To let OneDrive upload and download files while Windows 11 identifies the current connection as metered, open the OneDrive cloud menu, choose Help & Settings (the gear), select Settings, open Sync and backup, and turn off Pause syncing when this device is on a metered network. The wording and location can differ slightly between OneDrive builds.

This OneDrive switch is separate from Windows 11’s Metered connection setting. Windows classifies the network; OneDrive decides whether to pause its own transfers after detecting that classification. On a work or school device, an administrator policy can override the user-facing switch.

How the two metered-network controls differ

There are two settings that are often confused because they use similar language. Changing one does not automatically change the other.

Control Where it is changed What it does Who may control it
Windows Metered connection Windows Settings under Network & internet Labels a Wi-Fi or Ethernet connection as limited and encourages Windows and apps to reduce data use. You, unless an organization makes the setting unavailable.
OneDrive Pause syncing when this device is on a metered network OneDrive Settings > Sync and backup Controls whether OneDrive automatically stops uploads and downloads after it detects a metered connection. You, unless a work or school policy controls it.
OneDrive policy Continue syncing on metered networks Group Policy or Microsoft Intune Forces OneDrive to continue syncing when Windows reports a metered network. An administrator.

Windows metering is a classification and data-protection signal; it is not a command to every application to stop. OneDrive has its own response to that signal. To keep files synchronized, you may need to leave the Windows connection marked metered and separately disable OneDrive’s automatic pause.

Before enabling sync, check the data trade-off

When OneDrive continues on a metered connection, every upload and download uses that connection’s allowance. This matters most with a phone hotspot, cellular tethering, or a plan that charges after a threshold. Windows describes metering as a way to help control usage on limited plans, but there is no universal OneDrive-per-hour or OneDrive-per-file estimate: traffic depends on file sizes, changes, pending downloads, and other activity in your account.

  • Confirm that the connection’s data allowance can absorb the files waiting to upload or download.
  • If the connection is temporarily expensive, plan to enable syncing only while the required files transfer.
  • Keep the Windows metered classification if you still want Windows and other applications to treat the connection as limited.
  • For a managed computer, determine whether your organization permits this change before altering the setting.

A sync setting does not distinguish between inexpensive and expensive bytes. A small document edit may use little data, while a pending video, photo library, or large shared-folder change can use substantially more. Both directions count: files changed locally can upload, and files changed elsewhere or selected for local availability can download. Check what is pending in OneDrive before you deliberately allow a long transfer, especially when a hotspot is supplying the connection.

Turn off OneDrive’s automatic pause

The following route reflects the Windows OneDrive interface described by Microsoft Support guidance. Microsoft can move or rename controls, so look for equivalent wording if your installed build is different.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. In the taskbar notification area, select the OneDrive cloud icon. If it is not visible, open the hidden-icons menu first.
  2. Select the gear or Help & Settings menu.
  3. Select Settings.
  4. Open Sync and backup.
  5. Find Pause syncing when this device is on a metered network.
  6. Turn that option off, then close the settings window.

Turning this option off means OneDrive will not automatically pause solely because Windows reports a metered network. It does not remove the metered label from Windows, change your cellular or broadband plan, or guarantee that an administrator policy will allow the change.

If you use more than one OneDrive account, check which account the cloud menu represents before changing settings. Personal and work or school accounts can have different policies and sync states. On a managed account, the same label may be visible but unavailable, or the control may not appear at all.

If OneDrive is already paused

Changing the setting may not itself restart a transfer that was manually paused. Open the OneDrive cloud menu and use the resume command shown there. If OneDrive displayed a metered-network notification, choose its resume or Sync Anyway action when available. The exact button text depends on the build and notification.

Sync Anyway is a prompt-level decision to resume despite the current metered status. It is not the same as turning off the automatic-pause option for future metered connections. If you want the behavior to persist, change the option under Sync and backup; if you only need one transfer, resuming from the notification may be enough.

Set or verify the Windows metered-connection status

Use these steps only when you want to change how Windows classifies the connection. OneDrive can continue syncing on a connection that remains marked metered, provided its own pause control or an administrator policy allows it.

Wi-Fi

  1. Open Settings in Windows 11.
  2. Go to Network & internet > Wi-Fi.
  3. Select the Wi-Fi network to which the computer is currently connected.
  4. Turn Metered connection on or off.

Turn it on when the network has a limited allowance and you want Windows to apply its metering behavior. Turning it off removes that classification; it is not required merely to make OneDrive sync if you have disabled OneDrive’s automatic pause.

The setting belongs to the selected network profile. If you connect to a different hotspot or Wi-Fi network later, verify that network’s status separately rather than assuming the previous choice followed you.

Ethernet

  1. Open Settings > Network & internet > Ethernet.
  2. Select the active Ethernet connection.
  3. Turn Metered connection on or off.

Windows exposes the same metered switch for Ethernet, even though the connection is wired. The effect is based on the connection profile, not on whether a cable or radio is used.

Cellular

Windows treats cellular connections as metered by default. If you are using cellular data directly or through a phone hotspot, expect OneDrive to detect a metered network unless the relevant connection profile reports otherwise. Because cellular plans vary, check the allowance before allowing a large synchronization.

What happens after OneDrive is allowed to sync

OneDrive evaluates the current network status and its own sync policy. With the automatic-pause option disabled, normal upload and download activity can proceed while Windows still labels the connection metered. Files changed on the PC can upload, and files that OneDrive needs to download can consume the same connection allowance.

If the option remains enabled, OneDrive normally pauses when it detects a metered network and notifies you. You may then be offered a Sync Anyway action or a way to resume from the notification. That is a temporary, user-initiated override; it is different from permanently turning off the automatic-pause option.

Do not infer a fixed data cost from the setting alone. A small text edit and a large media folder have very different transfer requirements, and OneDrive may have both uploads and downloads pending. Windows and OneDrive do not provide a single reliable per-hour figure that applies to every account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to verify the change

  1. Reconnect to the metered Wi-Fi, Ethernet, cellular, or hotspot connection.
  2. Open the OneDrive cloud menu and check whether it reports a manual pause or a metered-network pause.
  3. If a notification offers Resume or Sync Anyway, select it when you have confirmed the data cost.
  4. Reopen Settings > Sync and backup to make sure the automatic-pause option is still off.

If OneDrive resumes and then stops again, distinguish a new network event from a timed manual pause. A connection can also change from Wi-Fi to cellular or to a different hotspot, causing Windows to report a different profile and OneDrive to evaluate the policy again.

When a work or school administrator controls the behavior

Microsoft documents an administrative OneDrive setting named Continue syncing on metered networks. It can be delivered through Group Policy or Microsoft Intune. The policy documentation states: If you enable this setting, syncing continues when devices are on a metered network.

Policy state Expected OneDrive behavior User experience
Enabled OneDrive continues syncing on metered networks. The user may be unable to re-enable automatic pausing locally.
Disabled or not configured OneDrive pauses automatically when it detects a metered network. OneDrive shows a notification and may offer a resume or Sync Anyway action, subject to organizational restrictions.

If the toggle is missing, greyed out, repeatedly changes back, or behaves differently from the steps above, the computer may be policy-managed. Contact the organization’s IT administrator rather than trying to bypass the control. An administrator may also make Windows’ metered-connection setting unavailable.

Why policy control matters

Organizations may need to prevent background transfers over expensive or restricted links, or may require continuous synchronization for business operations. A local setting cannot supersede a policy that your organization has applied. IT can confirm whether the device is enrolled in Intune, receiving Group Policy, or subject to another configuration rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tell IT exactly what you see: the account type, whether the OneDrive option is absent or greyed out, the Windows connection type, and whether the behavior changes back after a restart or reconnection. That information helps distinguish a policy from a temporary pause or a different network profile. Do not edit policy-related registry values or install utilities to defeat a company setting; the documented administrator route is the appropriate way to request a change.

Use temporary controls when continuous sync is not appropriate

Pause OneDrive for a defined period

If you only need to stop transfers while traveling or while a data allowance is low, use OneDrive’s own pause menu instead of changing the permanent metered behavior.

  1. Select the OneDrive cloud icon in the taskbar notification area.
  2. Open the pause control from the OneDrive menu.
  3. Choose 2 hours, 8 hours, or 24 hours, as offered by your build.
  4. Return to the same menu and resume syncing when the connection is suitable, or use the resume notification.

A timed pause affects OneDrive synchronization; it does not change Windows’ classification of the network and does not alter other applications’ traffic. When the selected period ends, OneDrive can resume according to its normal metered-network setting and any administrator policy.

Limit transfer rates when the build offers network controls

Some OneDrive versions expose upload and download network-rate settings. Microsoft Support describes fixed limits and an Adjust automatically choice for uploads. Availability and labels vary by build, and work or school administrators can manage these controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use a fixed upload limit when outbound traffic must stay below a known ceiling.
  • Use a fixed download limit when OneDrive would otherwise compete with browsing, calls, or other essential traffic.
  • Use Adjust automatically for uploads when you want OneDrive to adapt rather than enter a specific rate.

These rate controls manage how quickly OneDrive transfers data; they do not make the data free. A slower transfer can still consume the same total amount for the same files. Rate limits are therefore useful for sharing a connection, but they are not a substitute for a pause when the allowance must not be used.

Troubleshoot common problems

The OneDrive cloud icon is not visible

Check the taskbar’s hidden-icons menu. The OneDrive icon may be grouped there rather than shown beside the clock. If the icon is still absent, use the OneDrive entry available through the Windows app list and look for its settings or help menu. The labels can differ by installation, but the target is the OneDrive settings window and its Sync and backup section.

The metered-network option is missing

OneDrive builds do not all expose identical layouts. Look for a setting whose wording refers to pausing sync on a metered network under Sync and backup. If no equivalent appears, the installation may be using a policy-managed configuration or a build with different controls. A work or school administrator can confirm the applicable policy.

The option is greyed out or keeps reverting

This usually indicates administrative management rather than a Windows networking fault. Ask IT whether Continue syncing on metered networks is enabled, disabled, or enforced by another rule. Do not assume that changing the Windows Metered connection switch will override an administrator policy.

OneDrive still pauses after you changed the setting

  1. Open OneDrive’s menu and check whether a manual timed pause is active.
  2. Look for a metered-network notification with a Resume or Sync Anyway action.
  3. Confirm that you changed the OneDrive option, not only Windows’ network classification.
  4. If the option is controlled or repeatedly restored, ask the device administrator to verify the policy state.

You want Windows metering but not OneDrive pausing

Leave the relevant Wi-Fi or Ethernet profile marked Metered connection in Windows, and turn off OneDrive’s Pause syncing when this device is on a metered network option. This combination preserves Windows’ limited-plan signal while allowing OneDrive transfers.

You want OneDrive paused but Windows unchanged

Use OneDrive’s 2-, 8-, or 24-hour pause menu. This stops OneDrive without changing the network profile for Windows or other applications.

Situation Windows network setting OneDrive setting Result
Unlimited home connection Metered only if you intentionally use that classification. Automatic pause can remain off. OneDrive can sync normally without a metered trigger.
Limited phone or cellular plan, but selected files must stay current Keep the connection metered. Turn off automatic pause, then monitor the pending transfers or apply rate limits if available. OneDrive can sync, and Windows continues to signal that the plan is limited.
Limited plan where background transfers are unacceptable Keep the connection metered. Leave automatic pause on, or use a timed pause. OneDrive stops automatically or remains paused until you deliberately resume it.
Work or school computer with a greyed-out control Use only the network setting your organization permits. Ask IT to verify the policy. The administrator’s configuration determines whether syncing continues.

Final verification checklist

  • The OneDrive cloud menu opens from the taskbar notification area.
  • Settings > Sync and backup contains the metered-network pause control or an equivalent label.
  • The pause option is off if you want automatic syncing over the metered connection.
  • The Windows Wi-Fi or Ethernet profile is marked metered only when that classification is intentional.
  • Any existing manual pause has been resumed.
  • You have checked the connection’s data allowance before allowing large transfers.
  • A missing or locked control has been referred to the work or school administrator.

Frequently Asked Questions

Does turning off OneDrive’s pause option turn off Windows metering?

No. The OneDrive option controls OneDrive transfers only. Windows can remain marked Metered connection, so Windows and other applications still receive the limited-plan signal.

Why does OneDrive stop even after I marked Wi-Fi as unmetered?

Check whether OneDrive has a manual 2-, 8-, or 24-hour pause active, whether a metered-network notification still needs a Resume or Sync Anyway choice, or whether a work or school policy controls the account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I keep a phone hotspot metered and still sync OneDrive?

Yes. Leave the Windows connection marked metered and turn off Pause syncing when this device is on a metered network, provided an administrator has not enforced another setting. Review the hotspot allowance first.

What if the OneDrive setting is greyed out?

The device or account may be managed through Group Policy or Microsoft Intune. Ask your organization’s IT administrator to check the Continue syncing on metered networks policy instead of trying to bypass it.

Is there a standard amount of data OneDrive uses per hour?

No universal figure applies. Usage depends on file sizes, pending uploads and downloads, changes in shared folders, and other account activity. The setting permits transfers but does not provide a fixed data estimate.

How can I stop OneDrive temporarily without changing Windows settings?

Open the OneDrive cloud menu, choose Pause syncing, and select the available 2-hour, 8-hour, or 24-hour duration. Resume from the same menu when the connection is suitable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I reduce OneDrive’s speed instead of pausing it?

Some OneDrive builds offer fixed upload and download limits and an Adjust automatically upload choice. These controls reduce transfer rate, but the same files can still consume the same total data.

Does cellular Windows networking count as metered automatically?

Windows treats cellular connections as metered by default. A cellular connection or phone hotspot can therefore trigger OneDrive’s metered-network behavior unless the profile reports otherwise or an administrator policy changes the result.

The Bottom Line

To sync over a metered Windows 11 connection, open the OneDrive cloud menu, go to Help & Settings > Settings > Sync and backup, and turn off Pause syncing when this device is on a metered network. You can leave Windows’ Metered connection classification enabled, but monitor uploads and downloads because they use the plan’s allowance. Use a timed pause or rate limits when continuous transfer is unsuitable, and contact IT if Group Policy or Intune controls the option.
