The dependable pattern is to give each approved file a stable URL and make the server resolve that URL only to an allowlisted file. For a public PDF, for example, place it in a dedicated download directory and link to /downloads/report.pdf. Return Content-Disposition: attachment when the browser should save the file instead of displaying it, and put authentication and authorization in front of private downloads.
Choose the download design first
Your implementation depends on whether files are public and fixed, or selected dynamically for individual users. A static URL is simplest and is usually the most efficient for large files. An application endpoint is appropriate when access depends on an account, purchase, expiry date, subscription, or per-file permission.

What the browser needs in the response
A successful download is an ordinary HTTP response with headers that describe the file and how the browser should handle it. A typical PDF response is:

X-Content-Type-Options: nosniffContent-Disposition: attachment asks the browser to save the response locally. The filename parameter suggests the name shown in the save dialog. Quote names containing spaces or special characters, and use a server-generated, safe filename rather than copying untrusted input into a header.

Set an accurate Content-Type. Common examples include application/pdf for PDF, application/zip for ZIP archives, text/csv for CSV, and image media types for images. If the type is unknown or deliberately generic, application/octet-stream treats the response as binary data. Add X-Content-Type-Options: nosniff so browsers do not reinterpret a file as another type.
If a file is intended to render in a browser, use Content-Disposition: inline or omit the header where appropriate. Do not allow user-supplied HTML, SVG, or other active content to render inline when it should merely be downloaded; forcing an attachment reduces the chance of unintended browser execution.

Method 1: publish a public static file
1. Create a dedicated download directory
Put only files that are genuinely public below a directory such as downloads. Keep configuration files, source code, backups, uploaded private documents, and application secrets outside the public document tree. A URL should map to an intentional publication, not to an arbitrary path on the server.
2. Link to the exact file

<a href="/downloads/archive.zip">Download the ZIP archive</a>The path is relative to the site’s public URL, not necessarily the operating-system path. Test the link from a clean browser session and verify that the response is the expected file, not an HTML error page.
3. Decide whether to force saving
Many browsers display PDFs and images inline even when the link is correct. Configure the server to send Content-Disposition: attachment for the download location when saving is required. The HTML download attribute can influence same-origin links:

</a>That attribute is only a hint. Browser rules and the server’s Content-Disposition filename can take precedence, so use response headers when consistent behavior matters.

Apache configuration
Apache maps URL paths beneath its DocumentRoot to files in the corresponding filesystem directory. If DocumentRoot is /var/www/site, a file at /var/www/site/downloads/report.pdf normally appears at /downloads/report.pdf.
Ensure the download directory is readable by the web-server account, and configure MIME types through the server’s normal MIME mechanism. To force downloads for a specific directory, a location-level configuration can add a content-disposition header. The exact directive placement depends on whether you control the virtual host, directory configuration, or an .htaccess file; use the context supported by your hosting plan.
Do not expose a user’s home directory as a shortcut to private files. A public URL should point to an explicitly published directory, not to a broad filesystem location. If a requested file does not exist, return a normal 404 response rather than revealing a directory listing or internal path.
NGINX configuration
Map a URL with root
With root, NGINX appends the request URI to the configured filesystem root. For example:

Map a URL with alias
Use alias when the URL directory and filesystem directory do not have the same name or location:

}Check the trailing slashes carefully when using alias. A mismatched location or alias can produce unexpected paths or 404 responses. NGINX’s default_type application/octet-stream is useful when every response in a location should be treated as a generic binary download, but use specific MIME types whenever the file type is known.
For private files, avoid making the directory publicly reachable merely to simplify configuration. Use an internal handoff or an application authorization layer so NGINX serves a file only after the request has been approved.

An application route is useful when the visitor must be authenticated or when a short identifier must resolve to a file record. The endpoint should select a file from server-side data, never accept an arbitrary filesystem path.

?>The example resolves an ID through a fixed allowlist, canonicalizes the resulting path with realpath(), and checks that it remains below the permitted directory. It does not concatenate a query-string filename into a path. In a database-backed application, apply the same rule: fetch the record by ID, verify the current user may access it, then use the stored server-side path.
Authorize before opening the file
Authentication proves who the visitor is; authorization decides whether that person may download this particular file. Perform both checks before calling readfile() or opening a stream. For an expired entitlement, return an appropriate denial without disclosing the existence of unrelated private files. A common privacy-preserving policy is to return 404 for an unknown or inaccessible identifier and 403 when the resource is known but the request is explicitly forbidden; choose one policy and apply it consistently.
Stream large files
Reading an entire multi-megabyte or gigabyte file into a PHP string can exhaust memory. Prefer the web server’s static delivery or a streaming response. If your framework supports range requests, document and test its behavior for interrupted downloads and resume support; range handling, caching, and buffering differ by server and framework. Do not claim resumability unless your chosen stack actually supports it.

Web-server authentication
Basic Authentication can protect an entire site or a selected NGINX location and can be combined with IP or geographic restrictions. It is suitable for a small group sharing the same credentials or for an administrative area. Use HTTPS so credentials and file contents are not sent in clear text.
Application authorization
Use an application route when access depends on account ownership, a purchase, a subscription, an expiry time, a one-time token, or a per-file permission. Check the session or token, load the file record, verify authorization, and only then issue the file. Keep private files outside the public document tree whenever possible; this prevents a guessed URL from bypassing application checks.

Temporary links
A temporary URL can encode an expiry and a server-validated signature. Treat the token as a capability: keep its lifetime short enough for the use case, bind it to the intended file, and reject altered or expired values. Do not put an unchecked path or permanent credential in the URL.
Security checklist before publishing
- Allowlist files: map opaque IDs or known names to records you selected, rather than accepting arbitrary paths.
- Prevent traversal: reject encoded or decoded attempts involving
.., and canonicalize the final path. Confirm it remains inside the intended download directory. - Keep private content private: store it outside the public tree or deny direct web access and require an authorization layer.
- Use safe response headers: set the correct
Content-Type, useContent-Disposition: attachmentfor active or user-provided files that should not render, and addX-Content-Type-Options: nosniff. - Sanitize suggested names: remove control characters and path separators; use a conservative allowlist of letters, numbers, spaces, dots, hyphens, and underscores.
- Return controlled errors: use 404 for missing resources and a deliberate 403 or 404 policy for unauthorized requests. Do not reveal filesystem paths, database IDs, or whether another user’s file exists.
- Limit abuse: apply authentication, rate limits, quotas, or bandwidth controls where downloads could be expensive.
- Log useful events: record the account or token, file ID, timestamp, status, and bytes served while avoiding sensitive data in URLs and logs.
- Scan uploads: if visitors can upload files that later become downloadable, validate type and size and scan them before publication.
Testing a download end to end
- Request the exact URL with a browser and a command-line client such as
curl -I https://example.test/downloads/report.pdf. - Confirm the status is
200for an allowed file and thatContent-Typematches the file. - Confirm
Content-Dispositionisattachmentwhen the browser must save the file, and verify the suggested filename. - Check that
X-Content-Type-Options: nosniffis present. - Request a missing name and confirm a clean
404without a directory listing or stack trace. - Attempt encoded traversal, alternate separators, and a symlink pointing outside the permitted directory; each must be rejected.
- Test an unauthenticated request, a user who lacks permission, an expired token, and a user who is allowed. Verify that each result matches your documented policy.
- Download a large file and observe memory use, timeout behavior, connection interruption, and (if supported) resume or range requests.
- Open the link in a second browser and on a different origin if relevant. The HTML
downloadattribute is not a substitute for server-side headers and authorization.
Troubleshooting common failures
The PDF opens in a browser tab
The server is probably sending an inline disposition or no disposition. Add Content-Disposition: attachment; filename="name.pdf" at the server or endpoint. A download attribute may help for a same-origin link, but it cannot reliably override a server response.

Inspect the response headers rather than the link text. Correct the server MIME mapping and the quoted filename parameter. Make sure an error page is not being returned with a successful-looking status.
Every request returns 404 under NGINX
Check whether the URL is being combined with root or alias as intended, including trailing slashes. Confirm the filesystem path exists, NGINX can read it, and try_files is checking the same path you expect.
A PHP endpoint exposes other files
Remove any direct use of a query-string filename. Resolve an ID through a server-side allowlist, canonicalize it, verify the directory boundary, authorize the user, and only then open the file.
Large downloads time out or exhaust memory
Move delivery to the web server where possible, or stream from the application. Review proxy and request timeouts, buffering, and range-request behavior for your actual hosting stack.
Recommended decision
For a genuinely public report, image, or archive, use a dedicated static directory, an exact link, correct MIME metadata, and attachment headers where saving is required. For anything private or user-specific, keep the file outside the public tree and route the request through authorization before streaming it. That split gives public files the web server’s efficiency while preventing a guessed URL from becoming an access-control bypass.
