you narrow particular kinds of activity, but their scopes do not add up to a guarantee of zero tracking. Data Saver concerns background mobile data; permissions concern access to device features; Ads privacy concerns named Android advertising features; and diagnostics concerns information shared with Google. App policies, account settings, advertising ID settings, Android version, and manufacturer software can affect what remains.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Google Play policy provides context for app behavior: certain unexpected handling of personal or sensitive data, including background collection, requires prominent in-app disclosure and affirmative consent under the policy. That policy is not a device control that blocks collection. See Google Play User Data policy.
There is therefore no single “tracking off” result to verify. A successful review may mean less cellular background traffic, fewer permissions, fewer Android ad-personalization features, less activity from unused apps, or no device diagnostics shared with Google. Those outcomes are distinct and should be checked against the goal you set at the start.

- Notifications are late or missing: Check Data Saver exceptions and the app’s background mobile-data restriction first. If the app needs ongoing background activity, allow it the access it requires.
- An app feature no longer works: Review that app’s permissions in Privacy Dashboard or app settings. Restore only the permission needed for the feature.
- You cannot find a setting: Search Settings for the control name. Android version and device maker affect both the menu path and whether a setting is present.
- Ads still appear personalized: Ads privacy limits its specific Android features; it does not promise ad removal or prevent all personalization. Review account and app controls separately if those are part of your concern.
- An app is paused unexpectedly: Find it under Unused apps and turn off Pause app activity if unused for that app if continued activity matters.
- Only some cellular activity changed: Check whether the app is on the unrestricted-data list and whether you edited the correct SIM or mobile network. Data Saver does not describe Wi-Fi behavior.
- The Privacy Dashboard does not show older access: Check the Android version’s documented history window. Android Help describes seven days on Android 13 and 24 hours on Android 12; other versions may differ.
- The Ads privacy page has no topics: A blank list can mean the feature is not fully available or participating apps have not begun using it. It is not proof that every form of advertising selection is disabled.
- Turning off diagnostics did not change app behavior: Usage and diagnostics concerns device-level information shared with Google. Google says information collected by apps is unaffected, so use permissions and app-level controls for that issue.
Make one change at a time when troubleshooting. That helps identify whether a delayed refresh or lost feature came from a data restriction, permission change, or unused-app setting.
Frequently asked questions
Does Data Saver stop all background tracking?
No. Data Saver restricts background mobile data, primarily on the cellular network you manage. It does not revoke permissions, control Wi-Fi traffic, or stop an app from collecting information when you use it. Use Privacy Dashboard and app permissions for access to device features, and review account and app controls for other collection.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWill Data Saver stop notifications?
It can delay notifications because Google notes that background data may be used to deliver them. Check unrestricted-data exceptions and the app’s per-app background-data setting. Keep access for apps whose timely alerts matter, and restrict apps for which delayed refresh is acceptable.
Is Data Saver the same as turning off mobile data?
No. Data Saver is a background-data restriction, while the exact mobile-data controls vary by device. It is designed to narrow background cellular use while allowing you to choose exceptions. It does not make a universal statement about Wi-Fi activity.
How many ad topics can Android share?
Android Help says up to three ad topics at a time. It also says Android deletes ad topics after four weeks. These limits apply to the Android ad-topic feature and do not guarantee that an app has no other advertising or personalization inputs.
Why are ads still personalized after I turn off Ads privacy features?
Ads privacy covers Ad topics, App suggested ads, and Ad measurement. Turning those features off does not promise that ads disappear or that apps stop all data collection. Advertising ID settings, account settings, and an app’s own policies can affect ad selection separately.

How far back does Privacy Dashboard show activity?
Android Help describes seven days of activity on Android 13 and 24 hours on Android 12. The history period can differ on other Android versions and manufacturer interfaces, so do not assume that an empty older period proves there was no earlier access.

What happens when Android pauses an unused app?
Android may stop background activity, revoke permissions, and stop notifications for an unused app. If you still need the app’s alerts or permissions, open its Unused apps entry and turn off Pause app activity if unused for that app.
Does “Personalize using shared data” control my Google Account history?
Not by itself. Android describes that option as governing a local index used by Google apps. Web & App Activity is a separate account-level setting. Review both when your goal includes Google Account activity or personalization.
Does turning off Usage and diagnostics stop apps from collecting data?
No. Google says turning off usage and diagnostics does not affect essential services such as Android updates, and explicitly says it does not affect information apps might collect. Use app permissions, Privacy Dashboard, and the app’s own controls for app-level collection.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDo I need a paid app, special hardware, or a privacy accessory?

Frequently Asked Questions
What is the fastest way to reduce background cellular data?
Turn on Data Saver, confirm the intended cellular network, then remove unnecessary apps from the unrestricted-data list. Refine individual app background-data controls where delayed refresh is acceptable.
Can Android completely block tracking with one switch?
No. Data Saver, permissions, Ads privacy, unused-app controls, Google personalization settings, and diagnostics each cover different activity. Together they narrow specific kinds of access or sharing, but they do not guarantee zero tracking.
Will changing these settings delete data an app already collected?
No. These settings control future access, background use, or sharing scopes. They do not state that an app’s existing account history or previously collected information is erased.
