A useful cryptographic inventory is a relationship map, not a list of algorithm names. It shows where cryptography is used across hardware, software, services, files and network protocols; which libraries and dependencies provide it; what data or processes it protects; and how confident you are in each finding. Build it by scoping your estate, collecting software and supply-chain evidence, scanning artifacts and services, recording relationships, validating results with owners, and using the finished inventory to prioritize risk reduction and migration work.

What a cryptographic inventory needs to answer

The central question is not simply “Which algorithms do we run?” It is “Where and how does cryptography protect an important system, service, data set or process, and what would have to change if that cryptography became unacceptable?” A useful record connects an algorithm or primitive to its purpose, implementation, configuration, dependency chain and business context.

This approach follows the goal described by the National Institute of Standards and Technology (NIST): cryptographic discovery should reveal where and how cryptography protects important data and digital systems so an organization can make risk and migration decisions. NIST’s post-quantum-cryptography work describes the need to understand the use of quantum-vulnerable public-key algorithms in hardware, software and services and to create roadmaps for prioritizing replacement algorithms.

Every finding should therefore be traceable from a business system to a component, library or provider, implementation and protocol, with evidence and a validation status. A single application may use several cryptographic paths: a library for application data, a keystore for a service identity, TLS for an API connection, SSH for administration and a package dependency that embeds another provider. Recording only the first visible algorithm would hide most of that exposure.

Define scope before you scan

Start with an owned system and service register

Use the inventory of systems you own or operate as the starting point. Include on-premises and cloud environments, endpoints, application services, network-facing infrastructure and relevant third-party components. NIST’s discovery examples span hardware, software and services and are explicitly non-exhaustive, so your scope should follow how your organization actually stores data, runs code and exchanges information.

  • Identify each system, service, environment and business owner.
  • Mark production, test, development, disaster-recovery and laboratory instances separately when their configurations or dependencies differ.
  • Include managed services and vendor-provided components when your organization relies on their cryptographic behavior, even if you cannot inspect their implementation directly.
  • Record internet-facing, partner-facing and internal-only exposure because the protocol and migration urgency may differ.

Set discovery boundaries and handling rules

Decide which environments are in the first pass, what evidence may be copied into the inventory, and who can view sensitive metadata. Record references to keys and certificates rather than copying secret key material into a general-purpose database. Define retention, access and redaction rules before collecting keystores, configuration files or scan output.

Write down exclusions and reasons. For example, a vendor service may be in scope for ownership, protocol and certificate evidence while its internal binaries remain inaccessible. An explicit boundary is safer than treating an inaccessible area as cryptographically clean.

Collect the evidence you already have

Software, source and build records

Gather source repositories, build manifests, dependency lockfiles, deployment artifacts, software-component records and vendor disclosures. Capture component names, versions, package or image identifiers, the dependency path and the system in which each component is deployed. Build metadata can show that a cryptographic library is present even when a runtime scan cannot execute the application.

Review build and deployment pipelines for generated artifacts, embedded providers, language-specific packages and configuration overlays. Keep the artifact digest or other immutable identifier with the finding so a later scan can be compared with the exact object that was deployed.

SBOMs and supply-chain records

Collect software bills of materials (SBOMs) from internal builds and vendors, then correlate their components and dependency relationships with your system register. NIST supply-chain guidance recommends using SBOMs alongside tailored vendor-risk, open-source-control and vulnerability-management practices. An SBOM improves component visibility, but it is not proof that every cryptographic function has been discovered: a component list may omit runtime configuration, protocol use, generated keys or cryptographic code embedded in an artifact.

An NSA announcement dated July 29, 2026, describing an update to SBOM minimum elements, identifies dependency relationships and component hashes among the fields. Preserve those relationships and hashes where available; they make it possible to distinguish two versions of a package that have the same display name and to trace a cryptographic finding through transitive dependencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Existing operational records

Pull certificate inventories, key-management records, service catalogs, CMDB entries, vulnerability reports, network-service inventories and cloud configuration exports. These sources often contain ownership and environment information that scanners cannot infer. Treat each source as evidence with a collection date and provenance rather than as an unquestionable truth.

Scan executable and non-executable artifacts

NIST SP 1800-38B, a preliminary draft dated December 2023, uses a demonstration scope that includes both code and cryptographic material. It is a useful example of coverage to test, not a universal checklist or a final requirement.

Artifact area Evidence to collect What it can reveal
Application software Application binaries and deployed packages Embedded cryptographic implementations, providers and compiled dependencies
Source and dependency material Source repositories, dependency records and component versions Declared and transitive libraries, build-time choices and version relationships
Java software Java archives Packaged providers, libraries and application code that may not appear in a host-level package list
Keystores PKCS#12 files and Java Keystores Certificate and key references, aliases, ownership and configuration context
Key and certificate formats OpenPGP, X.509, OpenSSH, PKCS#1 and PKCS#8 material Key or certificate type, associated identity and the systems or services that reference it

The formats above come from the NIST demonstration scope. Add formats used by your own platforms and products rather than assuming that this list is complete. For every artifact, preserve its path or logical identifier, owner, environment, hash where appropriate, discovery method and timestamp.

Handle secrets safely

Do not place private keys, passwords or unredacted secret values in a broadly accessible inventory. Store a controlled reference to the key-management system, keystore alias, certificate fingerprint or secret identifier. Limit access to the original material and record only the attributes needed for risk and migration decisions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Interpret encrypted private-key results cautiously

NIST specifically notes a fidelity limitation for encrypted private-key formats. A scanner may identify the file but be unable to determine all attributes without the password or an appropriate decryption workflow. A clean result, or a result with no recognized algorithm, must not be reported as proof that cryptography is absent. Mark the finding as unverified, identify the access limitation and route it to an authorized owner for confirmation.

Inspect network protocols and exposed services

Network discovery finds cryptography that is negotiated or configured outside application source code. NIST’s demonstration initially scoped TLS, SSH and IPsec. Begin with listening services and service ownership, then inspect the protocol configuration and the certificates, keys, providers and authentication methods involved.

TLS and applications that use it

Include services that use TLS directly and services that carry TLS through a higher-level protocol. The NIST examples include HTTPS, SMTP with STARTTLS, IMAPS, POP3S and RDP. Record the endpoint, port or service identity, protocol configuration, certificate reference, authentication or key-establishment behavior, and the application or data flow protected.

SSH

For SSH services, map the server and client roles, host-key references, user-authentication method, key files or agent references, configuration source and administrative owner. Separate production access paths from temporary or development access because their exposure and replacement procedures may differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IPsec and VPN services

Identify IPsec or VPN endpoints, protected networks, tunnel owners, configuration templates and key-exchange dependencies. Link the tunnel to the systems and data flows it protects instead of recording only the gateway’s configuration.

Cloud and managed endpoints

Where a provider controls the implementation, capture the service name, region or environment, endpoint configuration, certificate or key reference, documented cryptographic options and the provider’s evidence. Mark implementation details that cannot be independently inspected and seek owner or vendor confirmation rather than inferring them from a service label.

Design a relationship-centered inventory record

Store one finding as a set of linked entities rather than a flat spreadsheet cell. A practical minimum record contains the following fields:

  • Decision context: data sensitivity, system criticality, exposure, dependency reach, replacement constraints and migration priority.

Use CBOM concepts without treating them as a finished standard

A cryptography bill of materials (CBOM) is a developing way to represent cryptographic assets and their dependencies on top of an SBOM. It can make relationships between systems, components, libraries, protocols, algorithms and protected data easier to query. NIST cautioned in its preliminary work that the model might not cover every organization’s use case, so preserve your own fields and relationships when the chosen format cannot express them.

Validate automated findings

Automation is valuable for breadth, but no scanner sees every execution path, inaccessible secret or managed-service implementation. Use a validation loop that combines technical evidence and owner knowledge.

  1. Normalize the finding. Resolve package names, system identifiers, versions and duplicate observations into canonical records. Keep the original evidence attached.
  2. Check the deployment. Confirm that the scanned artifact, image, binary or configuration is actually deployed in the stated environment and date.
  3. Trace the dependency. Determine whether the library is direct, transitive, embedded, dynamically loaded or unused at runtime. Do not equate presence in a package list with active use.
  4. Review configuration and source. Compare scanner output with configuration files, build settings and relevant source paths. Record when a feature is compiled in but disabled, or enabled only under a particular condition.
  5. Confirm network behavior. Compare protocol observations with endpoint configuration, certificate records and service ownership. Record differences between configured and negotiated behavior.
  6. Ask the owner targeted questions. Request confirmation of purpose, protected data, key ownership, failover behavior and planned replacement constraints.
  7. Resolve conflicts explicitly. Keep both observations, identify which is newer or more authoritative, and document the decision. Never silently overwrite contradictory evidence.
  8. Assign a validation status and next action. A finding that cannot be confirmed should remain visible with its uncertainty and an owner for follow-up.

Repeat discovery when software, dependencies, certificates, protocols or infrastructure change. NIST supply-chain guidance emphasizes tailoring and prioritizing practices; an inventory that is not refreshed becomes a historical snapshot rather than an operational control.

Compare discovery methods by coverage and evidence quality

Choose methods as a portfolio. The following comparison describes what each method contributes; it is not a ranking of products.

Method Strength Typical blind spot Best use
Source and configuration review Shows intended use, feature flags, protocol settings and ownership context May miss generated code, runtime changes and undocumented services Validate why and how a component is used
Binary and artifact scanning Finds packaged libraries, providers, archives and embedded implementations Presence does not prove execution; encrypted or inaccessible artifacts reduce fidelity Discover deployed and build-time components
SBOM and dependency correlation Provides component versions, hashes and direct or transitive relationships Does not by itself describe cryptographic purpose, runtime configuration or key material Trace supply-chain reach and update impact
Network and service inspection Reveals exposed endpoints and protocol use such as TLS, SSH and IPsec May not identify internal library implementation or dormant paths Find externally reachable and operational cryptographic use
Owner and vendor confirmation Supplies business purpose, protected data and managed-service details Can be delayed, inconsistent or based on incomplete documentation Resolve ambiguity and migration constraints

When evaluating a discovery platform or internal process, compare source, binary, dependency, file, service, cloud and hardware coverage; relationship depth; treatment of encrypted or inaccessible artifacts; supported platforms and protocols; evidence and provenance; SBOM, CMDB and CI integration; export and interoperability; repeatability; and triage workflow.

Turn the inventory into migration and risk priorities

The inventory is useful when it changes decisions. Prioritize systems where cryptography protects important data or processes, where exposure is high, where a vulnerable dependency is widely reused, or where replacement requires long lead time.

Prioritize by protected value

Start with the data, identity, transaction or process being protected. A cryptographic use attached to a critical business process deserves more attention than an isolated development artifact, even if both report the same implementation.

Prioritize by exposure and reach

Consider internet-facing services, partner connections, administrative access, broad internal reach and dependencies shared across many systems. A single library or provider used throughout the estate can create a migration bottleneck and should be analyzed as a common dependency.

Prioritize by confidence and uncertainty

Unverified findings are not automatically low risk. An inaccessible encrypted key file or undocumented managed service may represent a significant unknown. Track uncertainty separately from severity and assign an owner and deadline for resolution.

Build a migration worklist

For each prioritized record, document the current use, replacement objective, dependent systems, owner, testing needs, rollback plan and evidence required for closure. Group records by shared library, provider, protocol or certificate lifecycle so one engineering change can address multiple systems.

NIST’s post-quantum guidance describes discovery as an input to roadmaps for prioritizing NIST post-quantum cryptographic algorithms. That does not make every inventory item a post-quantum migration task: the NIST demonstration’s vulnerability scope focuses on asymmetric signatures and key establishment, while symmetric primitives were outside that project’s scope because they are not affected in the same way. Maintain a broader inventory for all security purposes and use the relevant subset for each migration decision.

Operate the inventory as a continuing control

Set update triggers

  • New or changed software, container image, firmware or dependency.
  • Certificate issuance, renewal, revocation, key rotation or keystore replacement.
  • Protocol, endpoint, VPN, identity or network-architecture changes.
  • Cloud-service onboarding, region change, provider change or vendor disclosure.
  • Security incident, vulnerability notice or failed validation.

Measure completeness without inventing a false percentage

Use operational indicators such as the proportion of in-scope systems with an owner, the number of findings with evidence and validation status, the age of the last observation, the number of unresolved inaccessible artifacts and the count of shared dependencies linked to migration plans. These are management measures for your program, not universal statistics; define the denominator and collection period for each one.

Preserve provenance

Keep the original scan or observation, tool and version, artifact identifier, collection time, reviewer and subsequent decision. Provenance lets you explain why a finding changed and prevents a later clean scan from erasing an earlier warning without analysis.

Common failure modes and corrective actions

“We have an SBOM, so cryptography is covered.”

Why it fails: An SBOM describes software components and relationships, not necessarily cryptographic purpose, runtime use, protocol negotiation or key and certificate assets.

Correction: Correlate SBOM data with artifact, configuration, service and key or certificate evidence, then represent cryptographic relationships in a CBOM-like layer or equivalent data model.

“The scanner found no algorithm, so none is present.”

Why it fails: Coverage varies by platform and artifact, and encrypted private-key formats can reduce discovery fidelity.

Correction: Record the scan limitations, seek authorized owner confirmation and mark the result as unverified rather than absent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A library appears in the dependency list, so the application uses it.”

Why it fails: Components can be unused, conditionally loaded, embedded or replaced at runtime.

Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.

Correction: Trace the dependency to code, configuration and runtime evidence, and distinguish declared, packaged, loaded and observed use.

“We only need to inspect public HTTPS.”

Why it fails: Cryptography also protects SSH administration, IPsec or VPN tunnels, mail protocols using STARTTLS, IMAPS, POP3S, RDP, internal services, files and application data.

Correction: Combine endpoint and network discovery with source, artifact and keystore review across internal and external environments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A preliminary demonstration is a final compliance checklist.”

Why it fails: NIST SP 1800-38B is identified as a preliminary draft, and its examples do not guarantee complete discovery for every environment.

Correction: Use the demonstration scope to design coverage tests, verify later NIST publications and tailor the inventory to your platforms, protocols and operating model.

“We will collect every private key in one central spreadsheet.”

Why it fails: It creates unnecessary exposure and does not improve relationship mapping.

Correction: Keep secrets in their authorized key-management systems and store controlled references, fingerprints, ownership and lifecycle metadata in the inventory.

A practical implementation sequence

  1. Establish ownership. Assign a security or platform lead, system owners, service owners and a data steward for the inventory.
  2. Load the system register. Add environments, criticality, data or process protected, exposure and owner.
  3. Ingest software evidence. Import repositories, manifests, SBOMs, deployment artifacts, component versions and vendor records.
  4. Run artifact discovery. Scan binaries, archives, keystores and supported key or certificate formats while applying secret-handling rules.
  5. Inspect services. Enumerate TLS, HTTPS, SMTP with STARTTLS, IMAPS, POP3S, RDP, SSH and IPsec or VPN use, then link endpoints to owners.
  6. Create relationship records. Connect systems, components, dependencies, libraries, providers, algorithms, purposes, protocols and protected assets.
  7. Validate and classify. Compare automation with source, configuration, network evidence and owner confirmation; record uncertainty and provenance.
  8. Prioritize work. Rank by protected value, exposure, dependency reach, migration difficulty and confidence.
  9. Assign remediation plans. Give each priority a responsible owner, target state, test evidence, rollback approach and review date.
  10. Refresh continuously. Trigger discovery after changes and schedule periodic reconciliation so the inventory remains operationally useful.

What a complete result looks like

A mature inventory can answer, for any system, which cryptographic functions it relies on, which component supplies each function, which dependency path introduces it, which protocol or file uses it, what data or process is protected, who owns the decision, how the evidence was obtained, how recently it was validated and what migration action is planned. It can also move in the opposite direction: given a library, provider, certificate format or protocol, it can identify every affected system and owner.

That bidirectional view is the practical difference between discovery and an algorithm list. It exposes shared dependencies, separates confirmed use from mere presence, makes unknowns visible and gives engineering and risk teams a defensible basis for sequencing change.
