Outlook does not copy the files from an incoming message into a Reply or Reply All. That is intentional: Microsoft says including the same file would send the attachment back to the person who originally sent it. If the file must travel unchanged, use Forward; if the response must remain a reply, use Attach to add the downloaded file or a OneDrive item yourself.

Why attachments disappear in an Outlook reply

A reply is designed to send your response, not to return every object from the message you received. Microsoft describes the behavior directly: “When you reply to a message, attachments aren’t included because you’d be sending the exact same attachment back to the person who sent it to you.” Its web documentation states the same rule as “Files attached to the original message aren’t included when replying.”

That rule applies to both Reply and Reply All. Reply All changes who receives your message; it does not change how Outlook handles the original files. The files have not necessarily been deleted from the original message. Open the original message again and its attachments should still be available there.

Forwarding is the exception because its purpose is to pass the original message to someone else. A forwarded message normally carries the original message and its files. You can also add a file manually to a reply, either from your computer or from OneDrive.

Reply, Reply All, and Forward: what each action sends

Action Recipients Original files carried automatically? What you must do when the file is needed
Reply The original sender No Select Attach and add the file again, or use Forward instead.
Reply All The original sender plus the people in the original To and Cc fields No Select Attach and add the file again, or use Forward instead.
Forward Recipients you choose Yes, the original message and its attachments are normally included Review the new recipient list and remove anything that should not be shared.

Forwarding can add the original message as part of the forwarded content, while a manually attached file is a new attachment on your reply. Choose the method based on what the recipient needs: the complete original context, or only a particular file.

Keep the file by forwarding the original message

Use Forward when the recipient needs the attachment exactly as it arrived or needs to see the original sender, subject, and message context.

  1. Open the message that contains the file.
  2. Select Forward rather than Reply or Reply All.
  3. Enter the people who should receive it. Forwarding lets you choose a new recipient list; it does not automatically address the original sender and recipients as Reply All does.
  4. Add your explanation above the forwarded content, if needed.
  5. Confirm that the expected files appear in the compose window, then check the recipients and send.

Outlook.com and Outlook on the web document forwarding as the way to include the original message and its files. The light version of Outlook follows the same principle: attachments are not copied into a reply, so forwarding is the documented way to include them.

Keep the conversation as a reply and add the file again

If the subject line, threading, or recipient relationship must remain a reply, attach the file manually. This works in a desktop Outlook reply and in Outlook on the web where the Attach command is available.

  1. Open the original message and download the attachment to your computer, if it is not already saved.
  2. Select Reply or Reply All.
  3. In the compose window, select Attach (the paperclip) and choose the downloaded file from your computer.
  4. Wait for the attachment to finish uploading. Check that its name and size are correct before sending.
  5. Write the response, verify the recipients, and send.

A local attachment is sent as a copy. That means later edits to your local file do not alter the copy already sent, and edits made after sending will not be visible to the recipient.

Attach a OneDrive file instead of a local copy

When you choose a file from OneDrive through Outlook’s Attach command, Outlook can send it as a sharing link rather than embedding a separate copy. The recipient’s access depends on the sharing permissions. Before sending, inspect the attachment’s link or permission option and select an access level that allows the intended people to open it. A link is useful when the file is large or must stay current, but it is not equivalent to sending an unchanged, self-contained copy.

Attach the entire original email in classic Outlook

Supported classic Outlook editions include a setting that attaches the original message item when you reply. This is different from copying each PDF, image, spreadsheet, or other file that was attached to the original email. The recipient receives the original email as an attached Outlook message item and can open it in a compatible mail program.

  3. Scroll to Replies and forwards.
  4. Under When replying to a message, select Attach original message.
  5. Select OK to save the change.

After this setting is enabled, a reply can include the original message item. Test one reply to confirm how your version displays it. If the recipient needs an individual file that can be opened directly, manually attach that file as well; attaching the message item is not the same as placing every original file separately on the new message.

How the behavior differs by Outlook version

Outlook environment Reply behavior Practical option
Classic Outlook for Microsoft 365, Outlook 2024, and Outlook 2021 Original files are not copied into a normal reply. A setting can attach the original email item. Use Forward, manually attach the file, or enable Attach original message under File > Options > Mail > Replies and forwards.
Outlook.com and Outlook on the web Original files are not included when replying. Use Forward to carry the original message and files, or use Attach to add a local file or OneDrive link.
Light version of Outlook Attachments are not copied when replying. Forward the message when the original files must be included.

Menu names and available commands can vary with account type and the Outlook experience selected by your organization. If you do not see the classic Outlook Options path, use Forward or manually attach the file; those workflows do not depend on that setting.

Troubleshoot a missing attachment before sending

Use this short sequence when a file you expected is absent:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the action you selected. If the compose window says Reply or Reply All, the missing file is expected behavior. If it says Forward, look in the forwarded content and attachment area.
  2. Return to the original message. Confirm that the file is still present and download it if necessary. An attachment may have been removed from the message by a mailbox rule, retention process, or sender edit; that is a separate issue from Outlook’s reply behavior.
  3. Decide whether the message should remain a reply. If not, close or discard the draft and select Forward from the original message. This preserves the original files without a second download-and-attach step.
  4. For a reply, attach a fresh copy. Select Attach and browse to the downloaded file, or choose the OneDrive item and review its sharing permissions.
  5. For classic Outlook, decide whether an email item is enough. Enable Attach original message only when the recipient needs the original email as an item. Add individual files separately when they must appear as ordinary attachments.
  6. Inspect the draft immediately before sending. Check the file name, size, upload status, and recipient list. A file that is still uploading may not be included if you send too quickly.

Common mistakes and how to avoid them

Assuming Reply All restores attachments

Reply All only expands the recipient list to include the original To and Cc recipients. It does not copy the original files. Select Forward or use Attach when the files are required.

Forwarding to the wrong people

Forward does not preserve the original recipient list as a safety feature; you choose who receives it. Remove addresses that should not see confidential information, and inspect the quoted conversation for private content before sending.

Confusing a OneDrive link with an attachment copy

A OneDrive selection may be shared as a link. The recipient then needs permission and, usually, an internet connection to open it. Use a downloaded local copy when the recipient needs a standalone file or when access to your organization’s storage cannot be assumed.

Expecting the original message setting to copy each file

Attach original message adds the original email item. It does not promise that each original file will appear as a separate attachment on the new reply. Manually attach the particular files the recipient needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Editing the downloaded file without checking its version

If you download, change, and attach a file, you are sending the changed copy, not necessarily the exact file that arrived. Compare the file name and revision with the original before sending when “unchanged” matters.

Which method should you choose?

  • Choose Reply when you only need to answer the sender and no original file is needed.
  • Choose Reply All when every original To and Cc recipient should see your response; attach files manually if they need them.
  • Choose Forward when the original files and message context should travel to new recipients.
  • Use a manual local attachment when the recipient needs a separate, self-contained copy.
  • Use a OneDrive attachment when controlled sharing or a current, centrally stored file is more useful than a fixed copy.
  • Enable Attach original message in supported classic Outlook when the recipient needs the original email item itself.

Safety checks before sending an attachment back

Because Forward can include the entire original conversation, inspect the quoted text, addresses, and files before sending. Confirm that external recipients are allowed to receive the material, especially when the message contains personal, financial, customer, or internal information. For OneDrive links, verify who can open the link rather than assuming that the recipients of the email automatically have access.

If the message must contain an exact file and you cannot locate it in the original email, ask the sender to provide it again instead of guessing at a replacement. Outlook’s normal reply rule explains why the file is absent from the draft, but it cannot recover a file that is no longer available in the original message.

The practical answer

Nothing is wrong with Outlook when a Reply or Reply All has no original attachments. That is the designed behavior. Use Forward to carry the original message and its files, or stay in the reply thread and add the needed file from your computer or OneDrive. In classic Outlook for Microsoft 365, Outlook 2024, and Outlook 2021, you can additionally enable File > Options > Mail > Replies and forwards > Attach original message when the whole email item is what the recipient needs.
