Integrate security testing as a sequence of risk-based checks, not as one scan at the end of a release. Start with secret detection, software composition analysis (SCA), static application security testing (SAST), and infrastructure-as-code (IaC) checks close to code changes. Add software bills of materials (SBOMs), artifact signing and provenance, API and dynamic testing, infrastructure checks, and compliance validation when your architecture needs them. Make a small, explicit set of findings block a pull request, build, deployment, or release, and secure the CI/CD automation itself.

This approach follows the OWASP DevSecOps guidance to “Detect security issues — whether design flaws or application vulnerabilities — as early and as cheaply as possible, and keep detecting them continuously.” OWASP presents categories to adapt to each software-development lifecycle and architecture, not a universal checklist: OWASP DevSecOps Guideline.

What security testing in CI/CD is meant to accomplish

A CI/CD pipeline turns a change in source code into a tested artifact and, eventually, a running service. Security testing places automated evidence-gathering and policy decisions at the points where they can prevent an unsafe change from moving farther. A source change, a third-party package, a workflow file, a container image, a deployment manifest, an API, and a production host have different failure modes; no single scanner can inspect all of them.

The useful design is therefore layered. Fast checks give a developer feedback in a pull request. Slower checks examine a built artifact or a running environment. Supply-chain controls let you identify exactly what was built and whether it was altered. Each result has an owner, a remediation path, and a deliberately chosen enforcement point.

Design the pipeline around your system’s risks

Map architecture and trust boundaries first

Inventory the languages, frameworks, package managers, build tools, deployment targets, data stores, APIs, containers, cloud services, and infrastructure definitions in the delivery path. Mark where code, artifacts, credentials, and customer data cross trust boundaries. A web application with a public API and cloud infrastructure needs different coverage from an internal command-line utility.

For every stage, record the input being examined, the security property you want to establish, the team that responds, and the action taken when the check fails. This prevents a scanner from being added simply because it is available. OWASP explicitly recommends tailoring controls to the SDLC and software architecture and adding automation progressively.

A practical stage map

Pipeline point Typical checks What the check examines Useful outcome
Pull request or pre-merge Secret scanning, SCA, SAST, IaC scanning, dependency review Changed source, dependencies, and infrastructure definitions Developer can fix an issue before it is merged
Build SAST on the full tree, dependency policy, SBOM generation Complete source and resolved dependency graph Traceable, policy-checked build inputs
Artifact or release Image or package scanning, signing, provenance, compliance checks Release artifact and its origin Only identified and authorized artifacts progress
Test or staging environment DAST, API security tests, IAST, cloud-native and infrastructure scans Running application, APIs, services, and deployed configuration Findings that static analysis cannot observe
Post-deployment Continuous scanning and compliance monitoring Drift, newly disclosed vulnerabilities, and control status Detection after release without treating deployment as the end of testing

These categories overlap in purpose but not in coverage. A dependency scanner does not prove that application logic is safe, and a static analyzer does not verify the behavior of a deployed API. Select only the stages that correspond to your attack surface, then revisit the map when the architecture changes.

Add fast checks close to code changes

Credential and secret scanning

Run secret detection on pull requests and on the repository history where practical. It looks for accidentally committed tokens, private keys, passwords, and other credential patterns. A finding should identify the exact file and commit, revoke or rotate the exposed credential, remove it from the current tree, and assess whether historical copies remain accessible. Do not treat deleting the line in a later commit as revocation.

Keep test fixtures and documented examples from creating noise by using safe dummy values and narrowly reviewed allowlists. An allowlist should explain why a value is non-sensitive; broad pattern exclusions can hide a real credential. Secret scanning belongs before build jobs that might copy the value into logs or artifacts.

Software composition analysis

SCA resolves direct and transitive dependencies, matches versions to vulnerability and license information, and shows which component introduced a risk. Run it against the lockfile or other authoritative resolution output, not only the manifest, so the result reflects what the build will actually install.

Define how you handle a vulnerable package: upgrade, replace, apply a documented mitigation, or accept the risk temporarily with an owner and expiry date. Distinguish a vulnerability in code that is reachable at runtime from one that is present but unused; the distinction can affect priority, but it should not erase the record. Review dependency updates in the same pull request as application changes.

Static application security testing

SAST analyzes source or an intermediate representation for patterns such as injection, unsafe deserialization, authorization mistakes, and insecure data flow. Configure it for the languages and frameworks actually used, and make its results visible in the developer’s normal pull-request workflow. Establish a baseline for existing findings so that a new pipeline does not fail every build because of legacy debt; require that newly introduced high-risk findings are handled under your policy.

Rules need ownership. Developers should be able to see the rule, the affected code path, the reason it matters, and a remediation example. Tune false positives through reviewed suppressions with an explanation and, where possible, an expiration date.

Infrastructure-as-code scanning

Scan Terraform, Kubernetes manifests, cloud templates, and other declarative configuration before they are applied. Typical findings include public storage, overly broad network access, missing encryption, privileged containers, and embedded credentials. Validate both the source template and the rendered configuration when variables or modules can change the effective result.

Run IaC checks on pull requests that change infrastructure and again in the deployment path. A safe template can become unsafe through an environment variable or a platform default, so keep the deployment environment in scope rather than assuming the repository is the complete configuration.

Extend coverage to artifacts and running systems

SBOM, signing, and provenance

Generate an SBOM during the build that lists the components actually included in the artifact. Store it with the artifact and make its format and retention policy explicit. Use signing to authenticate the artifact and provenance to record how, where, and from which source revision it was produced. At release time, verify the signature and the expected provenance before promotion.

These controls answer different questions: an SBOM describes contents, a signature establishes that an identified signer approved the bytes, and provenance describes the build path. None replaces vulnerability scanning. They make later investigation and selective rebuilding possible when a component receives a new advisory.

Interactive application security testing

IAST observes an application while instrumented tests exercise it. It can connect a runtime data flow to the code that handled it, complementing SAST’s source-only view and DAST’s external perspective. Use it in an integration or staging environment where instrumentation overhead and test coverage are acceptable.

API security testing

Test authentication, authorization, input validation, rate limits, schema handling, and error responses for every externally reachable API. Use an accurate API contract and representative data, including negative cases. A test that only verifies that an endpoint returns a success status will miss cross-tenant access and object-level authorization failures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dynamic application security testing

DAST sends requests to a running application and evaluates observable behavior. Schedule it after deployment to a controlled test environment, with test accounts and data that cannot affect customers. Coordinate scan traffic with the team that owns the environment; aggressive crawling can create load or alter state. DAST can expose configuration and runtime issues that source analysis cannot see, but it cannot inspect unexercised code paths reliably.

Cloud-native and infrastructure checks

For containerized or orchestrated systems, examine images, registries, cluster configuration, service identities, admission policies, and network exposure. Infrastructure scanning can run against the planned configuration and the deployed environment. Compare the two to detect drift, because a secure definition does not guarantee that the live resource still matches it.

Compliance and continuous scanning

Map required controls to concrete evidence: a scan result, a signed artifact, a review record, or a configuration snapshot. Continuous scanning is valuable for newly disclosed vulnerabilities and configuration drift after deployment. It should create actionable tickets with owners and due dates rather than an unbounded stream of alerts.

Turn findings into intentional gates

For each check, define the finding classes that matter, the response time, the responsible team, and the point at which progression stops. A pull-request gate might block a newly introduced exposed credential, while a low-confidence style warning remains advisory. A release gate might require a signed artifact and acceptable critical-vulnerability status, while a staging DAST result may open a deployment approval for investigation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The reviewed guidance does not establish one universal severity threshold or fail-build rule. Set thresholds from your threat model, regulatory duties, exploitability, exposure, and business impact. Document exceptions with a reason, owner, compensating control, and expiry date. Measure whether gates produce timely fixes and adjust noisy rules instead of teaching teams to ignore failures.

Keep feedback fast and scoped

  • Run changed-file and changed-dependency checks on pull requests; reserve full-repository or deep analysis for scheduled or merge builds when runtime is substantial.
  • Cache dependencies and scanner databases only when cache integrity and invalidation are controlled.
  • Publish results where developers work, with links to the exact file, line, dependency, or artifact.
  • Separate a scanner outage from a confirmed security failure. Decide whether the check fails open or closed for each stage and record that decision.

Secure the CI/CD system that runs the tests

The pipeline has access to source code, build outputs, signing keys, and sometimes production credentials, so it is itself an attack surface. GitHub’s Secure use reference for GitHub Actions recommends controls that apply directly to workflow design.

Minimize workflow permissions

Set the workflow token to the least privilege needed, then grant additional permissions only to the specific job that requires them. Keep read-only jobs separate from publishing or deployment jobs. Review permissions whenever a third-party action or a new step is added.

Pin and review actions

Pin third-party actions to a full commit SHA and verify that the SHA belongs to the intended action repository. Tags can move or be deleted. Read the action source and its documentation for access to repository contents, pull-request data, environment variables, and secrets. Protect workflow-file changes with required review and, where appropriate, CODEOWNERS so an unreviewed workflow cannot silently gain privileged access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use short-lived cloud authentication

When the cloud provider supports the required flow, use GitHub’s OpenID Connect (OIDC) integration to obtain short-lived, narrowly scoped credentials instead of storing long-lived cloud keys as workflow secrets. Bind the trust policy to the repository, branch, environment, or other claims that your deployment model requires, and keep deployment permissions separate from build permissions.

Isolate runners

Include runner images, installed tools, network access, and workspace cleanup in the threat model. GitHub notes that reusing hardware for just-in-time self-hosted runners can expose information unless the environment is cleaned. Prefer disposable or carefully reset environments for untrusted pull requests, and prevent secrets from being available to jobs that process untrusted code.

Use GitHub code scanning without locking yourself to one analyzer

GitHub supports CodeQL and third-party code-scanning tools that emit SARIF. Analysis can run in GitHub Actions or in an external CI system, after which the SARIF results can be uploaded to GitHub for centralized review. The product details and current plan requirements are documented in GitHub code scanning.

Choose the execution location based on repository sensitivity, runner capacity, language support, network access, and where developers already triage findings. Standardize the result format and severity mapping so that a finding from an external analyzer is governed by the same policy as a native result. GitHub states that code scanning uses Actions minutes and that private-repository use requires a GitHub Code Security license; confirm current availability and cost for the repository’s plan because platform terms can change.

Workflow actions are dependencies too. Monitor their advisories and update references deliberately. GitHub documents that Dependabot alerts for vulnerable actions apply to actions using semantic-version references, while SHA-pinned actions are excluded from that alert behavior. If you pin SHAs for integrity, pair that practice with an explicit process for watching upstream releases and advisories; do not assume Dependabot will alert on every pinned reference.

Choose tools by coverage and operating fit

Compare tools against the delivery system rather than against feature lists. The following questions expose the trade-offs that determine whether a control will remain useful after rollout.

Decision axis Questions to answer
Coverage Does it inspect the required source languages, dependencies, IaC, APIs, containers, artifacts, or runtime behavior?
Execution Does analysis run in the existing CI system, an external service, or both? What source, network, and runner access does it require?
Developer workflow Are findings posted to pull requests or existing dashboards? Are duplicates, baselines, suppressions, and ownership handled clearly?
Policy Can you set gates by severity, confidence, path, environment, or newly introduced findings, with auditable exceptions?
Maintenance Who updates rules, action references, vulnerability databases, language support, and integrations? How much false-positive triage is expected?
Cost What licenses, Actions minutes, hosted-service usage, runner capacity, storage, and staff time are required?

Start with the highest-risk gap and a small pilot repository. Test the complete path from finding to developer fix to gate decision. Expand only after ownership, runtime, result quality, and exception handling are understood.

A staged rollout that avoids security theater

  1. Baseline. Inventory repositories, workflows, dependencies, infrastructure, deployment environments, and existing findings. Identify secrets and privileged credentials first.
  2. Protect the automation. Reduce token permissions, review workflow sources, pin third-party actions, protect workflow changes, and replace eligible long-lived cloud credentials with OIDC.
  3. Enable pull-request feedback. Add secret scanning, SCA, SAST, IaC scanning, and dependency review for the languages and files that actually change.
  4. Set narrow initial gates. Block newly introduced, high-confidence issues with clear ownership. Keep legacy findings visible while teams remediate them under a dated plan.
  5. Secure build outputs. Generate an SBOM, sign artifacts, record provenance, and verify those properties before promotion.
  6. Test deployed behavior. Add API, DAST, IAST, cloud-native, infrastructure, and compliance checks in a controlled staging environment where the architecture warrants them.
  7. Operate continuously. Monitor new vulnerability disclosures, action advisories, configuration drift, scanner failures, and overdue exceptions. Review the control map whenever the system or threat model changes.

Common failure modes and recovery

Every build fails on day one

Separate newly introduced findings from the historical baseline, tune demonstrably noisy rules, and gate only high-confidence conditions first. Publish a remediation queue for existing issues instead of suppressing all results.

Developers ignore alerts

Reduce duplicate findings, place results in the pull request, show the vulnerable data flow or dependency path, and assign an owner. A gate without a credible remediation path becomes background noise.

Scans expose secrets in logs

Remove secret values from command output, restrict log visibility, prevent secrets from being passed to untrusted pull-request jobs, and rotate any credential that may have appeared. Treat logs and caches as sensitive build outputs.

SHA pinning stops updates

Keep the integrity benefit of full-SHA references, but maintain an inventory of action repositories and a scheduled review for new commits and advisories. The documented Dependabot limitation for SHA-pinned actions means this review cannot be delegated entirely to alerts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A scanner is unavailable

Define the fail-open or fail-closed behavior before an outage. Record skipped checks, prevent an unverified artifact from being promoted when the risk warrants it, and rerun the scan when service returns. Do not silently mark an unavailable result as passed.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
