There is no legitimate way to get literally unlimited Poké Balls in Pokémon GO. You can replenish a finite supply through regular play by spinning PokéStops and Gyms, collecting daily rewards, and opening Gifts from friends. Background and accessory features can make some of that easier, but they have limits and still depend on Poké Balls being available.
Get Poké Balls from PokéStops and Gyms
Visit nearby PokéStops and Gyms and spin their Photo Discs to collect items. Niantic’s Visiting PokéStops and Gyms page says, “Visit PokéStops and Gyms around the world to gather Poké Balls, Potions, Eggs, and other items.” Gyms controlled by your team can provide bonus items.
After you spin a location, it enters a cooldown before you can spin it again. Moving between accessible locations is therefore more useful for replenishing items than repeatedly returning to one recently spun stop.

Your first PokéStop visit in a local day gives extra items, which can include Poké Balls. Niantic defines a day for this bonus as midnight to midnight local time. Visiting on seven consecutive days earns a larger item reward.

The Daily Bonuses page states that the first visit gives 500 XP and extra Poké Balls, Potions, and/or other items. It also lists 2,500 XP for the seventh consecutive daily visit. Those XP figures are not Poké Ball quantities: Niantic does not specify a guaranteed number of Poké Balls for either reward.
Open Gifts sent by friends
Gifts from friends may contain Poké Balls, Potions, Berries, or Eggs. You cannot open a Gift you collected yourself; send it to a friend, then open Gifts you receive from friends. See Niantic’s Gifts guidance for the details.

Know what background and accessory features can do
Explorer Gadget
The Explorer Gadget can spin PokéStops and attempt catches while Pokémon GO is not actively open. It is in phased rollout, requires level 20, and requires you to keep exploring while carrying the device. It has daily limits on both catches and spins. If you run out of Poké Balls before reaching the catch limit, catching stops; the gadget may provide a limited number of starting Poké Balls if you have none when you activate it.

Pokémon GO Plus +
Pokémon GO Plus + is an optional accessory with Auto-spin and Auto-throw features. Auto-spin can spin nearby Photo Discs; Auto-throw automatically attempts to catch Pokémon you have caught before. Catch attempts use regular Poké Balls, so the device cannot attempt catches when you have none. It is a convenience while exploring, not a source of unlimited balls. Pokémon GO lets players exchange PokéCoins for premium items. Niantic also says players can earn free PokéCoins through the Gym Defender Bonus when a Pokémon returns from defending a Gym. PokéCoins are in-game currency; neither earning nor purchasing them makes Poké Balls unlimited. See PokéCoins for the official explanation.
