You cannot prove that a street-vendor meal is pathogen-free by looking at it, but you can reduce risk by choosing food that is cooked thoroughly, served steaming hot, and protected from raw-food contact; avoiding dishes held for hours at room temperature; and selecting sealed drinks when water or ice safety is uncertain. These are practical signals, not a guarantee about a vendor or a meal.
The checks below translate the World Health Organization’s food-safety guidance into decisions you can make at a market stall, food cart, festival, or roadside stand.
The five checks that matter most at a street stall
The WHO’s named framework is the “Five keys to safer food”: keep clean; separate raw and cooked; cook thoroughly; keep food at safe temperatures; and use safe water and raw materials. A customer cannot inspect every step, so use the keys as visible risk-reduction cues.
Keep clean
Look for utensils, cutting boards, serving containers, and work surfaces that appear clean and are protected from dust, insects, and handling by passers-by. A vendor washing hands with soap and clean water is a better sign than wiping hands on clothing or rinsing them briefly in visibly dirty water. Clean-looking equipment is only one observation; it does not certify the food.

Separate raw and cooked
Raw meat, poultry, seafood, and eggs can transfer microorganisms to food that will not be cooked again. Prefer a stall where raw ingredients have separate boards, knives, tongs, trays, or preparation areas. Notice whether the same utensil touches raw meat and then cooked food without washing or replacement. The WHO explains that raw foods can recontaminate cooked foods even after cooking has made the latter safer.
Cook thoroughly
Choose food cooked all the way through and served steaming hot. WHO traveller guidance uses 70°C for all parts of a food as a thorough-cooking target, but a diner cannot reliably confirm an internal temperature by sight. Do not treat a browned exterior, a sizzling sound, or a brief flame as proof that the center is safe.
Keep food at safe temperatures
Hot dishes should be kept genuinely hot, and cold dishes should be refrigerated or held on ice. The WHO Five Keys poster gives general holding thresholds of above 60°C for hot food and below 5°C for cold food. You cannot accurately measure those thresholds with your eyes, so use them as a reason to ask how food is held rather than as a visual test. Avoid cooked food that has been sitting at room temperature for several hours without hot or cold holding.
Use safe water and raw materials
When local water safety is uncertain, choose a sealed packaged drink and check that the bottle or container seal is intact. Ice can carry the same contamination risk as drinking water if it was made from an unsafe source. Raw materials should look fresh and be protected from dirt, but appearance alone cannot rule out chemical, bacterial, viral, parasitic, or toxin hazards.
A 30-second decision process before you order
You can make a consistent choice without trying to grade a stall numerically. Work through these steps in order, and leave when a key uncertainty cannot be resolved.
- Identify the final cooking step. Ask whether the item will be cooked now or is already prepared. Favor food placed on the grill, griddle, wok, or pot for your order and cooked completely before serving.
- Check the holding method. Look for active hot holding, such as a steaming pot or heated tray, or cold holding in a refrigerator or properly iced container. Treat food in uncovered trays at ambient temperature as higher risk, especially if it has clearly been there for hours.
- Watch raw-to-ready handling. See whether the vendor changes utensils or cleans the surface between raw ingredients and ready-to-eat food. If a single knife or pair of tongs moves from raw chicken to cooked pieces, choose another item or another stall.
- Assess ready-to-eat garnishes. Raw herbs, salads, sliced fruit, sauces, and toppings will not receive a later kill step. Ask how they were washed and kept, or omit them when the water and handling conditions are uncertain.
- Choose the beverage separately. Select a sealed drink when you cannot establish that tap water and ice are safe. Check the seal yourself before opening it.
- Make a clear yes-or-no choice. If the meal depends on an unknown holding time, questionable water, or obvious cross-contact, do not rely on popularity, a long queue, or an attractive presentation to offset that uncertainty.
Which street foods deserve extra caution?
Some foods combine several risk factors: they may be eaten raw, contain ingredients that support rapid growth of microorganisms, or be difficult to cook evenly. The following choices are not automatically unsafe, but they require stronger evidence of proper preparation and holding.

Raw or undercooked seafood
Raw shellfish, raw fish, and lightly cooked seafood can carry hazards that are not visible. WHO traveller guidance specifically flags raw seafood. Prefer seafood cooked thoroughly and served immediately, particularly when refrigeration and the source of the product are unclear.
Poultry with pink meat or pink juices
Chicken and other poultry should be cooked through. Pink flesh or pink juices are warning signs, although color is not a precise thermometer. If a piece is red or visibly undercooked at the center, do not eat it; ask for it to be cooked longer or choose another dish.
Rare minced meat, kebabs, and burgers
Grinding distributes surface contamination through the interior, so a rare patty or minced-meat skewer is a different risk from an intact cut seared on the outside. Choose minced meat that is cooked completely rather than pink in the middle.
Raw or undercooked egg sauces and desserts
Mayonnaise-style sauces, custards, mousses, and other egg-based foods can be risky when raw eggs are used and temperature control is uncertain. Prefer versions made with pasteurized or fully cooked eggs when that information is available, or select a cooked alternative.
Leafy salads and raw garnishes
Green-leaf vegetables can retain microorganisms that are difficult to remove. WHO advises caution when hygienic washing conditions are uncertain. A salad assembled beside raw meat, washed in reused water, or left warm in an open bowl is a poorer choice than a vegetable cooked to order.

How to judge temperature without pretending you can measure it
Temperature is one of the most important controls, yet a customer normally has no calibrated thermometer. Use the following practical distinctions:
| What you observe | What it suggests | What to do |
|---|---|---|
| Food cooked in front of you and served steaming | A recent cooking step and little time for exposure | Prefer it, provided raw and cooked handling is separated |
| Food in an actively heated pot or tray | Hot holding is being attempted | Ask for a portion that has stayed hot and is protected from contact |
| Food in a refrigerator or on clean, adequate ice | Cold holding is being attempted | Choose it only if raw ingredients and ready-to-eat portions are separated |
| Cooked food in an open tray at room temperature | Time and temperature are unknown | Skip it, especially when it appears to have been there for hours |
| Food that feels warm but is neither steaming nor chilled | Not enough information to establish safe holding | Choose a freshly cooked alternative |
“Steaming hot” is a useful preference, not a promise that every part reached 70°C. Conversely, a cold container is not proof that food stayed below 5°C. The point is to select the option with the clearest, safest process rather than claim certainty from touch or appearance.
Water, ice, and drinks
Water risk can affect more than what you drink. Vendors may use the same local supply to wash produce, dilute sauces, make ice, rinse utensils, or cook rice and noodles.

Choose a sealed drink when water safety is uncertain
WHO traveller guidance describes sealed bottled water as the safer choice in places where drinking-water safety is uncertain. Inspect the cap, ring, or other seal before opening; do not accept a bottle that appears refilled or tampered with. Sealed cans and other packaged drinks avoid the need to judge the vendor’s water source.
Treat ice as a water decision
Ice is not automatically safe because it is frozen. If it was made from contaminated water, freezing does not remove every hazard. Skip ice in drinks when you cannot establish the source, or order a sealed beverage without added ice.
Do not confuse bottled water with a guarantee about the meal
A sealed drink protects that beverage only. It does not make a salad, sauce, utensil, or cooked food safe if those items were exposed to contaminated water or cross-contact.

What good vendor practices look like
WHO street-food-vending guidance advises vendors to keep equipment and utensils clean and covered, wash hands with soap and clean water, use potable water for drinking, cooking, and ice, and avoid reusing water that has already washed utensils, food, or hands. Use these as things to look for, not as a certification checklist.

- Covered food: trays and containers are protected when food is not being served.
- Fresh wash water: hand-washing and utensil-washing water is clean and not visibly reused or greasy.
- Separate tools: raw meat and ready-to-eat foods have distinct utensils or are separated by cleaning.
- Protected serving: customers do not reach over food, and money handling does not immediately touch ready-to-eat portions.
- Safe storage: perishable ingredients are kept hot, refrigerated, or properly iced rather than left in the sun.
One good observation cannot compensate for an unseen earlier step. Likewise, a crowded stall may have rapid turnover but still use unsafe water or mix raw and cooked tools. Treat cleanliness as evidence about practices, never as proof that pathogens or chemicals are absent.
Comparing two stalls or two dishes
When several options look appealing, compare the process you can observe rather than the stall’s reputation. This framework avoids false precision because WHO consumer guidance does not validate numerical stall scores or rankings.
| Comparison axis | Lower-risk signal | Higher-uncertainty signal |
|---|---|---|
| Cooking | Cooked thoroughly for your order and served steaming | Partly cooked, rare, or reheated without a clear final cooking step |
| Holding | Kept hot or refrigerated/on ice | Cooked food sitting at room temperature |
| Raw/cooked separation | Different tools or cleaned surfaces | Same board, knife, or tongs used without cleaning |
| Raw produce | Peelable fruit or produce washed with demonstrably safe water | Leafy salad or unpeeled produce washed in uncertain or reused water |
| Drinks | Sealed container with an intact seal | Unverified tap water, fountain drink, or ice of unknown origin |
Use the table to select the better available option, not to declare either one safe. If both choices have the same unresolved problem, move on or choose a food that receives a complete cooking step.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common assumptions that lead people astray
“It smells fine, so it is safe.”
Smell and taste cannot reliably detect many bacteria, viruses, parasites, chemicals, or toxins. Never sample a questionable food to test it.
“The line is long, so turnover makes it safe.”
High demand may mean food is replaced quickly, but it does not establish safe water, thorough cooking, or separation of raw and cooked ingredients. Observe the actual handling.

“A spotless-looking cart proves hygiene.”
Visible cleanliness is useful evidence but not a guarantee. Contamination can occur in water, ingredients, storage, or steps you cannot see.
“Freezing or refrigeration fixes every problem.”
Cold holding slows growth; it does not reverse contamination. Choose food that was handled safely before it was chilled and kept separate from raw items.
“I can confirm 70°C by looking at the food.”
You cannot reliably determine an internal temperature without an appropriate thermometer. Use thorough cooking and immediate hot service as practical proxies, while recognizing their limits.

A simple order strategy when conditions are uncertain
- Start with a dish that will be cooked completely in front of you.
- Ask for it to be served immediately rather than selecting a portion that has been waiting.
- Skip raw garnishes, leafy salads, and sauces when washing or storage is unclear.
- Choose a sealed drink; decline unknown ice.
- Eat the food soon after serving instead of carrying it warm for hours.
- If the vendor cannot explain or visibly demonstrate safe handling, select a different stall or a packaged food.
This strategy reduces exposure to the most controllable hazards but cannot remove all risk. Food may have been contaminated before the visible cooking step, and customers cannot observe every part of the supply chain.
Why the risk matters globally
WHO’s 4 June 2026 food-safety fact sheet reports global estimates of 866 million foodborne illnesses and 1.52 million deaths in 2021. It says more than 200 diseases can be caused by unsafe food, and that children under five carried 29% of the health burden, including 143,000 deaths in 2021. These are worldwide estimates for unsafe food, not street-vendor-specific rates.
WHO also warns that such estimates are difficult and often underestimated because illnesses are underreported and linking an exposure to a later illness is challenging. The figures explain why basic controls matter; they do not allow a traveler to calculate the risk of one particular cart.
Destination-specific limits and when to seek local advice
This guidance is general. Water systems, common foods, vendor regulation, climate, and public-health conditions differ by destination. Before travel, check current advice from the destination’s public-health authority and a reputable travel-health service, especially if you will visit areas with known water or food-safety concerns.

Print-ready street-food checklist
- Is the food cooked thoroughly, with no pink poultry or rare minced meat?
- Will it be served steaming hot, or has it been kept genuinely hot or cold?
- Have raw and cooked foods stayed separate?
- Are ready-to-eat salads, herbs, fruit, and sauces protected and washed with safe water?
- Are utensils, surfaces, and hands visibly clean, with no obvious reuse of dirty wash water?
- Is the drink sealed, and have you checked the seal?
- Is the ice source known to be safe?
- Am I relying on smell, popularity, or appearance as proof? If so, stop and reassess.
Choose the option with the clearest combination of thorough cooking, safe holding, separation, and reliable water. That decision lowers risk without pretending that a customer can certify a vendor’s entire operation.
