Turn off every beachfront light that is not needed, close curtains and blinds, and keep necessary lighting low, long-wavelength and fully shielded from the beach. Florida Fish and Wildlife Conservation Commission (FWC) guidance summarizes the design as “Keep it LOW, Keep it LONG, and Keep it SHIELDED.” Because lighting ordinances differ by municipality and county, use the technical values below as Florida guidance and verify the rules that apply to your property.

Why artificial light disorients sea turtle hatchlings

Newly hatched sea turtles normally use visual cues to find the ocean. The open horizon over the water is usually brighter than the landward dune, so hatchlings move toward the brighter seaward direction. Artificial lighting can replace that natural cue with a stronger, nearer glow. A lamp, illuminated window, pool reflection or bright pathway can draw hatchlings inland, along the beach or toward buildings instead of the surf.

Disorientation is not limited to a bulb shining directly at the sand. Hatchlings can respond to the overall glow from a property, including light scattered by walls, pavement, water and clouds. A fixture that looks modest from a balcony may still be visible from the beach. Conversely, a source hidden from beach view and operated only briefly has a much lower chance of creating a competing visual cue.

The practical objective is therefore not to find a magic “turtle bulb” and leave everything else unchanged. It is to remove unnecessary light first, then redesign unavoidable lighting so the source is dim, warm in spectral output, directed downward and invisible from the beach.

Start with the no-cost fixes

Before buying lamps or fixtures, eliminate the light that does not serve a necessary purpose. These steps usually provide the largest improvement without changing electrical hardware.

  • Switch off decorative uplights, string lights, tree lights, landscape accents and illuminated signs after dark.
  • Turn off interior lights when rooms are unoccupied, especially rooms facing the beach.
  • Close curtains, blinds or shutters before exterior darkness makes the window a bright rectangle.
  • Move table lamps and floor lamps away from windows, and use shades that conceal the bulb.
  • Disable always-on decorative settings on smart lights and set schedules that end before the period when hatchlings may emerge.
  • Ask guests, tenants and maintenance staff to follow the same routine; one uncovered window can undermine otherwise careful exterior controls.

Do not assume that a property is compliant because its fixtures are on a side wall or because the light is aimed at the ground. Stand on the beach after dark, or ask someone to observe from the beach, and look for the lamp, glowing lens, bright window or reflected pool light. Visibility from the beach is the practical test emphasized by FWC guidance.

Use FWC’s three-part lighting design

For lights that must remain on for access, safety or security, FWC’s guidance uses three linked controls: keep the light low, long and shielded. Each addresses a different way light can reach hatchlings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep it low

Use the lowest light output that performs the task. A small, downward-facing path light is preferable to a high-output floodlight that illuminates the entire dune. Install fixtures as low as practical while still meeting the safety requirement for the walkway, entrance or work area. Lower mounting reduces the distance over which light can spread and makes shielding more effective.

For security lighting, replace “maximum brightness” settings with the minimum level that lets a camera, resident or employee identify a person or hazard. Set motion sensors to the shortest useful duration so the light is not operating continuously. If a sensor cannot be adjusted, use a timer or control system that limits operation to the hours when the light is genuinely needed.

Keep it long

Choose a source whose emitted wavelengths meet the applicable wildlife-lighting rule, rather than relying on a marketing color name. FWC’s current Wildlife Lighting Criteria define long-wavelength light as greater than 560 nanometres, with no wavelengths below 560 nanometres. That is a spectral requirement: the lamp must not emit shorter wavelengths simply because its overall appearance looks amber.

FWC specifically rejects PC amber and multicolour options under these criteria. A bulb labelled “amber,” “red,” “gold” or “turtle friendly” is not automatically compliant. Check the manufacturer’s spectral data or certification documentation for the actual output, and confirm that the complete lamp-and-fixture combination remains compliant. If no wavelength information is available, treat the label as unverified rather than as proof of safety.

Keep it shielded

Shield the lamp and any glowing lens so neither is directly visible from the beach. Aim the fixture toward the ground and away from the shoreline. FWC’s criteria describe full cutoff as no light emitted above the 90-degree plane; in practical terms, light should not project horizontally or upward toward the beach and sky.

Recessed or directional fixtures generally control spill better than globe, carriage or clear-lens fixtures. A hood, baffle or properly fitted shield can help, but only if it blocks the source from the beach at the viewing angles that matter. Decorative housings with transparent sides may continue to glow even when the beam points downward.

Technical checklist for a necessary outdoor light

Use this checklist when selecting, replacing or adjusting an exterior fixture. It combines FWC’s technical criteria with the practical controls that reduce operation time and spill.

Check Target What to verify
Output Lowest useful level The light performs its safety or security task without illuminating unnecessary areas.
Mounting As low as practical The fixture is not mounted higher than needed for the task.
Spectrum Greater than 560 nm, with no wavelengths below 560 nm under FWC criteria Manufacturer spectral data or applicable certification, not just a color label.
Cutoff No light above the 90-degree plane under FWC criteria The fixture emits no upward or horizontal light that can travel toward the beach.
Shielding Lamp and glowing lens hidden from beach view Observe the property from the beach after dark at several angles.
Controls Motion or timer operation for the shortest useful period Test activation, timeout and manual overrides.

These values come from Florida guidance, not a universal international standard. A local ordinance may use different wording, require a particular certification or regulate operation only during specified periods.

Adapt common beachfront lighting situations

Porches, walkways and entrances

Replace exposed bulbs, globe fixtures and clear carriage lights with low-output, downward-facing fixtures. A recessed soffit light with a concealed source can work when its beam is confined to the entrance. Keep porch lights off when nobody is using the area, and use a short motion-sensor duration when automatic activation is necessary.

Check the entire route from the fixture to the beach. Light bouncing off a pale wall, railing or paving can remain visible even after the direct beam is controlled. Reposition or shield the fixture, or reduce its output, until the glow is no longer apparent from the beach.

Security and floodlights

Do not point a floodlight toward the shoreline, dune or sky. Aim it at the ground within the property boundary, fit a full shield and set the smallest output and timeout that provide useful detection. If a camera requires some illumination, test whether a lower level or infrared capability can replace a bright visible floodlight; verify the camera’s performance rather than assuming it will.

Multiple small, controlled fixtures are often easier to shield than one very bright fixture. However, adding more fixtures is not automatically better: count the total visible glow from all sources and remove any that duplicate the same function.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Balconies and decks

Balcony fixtures should be shielded so the lamp cannot be seen from the beach and should use a long-wavelength source. Keep decorative lanterns, string lights and illuminated furniture off at night. Curtains or exterior shades can prevent light from the interior of an upper-floor room from spilling through balcony doors.

Parking areas and driveways

Use full-cutoff fixtures aimed away from the beach, with shielding and a long-wavelength source consistent with the applicable rule. Mount them as low as the lighting plan allows, and avoid broad-area illumination that washes over dunes or the shoreline. Use timers or motion controls to prevent empty parking areas from remaining lit all night.

Swimming pools and water features

Pool water can reflect and enlarge a light source, creating a visible glow even when the lamp is below the deck edge. FWC guidance suggests locking pool lights to amber or red during nesting season and using vegetation buffers. Confirm the permitted colour and operating period with the local authority, and turn pool lighting off whenever the pool is not in use. Vegetation can reduce direct visibility, but it is not a substitute for controlling the lamp itself.

Utility-pole and street lighting

Residents usually cannot modify a utility-owned fixture safely or legally. Contact the utility and ask whether the light can be shielded, redirected, dimmed or switched off during the relevant period. Provide the pole number or exact location and explain that the concern is visibility from the beach. Do not cover a public fixture yourself; improvised materials can create fire, electrical and maintenance hazards.

Prevent indoor light from reaching the beach

Interior lighting is easy to overlook because the fixture is inside the building, but a bright window can be a prominent artificial cue. Close curtains or blinds at night, turn off room lights when leaving, move lamps away from windows and use shades that conceal exposed bulbs. Dimming or lowering the output also reduces the glow that escapes around window coverings.

Window tint is an additional option where curtains are impractical. FWC’s Florida guidance references tint with 45% or less inside-to-outside transmittance. That figure is a Florida reference, not a universal requirement; confirm the value and installation rules for the property’s jurisdiction. Tint should supplement, not replace, the practice of closing coverings and switching off unnecessary lights.

For hotels, condominiums and rental homes, install closers or reminder labels on beach-facing windows and include the lighting policy in guest instructions. A building-wide approach is more reliable than asking only the ground-floor rooms to turn lights off.

What beach visitors should do after dark

People on the beach can disorient hatchlings even when nearby buildings have excellent lighting controls. Avoid flash photography. Do not use a flashlight or phone light unless it is necessary for safety, and never sweep a beam across the sand or toward the water. FWC’s recent advice specifically warns against coloured flashlights, phone lights and flash photography on the beach at night.

  • Use the minimum light needed to walk safely, directed at the ground immediately in front of you.
  • Keep the light off while stationary and turn it on only for a necessary task.
  • Do not gather around a nest with lights, photograph emerging hatchlings with flash or follow hatchlings toward the ocean.
  • Follow posted beach rules and instructions from wildlife staff, lifeguards or local authorities.

How to audit a property from the beach

  1. List every source. Record exterior fixtures, windows, pools, signs, pathway lights, parking lights, neighbouring properties and utility fixtures that can be seen from the beach.
  2. Remove the unnecessary sources. Switch off decorative lights and close or cover beach-facing windows.
  3. Observe at night. View the property from the beach, including from both sides and from the expected nesting area. Note direct lamps, glowing lenses and diffuse sky or wall glow.
  4. Modify necessary fixtures. Lower output, lower the mounting height where practical, fit shielding, aim downward and select a documented long-wavelength source.
  5. Test controls. Trigger motion sensors, verify timer schedules and check that manual overrides do not leave lights on indefinitely.
  6. Recheck after changes. Observe again from the beach. A fixture is not finished when it looks dark from the property; it is finished when the source and its glow are no longer visible or are reduced to the level allowed by the applicable rule.

Common mistakes and how to correct them

“Amber” on the package is treated as certification

Colour names are marketing descriptions, not a spectral test. Ask for wavelength information and confirm that no wavelengths below 560 nm are emitted if the FWC criterion applies. Replace the product or obtain documentation when the spectrum is not stated.

A shield blocks the beam but not the lamp

A fixture can aim downward while its glowing lens remains visible. Add a deeper shield, change to a recessed or opaque fixture, lower the mounting position or replace the fixture. Perform the check from the beach, not directly below the lamp.

A bright light is left on for security

Continuous high output is rarely the only security option. Try a lower level, a shorter motion-sensor duration, better aiming and camera settings that do not require a visible floodlight. Confirm that the revised arrangement still meets the property’s safety needs.

Interior rooms are ignored

Bright windows can undo careful exterior work. Close coverings, move lamps back from the glass and switch off unoccupied rooms. For shared buildings, make the procedure part of the property’s normal closing checklist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Florida criteria are applied as if they were universal law

FWC provides detailed technical guidance, but municipalities and counties may set their own definitions, dates, enforcement mechanisms and approved products. Check the ordinance for the exact property location before replacing fixtures or scheduling seasonal controls. If requirements conflict, follow the stricter applicable rule and ask the local wildlife or code office for clarification.

How to choose replacement products responsibly

When a light cannot be switched off, shop by performance characteristics rather than a “turtle-friendly” label. A suitable replacement should have documented spectral output, a compatible base and voltage, the required lumen level, a fixture that can provide full cutoff, and a shield that hides the lamp from the beach. Verify that dimming, motion sensing and weather ratings work with the complete installation.

For a product marketed as an amber LED bulb, ask the seller or manufacturer for the actual wavelength range and whether any shorter wavelengths are present. For a new exterior fixture, request photometric information showing the cutoff pattern. Neither an amber appearance nor a product name proves that the installed system meets FWC criteria. Installation height, lens design and aiming can change the result.

Local compliance and seasonal operation

Lighting rules are location-dependent. Before work begins, identify the municipality and county governing the property, then check the current sea-turtle-lighting ordinance or contact the relevant code, environmental or wildlife office. Ask about nesting-season dates, exemptions for safety, required shielding, approved wavelengths, inspection procedures and whether a particular certification is required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Put seasonal changes on a written schedule. At the start of the restricted period, switch off decorative sources, enable window-covering routines and apply the approved settings to pool, balcony, parking and security lights. At the end, restore normal operation only if the local rule allows it. Keep records of fixture specifications and control settings so a contractor or new property manager can reproduce the compliant arrangement.

Quick decision guide

Situation First action If light must remain
Decorative exterior light Turn it off Remove it or operate only when explicitly permitted.
Beach-facing room Turn off the room light and close coverings Move lamps away from windows, use opaque shades or consider compliant tint.
Path or entrance light Use only when needed Low output, low mounting, long-wavelength source, downward aiming and shielding.
Security floodlight Replace continuous operation with sensor or timer control Lowest useful level, shortest useful duration and full cutoff away from the beach.
Balcony light Switch off decorative fixtures Shield the lamp from beach view and use a long-wavelength source.
Pool light Turn it off when unused Use the locally permitted amber or red setting and reduce reflected visibility with appropriate landscaping.
Utility-pole light Contact the utility Request shielding, redirection, dimming or shutoff; do not modify it yourself.
Handheld light on the beach Keep it off unless needed for safety Use the minimum beam directed at the ground; avoid coloured beams and flash.

Key points to remember

  • Darkness is the most reliable control: switch off unnecessary lights and close beach-facing curtains or blinds.
  • For essential lighting, use the lowest practical output, a long-wavelength source and complete shielding.
  • Under FWC criteria, long wavelength means greater than 560 nm with no wavelengths below 560 nm, and full cutoff means no light above the 90-degree plane.
  • A visible lamp or glow from the beach is a warning sign; there is no single brightness reading that proves a source is harmless.
  • Amber or “turtle-friendly” packaging is not certification. Verify the spectrum, fixture and installed shielding.
  • Florida guidance is not automatically the law elsewhere. Confirm current local requirements, dates and exemptions before relying on any setting.
