The practical way to find systems that need post-quantum cryptography (PQC) updates is to build a living cryptographic inventory, not to run one scanner and assume the result is complete. Combine code and configuration review, TLS and SSH endpoint discovery, certificate enumeration, asset-owner interviews, cloud and device records, and supplier information. For every finding, record the algorithm’s purpose, the system and business process it supports, the data protected, ownership, dependencies, evidence and lifecycle status. You can then rank migration work by quantum exposure, confidentiality lifetime, business criticality, signing importance, supplier dependency and upgrade feasibility.

This guide gives a repeatable workflow for creating that inventory and turning it into a migration plan. It treats tools as evidence sources rather than proof of complete coverage, and it separates public-key uses that require PQC planning from symmetric encryption and hashing uses that may follow different transition guidance.

What a cryptographic inventory is—and why it matters

NIST’s National Cybersecurity Center of Excellence describes a cryptographic inventory as a descriptive record of cryptography used across systems, applications, services, devices and data flows. The record connects a mechanism to its operational context: algorithms, protocols, keys and key metadata, certificates, dependencies and the data or process being protected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That context is what makes an inventory useful. A list that says “ECDSA found” cannot tell a migration team whether the use is an internet-facing API certificate, a firmware-signing key, an internal service identity or a dormant library. Those cases have different owners, failure consequences, replacement paths and deadlines. The inventory turns an abstract cryptography problem into work that a system owner can schedule and test.

NIST reports that its first three finalized PQC standards were released in 2024 and advises organizations to begin transitioning to them. Technology managers can start by locating applications that use encryption, then determining which implementations, protocols and trust relationships are involved. Dustin Moody, who leads NIST’s PQC standardization project, put the urgency plainly: “We encourage organizations to begin their transition to these standards immediately to ensure their data remains secure in the quantum era.”

There is no single private-sector deadline that applies to every organization. NIST IR 8547 appeared as an initial public draft on November 12, 2024, not as a universal transition mandate. Map your inventory to current NIST guidance, sector rules, customer commitments and jurisdiction-specific requirements rather than inventing one date for all systems.

Decide the inventory’s scope and accountable owners

Write a scope statement before collecting data. Include production and development environments, externally exposed services, internal applications, cloud and hosted services, identity and certificate infrastructure, operational technology (OT), embedded devices, supplier-provided components and software- or firmware-signing flows. Include data flows between systems, because cryptography often appears at a connection boundary rather than in the application that owns the business process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assign an accountable owner for the inventory itself and a responsible owner for each system record. A workable core team includes security architecture, infrastructure, application engineering, certificate and key-management teams, cloud operations, OT specialists, procurement, legal or risk staff and representatives of major suppliers. The joint CISA, NSA and NIST guidance specifically calls for procurement experts to engage supply-chain vendors about technologies that will require migration; do not leave vendor-managed cryptography outside the project simply because your team cannot log in to the implementation.

Set boundaries that prevent blind spots

  • Enterprise IT: servers, endpoints, databases, middleware, APIs, directories, backup systems and network appliances.
  • Cloud and hosted services: managed databases, gateways, SaaS integrations, hardware-security modules and provider-managed certificates or keys.
  • OT and embedded technology: controllers, sensors, medical or industrial devices, field equipment and firmware update mechanisms whose replacement cycles may be long.
  • External relationships: partner connections, customer-facing portals, third-party APIs, managed services and software supplied to customers.
  • Trust infrastructure: certificate authorities, registration services, certificate stores, SSH host and user keys, signing services and recovery or escrow processes.

Document exclusions explicitly. For example, a short-lived test account might be out of scope while the production identity service is included. An exclusion needs an owner and a review condition; otherwise it becomes a permanent gap.

Use several discovery views instead of one scan

Each discovery method sees a different part of the estate. An endpoint probe observes externally reachable behavior. Source and configuration review can reveal dormant, internal or conditionally enabled code. A certificate search finds trust artifacts that may no longer be attached to a known asset. Owner and vendor interviews expose managed, embedded or proprietary implementations. Reconcile these views rather than treating any one as authoritative.

Discovery view What it can reveal Typical blind spots
Source code, binaries and configuration Algorithm selections, cryptographic libraries, protocol settings, key stores, feature flags and signing scripts. Generated code, undocumented runtime configuration, vendor binaries and code that is present but never executed.
Network-facing TLS and SSH services Negotiated protocols, certificates, host keys and externally observable cipher or signature choices. Internal-only services, offline devices, alternate ports, conditional negotiation and cryptography inside an encrypted application payload.
Certificate and trust-store enumeration Issued certificates, subject names, issuers, expiry dates, public-key types and relationships between services. Self-signed or private certificates not indexed centrally, certificates in appliances and keys used without certificates.
Asset, service and architecture records Owners, dependencies, data classifications, environments, criticality and planned replacement dates. Stale documentation and undocumented shadow services.
Supplier and procurement records Embedded cryptography, managed-service boundaries, product road maps, support periods and upgrade constraints. Incomplete vendor answers, subcontractors and proprietary implementations that are difficult to inspect.

Start with code and configuration

Search repositories, build pipelines, container images, infrastructure-as-code, deployment manifests and runtime configuration for cryptographic libraries, algorithm names, protocol settings and key or certificate paths. Look for RSA, elliptic-curve, Diffie–Hellman, signature and key-exchange selections, but record the purpose rather than treating every text match as a migration item. A library dependency may support several algorithms; a configuration setting may be overridden by a policy file or a managed service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include release and update pipelines. Digital signatures used to authenticate software and firmware updates are part of the PQC scope identified by the CISA, NSA and NIST fact sheet. Capture signing keys, verification keys embedded in products, timestamping services, build workers and recovery procedures. A signing system can be operationally more sensitive than an ordinary application certificate because an incompatible change can block updates across a fleet.

Inspect TLS and SSH endpoints

Enumerate internet-facing and internal service endpoints from asset inventories, DNS, load-balancer configuration, service meshes and firewall rules. Test more than the default port list when the service catalog shows custom listeners. Record the certificate chain, negotiated protocol and signature or key-exchange behavior, and link each endpoint to the application and owner.

NIST’s FAQ names pqcscan as an example for SSH and TLS server discovery and sslscan2 as an example for TLS cipher-suite discovery. These utilities are starting points, not certification of completeness. Run them under an approved change and privacy process, preserve the command date and target scope, and investigate timeouts or filtered results instead of silently marking an endpoint clear.

Enumerate certificates and trust relationships

Collect certificates from public certificate-transparency data, enterprise certificate-management systems, load balancers, web servers, API gateways, mobile applications, appliances and trust stores. NIST’s FAQ lists crt.sh as an example for searching certificates by domain or organization. Treat public results as one source: they do not enumerate private names, device certificates or keys that are not represented by an X.509 certificate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each certificate, capture the subject and issuer, public-key type and size, signature algorithm, validity period, deployment locations, renewal method, dependent services and revocation or replacement owner. Record metadata only. Never place private keys, seed material, passwords or hardware-security-module secrets in the inventory.

Ask owners and suppliers about invisible use

Send asset owners a focused questionnaire rather than asking whether a system is “quantum safe,” a question that produces inconsistent answers. Ask which protocols and libraries it uses, where keys and certificates are stored, whether cryptography is provided by a cloud or appliance, what data is protected, how updates are delivered and what would break during an algorithm change.

Use procurement records to identify products with long support lives, firmware dependencies or closed cryptographic modules. Request the supplier’s supported algorithms, certificate and key-management model, PQC or crypto-agility road map, upgrade path, interoperability constraints and end-of-support date. Record the answer, the date and the named vendor contact; an unverified marketing statement is not equivalent to technical evidence.

Define a record that links mechanism to business use

There is no universal inventory schema mandated for every organization. The following template combines NIST’s example fields with operational fields needed to assign work and assess evidence. Adapt names to your asset and risk systems, but keep the relationships intact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field What to record Why it is needed
System and component Application, service, device, library, pipeline or trust service; unique asset identifier. Prevents a finding from becoming an unowned algorithm label.
Business owner and technical owner Accountable business function, operator and escalation contact. Identifies who can approve and test a change.
Algorithm and purpose Algorithm family, parameters where relevant, and whether it performs encryption, key exchange, authentication, signing, hashing or certificate issuance. Separates public-key migration work from other cryptographic uses.
Protocol or service TLS, SSH, VPN, API gateway, database connection, update channel, messaging protocol or proprietary service. Shows where interoperability and negotiation must be tested.
Key and certificate metadata Key type, associated algorithm, owner, identifier or location, creation and expiry dates, rotation method, lifecycle status, certificate chain and renewal dependency. Supports replacement planning without exposing key material.
Application and dependencies Calling applications, upstream and downstream services, libraries, identity providers and shared infrastructure. Reveals changes that must be coordinated.
Protected data or process Data classification, confidentiality lifetime, transaction or safety process, and geographic or regulatory constraints. Provides the basis for risk and migration priority.
Environment and exposure Production, test, cloud, on-premises, OT or embedded; internet-facing, partner-facing or internal. Distinguishes reachable and operationally constrained systems.
Vendor and support status Supplier, product version, support period, managed-service boundary and stated upgrade path. Identifies supply-chain blockers and replacement windows.
Evidence and discovery date Scanner output, configuration path, code reference, certificate record, interview or vendor response, with date and scope. Allows another analyst to reproduce or challenge the finding.
Confidence and lifecycle Confirmed, probable, suspected or disproved; planned, in migration, validated, retired or exception-approved. Prevents uncertain observations from being treated as facts and keeps work status visible.

Store references to evidence rather than copying sensitive configuration into a broadly accessible spreadsheet. Apply access controls to the inventory itself: even metadata can reveal high-value systems, signing infrastructure and certificate relationships.

Validate, reconcile and deduplicate findings

Normalize names for systems, certificates, algorithms and vendors before counting records. The same service may appear under a load balancer name, a DNS alias, a cloud resource ID and an application name. Link those identifiers to one component and retain the original evidence references.

  1. Confirm the observation. Re-run the scan or inspect the configuration that produced it. Check whether the algorithm is active, a fallback, a test setting or an unused dependency.
  2. Match the mechanism to an owner. Use the service catalog, deployment metadata and certificate records to resolve the responsible team. Escalate records that have no owner instead of assigning them to security by default.
  3. Compare independent evidence. Reconcile endpoint results with source or configuration review, certificate data, architecture diagrams and owner or vendor confirmation. Explain disagreements in the record.
  4. Set confidence. Mark whether the finding is confirmed, probable or suspected, state what would raise confidence and assign a follow-up date.
  5. Close duplicates and exceptions. Link duplicate observations to a canonical record. If a system cannot be changed, document the reason, compensating controls, accountable approver and review condition.

This reconciliation is an operational method derived from the different discovery surfaces; it is not a prescribed NIST test protocol. Its purpose is to make uncertainty visible so that migration decisions are based on evidence quality.

Identify which records need PQC attention

Do not label every cryptographic record equally. Mark where public-key cryptography is used for key establishment, authentication or digital signatures, then map the implementation to current authoritative standards and applicable sector guidance. RSA and elliptic-curve mechanisms are common examples to investigate, but the inventory should preserve the exact algorithm, protocol role and implementation rather than reducing the finding to a family name.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also capture symmetric encryption and hashing uses, because they affect system dependencies and crypto-agility design even when their transition considerations differ. A system may need a public-key replacement at its connection boundary while retaining an approved symmetric data-encryption scheme internally. The inventory should make that distinction explicit.

Give special attention to information whose confidentiality must last for many years. An adversary may collect encrypted traffic now and attempt to decrypt it later if a capable quantum computer becomes available; the relevant planning question is how long the data needs protection, not whether a quantum attack is available today. Record retention periods, intellectual-property sensitivity, personal or regulated data and long-lived secrets such as archived backups.

Turn the inventory into migration priorities

CISA, NSA and NIST state that an inventory of quantum-vulnerable systems enables risk assessment and migration prioritization. The inventory informs that assessment; it does not, by itself, prove immediate exploitability or dictate one universal order. Use a transparent scoring method that your risk committee can adjust.

Priority factor Questions to answer Signals for earlier action
Quantum-vulnerable public-key use Which key exchange, authentication or signature mechanisms and parameters are deployed? Core trust services, broad certificate populations, or mechanisms embedded in products that are slow to replace.
Confidentiality lifetime How long must the protected information remain secret? Long-lived intellectual property, regulated records, strategic plans, credentials or archived traffic.
Business and safety criticality What happens if the service is unavailable or an update is rejected? Revenue, emergency, industrial, identity, payment, control or fleet-wide update functions.
Exposure and reach Is the system internet-facing, partner-facing, broadly internal or isolated? Public endpoints, shared platforms and services that terminate many connections.
Signing role Does the key authorize software, firmware, containers, packages or policy updates? Verification keys distributed to many devices or signing paths that can affect an entire product fleet.
Supplier dependency Can your team change the implementation, or is it controlled by a vendor or hosted service? Closed appliances, embedded firmware, end-of-support products or contracts without an upgrade commitment.
Migration feasibility Is there a supported update, test environment, spare capacity and rollback path? Available standards support and staged deployment opportunity; low feasibility is a reason to start discovery earlier, not to ignore the system.

Build risk tiers without false precision

Use a small number of tiers that lead to actions. For example, a highest tier can require an owner-approved migration design, interoperability testing and a supplier escalation. A middle tier can require a documented replacement plan and a scheduled test. A monitoring tier can require evidence completion and event-driven review. Keep the scoring explanation with each record so a reviewer can see why two systems with the same algorithm received different priorities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assign a high tier solely because a scanner found a public-key algorithm. A low-criticality development endpoint with no retained sensitive data may be less urgent than an offline signing service whose replacement requires a product redesign. Conversely, an apparently internal service can deserve early work if it protects data that must remain confidential for decades.

Plan migration as a dependency graph

For each high-priority record, draw the change path from trust anchor to dependent service. Include certificate authorities, key-generation and storage systems, libraries, protocol negotiation, clients, servers, devices, monitoring, backup and recovery, vendor support and rollback. Identify where a single algorithm or certificate profile is shared by many applications; those shared components can become migration bottlenecks.

  1. Choose a target based on current guidance. Record the standard, profile, parameter set and approved implementation source. Do not call a design compliant until the relevant authority and your sector requirements have been checked.
  2. Prototype interoperability. Test both ends of every connection, certificate-chain validation, identity provisioning, logging, performance, hardware support and failure behavior. Include older clients and devices that cannot be upgraded immediately.
  3. Stage the rollout. Use a pilot environment, a limited production cohort and observable success criteria. Maintain a rollback path that does not reintroduce an unapproved vulnerable mechanism without an accountable exception.
  4. Update signing and verification together. A new signing algorithm is useless if deployed devices or package managers cannot verify it. Plan key distribution, recovery and update ordering.
  5. Retire and prove removal. After validation, remove obsolete configuration, libraries, certificates and trust anchors where policy permits. Re-scan and attach evidence that the old path is disabled or formally excepted.

Design the inventory for crypto agility

NIST defines crypto agility as the ability to adapt or replace algorithms across protocols, applications, software, hardware, firmware and infrastructure while preserving security and operational continuity. A useful inventory is one of the prerequisites: it exposes hard-coded algorithms, shared dependencies, certificate assumptions and systems that cannot negotiate or rotate independently.

Record whether each implementation selects algorithms through configuration, policy, protocol negotiation, compiled code, hardware modules or a vendor service. Note where algorithm identifiers, key sizes, certificate profiles or signature validation rules are hard-coded. These details help engineers separate a simple configuration change from a redesign.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When procuring or building systems, require an algorithm-agility statement, replaceable cryptographic providers, documented key and certificate rotation, versioned trust stores, test hooks and an upgrade path for embedded components. Make those requirements part of acceptance criteria and supplier contracts, then link them to the inventory record so a future change does not require rediscovering the same facts.

Keep the map accurate after the first campaign

An inventory is a continuing migration and crypto-agility process, not a one-time checklist. The reviewed guidance does not prescribe one refresh interval for every organization. Use event-driven updates whenever a certificate is issued or revoked, a key rotates, a service or vendor changes, a product is acquired, a protocol setting changes, a signing system is modified or an asset is retired. Add an organization-defined review schedule appropriate to the rate and risk of change.

Make updates part of existing workflows: require a cryptographic-impact check in architecture review, change management, certificate issuance, software release, procurement and decommissioning. Monitor records with no owner, expired evidence, unsupported versions, approaching certificate expiry and open vendor questions. Report coverage and confidence separately; a large number of records with weak evidence is not the same as a complete inventory.

How to evaluate discovery approaches and tools

When comparing an internal script, a scanner, a managed service or a combination, evaluate the work it supports rather than a headline count of detections.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Evaluation axis Questions to ask
Coverage Does it inspect code, configuration, endpoints, certificates, cloud resources, embedded or OT devices and vendor-managed services?
Evidence quality Can an analyst see the source, command scope, timestamp and observed behavior behind a finding?
Business mapping Can findings link to an asset, owner, data classification, dependency and change record?
Operational impact What permissions, network access, traffic load, data handling and maintenance window are required?
Scale and repeatability Can it run across changing estates, preserve history and show newly introduced or removed use?
Integration Can results export to asset, certificate, configuration, risk and ticketing systems without losing evidence?
Sensitive-data handling Does it collect metadata only, protect exports and prevent private keys or secrets from entering reports?

NIST’s named utilities—pqcscan, sslscan2 and crt.sh—illustrate different discovery surfaces. NIST also notes that its tool list is not exhaustive. Use approved tools alongside owner, architecture and supplier evidence, and document what each method cannot see.

Common failure modes and recoveries

Relying on an external scan

Symptom: the report covers public TLS endpoints but misses internal services, signing systems and embedded devices. Recovery: add internal endpoint inventories, code and configuration review, certificate stores, release pipelines and supplier questionnaires; label the original scan’s boundary in every report.

Counting algorithms without recording purpose

Symptom: dozens of identical findings cannot be ranked because nobody knows what they protect. Recovery: require protocol, purpose, data, owner and dependency fields before a record can enter the prioritized queue.

Putting secrets in the inventory

Symptom: analysts copy private keys or credentials into a spreadsheet to make a record look complete. Recovery: delete secret material, retain only identifiers and lifecycle metadata, and link to the controlled key-management system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting vendor assurances without evidence

Symptom: a product is marked “PQC-ready” without a version, supported profile or test result. Recovery: request technical documentation, implementation scope, upgrade procedure, support dates and interoperability evidence; record unresolved answers as supplier dependencies.

Setting a deadline before understanding dependencies

Symptom: teams select a date but discover late that certificates, clients, devices or firmware cannot interoperate. Recovery: prioritize discovery of shared trust services and long-life devices, then set milestones tied to tested capabilities and applicable obligations.

Letting the spreadsheet become stale

Symptom: certificates, owners and product versions no longer match production. Recovery: connect inventory updates to change, release, certificate, procurement and retirement workflows; assign an owner and review condition to every record.

A practical first 90 days

  1. Days 1–15: establish governance. Name the inventory owner, approve scope, define record fields, classify access to the inventory and identify business, technical, OT and procurement contacts.
  2. Days 16–35: collect a baseline. Export assets and services, enumerate certificates, map external and internal TLS or SSH endpoints, inspect high-value repositories and request supplier information for long-life or business-critical products.
  3. Days 36–55: reconcile. Normalize identifiers, deduplicate findings, resolve owners, compare independent evidence and assign confidence. Track blind spots as explicit work items.
  4. Days 56–70: assess risk. Mark public-key roles, confidentiality lifetimes, signing functions, exposure, criticality, supplier constraints and migration feasibility. Produce ranked work packages rather than a raw finding count.
  5. Days 71–90: start controlled migration. Select a small number of representative systems, test target standards and interoperability, document rollback, update the inventory with results and use lessons to refine procurement and architecture requirements.

After the initial campaign, measure progress by evidence-backed coverage, owner assignment, tested migration paths and removal of obsolete mechanisms—not by the number of scans run. The objective is a map that lets engineers decide what to change, in what order, and with what operational safeguards.
