Use two separate layers: publish robots.txt rules to tell cooperative crawlers what they may access, then enforce any real restriction with authentication, server-side authorization, and edge or WAF controls. A robots rule can express a preference; it cannot stop a determined client from downloading a public page or posting directly to a form endpoint.

Start by deciding whether you want to control search discovery, training-oriented crawling, real-time browser agents, or all three. Preserve search access when it benefits your site, protect sensitive paths at the application boundary, and treat every form submission as a state-changing transaction rather than as a page-display problem.

Scraping and form submission are different risks

A crawler that reads public pages and an automated agent that submits a contact, signup, checkout, or account form may use similar HTTP requests, but they create different security and business problems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Bulk collection: a crawler requests pages, images, feeds, documents, or APIs at scale. Your main concerns are content use, server load, and whether search visibility is desirable.
  • Real-time agent activity: an agent may read a page and then act as a user. The important boundary is the endpoint that changes state: creating an account, sending a lead, changing a record, or initiating a transaction.
  • Mixed-purpose bots: one identified bot can have more than one behavior. A policy aimed at training traffic should not automatically be assumed to cover search or interactive use.

Cloudflare’s documentation groups AI activity into Search, Agent, and Training. OpenAI separately documents OAI-SearchBot for surfacing sites in ChatGPT search and GPTBot for crawling content that may be used to train foundation models. Treat these purposes independently rather than creating one blanket “AI bot” rule.

Inventory the traffic and actions before blocking anything

Write down what is public, what is sensitive, and what can change data. This inventory prevents a policy intended for a low-risk article from breaking sign-in, support, monitoring, or customer workflows.

Area Typical risk Preferred control
Public articles and documentation Unwanted collection or excessive request volume Purpose-specific crawler rules, edge rate controls, and monitoring
Private documents and account pages Unauthorized disclosure Authentication and server-side authorization; never rely on robots.txt
Search-visible pages Loss of discovery if blocked too broadly Allow the search crawler you want while restricting other purposes
Contact, signup, and lead forms Spam, duplicate records, fraud, or data poisoning Server-side validation, authorization, rate limits, abuse detection, and logging
Payments and other high-impact actions Financial or irreversible changes Strong authentication, explicit authorization, transaction controls, and additional verification where justified

List paths and actions separately. For example, /docs/ may be public, /account/ may require a session, and /api/leads may accept only an authorized, rate-limited request. A single site-wide deny rule is rarely precise enough.

Use robots.txt to communicate crawler preferences

Place a robots file at the origin’s /robots.txt and address each crawler by its documented user-agent token. A site that wants ChatGPT search visibility but does not want training-oriented crawling can make those decisions independently.

User-agent: OAI-SearchBot
Allow: /

User-agent: GPTBot
Disallow: /

User-agent: *
Disallow: /account/
Disallow: /api/

The example is only a policy illustration. Check each operator’s current crawler documentation before deploying exact tokens, because names and behavior can change. Scope rules to the paths that match your actual decision; do not disallow an entire site merely because one private route needs protection.

Google describes robots.txt instructions as non-enforceable: crawlers are expected to obey, but the file is not an authentication mechanism. Cloudflare likewise describes robots.txt compliance as voluntary. A disallowed URL can still be discovered and appear in search results when other pages link to it. If information must remain confidential, require authentication or remove it; use noindex where appropriate for search-result control, understanding that noindex also depends on the crawler being able to access the response.

Do not put secrets, personal records, internal exports, or administrative functions behind a robots rule and assume they are hidden. Anyone can request the file, and a non-compliant client can ignore it. Robots directives are useful for cooperative crawl management, not for security.

Separate search, training, and agent preferences

Ask three distinct questions:

  1. Do you want your pages eligible for search discovery?
  2. Do you permit crawling for training or large-scale content collection?
  3. Do you want a real-time agent to read pages or perform actions?

OpenAI’s crawler documentation explicitly states that OAI-SearchBot and GPTBot settings are independent. That means allowing the former for search does not require allowing the latter for training. The same principle applies to other operators: identify the purpose you are willing to support instead of relying on a generic “AI” label.

Managed robots files are still only communication

A CDN may generate or maintain robots.txt entries for known AI crawlers and combine its generated content with an existing file. This reduces editing work, but it does not change the nature of the control. A managed file still cannot authenticate a client or force an unknown automation tool to comply.

Enforce unwanted access at the edge or origin

When a request must actually be denied or slowed, enforce the decision before the application serves the content or processes the action. Depending on your architecture, that boundary may be a CDN, reverse proxy, WAF, API gateway, or the application itself.

Use behavior-aware bot policies when available

Cloudflare documents AI Crawl Control and behavior-based policies that can distinguish Search, Agent, and Training activity. Its bot references include examples such as GPTBot, OAI-SearchBot, ChatGPT-User, ClaudeBot, and PerplexityBot, and its Bot Management documentation describes detection IDs that can be used in custom rules. Configure the narrowest action that matches your goal: allow, challenge, throttle, or block.

Current Cloudflare policy documentation also describes actions that block throughout a zone or only on pages detected as displaying ads. It says defaults for new domains effective September 15, 2026 block Training or Agent bots on ad-displaying pages while Search remains allowed. Defaults and plan availability can change, so verify the dashboard and current documentation before relying on them.

Do not treat a user-agent string as proof of identity

A user-agent value is a client-supplied request label. It can help segment polite crawlers, but it is weaker evidence than a provider-verified signal. If your provider offers bot detection, signed requests, or another verified classification, prefer that signal for high-consequence rules. If you must match user-agent text, combine it with rate, path, reputation, and behavioral conditions and monitor for evasion.

Roll out a block gradually

Start in logging or “managed challenge” mode where your platform supports it. Review which requests would be affected, then narrow the rule by path or behavior before switching to a hard block. Check search results, accessibility tools, uptime checks, analytics collectors, support workflows, and internal integrations. A broad AI rule can create false positives even when its intention is limited to training crawlers.

Secure form endpoints as application transactions

A crawler directive on a page does not protect the endpoint that receives a form. An automated client can skip the browser entirely and send an HTTP request to the endpoint. The server must make the security decision for every submission.

Require the right identity and authorization

For private or account-linked actions, require the appropriate session or credentials. Verify authorization on the server for the specific object and operation, not merely for the existence of a logged-in session. Never trust a hidden field, disabled button, or client-provided role.

Validate and normalize on the server

Apply allowlists, length limits, type checks, encoding rules, and business validation to every field. Reject malformed or impossible values before writing to a database or sending an email. Normalize data consistently so duplicate detection and moderation cannot be bypassed with trivial formatting changes.

Control volume and duplicates

Use rate limits proportionate to the action’s cost. Limits can be keyed to an authenticated account, IP address, network, device or session signals, and the endpoint itself; choose combinations that do not lock out legitimate users behind shared networks. Add idempotency keys or duplicate detection for operations where retries could create multiple records. Record enough metadata to investigate abuse without retaining unnecessary personal data.

Use challenges only when evidence supports them

An interaction challenge can reduce automated abuse, but it should be an additional risk control, not the sole authorization check. Trigger it when telemetry shows suspicious behavior, and provide an accessible path for legitimate users. A challenge rendered in the page is not sufficient if the endpoint accepts unverified direct requests.

Protect high-impact actions more strongly

Lead forms, newsletter signups, password changes, financial operations, and account deletion have different consequences. Match controls to the impact: require re-authentication or step-up verification for sensitive changes, use transaction limits where appropriate, and alert on unusual patterns. The form’s visual design does not determine its security level; the server-side operation does.

Allow a trusted agent selectively

Blocking every automated client is not always the goal. A business may want a specific agent to retrieve pages while rejecting unidentified automation. OpenAI documents Web Bot Auth for the ChatGPT Work Cloud browser: outbound requests are signed with HTTP Message Signatures under RFC 9421, allowing a site or intermediary to validate the signature and public key.

OpenAI provides configuration examples for Akamai and Cloudflare, and says Vercel recognizes the signed traffic without additional configuration. Treat this as an allowlisting mechanism for authenticated requests, not as a promise that the browser can perform every workflow. The documentation states that, at launch, Cloud browser cannot sign in to websites or complete payments.

If you allow signed traffic, define exactly which paths and methods it may use. Continue to enforce authorization, input validation, rate limits, and transaction safeguards after the signature is verified. Authentication of the agent identifies the caller; it does not grant unlimited permission.

A practical rollout plan

  1. Map assets and actions. Record public content, private paths, APIs, forms, and irreversible operations. Note which routes must remain search-visible.
  2. Classify desired traffic. Decide separately on Search, Training, and Agent behavior. Document exceptions for monitoring, accessibility, customer support, and internal automation.
  3. Publish crawler preferences. Add purpose-specific user-agent rules to robots.txt. Test syntax, review the served file from the public origin, and keep sensitive data protected by authentication.
  4. Choose the enforcement boundary. Put blocking or throttling at the CDN/WAF, reverse proxy, API gateway, or application layer. Use verified bot signals where available; treat user-agent matching as a weaker fallback.
  5. Harden every form endpoint. Enforce authentication and authorization where needed, validate all fields server-side, add proportionate rate and duplicate controls, and log decisions.
  6. Deploy in observation mode. Examine matched requests and false positives before hard blocking. Test search access and legitimate user journeys from clean sessions.
  7. Enable and monitor enforcement. Block, challenge, or throttle only the traffic covered by your documented policy. Review logs, status codes, latency, form conversions, and support reports after deployment.
  8. Review on a schedule. Crawler names, IP ranges, provider products, defaults, and plan eligibility change. Recheck documentation and your own telemetry whenever you change policies.

Testing and troubleshooting

The crawler still appears after a disallow rule

Confirm that the request’s user-agent exactly matches the rule, that the crawler fetched the current file, and that no caching layer is serving an older version. If the client is non-compliant or spoofing another identity, robots.txt cannot stop it; move the decision to an edge or application rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A URL vanished from search unexpectedly

Inspect which crawler was blocked and whether the rule covered a broader path than intended. Restore access for the search crawler if discovery is part of your goal. For confidential material, use authentication rather than trying to solve privacy with a robots file.

Legitimate users receive challenges or blocks

Review the matched rule, path, method, and detection reason. Narrow the condition, add an explicit exception for trusted infrastructure, or switch from a hard block to a challenge while you collect evidence. Test from mobile networks, shared corporate networks, assistive technology, and common browsers.

Spam continues despite a CAPTCHA

Verify that the server validates the challenge result and that the endpoint cannot be called through an alternate route. Add authorization, server-side validation, rate limits, duplicate detection, and abuse monitoring. A page-level challenge alone does not secure a directly callable endpoint.

A trusted agent is denied

Check whether the request carries the provider’s required signature and whether your intermediary preserves the signed headers. Confirm that the rule allows the intended methods and paths, then test authorization separately. A valid signature should not bypass the application’s own permissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What each control can and cannot do

Control Communicates preference Can enforce a block Protects a form endpoint
robots.txt Yes, for cooperative crawlers No No
Search indexing directives Yes, subject to crawler cooperation No No
CDN/WAF policy Sometimes, through managed rules Yes, for traffic it can identify Yes, when the endpoint is covered
Application authentication and authorization No Yes, at the protected operation Yes
Rate and abuse controls No Yes, by limiting or rejecting requests Yes
Signed bot authentication No Yes, when validation is implemented Only alongside normal authorization and validation

Limits you should state plainly

  • You cannot guarantee that every automated client will stop scraping content that is publicly accessible. Known-bot blocks reduce identified traffic; they do not make public data secret.
  • Blocking AI traffic broadly can reduce search visibility, accessibility, monitoring coverage, or legitimate agent functionality. Measure the effect before and after a policy change.
  • Bot classifications and default settings are provider-specific and volatile. Recheck current documentation rather than copying an old user-agent list or assuming a plan includes a particular control.
  • One crawler can have mixed purposes. A rule that targets a training classification may also affect a bot that performs another documented behavior, depending on the provider’s policy engine.
  • Form defenses must be implemented at the server endpoint. Client-side hiding, JavaScript-only interactions, and page-level challenges are not substitutes for authorization and validation.
