You can install Docker Engine on RHEL 9 from Docker’s own RPM repository, but the support boundary matters: Docker documents the installation, while Red Hat classifies upstream Docker as unsupported on RHEL 9 and supports Podman, Buildah, Skopeo, and the container-tools workflow instead. The procedure below installs Docker CE, starts its systemd service, verifies it with hello-world, and shows how to run and troubleshoot a real container.
Decide whether Docker or Red Hat’s supported tools is right for this host
RHEL 9 does not provide the Docker container engine as a Red Hat-supported component. Red Hat states that Docker was removed from RHEL beginning with RHEL 8 and that Docker obtained from upstream projects is unsupported in RHEL 9. “Unsupported” means Red Hat does not provide the normal support commitment for problems caused by that engine.

Choose Docker when an application, build system, or operational standard specifically requires Docker Engine, Docker Compose behavior, or another Docker-only integration. Choose Red Hat’s tools when vendor support and the RHEL-native security and lifecycle model are more important than Docker compatibility.

What the Podman compatibility layer does not provide
Red Hat’s optional podman-docker package can make the docker command invoke Podman and can connect Docker-compatible clients to Podman’s socket. It is not a complete Docker Engine replacement. Red Hat identifies these Docker command areas as unsupported by the compatibility layer: network, node, plugin, rename, secret, service, stack, and swarm. A workload depending on Swarm, Docker plugins, or those management commands should not be treated as validated merely because docker is present.
Prepare the RHEL 9 host
Required access and connectivity
- A running RHEL 9 system and an account with
sudoprivileges. - Access to the Docker RPM repository for a normal online installation, or a separate machine that can download the required RPM files for an offline installation.
- A CPU architecture matching the packages you download. Offline RPMs are architecture-specific.
- A decision about whether the Docker daemon should start automatically after reboot.
Remove conflicting packages first
Docker directs administrators to remove conflicting distribution packages before installing Docker CE when those packages are present. Do not remove a package blindly on a production host: first identify what currently owns the container runtime, what services depend on it, and where its images and volumes are stored. Stop and migrate any existing workload before changing the runtime. If no conflicting packages are installed, continue with the repository setup.
Install Docker Engine from Docker’s RHEL repository
1. Install the DNF repository helper
sudo dnf -y install dnf-plugins-coreThe package supplies the DNF configuration functionality used to add Docker’s repository.
2. Add Docker’s RHEL repository
sudo dnf config-manager --add-repo https://download.docker.com/linux/rhel/docker-ce.repoThis enables Docker’s RHEL repository for package resolution. The repository is separate from the Red Hat repositories that provide RHEL itself.
3. Install the engine, CLI, runtime, and plugins
sudo dnf install docker-ce docker-ce-cli containerd.io docker-buildx-plugin docker-compose-pluginThe package set contains the Docker daemon and command-line client, the containerd runtime, Buildx for modern image builds, and the Compose plugin. DNF may ask you to accept Docker’s signing key. Docker instructs administrators to verify this fingerprint before accepting it:

4. Understand what the package install changed
Installing the packages does not start the daemon. It also creates a Unix group named docker, but Docker does not automatically add your login account to that group. Until you deliberately configure access, commands that talk to the system Docker socket normally require sudo.

Membership in the docker group is a privileged decision: a user who can control the Docker daemon can generally create containers with host-level access. If you grant group membership, use your organization’s standard group-management process, have the user start a new login session, and review that access like any other administrative privilege. Keeping sudo docker ... is often the safer default on shared or tightly controlled servers.
Start Docker and make it start at boot
Enable and start in one command
sudo systemctl enable --now dockerenable configures Docker to start during boot; --now starts it immediately. This is the usual choice for a host intended to run containers continuously.
Start it only for the current boot
sudo systemctl start dockerUse this when automatic startup is not desired. A later reboot will leave Docker stopped unless another service starts it.
Check the service state
sudo systemctl status dockerLook for an active running state. If systemd reports a failure, inspect recent service messages before retrying:
sudo journalctl -u docker --no-pager -n 100The log usually distinguishes a package or dependency problem from a configuration error, a storage problem, or a permission issue.
Verify the installation with hello-world
sudo docker run hello-worldDocker documents this as the verification step. Docker downloads a test image, creates and runs a container from it, prints a confirmation message, and exits. The command tests several pieces at once: the CLI can reach the daemon, the daemon can pull an image, the local image store works, and a container can start and finish.
If the command says it cannot connect to the Docker daemon, check sudo systemctl status docker and start the service. If pulling fails, check DNS, proxy and firewall rules, and whether the host can reach the configured registry. If DNF installed the packages but the service unit is missing, review the package transaction and journal rather than deleting Docker’s data directories.

Run a useful first container
After the test container succeeds, run a web server to see image naming, detached execution, port publishing, inspection, and cleanup in one small example. The following sequence is illustrative; it does not assume that the command has been executed on your host.
Start NGINX and publish a port
sudo docker run -d --name web -p 8080:80 nginx-druns the container in the background.--name webgives it a stable, readable name instead of an automatically generated one.-p 8080:80maps TCP port 8080 on the RHEL host to port 80 inside the container. The host port is on the left; the container port is on the right.nginxis the image reference. In a production environment, establish which registry and image publisher you trust and pin an approved tag or digest rather than relying on an unqualified, moving default.
Confirm that it is running and responding
sudo docker ps
curl http://127.0.0.1:8080docker ps lists running containers and shows the published-port mapping. The curl request goes to the host’s loopback address and reaches port 80 in the container through the mapping. If the request fails, inspect the container’s status and logs before changing firewall rules:
sudo docker logs webStop and remove the example
sudo docker stop web
sudo docker rm webStopping ends the process but retains the stopped container. Removing it deletes that container’s writable layer; it does not remove the image unless you explicitly remove the image as a separate operation.
Pin a Docker version for change-controlled systems
Installing without a version constraint selects the package versions currently available from the enabled repositories. For a regulated or otherwise change-controlled host, first list the versions DNF can see:
dnf list docker-ce --showduplicates | sort -rRHEL 9 builds normally carry an .el9 suffix. The list depends on the host’s enabled repositories and the particular RHEL release. Select a complete version string that is actually shown for this host, then use DNF’s fully qualified package syntax for the Docker packages you intend to hold. For example, the version-qualified form is represented as:
sudo dnf install docker-ce-<VERSION_STRING> docker-ce-cli-<VERSION_STRING> containerd.io-<VERSION_STRING> docker-buildx-plugin-<VERSION_STRING> docker-compose-plugin-<VERSION_STRING>Replace <VERSION_STRING> with the exact value from the duplicate-version listing; do not copy a version from a different architecture, repository snapshot, or RHEL minor release. Record the selected versions and repository state so that a later administrator can reproduce the installation.
Install Docker on an air-gapped RHEL 9 host
A host without repository access can use Docker’s manual RPM route. On a connected staging machine, download the files that match the target architecture and the versions you have approved:

containerd.iodocker-cedocker-ce-clidocker-buildx-plugindocker-compose-plugin
Transfer those RPMs through your approved media or software-distribution process. Include the package signatures or checksums required by your organization; an offline host cannot use repository metadata to correct a wrong or incomplete transfer.
Install the downloaded RPM files locally
sudo dnf install ./containerd.io-<version>.<arch>.rpm
./docker-ce-<version>.<arch>.rpm
./docker-ce-cli-<version>.<arch>.rpm
./docker-buildx-plugin-<version>.<arch>.rpm
./docker-compose-plugin-<version>.<arch>.rpm
sudo systemctl enable --now docker
sudo docker run hello-worldUse the exact filenames you transferred. If DNF reports a missing dependency, do not mix arbitrary packages from another RHEL release; obtain the dependency set for the same target system and architecture. The manual method must be repeated for upgrades because the offline host does not automatically receive new repository metadata or package versions.

DNF cannot find a Docker package
Confirm that the Docker repository command completed successfully and that the repository is enabled. Check the host architecture and RHEL release, then inspect DNF’s repository list. A stale metadata cache or a repository that is unreachable can make a valid package appear unavailable. Avoid substituting unrelated packages with similar names.
A signing-key prompt appears
Compare the displayed key fingerprint with 060A 61C5 1B55 8A7F 742B 77AA C52F EB6B 621E 9F35. If it does not match, decline the key and investigate the repository configuration or a possible interception problem.
The daemon will not start
Run sudo systemctl status docker, then sudo journalctl -u docker --no-pager -n 100. Typical branches are:

- Conflicting runtime: identify an existing container service or socket before changing it; two runtimes may contend for configuration or resources.
- Storage or filesystem errors: check available disk space and the filesystem containing Docker’s data directory. Do not erase data as a diagnostic shortcut.
- Configuration errors: review recent daemon configuration changes and revert only the change responsible for the failure.
docker works only with sudo
That is expected when your account has not been added to the docker group. Decide whether non-root Docker access is appropriate before changing group membership. If you add the account, start a new login session and verify the effective groups; otherwise continue using sudo docker ....
The web example cannot use port 8080
If Docker reports that the address is already in use, find the process or container already bound to that host port. Stop or reconfigure the conflicting service, or select another unused host port while keeping the container-side port at 80. Publishing a port does not automatically make an application listen on a different port inside the container.

The container exits immediately
Some images are designed to perform a task and exit, as hello-world does. Use sudo docker ps -a to see stopped containers and sudo docker logs <container-name> to read their output. A long-running service needs a foreground process that remains active; do not assume that every image is intended to run as a daemon.
Upgrade Docker safely
Docker recommends repeating its installation procedure to upgrade. Before changing versions, record the current package versions, container definitions, mounted volumes, daemon configuration, and rollback plan. Schedule downtime for workloads that cannot tolerate a daemon restart and confirm that the target package versions are available for this RHEL 9 host.

Remove Docker without accidentally deleting application data
Uninstall the packages
When Docker is no longer required, remove the Docker Engine, CLI, containerd, Buildx, and Compose packages through DNF. Stop workloads first and export anything that must be retained. Removing packages alone does not automatically remove images, containers, volumes, or custom configuration.
Decide separately what happens to stored data
Docker warns that deleting /var/lib/docker and /var/lib/containerd removes stored images, containers, volumes, and related runtime data. Treat that deletion as destructive: inventory volumes and backups, obtain an explicit administrator decision, and remove the directories only when permanent data loss is intended. If the goal is merely to uninstall the binaries while preserving a possible rollback, leave those directories intact and protect them appropriately.
Operational checklist
- Confirm that Docker Engine, rather than Red Hat’s supported Podman workflow, is a deliberate requirement.
- Remove or account for conflicting container packages and existing workloads.
- Install
dnf-plugins-core, add Docker’s RHEL repository, and verify the signing-key fingerprint. - Install
docker-ce,docker-ce-cli,containerd.io,docker-buildx-plugin, anddocker-compose-plugin. - Start Docker with
sudo systemctl enable --now docker, or usesudo systemctl start dockerwhen boot startup is not wanted. - Verify with
sudo docker run hello-world. - Review the security implications before granting membership in the
dockergroup. - For offline hosts, transfer matching architecture-specific RPMs and repeat the full process for upgrades.
- Before removal, preserve required images, containers, volumes, and configuration; deleting Docker data directories is irreversible without backups.
Bottom line
The supported Docker installation path on RHEL 9 is Docker’s RPM repository followed by an explicit systemd start and a hello-world verification. It gives you Docker’s native daemon, CLI, Compose, and Buildx, but it does not change Red Hat’s support position: upstream Docker remains unsupported by Red Hat on RHEL 9. If that support distinction is unacceptable for your environment, use the Red Hat-supported container-tools and Podman workflow instead, checking command compatibility before migrating any Docker-specific features.
