Keep games off whenever the vehicle is moving. Start playing only after the vehicle is legally and safely parked, and use a system that automatically disables gameplay when the car leaves Park or begins moving. A passenger holding the controller does not remove the risk if the game’s graphics are visible to the driver or draw the driver’s attention.
This guidance is based on U.S. federal safety material and a Tesla Model 3 owner manual. NHTSA’s recommendations are voluntary, and screen and device laws differ by state and country. Check the law where you drive and the manual for your exact vehicle, model year, market and equipment.
The safest rule: gaming starts only after Park
Do not launch, continue or operate a game while driving. Pull over where stopping is legal, shift into Park, secure the vehicle and then use the entertainment system. End the game before you select a gear or begin moving.
The reviewed Tesla Model 3 manual gives vehicle-specific wording: "Use these features only when Model 3 is parked. Always pay attention to road and traffic conditions when driving. Using these features while driving is illegal and very dangerous." Treat that statement as the manufacturer’s instruction for that vehicle, not as a universal legal conclusion for every jurisdiction or car.

A 2019 U.S. Department of Transportation announcement describing NHTSA guidance recommended disabling video-based entertainment unless the vehicle is stopped and in Park. The recommendation supports a parked-only policy, but it is not a nationwide statute. A local rule may be stricter, and a different vehicle may have different controls.
Why a game can distract someone who is not holding the controller
NHTSA defines distracted driving as "any activity that diverts attention from driving, including talking or texting on your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo, entertainment or navigation system—anything that takes your attention away from the task of safe driving."
NHTSA groups distraction into three forms:
- Visual: the driver’s eyes leave the road to look at a screen or follow animated action.
- Manual: a hand leaves the steering wheel to operate a controller, touchscreen or another device.
- Cognitive: the driver’s mind is occupied by game events, conversation or an attempt to understand what is happening on the display.
A passenger can create visual and cognitive distraction without touching the wheel. NHTSA specifically noted that graphical content unrelated to driving can distract the driver even when a passenger operates it. A large center display, bright animation, rapid movement or a game that invites conversation can attract attention from the driving position.

Its point is relevant here: removing the controller from the driver’s hand does not eliminate cognitive distraction. Passenger gaming therefore is not automatically safe just because the passenger is the person pressing the buttons.
What the Passenger Play investigation shows about technical lockouts
NHTSA’s Office of Defects Investigation examined Tesla Passenger Play in certain model-year 2017–2022 Model 3, Model S, Model X and Model Y vehicles. Tesla introduced the feature in December 2020, and selected games could be played while the vehicle was moving. After NHTSA requested action, Tesla disabled the capability in December 2022.

In the investigated data, approximately one third of trips with Passenger Play active showed in-motion use with no passenger-seat occupant identified by the occupant-classification system. That is a finding for the examined Tesla fleet and period, not a prevalence rate for all vehicles or all in-car gaming.
Model 3 and Model Y vehicles represented 86% of the subject vehicles. In those vehicles, the same center screen used by Passenger Play also presented driving information. That arrangement illustrates why a game intended for a passenger can remain relevant to the driver: the display is in a location the driver must use and can see.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →NHTSA’s practical conclusion was that affirmative, technology-based controls are more dependable than administrative controls such as disclaimers. A prompt that asks someone to confirm they are a passenger relies on a truthful, attentive response; a motion-based lockout prevents the game from being used by the driver while the vehicle is moving. NHTSA also stated that its guidelines are not binding and that closing the preliminary evaluation was not a finding that no safety-related defect existed.
Can a passenger play while the car is moving?
Do not assume so. If a game is visible from the driver’s seat, keep it off while moving, even when a passenger is operating it. This is the conservative choice supported by NHTSA’s concern about passenger-operated graphical content.
A vehicle with a separate passenger display, a physical divider or another design that keeps the graphics outside the driver’s sightline may reduce one source of distraction, but the sources reviewed here do not establish a universal approval for moving passenger play. The vehicle manual and applicable law still control. If either prohibits the feature in motion, do not use it.

Do not treat a passenger confirmation screen as equivalent to a lockout. If the system requires a prompt rather than preventing gameplay when the vehicle moves, leave the game closed unless you are parked.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHow to set up a safe, parked gaming session
- Choose a legal stopping place. Use a driveway, parking space or other location where stopping is permitted and does not obstruct traffic. Do not begin the setup at a red light, shoulder or other temporary stop unless local law and the situation make that location safe and lawful.
- Secure the vehicle. Shift into Park and apply the vehicle’s normal parking control. Keep the car stationary for the entire session. Follow the owner manual for any additional steps required by the model.
- Read the exact manual. Find the sections for Arcade, Games, Theater, Toybox or other entertainment features. Record whether the manual limits use to Park, whether a subscription or connectivity service is required, and which controllers are supported.
- Confirm the safety behavior without driving. Use the manual and the vehicle’s documented operating conditions to determine whether games are unavailable outside Park. Never test a suspected lockout by driving with a game running.
- Keep the driver’s view clear. Do not position a phone, tablet or accessory so that it blocks the windshield, mirrors, instrument display, controls or an airbag deployment area. A display that remains in the driver’s sightline is a reason to leave the game off during any movement.
- Connect only supported controls. The Model 3 manual says Arcade may require steering-wheel buttons or a Bluetooth or USB controller. Compatibility is vehicle-specific; pair or plug in the controller while parked and follow the manual’s procedure.
- Set an end point before restarting. Close the game, return to the normal driving display, disconnect or stow the controller and verify that every occupant is ready before selecting a gear. Do not rely on a passenger to close a game after the vehicle has begun moving.
How to evaluate an in-car gaming system
When comparing a vehicle’s built-in game feature or an accessory setup, use safety behavior rather than the size of the game library as the deciding factor.
| Check | Safer indication | Warning sign |
|---|---|---|
| Motion lockout | Gameplay becomes unavailable when the vehicle leaves Park or begins moving. | The game continues in motion or can be restored by tapping a confirmation prompt. |
| Display location | Graphics are not visible from the driver’s normal seating position. | A driver-facing center screen shows animated game content while the car moves. |
| Manual language | The owner manual clearly limits entertainment use to a parked vehicle. | Instructions are vague, absent or inconsistent with the vehicle’s behavior. |
| Controls | The manual identifies compatible Bluetooth, USB or built-in controls. | Compatibility is assumed from a generic controller listing or an unverified adapter. |
| Regional and vehicle dependencies | The manual identifies differences by market, manufacture date, configuration, Wi-Fi or paid connectivity. | A feature is treated as universal across trims, countries and model years. |
| User prompts | A prompt supplements a technical lockout. | A disclaimer or passenger declaration is the only barrier to use while moving. |
If a value is not documented for your vehicle, treat it as unknown rather than assuming the most permissive behavior.
Vehicle-specific checks: the Model 3 example
The Model 3 manual identifies Theater and Toybox as features to use while parked and warns that using them while driving is illegal and very dangerous. It also describes Arcade and notes that operation may require steering-wheel buttons or a Bluetooth or USB controller.
Do not infer that every Model 3, or every Tesla entertainment screen, has the same options. The manual says entertainment availability can vary by region, date of manufacture and configuration. Connectivity requirements can also affect whether a feature appears or works. Check the manual for the vehicle identification and software configuration in front of you.

The same caution applies to other makes and models. A game shown in a demonstration video may be unavailable in your country, disabled in a newer software version or restricted to a particular trim. Manufacturer documentation is the appropriate source for the vehicle’s current controls and limits.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when the safety behavior is unclear or fails
The game remains available after the vehicle starts moving
Do not use it. Park again, close the game and consult the owner manual or the manufacturer’s support channel. Do not alter software or wiring to defeat a safety interlock. If the vehicle is under warranty or subject to a safety campaign, document the behavior and ask the manufacturer or an authorized service provider for guidance.
The system asks whether you are a passenger
Treat the prompt as an administrative warning, not a physical safeguard. Leave the game off while moving unless the vehicle’s documented design prevents the driver from seeing or operating it and local rules allow the use.
The passenger wants to play but the screen is in the driver’s sightline
Wait until the vehicle is parked. Moving the passenger’s hands away from the steering wheel does not remove the visual and cognitive distraction created by driver-visible graphics.
The controller will not connect
Keep the vehicle parked while troubleshooting. Verify that the controller type, Bluetooth or USB connection and vehicle software are listed as compatible in the manual. There is no universal controller-compatibility list established by the sources here, so do not assume that a controller that works with one vehicle will work with another.

An aftermarket modification bypasses the lockout
Do not use the bypass. Restore the original safety behavior or have a qualified service provider remove the modification. Making a driver-visible video display usable in motion can conflict with safety guidance, vehicle requirements or local law.
How NHTSA’s glance guidance fits the decision
NHTSA’s final first-phase visual-manual guidelines address original-equipment devices and secondary tasks. They are voluntary recommendations. For tasks believed inherently to interfere with safe vehicle control, the guidance says they should be inaccessible to drivers while driving. For other tasks, it describes eye-glance testing and recommends lockout when a task fails the acceptance criteria.
The 2019 U.S. DOT announcement summarized two related recommendations: limit an individual eyes-off-road glance to two seconds and total task-related eyes-off-road time to twelve seconds. Those numbers belong to the described guidance and its test context; they are not universal legal limits enacted in every state or country. A game’s rapidly changing graphics can create distraction even when an individual glance seems brief, which is why a parked-only rule is simpler than trying to manage glances during play.
NHTSA’s Countermeasures That Work distracted-driving overview, citing NCSA 2023, reported 3,522 fatalities in 2021, or 8% of all traffic fatalities. This is a national estimate for 2021, not a current-year count and not a statistic specifically measuring in-car gaming.
A practical household or fleet policy
Write the rule so that a driver does not have to make a judgment call while moving:
- Games are started only in Park at a lawful stopping location.
- Any game visible from the driver’s seat stays off while the vehicle is moving.
- A built-in motion lockout is required where available; a disclaimer or passenger confirmation is not a substitute.
- Controllers are paired, tested and stored before the vehicle moves.
- Every driver follows the manual for that vehicle rather than relying on experience with another model.
- Questions about screen or device restrictions are checked against the current law in the relevant state or country.
This policy also prevents a common handoff problem: a passenger starts a game, the driver begins driving, and nobody takes responsibility for closing it.
Quick checklist before pressing Play
- Is the vehicle legally and safely parked?
- Is the transmission in Park and the vehicle secured according to its manual?
- Does the owner manual permit this feature only while parked?
- Is the display outside the driver’s sightline, or will it remain off until parked?
- Is there a genuine motion-based lockout rather than only a warning or passenger prompt?
- Is the controller explicitly supported for this vehicle, market and configuration?
- Are region, manufacture-date, Wi-Fi and paid-connectivity requirements understood?
- Will the game be closed and the controller stowed before the vehicle moves?
What this guidance does—and does not—establish
The evidence here is U.S.-centered: federal safety-agency material plus documentation for one vehicle model. It does not enumerate current state, local or international laws governing screens, gaming or device use. Verify the rule for the jurisdiction where you drive.
Free tools Windows power users keep installed

It also does not establish a general statistic proving that parked passenger gaming is safe, or a universal list of compatible controllers. The Tesla-specific usage observations should not be generalized to other vehicles or users. When the manual, software behavior or local law is uncertain, the safest answer is to leave the game off until the vehicle is parked.
