Use GitHub Copilot’s content exclusion setting to identify sensitive paths, then verify that every Copilot client and mode your team uses honors the policy. GitHub documents exclusions for eligible Copilot Business and Copilot Enterprise organizations: excluded files do not receive inline suggestions, their contents are not used to inform suggestions or Copilot responses elsewhere, and they are excluded from affected Copilot code reviews. This is a context-control feature, not a guarantee that secrets can never reach Copilot. Agent mode, Copilot CLI, symlinks, remote-filesystem repositories, and indirect IDE semantic information require separate precautions.
What GitHub Copilot content exclusion does
GitHub describes the feature plainly: “You can prevent Copilot from accessing certain files.” Configure path patterns that identify secrets, credentials, private certificates, generated sensitive data, or other material that should not be supplied as Copilot context.
For supported clients and workflows, GitHub documents three practical effects:
- Copilot does not provide inline suggestions in an excluded file.
- Excluded content does not inform inline suggestions in other files or Copilot responses.
- Excluded files are left out of affected Copilot code reviews.
Those effects apply only where the particular client and mode support content exclusion. Treat the setting as one boundary in a broader secret-management program, not as proof that a credential is safe to leave in a repository or on a developer workstation.

For repository-context Copilot Chat, GitHub says repository indexing data is filtered according to the content-exclusion policy before it is passed to Copilot Chat. The indexing explanation is available in GitHub’s repository-indexing documentation, while the feature’s stated behavior and exceptions are described in GitHub’s content-exclusion overview.
Check eligibility, permissions, and workflow support first
GitHub documents content exclusion for organizations using Copilot Business or Copilot Enterprise. Confirm the plan attached to the organization that owns the repository before designing a rollout. The person configuring a policy also needs the appropriate administrative role.
| Policy scope | Who normally configures it | What it is suited for | Important decision |
|---|---|---|---|
| Repository | Repository administrator | One repository’s known secret files, directories, or generated artifacts | Most precise control, but every repository needs its own review |
| Organization | Organization owner | Consistent rules across repositories in an organization | Broad coverage simplifies administration but can exclude legitimate source files |
| Enterprise | Enterprise owner | Enterprise-wide governance where the documented plan and settings permit it | Central policy must still match each repository’s actual layout |
Do not assume that a policy configured at one level automatically covers every repository, fork, local checkout, or tool. Read the current support details for the exact client and mode in your environment. GitHub’s configuration guide is the authoritative place to confirm the available controls and syntax.

Configure a repository exclusion
For a repository-level rule, GitHub documents this navigation path:
- Open the repository on GitHub.
- Select Settings.
- Open Code, planning, and automation → Copilot → Content exclusion.
- Enter the paths or patterns in the repository exclusion field, with one entry on each line.
- Save the setting, then verify the resulting behavior in each supported Copilot workflow your developers use.
The field uses a YAML list and GitHub’s documented patterns use fnmatch notation. Matching is case insensitive. Start with the narrowest paths that cover the sensitive material, then expand only when the repository’s layout justifies it.
Documented pattern examples
# Ignore files called secrets.json anywhere in this repository.
- "secrets.json"
# Ignore files whose names begin with secret anywhere in this repository.
- "secret*"
# Ignore files whose names end with .cfg anywhere in this repository.
- "*.cfg"
# Ignore all files in or below /scripts.
- "/scripts/**"
These examples illustrate different matching scopes: an exact filename, a filename prefix, a filename suffix, and a directory tree. Replace them with patterns that reflect your own repository. A rule for secrets.json does not automatically cover secrets.yaml, a differently named credential file, an environment-specific directory, or a generated copy. Inventory the real locations and extensions before choosing the pattern.
Keep the YAML and repository paths accurate
- Put one list item on each line; do not paste a comma-separated string.
- Use repository-relative paths for files and directories in that repository.
- Use the leading slash and recursive wildcard shown in GitHub’s directory example when you intend to cover everything below a directory.
- Remember that matching is case insensitive, so capitalization differences do not create a second policy.
- Review newly introduced secret-bearing paths whenever the repository structure changes.
After saving, record the policy owner, date, patterns, and reason in your normal change-management system. The exclusion itself does not remove a file from Git history, prevent a developer from opening it, or revoke a credential that has already been exposed.

Use organization or enterprise policies for shared controls
Broader administrative scopes are useful when many repositories follow the same convention. GitHub documents organization and enterprise configuration that can reference repositories followed by path lists, along with organization-wide patterns for paths outside Git repositories. The exact controls and labels depend on the account’s current Copilot plan and administrative surface, so use the steps in the official exclusion procedure rather than copying a repository-only path into an organization policy without checking its expected format.
A practical design is to combine a central baseline with repository-specific rules:
- Use a broad policy for a convention that is genuinely consistent, such as a centrally managed credentials directory.
- Add repository-level patterns for local layouts, generated files, or legacy names that do not exist everywhere.
- Review whether a broad wildcard would exclude source code that developers need Copilot to understand.
- Assign an owner for policy changes and require a second review for expansions that affect many repositories.
Broader scope reduces the chance that one repository is forgotten; narrower patterns reduce accidental exclusion of useful, non-sensitive content. That is an administrative trade-off, not a measured security guarantee.
Know which Copilot clients and modes honor the policy
Do not equate “content exclusion is configured” with “every Copilot request is filtered.” GitHub’s documentation identifies important differences by feature surface.

| Copilot CLI | GitHub’s configuration article says content exclusion is not supported. | Apply separate CLI controls and secret-handling rules; treat the repository as potentially readable by that workflow. |
| Repositories on remote filesystems | GitHub documents remote-filesystem repositories as an exception to content exclusion. | Do not claim the policy protects those paths without a separately verified control. |
| Files reached through symlinks | GitHub documents that content exclusions do not apply to symlinks. | Audit symlink targets and keep sensitive material outside accessible worktrees where possible. |
Support can change as GitHub adds or updates clients. Recheck the product support matrix when enabling a new extension, chat surface, CLI version, or agent feature.
Understand the limits: exclusion is not an isolation boundary
Indirect semantic information can still appear
GitHub warns that an IDE can provide semantic information from an excluded file indirectly, including type information or hover definitions. A developer may therefore see a suggestion or editor hint influenced by a symbol’s shape without Copilot receiving the excluded file as ordinary text context. Do not put passwords, private keys, tokens, or other high-impact secrets in a file merely because that file is excluded.
Symlinks and remote filesystems need separate treatment
Content exclusion does not apply to symlinks or repositories located on remote filesystems, according to GitHub’s documented limitations. A path pattern that appears correct in a normal local checkout is not evidence that the same protection applies when a tool follows a link or accesses a remote mount. Keep sensitive data outside the repository working tree, limit mount permissions, and test the actual environment.

Unsupported modes bypass the policy
Because Agent mode in IDE Copilot Chat and Copilot CLI are documented as unsupported, a team that permits those workflows needs compensating controls. Use least-privilege credentials, avoid exporting secrets into shell or environment context, and establish which directories those tools may read before enabling them for a repository.
Choose patterns and scope deliberately
Use this decision framework when translating a secret inventory into exclusions:
| Situation | Pattern approach | Benefit | Risk to check |
|---|---|---|---|
| One known file with a stable name | Exact filename, such as the documented secrets.json example |
Minimal collateral exclusion | A second extension or renamed copy may remain visible |
| A family of files sharing a prefix | Prefix wildcard, such as the documented secret* example |
Covers predictable variants | May match harmless fixtures or documentation |
| A sensitive extension used consistently | Suffix wildcard, such as the documented *.cfg example |
Simple repository-wide rule | Could hide non-sensitive configuration that developers need for assistance |
| A dedicated sensitive directory | Recursive directory pattern, such as the documented /scripts/** form |
Covers files added below the directory | Overbroad if the directory contains ordinary source code |
| Different layouts across repositories | Repository-specific paths plus a central baseline | Balances consistency and precision | Requires ongoing inventory and review |
Do not rely on a filename pattern alone if secrets can be copied into logs, fixtures, generated output, notebooks, build artifacts, or alternate directories. Exclusion works on the paths you specify; it does not classify arbitrary content as secret.
Answering the common “Can I exclude .env?” question
Yes, if your policy pattern matches the actual .env path or naming convention, but GitHub’s examples are illustrative rather than a complete list of automatically protected names. Decide whether you need one repository-relative file, every environment file, or an entire configuration directory. Then test each variant, including nested directories and generated copies. A broad pattern may also exclude harmless sample files, so keep examples and documentation separate when practical.
Answering “How do I stop Copilot reading one file?”
Add that file’s repository-relative name as an exclusion, save the policy, and test it in a supported client. Also check whether the file is reached through a symlink, opened from a remote filesystem, or accessed through Agent mode or the CLI. Those cases are not covered by the ordinary supported workflow, so a successful editor test cannot answer the broader question.
Verify the policy without exposing a real secret
Verification should use a harmless test file whose name and location match the intended rule. Never paste a live credential into a test repository just to prove that filtering works.
- Create a non-sensitive fixture using the same path shape as the protected file, for example a disposable file matching the exact filename or directory pattern.
- Open the fixture in each supported IDE and check that inline suggestions are disabled in the excluded file.
- Open a separate, non-excluded file that references a harmless symbol from the fixture. Confirm that your documented test observes the expected behavior for suggestions; do not infer protection for unsupported modes.
- Run a Copilot code review containing a change to the fixture and verify that the excluded file is handled according to the documented review behavior.
- Use repository-context Copilot Chat and confirm that the workflow is covered by the current indexing and exclusion documentation.
- Repeat the checks from a normal local checkout and, if your organization uses them, separately assess symlinked paths and remote filesystems because those are documented exceptions.
- Record the client, extension, mode, repository, policy revision, and date so a future upgrade can be rechecked.
A failed check may indicate a path mismatch, an unsupported client or mode, a symlink or remote-filesystem exception, or a policy that has not propagated. Correct the cause before treating the repository as protected.

Review and audit exclusion changes
Content exclusions are security-relevant configuration. Limit who can edit them, require review for broad patterns, and include the policy in repository onboarding and offboarding checklists. Organization owners can review changes to content-exclusion settings. GitHub says the review page identifies who last changed the settings and when; use that record to investigate unexpected edits and to reconcile changes with your internal change ticket. The documented review workflow is described at Reviewing changes to content exclusions for GitHub Copilot.
- Review rules after renaming secret files, moving directories, introducing generated artifacts, or adding a new Copilot client.
- Remove obsolete patterns only after confirming that no sensitive data still uses the old path.
- Check organization and enterprise baselines when a repository appears to behave differently from its neighbors.
- Keep a current list of unsupported workflows so developers do not mistake editor behavior for universal protection.
A lightweight maintenance checklist
At each repository review, compare the exclusion list with the current file tree and secret inventory. Look for new deployment manifests, test fixtures, notebooks, archives, certificates, and generated output. Confirm that renamed files are covered and that a wildcard has not grown to include ordinary source code. When a developer reports that Copilot behaved differently, capture the repository, path, client, mode, extension version, filesystem type, and time before changing the rule. This information helps distinguish a syntax error from a documented support boundary.

Content exclusion does not replace standard controls. Do not commit live credentials when a secret manager, deployment-time injection, or protected environment variable can supply them. Grant the smallest practical permissions, scan commits and artifacts for accidental disclosure, and rotate a credential immediately if it may have entered a repository, prompt, log, issue, or chat transcript. Remove the file from the working tree and history using your organization’s incident process; adding an exclusion afterward cannot undo prior exposure.
If a secret may have been copied into a prompt or response, preserve the relevant audit information, revoke or rotate the credential, and notify the system owner. Do not use a real token to test a policy. A harmless fixture can demonstrate path matching; only your incident process can determine whether an already exposed credential remains trustworthy.

Frequently Asked Questions
Does Copilot content exclusion guarantee that a secret can never reach Copilot?
No. It is a documented context-control feature for supported clients and modes. GitHub warns about indirect semantic information, symlinks, remote filesystems, and unsupported Agent mode and CLI workflows. Keep live credentials out of repositories and use normal secret-management controls.

Does content exclusion work in Copilot Agent mode?
GitHub’s configuration documentation says Agent mode in Copilot Chat in IDEs does not support content exclusion. Do not rely on the repository policy for agent operations; restrict readable directories and credentials separately.
Does Copilot CLI honor content exclusions?
GitHub documents Copilot CLI as unsupported for content exclusion. Apply separate CLI and workstation controls, and assume the CLI may read repository content unless another verified boundary prevents it.
Who can configure repository, organization, and enterprise exclusions?
Repository administrators configure repository rules. Organization owners and enterprise owners configure broader policies where the plan and administrative surface support them. Confirm the current Copilot Business or Copilot Enterprise eligibility and permissions before rollout.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhy might an excluded file still influence an IDE hint?
GitHub warns that an IDE can provide indirect semantic information, such as type information or hover definitions, from an excluded file. Exclusion limits ordinary content access; it is not a complete isolation boundary.
Do exclusions cover symlinks and remote filesystems?
No. GitHub documents symlinks and repositories on remote filesystems as exceptions. Test those environments separately and keep high-impact secrets outside accessible worktrees where possible.
How can administrators audit changes to exclusions?
Organization owners can review content-exclusion changes. GitHub says the review page identifies who last changed the settings and when. Reconcile that record with internal change tickets and review broad pattern changes.
The Bottom Line
Configure GitHub Copilot content exclusion at the narrowest useful scope, use accurate fnmatch-style paths, and verify every client and mode your team permits. Treat Agent mode, Copilot CLI, symlinks, remote filesystems, and indirect semantic information as separate risks. Exclusion reduces context exposure; it does not replace keeping credentials out of source control, rotating exposed secrets, and auditing policy changes.
