An internet exposure scan is only the starting point. A defensible inventory for wind, solar, storage and other renewable sites must identify each operational-technology (OT) asset, verify its site and function with the people who operate it, document every access path, record criticality and support status, and stay current as equipment and network connections change. Use existing records first, add carefully authorized discovery, validate findings physically or with site owners, then remove or restrict reachability that operations do not require.

What an internet-facing renewable-energy OT inventory includes

Operational technology is the hardware and software that monitors or controls a physical process. The U.S. Department of Energy identifies wind turbines, solar arrays, building-control systems and supervisory control and data acquisition (SCADA) as energy OT examples. Its asset-management guidance also calls for a regularly updated inventory covering devices such as meters, gateways and remote terminal units (RTUs).

For renewable generation, scope more than the controller at the center of a plant. Include the communications and security components that can expose OT or provide a route to it:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Wind-turbine controllers, turbine gateways, condition-monitoring systems and plant SCADA.
  • Solar inverters, array controllers, meteorological stations, plant controllers and SCADA servers.
  • Battery-energy-storage controllers, power-conversion systems and their management gateways.
  • Meters, RTUs, programmable controllers, sensors and specialized instrumentation.
  • Industrial switches, cellular or microwave routers, firewalls, VPN concentrators, jump hosts and vendor-maintenance appliances.
  • Cloud or hosted services that broker commands, telemetry or remote maintenance to a site.
  • Building-control systems and auxiliary equipment when they connect to the generation network.

The exact boundary is site-specific. A 2025 CISA-led asset-inventory guide notes that OT environments contain legacy systems, proprietary protocols, sensors and instrumentation, and that energy taxonomies include renewables, distributed energy resources and energy storage. Confirm the boundary with the operator rather than assuming one universal equipment list.

“Internet-facing” should mean any asset or service reachable from the public internet, as well as a remote-access mechanism that creates a path to OT. Record whether the exposure is direct, through a gateway, or through a remote-access service. A public address alone does not prove that a device belongs to your organization, is still installed, or is approved for access.

Why an exposure list is not an inventory

Search results from an exposure-discovery service can reveal an address, port, protocol or banner. They normally cannot establish the device’s physical site, process role, owner, maintenance contract, safety implications or business need. An inventory links technical observations to operational context.

That distinction matters when a finding is wrong, stale or shared. A service may be a cloud provider, a carrier-managed router, a contractor’s system or a neighboring organization. Conversely, an isolated serial controller or a non-IP device may be absent from internet searches even though a gateway exposes a route to it. Treat every external finding as a candidate requiring verification.

Set authority, scope and safety controls before collecting data

Define the sites and systems

List every generation, storage and support site in the program, including temporary or under-construction facilities. For each site, identify the production networks, safety-related systems, corporate connections, vendor connections and communications carriers. State whether the inventory covers only current production or also standby, spare and decommissioning equipment.

Assign decision rights

OT operations should approve collection methods and the timing of any activity that could affect equipment. Name a technical lead, a site or fleet owner, a cybersecurity contact and an authority who can stop a test. Establish who may authorize a configuration change, who validates a finding, and who accepts residual exposure.

Write a collection safety plan

Document the systems that must not be actively probed, approved maintenance windows, emergency contacts, rollback procedures and evidence-handling rules. Energy OT has distinct vulnerabilities and consequences; NIST recommends considering collection impacts on OT systems. A scan that is harmless on an office network can overload a fragile gateway, interrupt a serial conversion service or trigger an alarm on a controller.

Build a starting dataset from records you already own

Begin with information that does not touch production. Collect the following for each site and reconcile conflicts instead of selecting one source automatically:

  • Change tickets, installation packages, incident reports and recent outage records.
  • Cloud-service inventories and carrier-managed equipment records.

NIST’s energy-sector reference architecture describes combining existing organizational capabilities with new ones because data is often dispersed and static inventories become stale. Preserve the source and date of every field. Where two records disagree, keep both observations until the responsible owner resolves the difference; do not silently overwrite history.

A repeatable workflow for discovering and validating exposure

1. Establish the baseline and identifiers

Give each record a stable identifier that does not change when an IP address or cabinet changes. Separate the asset identifier from a hostname, serial number or address. Create a site code and naming convention that work across all locations, and document the relationship between a physical device, its logical node and any service that brokers access to it.

2. Discover external reachability with authorized methods

Use an approved exposure-discovery process to assess which organizational assets are accessible from the internet. CISA lists web-based discovery resources such as Thingful, Censys, Shodan and Shadowserver as examples. Follow your organization’s authorization and service terms; public visibility does not grant permission to log in, authenticate, alter settings or perform intrusive tests.

Capture the observed public address or service, port and protocol when known, certificate or banner evidence, observation time, and the apparent route into the site. Correlate more than an IP address where possible: use hostnames, certificates, provider information, account records, firewall logs or a gateway identifier. Then ask the site or network owner to verify identity, ownership, purpose and operational necessity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Trace the path to OT

For each candidate, determine whether it terminates on an OT device, a gateway, a jump host, a firewall, a cloud broker or a carrier router. Document the path in both directions: how a remote user reaches the site and how the site communicates outward. NIST SP 1800-23 describes tracking IP-based and serial connections and alerting when the known baseline changes. Include serial links, radio links and other non-IP paths even when the external entry point is IP-based.

4. Validate the physical and process context

Ask a person who understands the site to confirm the equipment’s cabinet, area, process function and dependencies. If records are insufficient, perform a controlled walk-down or review photographs, diagrams and maintenance documentation. Physical validation is especially important for legacy devices, shared gateways and equipment whose labels do not match current naming conventions.

5. Record confidence and provenance

Mark each field as observed, owner-confirmed, inferred or unknown. Store the source, observer, date and validation status. An external observation can be high confidence for a public address but low confidence for ownership; a site walk-down can establish location while leaving firmware version unknown. This distinction prevents an apparently complete row from being mistaken for a fully verified asset.

6. Reconcile duplicates and stale findings

Compare discovery results with firewall rules, address records and site registers. Merge records only when identity is established; otherwise retain separate candidate records and assign an investigation owner. Close a finding only after confirming that the service was removed, the address was reassigned, or the observation was not associated with the organization. Keep closure evidence and date so the same stale result does not reappear as a new incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fields to capture in every inventory record

The following schema combines the attributes emphasized in NIST SP 800-82 Revision 3 and NIST SP 1800-23 with the exposure details needed for renewable sites. “Not stated” is preferable to an unverified guess.

Record area Fields Why it matters
Identity Stable asset ID; device or system class; manufacturer; model; serial number; hostname; asset status Distinguishes equipment that may share an address or name and supports lifecycle tracking.
Location Country or region; site; plant area; cabinet or process location; logical network or zone Connects a technical record to the people, safety procedures and physical dependencies at that location.
Software and support Operating system where applicable; application; firmware version; patch level; support status; end-of-life date if known Shows whether remediation, replacement or vendor assistance is available.
Connectivity IP and MAC addresses; serial or radio links; protocols; connected systems; data and control relationships Reveals both direct communications and hidden dependencies.
Exposure Public address or service; port; access mechanism; direct, gateway or brokered route; authentication method; exposure required (yes, no or pending) Supports a defensible decision about restricting reachability.
Operations Function; process controlled or monitored; criticality; safety or reliability dependencies; consequences of loss or change Lets the operator prioritize without treating every device as equally important.
Responsibility Asset owner; site operator; maintenance party; cybersecurity contact; vendor; support contract Gives every question and corrective action a responsible person.
Evidence and lifecycle Source; observation date; validator; confidence; change ticket; installation, removal and next-review triggers Proves when a fact was established and tells the team when to revisit it.

Choose discovery methods according to OT risk

No single technique sees every renewable site safely. Compare methods on operational impact, coverage and the quality of context they produce.

Method Strengths Limitations and controls
Existing records and configuration review Low production impact; exposes intended topology, ownership and approved remote access. May be stale or inconsistent; reconcile with observations and change history.
Passive network observation Can identify communicating IP devices and protocols without sending probes. Misses quiet, isolated or serial devices; requires a sensor location that can see the relevant traffic.
Authorized external exposure discovery Shows what appears reachable from outside and can reveal forgotten services. Cannot prove ownership or process role; validate every result and avoid intrusive interaction.
Endpoint or agent collection Can provide detailed software, firmware and local configuration data. Agents may be unsupported on specialized controllers; test compatibility and obtain OT approval.
Active network scanning Can improve identification and repeatability for suitable IP devices. May disrupt fragile equipment or communications; test on offline systems or components first and schedule approved production activity.
Manual review and physical inspection Finds non-IP, serial, isolated and poorly documented equipment and establishes process context. Slower and dependent on knowledgeable personnel; record evidence consistently.

NIST advises testing asset-management tools on offline systems or components before production deployment. For data-flow mapping, consider planned downtime when a tool uses active scans or in-line probes. Network-topology discovery may capture only IP-connected devices, so manual documentation or inspection is necessary for isolated and non-IP components. A practical sequence is records first, passive or low-impact observation next, controlled tool testing, and only then approved production collection. Where automation is unsafe or incomplete, manual processes are an acceptable way to keep the inventory current.

Decide whether each exposure is operationally necessary

Use a documented decision for every reachable service, not a blanket rule for an entire site. CISA’s exposure-reduction sequence is to assess current reachability, determine which assets need internet access for operational purposes, review dependencies before changing access, and remove or restrict access that is unnecessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Classify the business need

  • Required: A documented operating, safety, regulatory or maintenance function depends on the connection.
  • Replaceable: The function is needed, but a private link, broker, scheduled connection or monitored jump host can provide it with less exposure.
  • Unnecessary: No current owner or process dependency justifies public reachability.
  • Unknown: Evidence is insufficient; assign an owner and deadline rather than allowing uncertainty to become permanent access.

Review dependencies before changing access

Identify commands, telemetry, alarms, time synchronization, certificate services, vendor maintenance and emergency procedures that use the route. Check whether a gateway serves multiple turbines, inverters or storage units. Confirm the effect of a firewall or routing change with the operator, and prepare a rollback that restores the previous approved configuration without bypassing change control.

Apply controls to exposure that remains

For access that must remain, CISA recommends changing default passwords, applying supported patches, replacing unsupported devices or software where appropriate, using a secure monitored jump host, monitoring ingress and egress traffic, enabling multifactor authentication where possible (including at the jump host), and assessing the exposed service. Record which control is implemented, who accepted any exception and when it will be reviewed. Never treat a mitigation as safe merely because it is common in IT; validate it with the OT owner.

Maintain one baseline across many sites

Dispersed wind and solar portfolios change continuously: equipment is swapped, firmware is updated, carriers change, and temporary vendor access is opened for maintenance. Assign an owner for the fleet view and a local validator for each site. Require an inventory update as part of these events:

  • New installation, commissioning, expansion or repowering.
  • Removal, decommissioning or replacement of a device, gateway or communications circuit.
  • Firmware, operating-system, application or configuration changes.
  • Firewall, VPN, jump-host, cloud-broker or carrier changes.
  • Vendor onboarding, maintenance-window access or contract termination.
  • Changes to process criticality, operating mode or dependencies.
  • Discovery of a new, removed or unexpectedly communicating asset.

Reconcile site records on a risk-informed schedule. Higher-criticality or externally reachable assets warrant more frequent review than a stable, isolated component. Between formal reviews, monitor for additions, removals and unexpected communications and alert a responsible person. NIST SP 1800-23 demonstrates baselining, continuous identification and monitoring, criticality classification and alerts on deviations; DOE calls for a regularly updated device inventory and current network-configuration diagrams.

How to compare inventory tools or approaches

A feature-count comparison can hide the risks that matter in OT. Score each candidate method against these questions:

  1. Safety: Does it observe passively, send active probes, install an agent or require an in-line component? What testing, downtime and rollback are required?
  2. Coverage: Can it account for IP, serial, radio, isolated, remote, third-party and cloud-connected assets?
  3. Identification quality: Does it capture manufacturer, model, firmware, protocol, role, location, owner and confidence, or only an address?
  4. Change visibility: Can it detect new, removed, changed or unexpectedly communicating assets and notify the right person?
  5. Risk context: Can the record include criticality, operational dependencies, exposure status and support or obsolescence information?
  6. Integration: Can it reconcile address management, configuration records, firewall data, maintenance systems and existing site registers?
  7. Ownership: Can local operators maintain records and resolve findings, or does the method create another unowned database?

NIST guidance supports these criteria because it highlights active-scan safety, limits of IP-only discovery, remote and dispersed assets, consolidated views, criticality and baseline-change alerts. A technically capable tool that cannot be operated safely or maintained by the sites is not a complete solution.

Common failure modes and recovery steps

“The scan found an address, so we counted an asset.”

Recover by creating a candidate record, correlating additional evidence and obtaining owner confirmation. Record the route, service and observation date, then classify ownership and purpose as unknown until verified.

A practical implementation checklist

  1. Obtain written authorization from OT operations and identify a stop-work authority.
  2. List sites, generation types, storage systems, networks, gateways and remote-access services in scope.
  3. Assign stable identifiers and owners for both fleet and site records.
  4. Import asset registers, diagrams, address records, firewall and remote-access configurations, vendor records and change history.
  5. Run an authorized external exposure assessment and preserve observation evidence.
  6. Correlate findings with more than an IP address and create candidate records for unresolved items.
  7. Validate site, physical location, process role, owner, support status and dependencies with qualified personnel.
  8. Document IP, MAC, serial and other communications, software or firmware, protocols and exposure paths.
  9. Classify criticality, exposure necessity, confidence and next review trigger.
  10. Test proposed active tools on offline systems or components; use passive or manual methods where production risk is unacceptable.
  11. Review each exposure with the operator, remove or restrict unnecessary access, and protect required access with approved controls.
  12. Baseline the result, monitor for changes and update the record after every relevant lifecycle or network event.

What a defensible result looks like

At the end of the first cycle, you should be able to answer, for every internet-reachable service: What is it, where is it, what process does it support, who owns it, how does traffic reach it, what software or firmware runs there, how critical is it, is public access necessary, what evidence supports the record, and when will it be reviewed? You should also be able to identify the gaps where those answers remain unknown and assign them to a named person.

This approach turns exposure discovery into an operational baseline rather than a one-time list. It accommodates legacy and non-IP equipment, respects the safety constraints of renewable-energy control systems, and gives decision-makers enough context to reduce unnecessary reachability without guessing at dependencies.
