You can play 3DS and Wii U software on a Steam Deck by installing the emulators through EmuDeck, adding your legally dumped game files to the folders EmuDeck expects, and creating Game Mode shortcuts with Steam ROM Manager or EmulationStation-DE. The current EmuDeck route uses Azahar for 3DS and Cemu for Wii U. Azahar lets you reshape the two 3DS screens for the Deck display, while Cemu can present either a Wii U GamePad or a Pro Controller layout. Steam Input profiles then provide Deck controls and emulator hotkeys.
This setup reproduces the original systems’ interfaces; it does not install Nintendo software natively, and no configuration guarantees that every game will boot or perform identically to original hardware.
What you need before installing
- A Steam Deck with enough free storage for the emulators and your own game dumps.
- Desktop Mode access, because EmuDeck and Steam ROM Manager are configured there.
- Game files you are permitted to use. Do not download ROMs, WUA files, keys, or decrypted game data from unauthorized sources.
- A decision about how you want to launch games: individual entries in Steam, or a library grouped inside EmulationStation-DE.
Emulation software and frontends change over time. Menu labels can move between EmuDeck releases, so use the current installer and management screens rather than following an old screenshot exactly.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUnderstand the parts of the setup
These programs have different jobs. EmuDeck is the installer and configuration layer that creates the Emulation directory and manages emulator packages. Azahar is the 3DS emulator, and Cemu is the Wii U emulator. Steam ROM Manager scans the folders and creates individual Steam library shortcuts. EmulationStation-DE is an alternative frontend that groups systems and games in one collection. Choosing a parser in Steam ROM Manager does not install an emulator; it tells the manager how to create launch entries for an emulator you already installed.
#1 Best Overall
- 1TB NVMe SSD
- 1280 x 800 HDR OLED display with premium anti-glare etched glass, 7.4" Diagonal display size up to 90Hz refresh rate
- Wi-Fi 6E
- 50Whr battery; 3-12 hours of gameplay (content-dependent)
- Carrying case with removable liner
Keeping those roles separate makes troubleshooting easier. If a game is absent from Game Mode, investigate its folder and parser first. If the shortcut opens but the game has no controls, investigate Steam Input. If the emulator opens and the title has graphical or compatibility problems, use the emulator-specific guidance rather than repeatedly regenerating shortcuts.
Install EmuDeck, Azahar, and Cemu
Run the current EmuDeck setup
- Switch the Deck to Desktop Mode and download the current EmuDeck installer from its official distribution channel.
- Run the installer, choose your preferred storage location, and complete the standard setup. Keep the default directory structure unless you have a specific reason to change it; the documented paths below assume the standard Emulation folder.
- Open EmuDeck’s emulator-management screen after installation. Select Azahar for the 3DS system. Older guides may refer to Citra, but the current 3DS instructions are written for Azahar.
- For Wii U, install Cemu. EmuDeck presents native Cemu as an optional installation and generally recommends its native AppImage over running Cemu through Proton. Proton remains an available alternative when a particular setup requires it.
Consult the current Azahar guidance and the native Cemu guide if the names or locations in your EmuDeck version differ.
Check the installation before importing a library
Open each emulator once from Desktop Mode after installation. This gives it an opportunity to create its configuration folders and confirms that the package is present before Steam ROM Manager scans for games. You do not need to configure every title at this stage. A quick launch test is enough; detailed screen and controller choices can be made after a game shortcut exists.
EmuDeck’s interface can change as emulator packages are updated. Do not treat a missing screenshot or a differently worded button as evidence that the emulator is unavailable. Look for the current emulator-management entry, confirm whether native Cemu or Proton is selected, and use the linked guide for version-specific directions.
Prepare 3DS games for Azahar
Use the documented ROM directory
Copy your authorized 3DS files into Emulation/roms/3ds or Emulation/roms/n3ds. Keep each title in a predictable location and avoid changing extensions merely to make a file appear in a menu. Azahar’s current EmuDeck instructions use those folders when configuring library discovery.
If you use more than one storage location, make sure the folder you selected during EmuDeck setup is the one you are populating. A perfectly valid dump will not appear if it is placed in a different Emulation directory than the one Steam ROM Manager is scanning. Preserve the original file or directory structure supplied by your own dump instead of flattening files into an unrelated folder.
Add 3DS entries to Game Mode
In Desktop Mode, open Steam ROM Manager from EmuDeck and enable the parser that matches how you want to browse your games. The current Azahar documentation lists EmulationStation-DE, Nintendo 3DS – Azahar, and Emulators among the relevant parser choices. Preview the generated entries, save the list to Steam, and return to Game Mode. If you prefer one unified library rather than individual Steam shortcuts, launch EmulationStation-DE and let it scan the same ROM directory.
Previewing is worthwhile even when the scan finds a title. It lets you confirm the displayed name, artwork, and launch command before those entries are added to Steam. If you later move the ROM directory, regenerate the shortcuts; otherwise an old entry may continue pointing to the previous path.
Configure Azahar’s two-screen interface
Choose a layout for the game, not a universal default
A Steam Deck screen is a single panel, while a 3DS expects two screens and frequent touch input. Azahar’s custom screen-layout controls let you decide how those surfaces are composed. Open Azahar’s graphics or layout settings, select the custom layout controls, and preview the result while a game is running.
| Layout priority | Useful arrangement | Trade-off |
|---|---|---|
| Make the upper screen easy to read | Stack the screens with more space allocated to the top display | The lower display becomes smaller and may require more touch precision |
| Keep both screens visible | Use a balanced dual-screen arrangement | Neither screen is as large as it could be on its own |
| Touch the lower screen often | Configure the bottom screen as picture-in-picture (PiP) | The PiP window occupies part of the main image and can obscure action if positioned poorly |
The right choice varies by title. A game that treats the lower display as a map may work well with a small PiP window; a touch-heavy game benefits from a larger, easier-to-tap lower screen. Azahar’s documented instructions specifically cover custom layouts and configuring the bottom screen as PiP.
Try the layout with the game’s busiest interface, not just its title screen. A map, inventory, or drawing panel can expose problems that are invisible during a cutscene. If the PiP window covers an important part of the upper screen, move or resize it. If a stacked arrangement makes touch targets too small, switch to a larger lower screen or PiP for that title. Layouts are a per-game usability choice, so there is no requirement to use one arrangement for the entire library.

Make touch menus reachable
If you do not want to open a full settings screen every time you need a touch command, an optional Steam Deck radial-menu profile can expose Azahar’s touch-related controls. Treat it as an extra Steam Input profile rather than a requirement. Test the radial bindings in one game before assigning them broadly, because a binding that is convenient for a menu may interfere with an in-game action.
Keep a standard profile available as a fallback. A radial menu can be useful for occasional touch operations, while a title with constant stylus interaction may be more comfortable with the Deck touchscreen and a larger bottom-screen layout. The objective is to make the original two-screen interface practical on one display, not to force every game into the same control scheme.
Prepare Wii U games for Cemu
Use a decrypted format when possible
EmuDeck’s native Cemu guide recommends decrypted formats such as Loadiine or WUA for a simpler setup. Place the resulting game directories or files under Emulation/roms/wiiu/roms. The exact internal folder structure depends on the format, so preserve the structure created by your dump rather than flattening every file into one directory.
Decrypted formats avoid additional key configuration. If you use an encrypted Wii U dump, the required keys must be dumped from a Wii U console that you own. Do not obtain keys or encrypted game data from an unauthorized source. This guide intentionally does not provide key files or instructions for acquiring them elsewhere.
Install and choose the Cemu build
For most Deck installations, select native Cemu in EmuDeck’s emulator manager. Proton is still an option, and a title-specific problem may justify trying it, but changing builds is a troubleshooting choice rather than a prerequisite for every game. Cemu’s current EmuDeck documentation includes version-sensitive compatibility and troubleshooting notes; consult those notes for a problematic title instead of assuming a fixed frame rate or universal compatibility.
Record which Cemu build you are using when you test a change. A setting recommended for one version may not have the same result in another, and a workaround for one game should not automatically be applied to every title. Native Cemu is the general recommendation, while Proton remains a deliberate alternative when the native build does not suit a particular setup.
Create Wii U launch entries
Open Steam ROM Manager and enable the current Cemu parser supplied by your EmuDeck installation, or use the Cemu integration in EmulationStation-DE. Preview the shortcuts before saving them. A parser label can change between EmuDeck releases, so select the entry that explicitly points to Cemu and the Wii U ROM directory rather than relying on an old screenshot.
When a parser finds no games, verify both levels of the documented path: the Wii U system directory and its roms subdirectory. Check that the dump remains in the format expected by Cemu and that you have not accidentally placed a parent folder one level too high or too low. After correcting the location, run the preview again and save the refreshed entries.

| Launch route | How it works | Best for |
|---|---|---|
| Steam ROM Manager individual shortcuts | Creates a library entry for each detected game; selecting it opens the emulator with that title | Players who want games searchable and launchable directly from the Steam library |
| EmulationStation-DE | Provides a separate frontend that groups systems and games in one interface | Players who prefer a console-style collection instead of many individual Steam entries |
After saving shortcuts, switch back to Game Mode and check that artwork, names, and controller settings are attached to the expected entries. If a new game is not listed, return to Desktop Mode, verify its folder, rescan in Steam ROM Manager, and save the updated shortcuts again.
There is no technical need to use both launch routes for the same title. Individual Steam shortcuts are convenient when you want a game to behave like a normal library entry. EmulationStation-DE is useful when you want systems grouped together and prefer to browse a frontend. Choose one as your primary route while testing controls, because the active hotkey layer can depend on how the game was launched.
Set Steam Input controls and emulator hotkeys
Select the profile from the game’s controller settings
- In Game Mode, highlight the game shortcut.
- Open the controller settings for that title.
- Choose the associated EmuDeck or emulator Steam Input profile, then apply it.
- Launch the game and test movement, face buttons, shoulder buttons, touch input, and any hotkey combination you expect to use.
The available combinations depend on the emulator and on how the title was launched. EmuDeck distinguishes ROM shortcuts launched directly through Steam from games opened through a frontend, so a hotkey that works in one route may not be identical in the other. The SteamOS hotkey documentation and the SteamOS FAQ describe the current profile and hotkey behavior.

Do not assume that a shortcut shown in an old controller chart is still assigned in your installation. Select the profile attached to the current emulator and test it in the title you intend to play. Verify ordinary movement first, then test emulator actions such as opening a menu, changing screens, or closing a session. If only the emulator hotkeys fail, the gamepad mapping may still be correct and the problem may be the launch route or profile selection.
Keep a fallback control layout
Duplicate the selected Steam Input layout before making extensive edits. Use the copy for title-specific changes such as a radial menu, a touchpad click, or a shortcut for opening the emulator menu. This keeps the standard profile available when another game expects different controls.
Select a Wii U controller mode per game
Use GamePad when the second screen matters
Cemu can expose a Wii U GamePad layout or a Wii U Pro Controller layout on a per-game basis. Select GamePad when the game depends on the original GamePad’s second-screen view, touch surface, or motion features. This is the closest match for software designed around simultaneous TV and GamePad information.
GamePad mode is also the relevant starting point when you need the documented gyro configuration. It represents the Wii U controller with its own display and features, so it can require a different arrangement from a title designed for a conventional pad. Test the game’s second-screen prompts and touch actions before deciding that a simpler profile is sufficient.
Use Pro Controller when a single-screen pad is enough
Select Pro Controller for a title that supports that controller and does not need the GamePad display. It provides a simpler single-screen experience, but it is not interchangeable with GamePad mode for games that require GamePad-only functions.

If a title starts but asks for a GamePad screen, switch that title back to GamePad. Conversely, a game that supports the Pro Controller may be easier to manage with that layout when you do not need a second display.
Enable gyro only with the documented GamePad setup
EmuDeck’s gyro procedure requires SteamDeckGyroDSU and the Cemu GamePad layout. Gyro does not work in Cemu’s Pro Controller layout according to the EmuDeck Cemu instructions. Install and configure SteamDeckGyroDSU as described there, select GamePad mode for the affected title, and then test motion in a game that actually uses it. If motion is absent, first verify the controller mode before changing sensitivity or in-game settings.
Fix common setup problems
Azahar shows graphical glitches after a shader-cache problem
For the shader-cache issue described in Azahar’s help page, close the emulator, open the Azahar folder, and delete its shaders directory. Relaunch the game so Azahar can rebuild the cache. Do not substitute the cache path from an older Citra guide: Citra and Azahar use different documentation and locations. The current recovery procedure is listed in Azahar Tips and Tricks.
A game is missing from Steam ROM Manager
- Confirm that the file is in the correct system directory and that the directory is on the storage location EmuDeck is scanning.
- Check that the relevant parser is enabled.
- Run a new preview, inspect the generated entry, and save the updated list to Steam.
- If you moved a library after creating shortcuts, remove stale entries and regenerate them so the launch path points to the new location.
The emulator opens but controls do nothing
- Open the title’s controller settings in Game Mode and reselect the associated Steam Input profile.
- Check whether the game was launched directly from Steam or through EmulationStation-DE; the hotkey layer can differ.
- For Wii U, verify that the selected Cemu mode matches the game’s requirement. A Pro Controller profile cannot provide GamePad-only input or the documented gyro path.
Cemu needs title-specific troubleshooting
Do not apply a setting from one game to every Wii U title. Cemu compatibility advice can depend on the Cemu version and the individual game. Use the current troubleshooting and compatibility sections in the native Cemu guide, recording which build and controller mode you used when testing a change.

That is expected when titles use the second screen differently. Revisit Azahar’s custom layout for 3DS software, or change Cemu between GamePad and Pro Controller for Wii U software. Keep title-specific Steam Input copies instead of overwriting the general profile, and retest the exact launch route you plan to use in Game Mode.

When EmuDeck or an emulator updates, recheck the parser names, controller profile labels, and documented folder paths before importing more games. If you change storage locations, update the emulator’s library and regenerate Steam ROM Manager shortcuts rather than editing old launch entries one by one. Keep a small test set—one 3DS title and one Wii U title—so you can quickly verify screen layouts, controls, and launch behavior after an update.

- Valve is entering the gaming console marketplace with the new Steam Deck, a console geared towards PC gamers. The Steam Deck can be docked to a monitor, and used as a PC, or docked to a TV.
- Players can play a huge variety of games at any time with the comfort of a console and the freedom of a PC. Not anti-glare screen.
- Like the name suggests, the Steam Deck will include upgraded 1TB storage, and will include a carrying case. A micro SD slot will also enable expanded storage.
- Valve partnered with AMD to create a specialized APU optimized for handheld gaming, and Valve says the chip will deliver performance to run AAA gaming titles.
- The Steam Deck is outfitted with a 7-inch touchscreen, and two trackpads under the control sticks that allow gamers to operate games never designed outside of mouse and keyboard capabilities.
For troubleshooting, change one variable at a time. Note the emulator (Azahar or Cemu), the build choice (native or Proton for Cemu), the controller mode, and whether the title came from Steam ROM Manager or EmulationStation-DE. This makes it possible to undo a change and prevents a workaround for one game from becoming an unexplained global setting.
A practical first-launch checklist
- Install EmuDeck and confirm that Azahar and Cemu appear in its emulator manager.
- Place authorized 3DS files in the Azahar directory and Wii U files in the Cemu directory.
- Choose either Steam ROM Manager shortcuts or EmulationStation-DE for browsing.
- Generate and inspect shortcuts before returning to Game Mode.
- Assign the relevant Steam Input profile from each game’s controller settings.
- Set an Azahar screen layout that suits the game’s touch requirements.
- Set Cemu to GamePad or Pro Controller per title, and use GamePad when gyro is required.
- Test one game from each system before importing a large library.
What this setup can and cannot promise
These steps give you a repeatable interface for launching 3DS and Wii U software on Steam Deck, but they do not guarantee identical performance, perfect touch behavior, or complete compatibility. Emulator updates, Steam Input changes, game-specific requirements, and the format of your own dumps all affect the result. Treat layout, controller mode, and Cemu build as per-game decisions, and use the linked EmuDeck documentation when a menu label or troubleshooting path changes.

Frequently Asked Questions
Should I install Citra or Azahar for 3DS games?
Use Azahar for the current EmuDeck 3DS setup. Older pages may mention Citra, but the current folder, parser, layout, and troubleshooting guidance is written for Azahar.
Where do 3DS files go on Steam Deck?
Place authorized files in Emulation/roms/3ds or Emulation/roms/n3ds, using the Emulation directory created by your EmuDeck installation.
Where do Wii U files go for Cemu?
The native Cemu guide uses Emulation/roms/wiiu/roms. Keep the internal structure of a Loadiine, WUA, or other supported dump intact.
Do I need Wii U keys for every game?
Decrypted formats such as Loadiine or WUA avoid extra key configuration. Encrypted games require keys dumped from a Wii U console you own; do not obtain keys from unauthorized sources.
Why does a Steam Input hotkey work from Steam but not EmulationStation-DE?
EmuDeck distinguishes ROM shortcuts launched directly through Steam from titles opened through a frontend. The active profile or hotkey combination can therefore differ. Check the title’s controller settings and the current SteamOS hotkey guidance.
Should I use Azahar’s stacked layout or picture-in-picture?
Choose according to the game. A stacked layout can prioritize a readable upper screen, a balanced layout keeps both screens visible, and bottom-screen PiP can help when touch input is frequent. No single arrangement suits every title.
Which Cemu mode supports Steam Deck gyro?
The documented EmuDeck procedure requires SteamDeckGyroDSU and Cemu’s GamePad layout. Gyro does not work in the Pro Controller layout according to the EmuDeck Cemu instructions.
Why is a game missing after I copied it to the right folder?
Verify that EmuDeck is scanning that storage location, enable the matching Steam ROM Manager parser, preview the scan, and save the refreshed shortcuts. If you moved the library, remove stale entries and regenerate them.

Install Azahar and Cemu through the current EmuDeck workflow, keep your own files in the documented folders, and choose either Steam ROM Manager shortcuts or EmulationStation-DE for Game Mode browsing. Use Azahar’s per-game screen layouts for 3DS, Cemu’s GamePad or Pro Controller mode for Wii U, and the matching Steam Input profile for the launch route. Test a small number of titles first, because compatibility and interface needs vary by game and emulator version.
