Install Grand Theft Auto IV: Complete Edition through the supported Steam or Rockstar Games Launcher route. Steam owners update their existing GTA IV or Episodes from Liberty City installation; Rockstar Games Launcher owners install or update the title from their library; physical-disc owners install the launcher and redeem the product code printed in the manual. Plan for Windows 10 64-bit and at least 22GB of free storage, then troubleshoot in this order: update, verify files, remove unwanted compatibility settings, confirm activation, and only then repair-install the launcher.
Check requirements before downloading
Rockstar’s published PC information lists Windows 10 64-bit, 2GB of memory, a 22GB minimum installation, an Intel Core 2 Quad Q6600 at 2.40GHz or AMD Phenom 9850 at 2.5GHz, and a 512MB NVIDIA 8600- or ATI 3870-class graphics card. These figures are Rockstar’s 2024 published requirements. Free space is a minimum for the installation itself; leave additional room for temporary update files and Windows overhead.

|---|---|---|
| Operating system | Windows 10 64-bit | Confirm that Windows is 64-bit rather than 32-bit, and install current Windows updates. |
| Free storage | 22GB minimum | Keep more than the minimum available so the launcher can unpack and replace files. |
| Memory | 2GB RAM | Close large applications during installation and the first launch. |
| Processor | Intel Core 2 Quad Q6600 at 2.40GHz or AMD Phenom 9850 at 2.5GHz | Use the published figures as a baseline, not a guarantee of modern performance. |
| Graphics | 512MB NVIDIA 8600 or ATI 3870-class card | Install a current driver supplied by your graphics-card manufacturer. |
Rockstar advises checking your hardware manufacturer and Rockstar support for current compatibility information. A computer that meets the historical minimum can still encounter driver, launcher, or operating-system problems, so treat the requirements as an installation baseline.
Choose the correct installation route
| Your ownership | Correct action | Download or activation detail |
|---|---|---|
| GTA IV purchased on Steam | Update the existing GTA IV listing to Complete Edition. | Rockstar quotes an update of approximately 6GB for the GTA IV ownership path. |
| Episodes from Liberty City purchased on Steam | Update the existing EFLC listing; it is replaced by Complete Edition in the library. | Rockstar quotes approximately 22GB for this replacement/update path. |
| Purchased directly in Rockstar Games Launcher | Install or update Grand Theft Auto IV: Complete Edition from the launcher library. | Sign in to the Rockstar account that owns the game. |
| Retail PC disc | Install Rockstar Games Launcher and redeem the code printed on the back of the manual. | Keep the product key, unlock request code, and error messages if support is needed. |
Legacy Games for Windows Live instructions are not the current installation path. Do not follow old guides that direct you to install that service or manually recreate its activation process.

Install or update the Steam edition
1. Find the existing listing
- Open Steam and sign in to the account that owns either Grand Theft Auto IV or Episodes from Liberty City.
- Open your Library and select the existing GTA IV or EFLC entry. Do not search for a separate legacy installer if the title is already in your library.
- Allow Steam to update the entry to Grand Theft Auto IV: Complete Edition.
2. Allow the content update to finish
For the GTA IV ownership path, Rockstar describes the update as approximately 6GB. If your ownership is the older EFLC path, Steam removes EFLC and replaces it with Complete Edition; Rockstar describes that update as approximately 22GB. The actual transfer can vary with existing files, language data, and Steam’s patching process, so keep the client open until it reports completion.
3. Let the launcher handoff complete
After the Steam update, start the game from Steam. The launch should hand off to Rockstar Games Launcher, where you may need to sign in and allow the launcher to finish its own update or account check. Use the Rockstar account associated with the game’s activation. Closing either client during this handoff can leave an incomplete update.
4. Repair a stale Steam installation before reinstalling
- In Steam, right-click the game and choose Properties.
- Open Installed Files.
- Choose Verify integrity of game files and wait for Steam to complete the check.
- Start the game again from Steam.
Rockstar specifically recommends Steam file verification for the “No Disc Inserted” variant that can result from obsolete disc-access instructions. That repair path does not require revoking or activating the product again.

- Download and install Rockstar Games Launcher from Rockstar’s current official distribution channel.
- Open the launcher and sign in to the Rockstar account that owns Grand Theft Auto IV: Complete Edition.
- Open My library and select the game.
- Choose Install, select a drive with at least 22GB free, and let the download and installation finish.
- If the game is already installed but the launcher shows an update, choose the update and wait for it to complete before pressing Play.
Do not mix installers from an old disc, a legacy Games for Windows Live guide, and the current launcher unless Rockstar’s support instructions specifically require it. Mixing old files with the current launcher is a common way to create an incomplete installation or an activation mismatch.
Install an old physical-disc copy
For retail-disc owners, Rockstar’s April 3, 2026 instructions use the current launcher rather than a standalone legacy disc activation.
- Download and install Rockstar Games Launcher.
- Sign in to the Rockstar account where you want to own the game.
- Click your avatar in the upper-right corner of the launcher.
- Select Redeem Code.
- Enter the activation code printed on the back of the game manual and submit it.
- Return to the library and install Grand Theft Auto IV: Complete Edition.
Keep the physical product key, unlock request code, and the exact text of any error. Rockstar may ask for those details when investigating an activation or ownership problem. A disc that cannot be read is a separate problem from an activation failure: first check whether Windows and the optical drive can see the disc, then use the launcher redemption process for the code.

Use this troubleshooting order when the game will not launch
Start with the least destructive repair. File verification is low risk; changing compatibility flags is reversible; a launcher clean reinstall should be the final step because it requires care around installed game data.
1. Update both clients and the game
- Open Steam and let it finish any GTA IV download or queued update.
- Open Rockstar Games Launcher and allow its own update to complete.
- Restart Windows if either client installed an update that requests a restart.
- Launch from the platform where you own the game: Steam for a Steam purchase, or Rockstar Games Launcher for a launcher or redeemed-disc copy.
Pending game or launcher updates are one of the causes Rockstar identifies for Error Code 16 and incomplete starts.
2. Verify the installed files
Rockstar states that verifying file integrity can resolve several kinds of issues and confirms that the game and supporting files are up to date.
In Rockstar Games Launcher:
- Open Settings.
- Under My installed games, select Grand Theft Auto IV: Complete Edition.
- Choose Verify Integrity.
- Wait for the completion notice, then launch again.
In Steam, use Properties → Installed Files → Verify integrity of game files. Steam may redownload damaged or missing files. This is the recommended fix for the Steam “No Disc Inserted” variant and does not require product reactivation.
3. Remove an incorrect compatibility-mode setting
If Windows displays “Only Windows 10 and later are supported” on a Windows 10-or-later computer, Rockstar says the likely cause is that the launcher or game executable has been forced into compatibility mode for an older Windows version.
Recommended Free Tools
- Close Rockstar Games Launcher and Steam.
- Find the Rockstar Games Launcher executable, right-click it, and choose Properties.
- Open the Compatibility tab.
- Clear Run this program in compatibility mode for:.
- Choose Apply, then OK.
- Repeat the same check for the GTA IV game executable.
- Open the launcher and try the game again.
Do not enable an older Windows mode simply because an old guide recommended it. The supported Windows 10-or-later installation should run with that option cleared.

4. Resolve Error Code 16 or an incomplete installation
Rockstar associates Code 16 with three conditions: a game or launcher update that has not finished, an activation that still needs to be redeemed, or an incomplete Rockstar Games Launcher installation.
- Finish all Steam, game, and Rockstar Games Launcher updates.
- Run the appropriate file-verification procedure described above.
- For a disc copy, confirm that the activation code was redeemed on the intended Rockstar account. For a purchased copy, confirm that you are signed in to the owning account.
- If Code 16 remains, clean-reinstall Rockstar Games Launcher using Rockstar’s procedure.
During that launcher uninstall, leave game-data removal unchecked. After uninstalling, remove only the Rockstar launcher or Social Club folders specifically named in Rockstar’s Code 16 instructions, restart Windows, and reinstall the launcher. Do not delete save or game-data folders as a general cleanup measure.
5. Fix “No Disc Inserted”
For a physical-disc installation, first confirm that the optical drive can see the disc. Check the disc surface, try the drive again, and distinguish a drive-reading problem from an account-activation problem.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When a launcher reinstall is justified
A clean reinstall is appropriate only after updates, verification, compatibility checks, and activation checks have failed, or when Rockstar identifies the launcher installation itself as incomplete. It is more invasive than verification because removing the wrong folders can force a large game download or risk personal data.
- Close Rockstar Games Launcher, Steam, and any GTA IV process in Task Manager.
- Uninstall Rockstar Games Launcher through Windows.
- When the uninstaller offers to remove game data, leave that option unchecked.
- Remove only the launcher and Social Club folders named in Rockstar’s official Code 16 procedure. Do not improvise additional deletions.
- Restart Windows.
- Install the current Rockstar Games Launcher, sign in, and check the library.
- Use Verify Integrity if the game is still present, or install it again if the launcher no longer detects the files.
Before contacting support, record the exact error text and retain the product key and unlock request code. Those details let support distinguish an unreadable disc, an account mismatch, a pending activation, and a damaged launcher installation.

Diagnose the failure by its symptom
The game never reaches the launcher
Close both clients, update them, then start from the ownership platform. If the problem persists, verify the files in that platform and check that neither executable is set to an older compatibility mode.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The launcher opens but shows the game as unowned
Sign out and back in with the Rockstar account used for the Steam ownership handoff or the disc-code redemption. A physical code is tied to the account on which it was redeemed; entering it on a different account will not transfer ownership.
The download appears much larger than expected
The expected update depends on the legacy Steam ownership path. GTA IV owners are quoted approximately 6GB, while the EFLC replacement path is quoted approximately 22GB. A larger temporary disk requirement can occur while files are unpacked, so keep more than the 22GB minimum free.
Verification reports changed files every time
Let the platform redownload the reported files, restart Windows, and verify again. If the same files repeatedly fail, check available storage, drive health, security software quarantine, and whether another program is locking the game directory before attempting a full reinstall.
The error returns after a launcher reinstall
Confirm that the launcher is updated, the game is verified, the correct account is active, and compatibility mode is cleared on both the launcher and game executable. If the error still appears, send Rockstar the exact message, product key, unlock request code, and relevant launcher information rather than deleting additional game folders.
Install safely and preserve your data
- Use the account that owns the digital license or redeemed the disc code.
- Keep the product key and unlock request code in a secure place.
- Reserve at least 22GB plus working space before starting; the EFLC replacement path can download approximately 22GB by itself.
- Do not interrupt Steam or Rockstar Games Launcher while an update is replacing files.
- Use verification before deleting anything.
- During a launcher clean reinstall, leave game-data removal unchecked and delete only folders explicitly named in Rockstar’s instructions.
- Save exact error wording and screenshots for support; “Code 16,” “No Disc Inserted,” and the Windows compatibility message have different remedies.
What a successful installation looks like
A correct setup has the Complete Edition entry in the library, no pending Steam or Rockstar update, and a launcher handoff that reaches the game without requesting a legacy Games for Windows Live installation. Steam owners start from Steam; Rockstar purchases and redeemed-disc copies start from Rockstar Games Launcher. If the first launch fails, the sequence above keeps the repair proportional: verify first, correct compatibility settings second, confirm activation third, and repair the launcher only when the evidence points to an incomplete launcher installation.
