Limit an AI agent with two kinds of controls: enforce what it may access through runtime authorization, and cap what it may consume through budgets and isolation. Treat each agent as a distinct identity, grant only task-specific permissions, and require approval for sensitive actions. Instructions in a prompt are not an access-control mechanism.

Why access limits alone are not enough

Authorization answers what an agent may touch or change. It does not, by itself, limit how many tools the agent can call, how long it can run, or how much compute and money it can consume. A secure design therefore needs both an access boundary and a consumption boundary, with controls enforced by the systems that execute the work.

OWASP describes the underlying principle as “least agency”: give an agent only the autonomy, tools, and access its task requires, for only as long as it needs them. OWASP DevSecOps Guideline: AI Agent and MCP Security

Define exactly what the agent can reach

Start by inventorying the data, APIs, tools, and actions available to the agent. Default to denying access, then allow only the specific resources, operations, and parameters the task needs. Separate read-only access from write access, rather than giving a single identity broad permissions for both.

Give the agent a distinct identity and bind its calls to the initiating user or session. This helps prevent a “confused deputy” problem, in which an agent uses powerful service credentials to perform an action the user could not perform directly. Prefer short-lived, revocable credentials over persistent access where the system supports them. OWASP AI Security and Privacy Guide: Least Model Privilege and Tool-Calling Controls

  • Expose narrow tools for specific operations instead of broad, general-purpose capabilities.
  • Scope access to the task, resource, and operation; do not rely on a broad service account when a narrower identity is practical.
  • Keep read and write permissions distinct.
  • Pass the user’s identity or session context through to the backend authorization check.

Authorize each action outside the model

An agent’s output is a request to act, not evidence that the action is permitted. Before executing a tool call, a policy or execution layer should validate the identity, target resource, requested operation, and any required approval state. Prompt wording may steer behavior, but it cannot reliably enforce access restrictions.

For high-impact actions—such as changing permissions, modifying infrastructure, or moving money—require explicit human approval and independently validate the exact action being approved. Approval should be bound to that action, not treated as blanket permission for a broader workflow. OWASP AI Agent Security Cheat Sheet and OWASP Cornucopia: Agentic AI (AAI9)

Set hard budgets for tools and sessions

Place limits on both individual tools and the complete agent run. Per-tool rate limits alone can miss aggregate load: an agent that calls several tools repeatedly may exceed a safe total even when each endpoint remains within its own quota.

Set runtime-enforced ceilings for recursion depth, token use, monetary spend, and total execution time. Apply per-tool quotas and timeouts, and constrain CPU, memory, disk, and network egress where relevant. Include tool fan-out and session-wide behavior in the budget, rather than considering each endpoint in isolation.

OWASP AISVS resource-control guidance identifies CPU, memory, disk, egress, execution time, recursion, token use, and spend as relevant limits. It provides control categories, not universal numeric thresholds. Set values based on the workload, service limits, and risk tolerance; do not treat any one quota as suitable for every agent.

Isolate code execution and control egress

Run agents that can execute code in a sandbox or another restricted environment. Limit filesystem, process, network, and resource access to what the task requires, and restrict outbound connections where possible. Isolation can reduce the consequences of a compromised agent or tool misuse, but it does not replace authorization checks or review of sensitive actions.

Log, monitor, and retest the controls

For high-risk actions, record enough structured decision metadata to reconstruct what happened: the agent and initiating identity, requested operation, target resource, policy decision, approval state, and execution outcome. Avoid logging secrets or unnecessary sensitive content.

Monitor for unusual tool sequences, unexpected access attempts, and abnormal resource consumption. Reassess controls when prompts, tools, memory, retrieval sources, or providers change, and test adversarial cases before deployment and after significant changes. OWASP’s AI Agent Security Cheat Sheet provides security control guidance; it does not establish a universal quota or quantify how much a particular control reduces risk.

Use a layered enforcement model

Control area Weak boundary Stronger boundary
Enforcement Prompt-only instructions Backend policy checks before tool execution
Permission scope Broad service credentials Task-, tool-, operation-, and resource-scoped access
Credential lifetime Persistent access Short-lived, revocable credentials
Sensitive operations Automatic execution Explicit approval and independent validation of the action
Consumption Separate endpoint rate limits Per-agent and per-session budgets that include tool fan-out
Execution environment Shared, unrestricted environment Sandboxing, isolation, and controlled egress

These are implementation contrasts, not product rankings or a promise that any one control prevents every failure. The practical goal is to make the permitted action, resource consumption, and blast radius explicit—and enforce those limits outside the model.

What the evidence does and does not establish

OWASP and NIST guidance supports the control model above, but it does not provide a universal numeric budget, a quantified reduction in incidents, or evidence that a particular provider’s approach is standard across deployments. NIST’s August 2025 discussion notes that agent implementations may restrict write access with constrained tools or constrain tools such as code execution; it does not quantify how common those practices are.
