Include geopolitics as evidence that changes your organization’s threat sources, attack paths, dependencies and consequences—not as a country label or standalone risk score. Start with the mission and assets you must protect, identify relevant adversaries and non-adversarial hazards, test specific technical scenarios, examine suppliers and infrastructure, then choose and track controls. Revisit the model when intelligence, ownership, suppliers or operating assumptions change.

What geopolitical risk means in a cyber threat model

Geopolitical events affect cyber risk when they alter an actor’s interests, access, capability, target selection, operating constraints or willingness to cause harm. A diplomatic crisis, sanctions regime, military conflict, disputed border, election or change in foreign ownership may make some scenarios more plausible. None of those facts, by itself, proves that a particular organization will be attacked.

The useful question is not “Which country is risky?” It is “Given our mission, technology and dependencies, which technically plausible events become more relevant, and what decisions should change?” This keeps the model tied to exposure and consequences rather than nationality or headlines.

NIST’s Guide for Conducting Risk Assessments says to identify and characterize threat sources, including “capability, intent, and targeting characteristics for adversarial threats and range of effects for non-adversarial threats.” The guide was published in 2012, so it is a durable assessment framework rather than current geopolitical intelligence. Use it to structure the analysis, then supply current intelligence and organization-specific evidence.

A sound model keeps four things distinct:

  • Threat source: an actor, group, accidental cause, natural event or other origin of harm.
  • Threat event: what could happen, such as theft of credentials, destructive manipulation or supplier outage.
  • Vulnerability or predisposing condition: a weakness, dependency or circumstance that makes the event easier or more damaging.
  • Risk decision: the owner, treatment, deadline and residual exposure accepted after controls are considered.

Step 1: Scope the assessment around the mission

Before adding a geopolitical dimension, define what the organization is trying to keep operating and what would cause unacceptable harm. NIST SP 800-30 Rev. 1 treats scope, assumptions and constraints as preparation tasks and expects assessment results to be maintained over time. Use the official guide and its full text for the assessment structure: NIST SP 800-30 Rev. 1 and the NIST-hosted PDF.

  1. Write the mission statement. State the public service, product, revenue stream, safety function or operational capability that must continue. Include maximum tolerable downtime and obligations to customers, regulators or emergency services.
  2. List critical functions and information. Identify transactions, industrial processes, safety systems, source code, personal data, strategic plans, credentials and recovery information. Mark integrity, confidentiality and availability requirements separately.
  3. Map the technology that supports each function. Include endpoints, identity services, networks, cloud workloads, software repositories, operational technology, telecom links, backup systems and remote-access paths.
  4. Inventory external dependencies. Record cloud and managed-service providers, software and hardware suppliers, data exchanges, payment networks, logistics, certificate authorities, DNS, communications carriers and critical subcontractors.
  5. Set boundaries and assumptions. State countries and regions in scope, the time horizon, regulatory perimeter, business units included, scenarios excluded, data-quality limits and assumptions about connectivity or supplier operation.

Capture the owner and source for every important assumption. For example, “the recovery environment is isolated from production” should identify the system owner and the evidence date. If that assumption later fails, it becomes a review trigger rather than an invisible weakness.

Step 2: Identify threat sources and characterize them

Use a named actor only when reliable reporting supports the identification. Otherwise record a source type, such as state-sponsored operator, financially motivated criminal group, hacktivist, insider, supplier administrator, accident or natural hazard. Avoid assigning intent from nationality, place of incorporation or an employee’s citizenship.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capability

Assess the resources and access the source could bring to the scenario. Consider technical skill, funding, intelligence collection, zero-day or known-vulnerability use, ability to compromise suppliers, operational security, persistence and capacity to run several attack paths at once. Also consider the time available to exploit a weakness and whether the source can scale activity across many victims.

Intent

Describe the outcome the source might seek: espionage, coercion, disruption, financial gain, influence, retaliation or preparation for a future operation. Separate observed statements and actions from an analyst’s assessment. An actor’s political hostility is context; evidence of intent toward your sector, technology or organization is stronger evidence.

Targeting

Look for sector, geography, technology, supplier, executive, event or mission characteristics that make the organization relevant. A source that targets telecom providers may create indirect exposure for customers even when those customers were not individually selected. Record whether the organization is directly named, falls within a repeatedly targeted sector, shares infrastructure with known victims or merely resembles a broad category.

Evidence and uncertainty

Maintain a short rationale for each capability, intent and targeting judgment, with publication date, confidence and contrary evidence. NIST notes that advanced persistent threat characterization can involve considerable uncertainty and calls for documented rationale and references. Use confidence labels such as high, moderate or low only when the criteria are defined; do not let a label disguise missing evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: Use geopolitical developments as investigative prompts

Geopolitical reporting should guide collection and questioning, not substitute for an exposure analysis. For every development, ask what changed in the organization’s environment:

  • Did a conflict or policy change make a sector, region, technology or supplier more strategically important?
  • Could sanctions, export controls, border restrictions or diplomatic measures affect support, patches, parts, cloud regions or personnel access?
  • Did ownership, control, hosting location, subcontracting or data-transfer arrangements change?
  • Could an actor gain leverage through a shared provider, managed service, identity system, telecom carrier or software update path?
  • What evidence would distinguish a plausible scenario from a headline-driven assumption?

Record three separate statements: what is observed, what is assessed and what remains unknown. Do not infer that a supplier, employee or actor is malicious solely because of nationality or location. Geopolitical context can justify deeper verification, segmentation or contingency planning without becoming a presumption of wrongdoing.

Step 4: Turn scenarios into technical behavior

A geopolitical scenario becomes useful only when it describes how an event could occur in the actual environment. Write a chain such as: source and objective; initial access; execution and persistence; privilege or credential access; lateral movement; collection or manipulation; command and control; exfiltration or impact; and recovery obstacles.

Use MITRE ATT&CK to give behavior a common vocabulary, but do not treat a technique label as analysis. CISA states: “Without adequate contextual technical details to sufficiently describe and add insight into an adversary behavior, there is little value to ATT&CK mapping.” Its Best Practices for MITRE ATT&CK Mapping explains how to map behavior accurately and consistently.

A practical scenario record

Field What to record
Scenario statement Actor or source, objective, affected function and time horizon.
Access path Internet-facing flaw, stolen identity, supplier connection, removable media, cloud control plane or physical access.
Observed behavior Commands, tools, authentication patterns, processes, network routes or account activity supported by evidence.
ATT&CK mapping Technique and sub-technique only after the underlying behavior and context are documented.
Consequences Confidentiality, integrity, availability, safety, legal, financial and mission effects.
Detection and response Telemetry, alert owner, containment action, recovery dependency and testing status.

CISA’s March 2023 Decider tool can guide users through ATT&CK mapping questions and search. It supports the mapping task; it does not replace evidence collection, environmental context or analyst judgment.

Step 5: Compare scenarios by exposure, impact and control strength

Do not collapse geopolitical risk into one universal country ranking or probability number. Compare scenarios using criteria that reflect your organization. The following axes synthesize NIST risk-assessment practice and supplier due-diligence considerations; they are not a mandated scoring formula.

Comparison axis Questions to answer
Organizational relevance and exposure Does the organization, mission, technology or dependency match the source’s known interests? Is the attack path reachable?
Evidence of intent and targeting Is there direct reporting, sector targeting, infrastructure overlap or only general geopolitical tension?
Adversary capability Can the source obtain the access, persistence, scale and time required?
Likelihood and uncertainty What assumptions drive the estimate, how strong is the evidence and what would change the judgment?
Mission and business impact What are the effects on safety, service availability, data, finances, legal duties, public trust and recovery?
Current control effectiveness Are preventive, detective, response and recovery controls implemented, monitored and tested?
Response feasibility What will each treatment cost in money, time, staffing, service disruption and supplier coordination?

Rank scenarios only after documenting these inputs. A low-frequency event with catastrophic safety consequences may deserve faster treatment than a more likely event with limited impact. Conversely, a dramatic scenario with no credible access path should not displace an ordinary but exposed vulnerability.

Step 6: Extend the model to suppliers and dependencies

Geopolitical exposure often enters through a supplier rather than the organization’s own network. Include direct providers and critical subcontractors for cloud hosting, software, hardware, managed security, telecom, data processing, logistics and maintenance.

Dimension Assessment questions
FOCI Who owns or controls the supplier and relevant subsidiaries? Could legal authority, governance or influence affect access, service or disclosure?
Provenance Can the supplier identify software, hardware, firmware, components, build processes, update channels and subcontractors?
Resilience How would the service operate during sanctions, conflict, region loss, provider failure or communications disruption? Are alternate regions and exit paths tested?
Foundational cyber practices Does the supplier use strong identity controls, vulnerability management, logging, secure development, incident notification and tested recovery?
Supply-chain tiers Which fourth parties and lower-tier components support the service, and how far does assurance extend?

Ask for evidence proportionate to criticality: ownership disclosures, software bills of materials where relevant, privileged-access controls, independent assessments, incident-notification terms, recovery objectives, support-location details and material-change notifications. A supplier’s location may trigger a question about legal and operational exposure; it is not proof of compromise.

Step 7: Select controls that change the scenario

Map every material scenario to an owner and a decision. Controls should interrupt a specific path or reduce a stated consequence.

  • Reduce initial access: patch internet-facing systems, prioritize known exploited vulnerabilities, remove unnecessary exposure, enforce phishing-resistant or otherwise strong multifactor authentication and restrict remote administration.
  • Limit privilege and movement: use separate administrator identities, just-in-time access, network segmentation, application allow-listing and tightly scoped service accounts.
  • Improve visibility: retain identity, endpoint, cloud, DNS, network and supplier-access logs; alert on unusual authentication, privilege changes, remote tools and data movement.
  • Protect integrity and recovery: maintain offline or otherwise isolated backups, verify restoration, protect build and update pipelines, and keep recovery credentials separate from production.
  • Prepare for supplier disruption: define alternate providers, spare parts, escrow or exportable data where practical, manual procedures, emergency contacts and contractual notification requirements.
  • Exercise the response: test containment, legal and communications decisions, supplier coordination, evidence preservation and recovery against the behaviors in the scenario.

CISA advisories illustrate this behavior-to-control approach. The 2025 joint advisory on Chinese state-sponsored actors describes tactics, techniques and procedures, maps activity to MITRE ATT&CK Enterprise v17 and ICS v17, and notes exploitation of publicly known CVEs and avoidable weaknesses in compromised infrastructure. Use it to test whether your own exposed services, patch process, monitoring and third-party paths would resist comparable behavior; it does not establish that every organization is targeted. Read the AA25-239A advisory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 2022 advisory on Russian state-sponsored threats is scoped to U.S. critical infrastructure. Its immediate measures include patching, prioritizing known exploited vulnerabilities, implementing MFA, using antivirus and maintaining internal contacts and surge support. Those actions can inform control design, but the advisory’s threat picture should not be generalized to every sector or geography. See CISA AA22-011A.

Step 8: Maintain the model as conditions change

A geopolitical threat model is a living record. Set explicit review triggers rather than waiting for an annual calendar date.

  • A geopolitical event changes plausible targeting, access, sanctions, travel, communications or legal obligations.
  • A supplier changes ownership, control, hosting region, subcontractors, support locations or update mechanisms.
  • New threat intelligence describes technically relevant behavior, infrastructure or exploited vulnerabilities.
  • A penetration test, incident, audit or outage disproves an assumption or reveals a new dependency.
  • The organization adds a product, cloud service, acquisition, facility, region or operational-technology connection.

Assign an owner, review date, confidence and next evidence request to each scenario. CISA’s 2024 Federal Government Cybersecurity Incident and Vulnerability Response Playbooks recommend actively monitoring intelligence feeds from government, trusted partners, open sources and commercial entities. Prefer durable behavior patterns and tactics, techniques and procedures over indicators alone when technically justified, because individual indicators can have a short shelf life.

A worked example: a critical service using a foreign-based cloud supplier

Suppose a regional water utility runs billing, engineering data and remote operational monitoring through a cloud provider with several subcontractors. A geopolitical event raises concern about state-sponsored espionage and possible disruption. A useful assessment would proceed as follows:

  1. Scope: identify treatment operations, safety functions, billing, engineering drawings, identity systems, cloud control planes, telecom and recovery sites. State that physical process controls are in scope while unrelated office applications are not.
  2. Sources: record a state-sponsored actor as a hypothesis only if current reporting supports it, alongside criminal abuse of exposed services and accidental supplier outage as separate sources.
  3. Targeting: examine whether water utilities, the provider, the region or the specific technology have been targeted. Mark general political tension as context, not evidence of intent.
  4. Technical paths: model stolen administrator credentials, exploitation of an unpatched internet-facing appliance, compromise of a provider support account and manipulation of monitoring data. Describe authentication, privilege, network routes and recovery dependencies for each path.
  5. Impact: distinguish espionage of engineering data from loss of monitoring integrity, billing outage and unsafe process conditions. Give each its own owner and consequence analysis.
  6. Controls: require strong MFA and privileged-access separation, segment operational networks, verify cloud logs, patch exposed systems, test offline recovery and obtain supplier notification and continuity evidence.
  7. Review: trigger reassessment if provider ownership, support geography, subcontractors, exposed interfaces or threat reporting change.

This example demonstrates why a country label alone cannot determine the answer. The decision depends on reachable paths, evidence, consequence and control effectiveness.

Common errors and how to correct them

Turning nationality into a risk score

Problem: assigning a supplier or employee a high score because of country association. Correction: assess ownership, control, legal exposure, access, provenance, resilience and observed behavior, then document evidence and uncertainty.

Confusing an actor with an event

Problem: writing “nation-state risk” without describing what could happen. Correction: specify the event, access path, technical behavior, affected asset and consequence.

Mapping ATT&CK from headlines

Problem: attaching technique IDs without environment-specific evidence. Correction: document commands, accounts, processes, traffic or artifacts first; map only when the context supports it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring indirect and lower-tier dependencies

Problem: reviewing only the direct contract holder. Correction: trace cloud, software, hardware, telecom and managed-service tiers, including update and support paths.

Using stale indicators as the whole defense

Problem: treating an old IP address or hash as lasting protection. Correction: detect the behavior and constrain the path with identity, segmentation, patching, logging and recovery controls.

Failing to preserve scope

Problem: applying a country- or sector-specific advisory to every organization. Correction: carry the advisory’s actor, date, geography, sector and technique scope into your notes, then test relevance against your own exposure.

Practical worksheet for governance and risk meetings

For each scenario, keep a record with these fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Mission or business function affected.
  • Assets, data, systems and dependencies involved.
  • Threat source and whether it is observed, assessed or hypothetical.
  • Capability, intent, targeting, confidence and evidence date.
  • Initial access, technical behaviors and supported ATT&CK mappings.
  • Confidentiality, integrity, availability, safety, legal and financial consequences.
  • Existing preventive, detective, response and recovery controls, including test date.
  • Supplier, ownership, provenance, resilience and lower-tier considerations.
  • Risk owner, treatment decision, residual risk, funding or deadline.
  • Review trigger and the next evidence needed to reduce uncertainty.

Use this record to brief executives in decision terms: which mission is exposed, what evidence supports the scenario, what control will change the outcome, how much it will cost, and what residual risk remains. That is more defensible than presenting a geopolitical heat map with no technical path or accountable owner.

Key takeaways

  • Geopolitics is an input to organizational risk assessment, not proof that an actor will target a particular organization.
  • Assess adversarial sources through capability, intent and targeting, and preserve rationale, assumptions and uncertainty.
  • Describe real technical behavior before applying ATT&CK labels.
  • Include suppliers, subcontractors and infrastructure dependencies; examine control, provenance, resilience, foundational cyber practices and supply-chain tiers.
  • Compare scenarios by exposure, evidence, capability, likelihood, consequences, control effectiveness and response feasibility.
  • Revisit the model when intelligence, suppliers, ownership, technology or assumptions change.
