Start with a scoped cryptographic discovery effort, then connect every algorithm and cryptographic function to the systems, applications, services, data flows, vendors and information it protects. Combine automated discovery with interviews or structured requests to system owners, application teams, procurement and suppliers. Use the resulting inventory to rank systems by data sensitivity, confidentiality lifetime, business criticality, public-key exposure, signing or key-establishment role, dependencies and replacement lead time.
This approach follows the direction of NIST’s National Cybersecurity Center of Excellence (NCCoE): understanding the extent, location and use of current cryptography is the practical starting point for a post-quantum migration. The joint CISA/NSA/NIST fact sheet dated August 17, 2023 likewise emphasizes early planning, asset inventories, risk assessment and vendor engagement.
What is a cryptographic inventory?
A cryptographic inventory is a maintained record of cryptography used across systems, applications, services, devices and data flows. It is more than a list of algorithms. A useful record explains what an algorithm or cryptographic function does, where it operates, which system owns it, what information it protects, which suppliers and dependencies are involved, and how difficult it will be to replace.

Include the full estate
- Enterprise IT, cloud and hosted services, networks, applications, endpoints and data stores.
- Operational technology and embedded systems where cryptography affects safety, availability or long replacement cycles.
- Identity systems, authentication services, remote access, VPNs, SSH and TLS endpoints.
- Software and firmware signing, update servers, build pipelines and systems that validate signatures.
- Libraries, operating-system components, hardware security modules and cryptographic accelerators.
- Supplier products, managed services and interfaces that exchange protected data with your environment.
Record key metadata, never key material
The inventory should identify a key’s type, associated algorithm, owner, application, expiration date and lifecycle status. It should not collect private keys, secret values or other key material. Treat the inventory as governance and migration data, not as a new repository of secrets.
Why the context matters
An entry such as “RSA found” is not actionable by itself. The same algorithm may be used for a short-lived test certificate, a long-lived signing process, a VPN gateway, or a certificate chain embedded in thousands of devices. The record must connect the observation to its purpose, location, owner, business function, vendor, protected data and replacement constraints.
Set scope, ownership and maintenance rules before scanning
Write a scope statement that names the environments and cryptographic uses covered in the first release. Include production and development where they can affect released software, certificate issuance or signing. Decide whether subsidiaries, laboratories, acquisitions, disconnected networks and supplier-managed environments are in scope, and document exclusions rather than allowing them to disappear silently.

Assign an accountable owner for the inventory and a named contact for every in-scope business or technical area. Define who can create, approve, update and retire records. Establish a review trigger for new systems, major upgrades, certificate renewal, supplier changes, incidents and standards changes. A spreadsheet can support a pilot, but a larger estate needs controlled access, history, export and repeatable collection.
Use a common record structure
| Record area | Information to capture | Example observation |
|---|---|---|
| Cryptographic function | Algorithm family, mode or protocol role, and purpose | TLS key establishment; code-signing signature validation; symmetric encryption for a data store |
| Location | Host, application, library, device, cloud service or data flow | Public API gateway, build server, mobile application library or embedded controller |
| Keys and certificates | Key type, owner, algorithm, expiration, lifecycle status, certificate chain and issuing source | Production certificate expiring in a defined renewal window, with chain and owning service recorded |
| Protected information | Data classification, confidentiality lifetime and routes across systems | Records whose confidentiality must last for many years and cross a supplier connection |
| Dependencies | Upstream and downstream systems, libraries, hardware security modules and vendors | Firmware update service depends on a signing key and device-side signature validation |
| Accountability | Business owner, technical owner, supplier contact and evidence source | Service owner confirmed by configuration review and supplier statement |
| Lifecycle and migration | Replacement constraint, support status, target approach, due date, exception and confidence | Hardware refresh required before a cryptographic implementation can be changed |
Discover cryptography from multiple angles
No single scanner produces a complete inventory. NIST’s inventory FAQ describes sample tools and directs readers to each tool’s website or repository for current capabilities. Treat automated output as evidence to reconcile, not as proof that an unreported dependency does not exist.
1. Analyze source code and build inputs
Search source code, dependency manifests, build scripts and configuration for cryptographic libraries, algorithm identifiers, protocol settings, certificate stores and signing operations. Include generated code and container images when they can alter the deployed implementation. Record the file, component or build step that supplied each finding so an owner can reproduce it.
2. Inspect binaries, packages and firmware
Where source is unavailable, examine binaries, package metadata and firmware documentation for embedded libraries, certificate chains and signature validation. Mark reverse-engineered or inferred findings with lower confidence until an owner or supplier confirms them. A binary scan can show that a component exists without proving which execution path uses it.

3. Scan network-facing services safely
Use controlled scans of TLS, SSH, VPN and other exposed services to identify negotiated protocols, certificates and supported cipher suites. Coordinate with operations, respect rate limits and avoid disruptive probes on fragile or operational-technology devices. Capture the endpoint, observation time and configuration context because network results change after a deployment or certificate renewal.
4. Gather certificates and chains
Pull certificates from internal stores, load balancers, service meshes, endpoint agents, cloud consoles and public transparency sources. Record subject, issuer, chain, key type, expiration and the system that presents or validates the certificate. A certificate record without its owning service is difficult to migrate, so reconcile duplicate certificates and map each one to a live endpoint.
5. Use asset, software and procurement records
Compare discovery results with configuration-management databases, software bills of materials, endpoint inventories, cloud asset lists, hardware records and procurement contracts. Contracts and renewal dates can reveal replacement constraints that a scanner cannot see. Ask whether a supplier controls upgrades, whether an end-of-support date is fixed and whether a cryptographic change requires a certified product revision.
6. Ask owners and suppliers directly
Send a structured questionnaire that requests algorithms and purposes, protocol versions, signing and key-establishment uses, certificate management, data lifetime, dependencies, supported upgrades and product roadmaps. Require evidence such as configuration excerpts, architecture diagrams, release notes or supplier attestations. Record unanswered questions as unknowns with an owner and due date.
Free tools Windows power users keep installed
One-click scans. No signup required.
Validate findings and make uncertainty visible
Reconcile scanner output against source code, configuration, procurement records, system-owner knowledge and supplier statements. Resolve conflicts rather than overwriting one source with another. For each record, store the evidence source, observation date, reviewer and confidence level. Distinguish “not observed” from “confirmed absent”; an encrypted channel may be hidden behind a service mesh, library abstraction or supplier-managed component.
Use a short validation cycle for high-impact findings. Ask the owner to demonstrate where the function runs, what data it protects, which key or certificate it uses, and what would break if the algorithm or protocol changed. Link duplicate observations to one canonical record while retaining the original evidence. Retire records only when the associated asset or service is demonstrably decommissioned.
What are some existing tools that can be used for cryptographic inventorying?
NIST’s NCCoE FAQ names the following examples. They are not an exhaustive endorsement, and NIST does not publish comparative test results or a ranking for them. Confirm current supported platforms, maintenance, licensing, data handling and safe deployment before selecting any tool.

Prioritize systems that need post-quantum upgrades
Inventorying tells you where cryptography exists; prioritization determines what to change first. Give higher attention to systems that combine sensitive or long-lived data with quantum-vulnerable public-key cryptography, especially key establishment and digital signatures. Include systems that create signatures and those that validate them: software distribution, firmware updates, package repositories and device boot chains can all become migration blockers.
Assess these risk dimensions
- Confidentiality lifetime: How long must the information remain secret? NIST highlights sensitive, long-lived data as a concern because an adversary could collect encrypted data now and attempt to decrypt it later, commonly described as “harvest now, decrypt later.”
- Cryptographic role: Key establishment and public-key encryption affect confidentiality; digital signatures affect authenticity, software trust and update acceptance. Symmetric encryption and hashing still require lifecycle management even when their migration path differs.
- Business criticality: Rank systems whose failure would interrupt safety, revenue, regulatory obligations, essential operations or customer access.
- Dependency reach: A shared identity service, certificate authority, signing service or API gateway may affect many downstream applications.
- Replacement lead time: Consider hardware refresh cycles, recertification, supplier roadmaps, proprietary protocols, field-service windows and interoperability testing.
- Operational constraints: Disconnected, embedded and safety-sensitive environments may need staged changes, dual support or extended testing.
- Vendor support: Record whether the supplier has a documented transition plan, supported cryptographic options and a delivery date.
Use a transparent priority decision
Classify each record as immediate planning, planned migration, monitored dependency or low-priority maintenance only after documenting the reasons. “Immediate planning” is appropriate when long-lived sensitive data, high criticality, public-key key establishment or signing, broad dependency reach and long replacement lead time occur together. “Planned migration” fits systems with meaningful exposure but a shorter replacement path. “Monitored dependency” can describe a supplier-controlled component with no confirmed upgrade yet, provided an owner and review date are assigned. Do not treat a missing scan result as low risk.
Where can you start your migration to PQC?
Start with the inventory and a roadmap rather than changing algorithms ad hoc. NIST says its first three finalized post-quantum standards were released in 2024 and encourages organizations to begin transitioning. NIST mathematician Dustin Moody, who heads the post-quantum cryptography standardization project, said: "We encourage organizations to begin their transition to these standards immediately to ensure their data remains secure in the quantum era."
NIST IR 8547 is an initial public draft describing a planned transition from quantum-vulnerable algorithms to post-quantum digital-signature and key-establishment standards. Its record states that it was published November 12, 2024, with comments closing January 10, 2025. Treat that document as a draft and verify its current status and any subsequent revisions before using it to set mandatory dates.

Build the roadmap in dependency order
- Establish governance: name an executive sponsor, inventory owner, risk authority and technical leads for identity, networks, applications, product security, procurement and suppliers.
- Identify shared cryptographic services: certificate authorities, key-management services, hardware security modules, signing infrastructure, VPN concentrators, API gateways and identity platforms can influence many projects.
- Define target capabilities: document approved post-quantum algorithms and protocol profiles after checking current standards, product support and regulatory requirements. Separate key-establishment and signature workstreams.
- Design for crypto-agility: isolate algorithm choices behind replaceable interfaces, configuration, policy and inventory metadata. Avoid hard-coding one algorithm into application logic, device firmware or data formats.
- Pilot interoperability: test clients, servers, libraries, certificates, message sizes, performance, logging, monitoring, backup and recovery in a representative environment. Test rollback and mixed-version operation before production changes.
- Sequence high-value migrations: prioritize long-lived sensitive data, signing systems, shared services and assets with long procurement or field-update cycles.
- Engage suppliers contractually: request roadmaps, supported standards, delivery milestones, end-of-support dates, vulnerability notification processes and evidence for product claims.
Turn priorities into a migration backlog
Each prioritized record should become an owned work item with a target date, dependency links, acceptance criteria, test environment, rollback plan and exception path. Include the system owner, security reviewer, supplier contact and data owner. Track whether the change affects certificates, protocol negotiation, client compatibility, archival data, hardware modules, signing pipelines or operational procedures.
Define completion evidence before implementation. Examples include a configuration export showing the approved profile, an interoperability test report, a regenerated certificate chain, a signed firmware update accepted by representative devices, or confirmation that a retired component no longer handles protected data. Keep the inventory updated when the work item closes; a ticket marked complete without a corresponding inventory change creates a new blind spot.

Common failure modes and fixes
Relying on one perimeter scan
Problem: Internet-facing scans miss internal services, code libraries, certificates in stores, embedded devices and supplier-controlled functions.
Fix: Combine code and configuration analysis, network scans, certificate sources, asset records and owner or supplier questionnaires. Record the coverage and blind spots for every collection method.
Counting algorithms without their purpose
Problem: An algorithm name does not reveal whether a system performs key establishment, signs software, validates a certificate or protects a low-value test channel.
Fix: Require purpose, location, protected data, owner and dependencies before assigning migration priority.
Collecting secrets into the inventory
Problem: Copying private keys or secret values into a spreadsheet or platform creates a separate security incident risk.
Fix: Store metadata only and link to the controlled key-management or certificate system through an approved reference.
Marking unknown as absent
Problem: A scanner that cannot inspect a supplier appliance or encrypted service reports no finding, which can be misread as no cryptography.

Fix: Record unknowns, confidence, evidence gaps, owner and due date. Escalate unresolved high-impact unknowns instead of downgrading them.
Ignoring signature validation
Problem: Teams focus on encrypted traffic but overlook software and firmware update mechanisms that create or validate signatures.
Fix: Inventory build systems, signing keys, repositories, bootloaders, update servers and device-side validation, then test the complete trust chain.

A practical first 90 days
The following sequence is an implementation pattern, not a mandated NIST schedule.
- Days 1–15: approve scope, owners, data handling rules, confidence labels and the record structure. Select representative business-critical systems and long-lived data flows.
- Days 16–35: run safe network and certificate discovery, analyze priority repositories and packages, import asset and procurement data, and issue owner and supplier questionnaires.
- Days 36–50: reconcile duplicates, validate high-risk findings, document unknowns and map shared services, signing systems and supplier dependencies.
- Days 51–65: assess confidentiality lifetime, criticality, public-key role, dependency reach, operational constraints and replacement lead time. Assign a priority and accountable owner to each record.
- Days 66–80: create migration work items, select pilot systems, define interoperability and rollback tests, and obtain supplier commitments where products are externally controlled.
- Days 81–90: run the first pilot, capture evidence, update the inventory, report unresolved risks and approve the next migration wave.
Keep the inventory useful after the first release
Cryptographic discovery is continuous because certificates expire, services move, libraries are upgraded, suppliers change products and standards evolve. Schedule recurring collection, but also trigger updates from architecture reviews, procurement, software releases, certificate issuance, incident response and hardware replacement. Review confidence and stale records at governance meetings.
Use the inventory to answer concrete questions: Which systems protect information that must remain confidential for decades? Which signing services can block a fleet-wide update? Which supplier products lack a supported transition path? Which shared certificate or key-establishment services create the largest dependency graph? When the records can answer those questions with evidence and named owners, they are ready to drive a post-quantum migration rather than merely document the past.
