To keep a Demand Gen campaign inside a deliberately defined audience, use manual audience targeting, not optimized targeting. Build the audience with the segments, demographics, and exclusions you actually intend to use; leave optimized targeting off when the selected audience is a hard boundary. Then check first-party-data exclusions, sensitive-category eligibility, location, language, device, and account-level content-suitability settings before publishing. Google can change interface labels and policy treatment, so confirm the final configuration in the live account for the product, location, and campaign type.
Manual targeting and optimized targeting are not the same control
The most important decision is whether your selected audience is a boundary or a starting signal.
Manual targeting serves the specified audience
Manual targeting tells Demand Gen to serve to the audience you configure. You select audience segments, demographic criteria, and any available exclusions in the Audience builder. This is the appropriate mode when delivery must stay within a defined customer, prospect, demographic, or interest group for legal, contractual, brand, or operational reasons.
Optimized targeting can expand beyond your selections
Optimized targeting uses the audience you provide as a signal for automated bidding and delivery. Google states that the system may show ads to people outside those selections when it predicts that they are more likely to convert. It can also reduce or stop serving on the supplied signals if it finds traffic elsewhere that appears more effective. That means a selected segment is not a guaranteed eligibility filter while optimized targeting is active.

Do not describe optimized targeting as a hidden form of manual targeting. It is an expansion feature. Google says it honors specified exclusions and brand-safety settings, but the positive audience signals themselves can be broadened.
| Setup choice | What the audience selection does | When to use it | Boundary strength |
|---|---|---|---|
| Manual targeting | Serves to the specified audience configuration | The selected audience is a hard requirement | Stronger, subject to policy and inventory eligibility |
| Optimized targeting | Uses selections as signals and may find users outside them | Conversion growth is more important than strict audience containment | Weaker for containment |
| Contextual signals for YouTube inventory | Provides hints about context | You want context-related guidance rather than user-level eligibility | Not a strict audience filter |
If a campaign cannot reach anyone outside a particular segment, do not enable optimized targeting and do not rely on contextual signals to enforce that rule.
Build the audience in the Audience builder
Demand Gen uses the Audience builder to combine segments, demographic targeting, and exclusions. The exact labels can change, but the practical sequence is consistent.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute1. Define the boundary before opening the campaign
Write down who may receive the ad and who must not receive it. Specify the geographic area, language, age or other demographic criteria, customer status, and any policy-sensitive characteristics that affect eligibility. Separate a business requirement such as “existing customers only” from an optimization preference such as “people likely to buy.” The first is a boundary; the second is a signal.
2. Create or select the audience
In the campaign or ad-group audience setup, open the Audience builder. Add the relevant audience segments and demographic criteria. Demand Gen allows one audience per ad group, and that audience can contain several segments. If two ad groups need materially different audience rules, give each ad group its own audience rather than mixing incompatible strategies.
For example, a prospecting ad group and a customer-retention ad group should not share one audience if their exclusions, reporting, or policy treatment differ. Separate ad groups make the intended boundary visible and let you inspect delivery independently.
3. Name saved audiences for the rule they represent
Use names that explain the logic, such as “UK prospects—manual—18+” or “Existing customers—manual—exclude purchasers.” Include the geography, major eligibility rule, and whether optimization is disabled. Clear names reduce the chance that someone later selects a similar-looking audience with a different purpose.

4. Treat edits to saved audiences as shared changes
Editing a saved audience can affect every campaign or ad group that uses it. If a change should apply only to the new campaign, create a separately named audience instead of modifying the shared one. Review all linked campaigns before saving a change that removes a segment, adds an exclusion, or changes demographic criteria.
Keep optimized targeting off when containment is mandatory
Inspect the ad-group or campaign audience settings for the optimized-targeting option. If the campaign has a strict audience restriction, leave the option disabled. If it is enabled, the campaign may pursue likely converters outside the segments and demographics you selected.
When expansion may be acceptable
Expansion can be reasonable when the goal is incremental conversions and the selected audience is only a starting point. It is not reasonable to use that mode for a requirement such as “only employees,” “only current subscribers,” or “only users in this contractual territory” unless the applicable policy and account controls explicitly support that restriction.
Verify the setting after changes
Check the setting again after importing, duplicating, or editing an ad group. A copied configuration can carry an optimization choice that is inappropriate for the new audience. Record the date and setting in the campaign change history or your internal launch checklist so reviewers can see that the choice was deliberate.

Audience exclusions are useful for removing known first-party groups, such as purchasers, current subscribers, employees, or people who have already completed a lead action. They are not a universal mechanism for excluding every possible audience category.
First-party-data limitation
Google’s exclusions guidance describes these exclusions as applying to first-party data. In practice, that means you need an eligible, usable first-party list or other supported first-party audience source for the group you want to suppress. An exclusion cannot automatically represent an unknown population for which you have no supported data.
Personalization opt-outs can limit exclusions
Google notes that exclusions may not apply to people who have opted out of ads personalization. Do not promise that an exclusion removes every individual in the named group. Document this limitation whenever an internal privacy or reach requirement depends on the exclusion.

How to add an exclusion
- Open the Demand Gen campaign and the relevant ad group.
- Open the audience settings and choose the exclusion area in the Audience builder.
- Select the supported first-party audience to exclude, such as purchasers or existing customers.
- Review the audience definition, membership source, and estimated availability before saving.
- Check the campaign summary and change history to confirm that the exclusion is attached to the intended ad group.
Google recommends observing performance before adding exclusions in some situations. That advice is about managing delivery and conversion volume; it does not override a genuine business, privacy, or policy requirement. If an exclusion is mandatory, apply it and record the expected impact on eligible reach.

Check sensitive-category policy before you choose an audience
Demand Gen eligibility can change when an advertisement promotes a product or service in a sensitive-interest category. Google’s June 3, 2026 clarification specifically addressed Demand Gen and Discovery campaigns and potential serving implications for products and services that fall within sensitive-interest categories.
Restrictions vary by category
There is no single sensitive-category rule that can safely be applied to every advertiser. The treatment depends on the product or service, the policy category, the audience type, the location, and the campaign configuration. Some categories can limit advertiser-curated audiences, personalized targeting, or eligible inventory. Others may have different conditions.
Identify the precise policy category before building a custom, first-party, or other audience. Check the current Restricted targeting in Personalized advertising policy and the Demand Gen campaign guidance for the market in which the ads will run. If the policy wording and the interface appear inconsistent, treat the live policy and account eligibility status as the controlling information and obtain policy support before launch.
Questions to answer for a sensitive product
- Is the product or service classified in a sensitive-interest category for the target location?
- Is the proposed audience type allowed, restricted, or unavailable for that category?
- Does the category limit personalized advertising, advertiser-curated audiences, or particular inventory?
- Will the campaign be eligible on all intended Demand Gen surfaces, or only a subset?
- Does the restriction apply to this product, landing page, account, or geographic market?
Do not assume that an audience which works in a standard campaign is permitted in Demand Gen. Policy eligibility can change the available audience choices as well as where an ad may serve.

Set content suitability at the account level
Demand Gen’s core content-suitability controls are configured in account-level Content Suitability, not at the individual campaign level. Google’s FAQ identifies inventory type, content types, and labels as core settings that are not available at campaign level. Keyword exclusions are also managed under account-level Content Suitability.
Review the account before launch
- Open the Google Ads account’s Content Suitability area.
- Review the selected inventory type, content-type exclusions, and content labels.
- Inspect account-level excluded content keywords.
- Confirm that the settings reflect the strictest campaign requirement in the account, because account-level controls can affect more than one campaign.
- Record any intentional trade-off between reach and suitability for the launch approver.
Because these settings are shared at account level, changing them for one Demand Gen campaign can alter delivery for other campaigns. If two campaigns require incompatible suitability rules, plan the account structure accordingly and confirm whether the required separation is supported before building the campaigns.

Configure location, language, and device controls
Audience restrictions are only meaningful if delivery settings match them. Demand Gen documentation says location and language can be set at campaign or ad-group level, but not both. Device targeting is available as a campaign-level audience control.
Location
Select the locations in which the campaign is permitted to serve and review the location option’s meaning in the live interface. A geographic selection can affect eligibility differently from a statement about physical presence or interest in a location, so choose the option that matches the business requirement. Do not use a broad country setting when the approved area is a smaller region unless that broader delivery is intentional.
Language
Set language at the level supported by the campaign structure. Because location and language cannot be configured at both campaign and ad-group level, decide where the rule belongs before creating multiple ad groups. Check the ad and landing-page language as well as the account setting; a language control does not translate creative or repair a mismatched landing page.
Device
Use the campaign-level device control when the audience restriction includes supported phones, tablets, computers, or connected-TV environments. Device selection narrows delivery by device, not by the identity or interests of the person using it. It should complement, not replace, manual audience targeting.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Understand inventory and contextual signals
Demand Gen can deliver across eligible Google-owned surfaces and other inventory described in the campaign documentation. The available surfaces, formats, and controls can vary by campaign configuration and policy eligibility. A strict audience does not guarantee that every surface will remain available.
Contextual targeting signals for YouTube inventory are hints. They can inform automated systems about relevant content or context, but they are not equivalent to a hard user-audience filter. If your requirement is “serve only to members of this first-party list,” a contextual hint cannot enforce it.
Sensitive-category restrictions may remove inventory or audience options. Lower delivery after applying a policy restriction does not necessarily indicate a setup error; it may reflect the smaller eligible pool.

A complete pre-launch workflow
Use this sequence when the campaign must remain within defined audience and policy boundaries.
- State the rule. Write the allowed audience, prohibited audience, geography, language, devices, and policy-sensitive conditions in plain language.
- Classify the rule. Mark each item as a hard boundary, an exclusion, an optimization preference, or an account-level suitability requirement.
- Check policy eligibility. Determine whether the product or service is in a sensitive-interest category and which audience and inventory options are allowed in the target location.
- Create the audience. In Audience builder, combine the permitted segments and demographics. Keep materially different strategies in separate ad groups.
- Disable expansion when required. Turn off optimized targeting whenever the selected audience must be a hard boundary.
- Add first-party exclusions. Exclude supported groups such as purchasers or existing customers when appropriate, while documenting the personalization opt-out limitation.
- Set account suitability. Review inventory type, content types, labels, and excluded content keywords in account-level Content Suitability.
- Set delivery controls. Configure location and language at the supported level, then choose campaign-level device controls if needed.
- Inspect the final summary. Confirm the audience, expansion mode, exclusions, policy status, locations, languages, devices, and suitability settings in the live interface.
- Record the configuration. Save the audience name, date, approver, policy category, and any expected reach limitation so later edits can be audited.
How to troubleshoot delivery outside the intended audience
The ad appears to reach people outside selected segments
First check whether optimized targeting is enabled. If it is, the behavior is consistent with the feature’s design; disable it for a strict boundary. If it is disabled, review the audience definition, demographic settings, location option, and whether the observed user actually falls outside the rule or is simply not represented accurately in reporting.
An exclusion does not remove everyone expected
Confirm that the exclusion is a supported first-party audience, that membership is current, and that it is attached to the correct ad group. Then account for Google’s stated limitation for people who have opted out of ads personalization. Do not add increasingly broad exclusions as a substitute for understanding that limitation.
Reach falls sharply after a policy or suitability change
Check the product’s sensitive-category status, the policy decision, available inventory, account-level content suitability, and the selected location. A restriction can affect both eligible audiences and inventory. Compare the current configuration with the policy category’s specific requirements rather than assuming a general Demand Gen rule.
A copied ad group behaves differently
Compare the copied ad group’s audience, optimized-targeting setting, exclusions, location, language, device, and policy status line by line. Saved-audience edits can also affect every campaign that uses that audience, so inspect the audience’s usage before reverting or changing it.
Choosing the right setup for your requirement
| Requirement | Recommended configuration | Main caveat |
|---|---|---|
| Only a defined first-party group may receive ads | Manual targeting, approved first-party audience, optimized targeting off | Personalization opt-outs can limit exclusion behavior and policy may restrict the audience |
| Find more converters beyond a seed audience | Optimized targeting enabled with suitable exclusions and brand-safety controls | Ads may serve outside the selected signals |
| Keep former customers out of prospecting | Manual or optimized setup plus a supported first-party customer exclusion | The exclusion is not universal and requires usable first-party data |
| Protect against unsuitable content across campaigns | Account-level Content Suitability settings and keyword exclusions | Core controls are not campaign-level in Demand Gen |
| Advertise a potentially sensitive product | Verify the exact policy category and eligible audience and inventory before building the campaign | Restrictions differ by category, product, location, and configuration |
| Use YouTube context to guide delivery | Contextual signals as supplemental hints | They do not create a strict audience-eligibility boundary |
What to recheck after launch
Audience restrictions are configuration controls, not a one-time promise. Recheck the campaign after major edits, audience-list refreshes, policy notifications, account-level suitability changes, and changes to geography or creative. Confirm that optimized targeting remains off when required and that the intended exclusions are still attached.
Review reporting for evidence of delivery in unexpected locations, devices, or audience categories, but remember that reporting classifications are not always identical to targeting eligibility. Investigate a discrepancy through the actual settings and policy status rather than inferring that every reported user was outside the configured rule.
