AI memory can help a treasury reviewer understand how similar cases were handled, but it should not supply exchange-rate facts, calculate exposure, enforce policy, or approve a transaction. In Project Arbitrage, the service described by Pragnav Rao, dated market data and local application logic handle the current review; retrieved memories provide historical context; and a human makes the decision. The design is an implementation described by its author, not an independently audited or production-validated treasury system.
What “memory without authority” means
Rao’s guiding rule is: “Let memory help the system understand what happened before, but never let memory decide what happens now.” The distinction is between numerical history and contextual history. Dated FX reference-rate data describes market movement; local calculations use it to assess the current exposure. Memory recalls prior assessments and human decisions that may help explain a similar case. Those roles are deliberately separate: a remembered outcome is not a market quote, a policy rule, or permission to act.
This boundary matters because a prior decision may have depended on circumstances that no longer apply. A system can retrieve that decision as context, but current inputs and configured policy still need to determine the present assessment, with a reviewer responsible for the decision.
How Project Arbitrage is described to work
Rao’s post describes a service built with FastAPI for the backend, Frankfurter for dated reference-rate series and market inputs, SQLite for exposures, policies, assessment snapshots, and audit events, Hindsight Cloud for memory recall and retention, Groq for generating written assessments, and a browser frontend for review and decisions. These are components in the described project, not independent product evaluations.

- Check the inputs. The application checks that exposure and policy inputs required for an assessment are present.
- Fetch and calculate locally. It obtains market data, calculates risk in ordinary application code, and evaluates configured policy rules.
- Establish the numerical comparison. The application compares current FX movement with recent historical daily movements. This comparison comes from the market-data series and local calculation, not semantic memory.
- Retrieve contextual history. The service recalls relevant prior assessments and human decisions, then passes that context to the reasoning step that generates the written assessment.
- Save an inspectable assessment. The system stores an assessment ID, original inputs, and provenance so a reviewer can inspect what informed it.
- Record a human decision. A reviewer approves, escalates, or rejects the assessment. The decision endpoint rechecks policies and guardrails; the local decision record is written before the system attempts to retain the decision as a memory event.
The author says the example uses application-level checks on tags and metadata to exclude synthetic memories. That describes a project-specific filter, not a general guarantee that memory retrieval systems can reliably identify or exclude every synthetic or unsuitable item.
What happens when data or services fail
- Historical FX data is missing: the described service returns an insufficient-reference-data state and requires manual review rather than inventing a comparison.
- Memory recall fails: the reasoning step proceeds without that recalled context. Memory is not the source of the numerical assessment.
- Memory retention fails after a decision: according to Rao, the SQLite decision record remains available because it is written locally first.
- A retry is needed: the post calls for idempotent retries to avoid duplicate records or memories.
These are the failure paths the author describes; the post does not establish that they have been independently tested or validated in production.

What the example does—and does not—authorize
Rao’s illustrative scenario uses a $100,000 USD exposure and a 0.25% move from the previous business day. These are inputs to an example, not reported market statistics, a measured system result, or advice about what a treasury team should do.

The protective-action endpoint is described as simulation-only: it records a proposed action but does not execute a trade, hedge, payment, or transfer. The workflow therefore illustrates a review and record-keeping design; it does not show that Project Arbitrage moved funds or carried out a live hedge.

What the design establishes—and what it leaves open
The post explains an intended separation of duties: market data and application code support current numerical and policy checks, memory supplies prior-case context, and a human reviewer makes the decision. It also describes a local audit record and fallback behavior for missing reference data or memory services.
That description does not establish that calculations are accurate in production, that memory filtering is comprehensive, that the system has undergone independent review, or that it meets a regulatory standard. Teams considering a similar architecture would still need to validate their market-data sources, calculations, policy implementation, access controls, auditability, and operational procedures for their own requirements.
