“80,000 requests per second” is not a safe production capacity by itself. It is meaningful only alongside the workload that produced it, the latency and error limits the service met, and what happened when demand exceeded the tested rate. Without those details, the figure does not tell you how many requests your service can handle before it falls over.
What does a requests-per-second figure actually tell you?
Requests per second (RPS) is a throughput measure: how many requests a system processes over time. It does not describe how expensive those requests were or how quickly the service answered them. A test sending small, simple requests may produce a different result from one with larger payloads, more complex operations, or a different mix of endpoints. Google Cloud’s load-testing guidance treats throughput and latency as related capacity-planning measures, not interchangeable ones.
A useful capacity claim therefore describes a tested workload and the performance that remained acceptable under it. For example, a report should state the request mix and sizes, the achieved throughput, and whether latency and errors stayed within the service’s chosen objectives. Those objectives are specific to the service; there is no universal RPS threshold that guarantees safety.

Even a strong result under the test conditions is not a promise that production will behave identically. The headline figure does not establish the service’s safe rate for a different workload, nor does it reveal how the system behaves as load rises past the tested envelope.

Why can a service fail as it approaches its limit?
Queues turn excess demand into waiting time
When requests arrive faster than the service can complete them, work can accumulate in queues. A queue can absorb a short burst, but it does not create processing capacity. As it grows, callers wait longer, and queued work may become useless if the caller has already timed out or abandoned the request. AWS guidance supports buffering work when asynchronous processing is appropriate, while cautioning against backlogs that leave stale work to be processed later.
Slow dependencies keep work in flight
A service may need to call databases or other dependencies to answer requests. If one of those dependencies slows down, requests can remain in progress longer, consuming resources while new work continues to arrive. The result can be rising latency and growing resource use even if incoming RPS has not increased.
Timeouts and retries can amplify load
A caller that times out may retry even though the original request is still consuming capacity. If many callers do this together, the service and its dependencies receive additional work at the moment they are already struggling. AWS recommends appropriate connection and request timeouts and bounded retry behavior; backoff with jitter can help avoid synchronized retry bursts. A timeout that is too short can itself provoke extra retries and backend load.

Lost capacity can push the rest of the system over the edge
If an instance crashes or is removed while the service is heavily loaded, its work may shift to the remaining instances. Google Cloud warns that this redistribution can overload survivors and contribute to cascading failure. A system that handles a given rate with all instances healthy may therefore behave very differently after losing part of its capacity.
How to test capacity rather than just find a peak number
Google Cloud distinguishes capacity planning from overload testing. A useful test plan covers both the load the service is expected to handle and its behavior when that load is exceeded. Google Cloud guidance and AWS reliability material also emphasize request characteristics and system behavior, rather than treating RPS alone as a complete result.
- Set the pass criteria. Choose the latency and error objectives that define acceptable service for the workload. Measure throughput against those objectives; do not call the highest observed rate “capacity” if the service has already become too slow or error-prone.
- Represent production work. Include the relevant request types, sizes, and complexity. A test dominated by cheap requests cannot establish how the same rate will perform when more expensive operations are common.
- Increase load in a controlled way. Observe how throughput, latency, errors, resource use, and queue depth change as demand rises. The useful result is the range in which the service meets its objectives, not just the momentary peak rate.
- Test above the expected operating range. Confirm whether excess traffic is rejected, queued, shed by priority, or handled through graceful degradation. The overload response is part of capacity planning, not an optional detail.
- Exercise failure conditions. Observe what happens when an instance is lost or a dependency slows down. Check whether remaining capacity can handle redistributed work and whether timeouts, retries, or queues make the problem worse.
- Record the conditions with the result. Preserve the request mix, test limits, performance objectives, and observed overload and recovery behavior with the throughput figure. Re-test when material workload or system changes make those conditions no longer representative.
Choose an overload response that fits the work
There is no single control that suits every request. AWS identifies rate limiting, load shedding, prioritization, queue management, autoscaling, circuit breakers, and exponential backoff with jitter as possible excessive-load mitigations. The right combination depends on whether work can wait, which requests matter most, and how the service and its dependencies recover.

Keep retries, timeouts, and queues from extending the incident
Set connection and request timeouts to match the operation and its dependencies, then bound retries so a failed attempt cannot trigger an open-ended stream of new work. Backoff with jitter spreads retries instead of having many clients repeat them in synchrony. A circuit breaker can help contain calls to a failing dependency, but it does not make the original request succeed; the service needs a deliberate response for that condition.

Set limits on queue depth or age and decide what to do when those limits are reached. If a request cannot succeed usefully within the available time or capacity, failing fast can be safer than allowing it to wait in a backlog that will outlive the caller’s need.
What load shedding looked like in a real surge
A Google SRE account published in 2017 describes a synchronized re-upload surge after a client release. The service shed nearly half of the background upload requests during that particular event, while the remaining clients backed off and retried later. This is an example of protecting service during a specific incident, not a general target for how much traffic another system should shed.

What a trustworthy capacity statement should include
Replace a bare peak-RPS claim with a statement tied to a tested workload and its service objectives. It should identify the request mix and sizes, the throughput sustained while latency and errors remained acceptable, the response when demand exceeded that range, and what happened when an instance or dependency failed. Include how excess work was limited, rejected, prioritized, or queued, and whether the system recovered without retries or stale backlog prolonging the event.
That gives readers an operationally useful answer: not just how many requests were processed in a test, but under what conditions the service stayed useful and how it behaved when those conditions no longer held.
