GST compliance is a repeatable control process: confirm that registration is required, keep registration details accurate, issue every invoice with the prescribed particulars, reconcile sales before filing, submit every required return—including nil returns—and pay the tax by the applicable deadline. The exact obligation depends on your taxpayer category, state, turnover, supplies, exemptions and current notifications, so use this routine with the latest GST Portal, CBIC and Invoice Registration Portal guidance for the relevant tax period.
1. Establish whether GST registration is required
Do not treat one turnover figure as a universal answer. Start with aggregate turnover and then test the exceptions and compulsory-registration provisions that apply to your business.
Use the ₹20 lakh figure only as a screening point
CBIC’s sectoral FAQ describes a general aggregate-turnover threshold of ₹20 lakh. Aggregate turnover is assessed on a PAN basis and includes the relevant supplies and locations covered by the GST rules. The threshold is not an all-India answer for every taxpayer: special-category states, supply types and compulsory-registration provisions can change the result.
- Track turnover across all relevant GST registrations linked to the PAN.
- Separate taxable, exempt, export and other supplies correctly when assessing aggregate turnover under the applicable rules.
- Check whether a compulsory-registration rule applies even when turnover is below the general screening threshold.
- Document the calculation and the rule or notification used for your conclusion.
Apply within the applicable period
The registration rules generally allow 30 days from the date liability arises to submit an application. An application filed within that period can take effect from the liability date; a later application generally takes effect from the date registration is granted. Keep evidence of the date on which the liability-triggering event occurred and the date the application was submitted.

Keep registration particulars aligned with reality
Review the legal name, trade name, principal and additional places of business, constitution, partners or directors, bank details and contact information whenever circumstances change. The declared premises should be a place from which the business actually operates. Registration rules identify not conducting business from the declared place and issuing an invoice without a corresponding supply as cancellation grounds.
Use the GST Portal amendment process when a prescribed detail changes instead of continuing to issue documents with obsolete information. Keep rent agreements, ownership records, utility evidence and other place-of-business documents available for verification.
Respond to cancellation action
Do not ignore a cancellation notice or a cancellation caused by return default. Where cancellation for non-filing has occurred, revocation requires the overdue returns to be filed and the tax due, interest, penalties and late fees to be paid. Preserve the notice, your reply and proof of payment as part of the registration file.

2. Make every invoice pass a field-level check
An invoice should be reviewed for completeness before it reaches the customer or the books. The exact particulars and exceptions depend on the current invoice rules, but the core check covers the following items.
Invoice checklist
- Supplier’s legal name, address and GSTIN.
- A unique serial number that is not duplicated within the financial year.
- Date of issue.
- Recipient name, address and GSTIN or other recipient particulars where required.
- HSN for goods or the applicable service accounting code.
- Clear description of the goods or services.
- Quantity and unit information for goods.
- Taxable value and the applicable tax rate and amount, separated as required.
- Any other particulars, endorsements or exceptions required by the current rule text for that transaction.
Configure numbering so that users cannot accidentally reuse a number, alter a posted invoice without an audit trail or reset the sequence during the financial year. If more than one series is permitted for your operation, document the series logic and retain the series register.

Issue goods invoices at the correct point
For goods, section 31 links invoice issuance to removal or delivery, depending on the transaction. The dispatch or delivery workflow should therefore capture the event that determines when the invoice must be issued. A month-end batch process that waits for accounting convenience can create a timing breach.
Issue service invoices within the prescribed period
For services, the general period is 30 days from the date of supply. Specified insurers, banks and financial institutions have a 45-day period. Build the deadline from the actual supply date and keep evidence supporting that date.

E-invoicing is a separate reporting and authentication step, not merely a different PDF layout. Where it applies, the required invoice data must be reported to an Invoice Registration Portal and authenticated under the applicable process.
Threshold and exemptions
GSTN and IRP mandate guidance describe an e-invoice applicability threshold of ₹5 crore and above in aggregate turnover, effective from 1 August 2023. Exemptions exist, so test both turnover and exemption status against the current official guidance. A business that falls within an exempt category should retain the basis for that conclusion.
Thirty-day reporting restriction for larger taxpayers
IRP prerequisite guidance describes an operational restriction effective 1 April 2025: taxpayers with annual aggregate turnover (AATO) of ₹10 crore and above must report invoices, credit notes and debit notes within 30 days of the document date. After that window, the system restricts IRN generation. Because portal advisories can be updated, verify the current IRP instruction before relying on a calendar or configuring controls.

Operational e-invoice control
- Identify every legal entity and GSTIN that crosses the applicable threshold.
- Confirm whether an exemption applies and save the supporting notification or portal guidance.
- Map the accounting fields to the IRP schema, including document number, date, supplier and recipient GSTINs, HSN or SAC, taxable values and tax amounts.
- Send the document data to the authorized IRP process before releasing the invoice where the workflow requires prior authentication.
- Store the IRN, signed response and QR information with the source invoice and credit or debit note.
- Monitor rejected submissions and correct the underlying data rather than issuing an unauthenticated replacement.
4. Build a return and payment calendar
Use a calendar by taxpayer category, not a single company-wide date. Record the statutory due date, the internal preparation deadline, the reviewer and the payment approver.

| Filing pattern | Ordinary GSTR-1 due date | What can change it |
|---|---|---|
| Monthly filer | 11th of the succeeding month | Government extensions or a notification for the relevant period |
| Quarterly filer | 13th after the quarter | Government extensions or a notification for the relevant period |
GSTR-1 reports outward supplies. Treat the due date as the filing deadline, not the date to begin preparation. Lock the sales register earlier so corrections can be investigated before submission.
QRMP and the optional Invoice Furnishing Facility
Eligible quarterly filers can use the optional Invoice Furnishing Facility (IFF) for the first two months of a quarter. GST Portal guidance gives the 13th of the succeeding month as the IFF cutoff. If data is not furnished through IFF, it can be included in the quarterly GSTR-1, but the recipient may see the corresponding credit information later.
Other returns and tax payment
The required return and due date depend on taxpayer class and the return type. The CGST Act requires tax due with specified returns to be paid by the return due date. Map each GSTIN to every return it must file and keep a separate payment approval step so a filed return is not left unfunded.
Nil periods are still filing periods
Section 39(8) of the CGST Act states: “Every registered person who is required to furnish a return under sub-section (1) or sub-section (2) shall furnish a return for every tax period whether or not any supplies of goods or services or both have been made during such tax period.” A period with no sales is not automatically a period with no filing obligation. Confirm the applicable nil-return process and submit it by the due date.

5. Reconcile before filing
Reconciliation is the control that catches missing invoices, duplicates, wrong GSTINs, incorrect tax rates and credit or debit notes before they become return errors.
- Freeze the source period. Set a cut-off for sales invoices, credit notes, debit notes, exports and advances included in the period.
- Match the sales register to the invoice series. Investigate gaps, duplicates, cancelled documents and manual entries.
- Check master data. Validate supplier and recipient GSTINs, place of supply, HSN or SAC, tax type and rate.
- Compare tax totals. Recalculate taxable value, CGST, SGST or UTGST and IGST from the source transactions.
- Reconcile to GSTR-1 data. Confirm that every outward-supply record intended for the period is present in the statement and that amendments are linked to the original document.
- Review e-invoice status where applicable. Match IRNs and signed responses to the accounting documents and resolve rejections.
- Approve exceptions. Record the reason, correction, person approving it and the period in which the correction will be reported.
- File and archive. Save the filed return acknowledgment, working papers, payment challan and source exports in a read-only period folder.
6. Understand the main failure points and recovery actions
| Failure | Compliance effect | Immediate response |
|---|---|---|
| Registration application filed late | Registration may generally take effect from the grant date rather than the date liability arose | Submit the application, identify supplies made during the exposure period and obtain professional advice on correcting tax documents |
| Outdated or inaccurate registration particulars | Records and invoices may not reflect the actual business, and cancellation risk can arise | File the appropriate amendment and retain evidence of the change |
| Invoice missing prescribed fields | Document may fail the invoice rules and create customer credit or audit problems | Correct through the permitted document process and preserve the original audit trail |
| Required e-invoice not reported on time | Unauthenticated documents or IRN-generation restrictions may disrupt billing | Check applicability, correct data errors and follow current IRP recovery guidance |
| GSTR-1 filed with omissions or duplicates | Outward-supply data and recipient credit visibility can be wrong | Reconcile the source register and use the permitted amendment or correction route |
| Return filed late or not filed | Section 47 late fees may apply, subject to the return type, statutory cap, period and relief; notices may follow | File the earliest outstanding return, calculate the applicable liability and pay tax, interest and late fees |
| Earlier return remains outstanding | The Act restricts filing a later period where an earlier required return has not been filed | Clear the oldest return first and retain proof of filing |
| Annual return incomplete | Where GSTR-9C applies, the complete annual-return obligation can remain unfinished | Check both components, file the missing statement and calculate late fee under the rules for that financial year |
Section 47 contains different late-fee rules and caps for specified statements, regular returns and annual returns. There is no single universal penalty amount: the applicable figure depends on the return, period, amendments, notifications and available relief.
7. Treat the annual return as a separate workstream
Do not assume that regular monthly or quarterly filing completes the annual obligation. Determine whether GSTR-9 and reconciliation statement GSTR-9C apply to the taxpayer and financial year, then verify the current due date and any relief.
The GST Portal FAQ for FY 2024-25 explains late-fee treatment for a delayed complete annual return, including cases where GSTR-9C is required. It also explains that late-fee calculations can run across the separate filing dates of the components. Check the relevant financial year’s rules rather than assuming that submitting GSTR-9 alone completes the obligation.
Annual-return preparation file
- Final sales and purchase ledgers reconciled to filed periodic returns.
- Tax paid, interest and late-fee records.
- Credit and debit note registers and amendment history.
- Input-tax-credit reconciliations and reversal calculations where relevant.
- Copies of GSTR-1, other required returns, acknowledgments and payment evidence.
- Management explanations for material differences in the reconciliation statement.
8. Put ownership and evidence around the process
Compliance fails when a deadline belongs to everyone and therefore to no one. Assign one owner for data preparation, one reviewer for tax logic and one approver for payment where staffing permits. Keep a calendar alert before the legal deadline, a documented cut-off and an escalation rule for missing records.

Minimum evidence to retain
- Registration application, certificates, amendments, notices and replies.
- Sequential invoice registers and cancelled-document logs.
- Source sales records, delivery or service evidence and credit-note approvals.
- IRNs, signed e-invoice responses and QR data when e-invoicing applies.
- Return workpapers, filed acknowledgments, challans and payment confirmations.
- Exception logs showing what was corrected, by whom and in which period.
Use access controls so a posted invoice or filed return cannot be silently changed. Back up the period folder and retain the version that was actually filed.
9. Choose tools by control coverage, not by invoice appearance
A spreadsheet, accounting system or GST application is useful only if it supports the controls your taxpayer category needs. Evaluate any workflow against these questions:
- Does it support the correct taxpayer and return categories?
- Does it validate required invoice fields and prevent duplicate financial-year numbering?
- Can it reconcile sales records with outward-supply return data?
- Does it support e-invoice submission and IRP responses where applicable?
- Can it assign reminders for each GSTIN, return and payment deadline?
- Can it export source data, acknowledgments and a tamper-evident audit trail?
A paper GST tax invoice book can be a modest aid for a small business that prepares or retains paper records. The invoice rules do not require purchasing one, and a book does not file GST Portal returns or report documents to an IRP. If paper is used, number the books, control access and enter each document into the main records promptly.

- Days 26–28: File outstanding nil or non-nil returns in the correct order and pay assessed tax, interest, penalties and late fees.
- Days 29–30: Archive acknowledgments and set recurring owner, reviewer and escalation reminders for the next period.
Final compliance rule
Keep one controlled chain from registration data to invoice, from invoice to outward-supply statement, from statement to return and from return to payment evidence. Recheck thresholds, exemptions, due dates and relief against the latest official CBIC, GST Portal and IRP instructions for the specific taxpayer and tax period. That discipline prevents the most avoidable failures: late registration, incomplete invoices, missing e-invoice authentication, unreconciled GSTR-1 data, skipped nil returns and unfinished annual filings.
