Do not start by buying a new handset or access point. First determine whether the failure is caused by lost Wi‑Fi association, weak or interfered radio coverage, a roaming handoff, congestion and missing voice prioritization, or an internet path that your push-to-talk (PTT) service requires. Log where and when the symptom occurs, whether the user is moving, whether Wi‑Fi stays connected, and whether the PTT server is onboard or remote. That sequence identifies the failing part of the system before anyone changes equipment.
Start with the failure pattern, not a hardware upgrade
“Choppy audio” is an outcome, not a diagnosis. The same symptom can come from a handset losing its wireless association, an access point that cannot cover a compartment, a roaming handoff that takes too long, packet loss caused by interference, a congested wired uplink, or a PTT application that cannot reach its cloud service. Treat each possibility as a separate failure domain.
Cisco’s general VoWLAN guidance is written for its own wireless-voice deployments, but its diagnostic categories transfer well to a ship: check coverage at the next access point, channel overlap, noise, roaming behavior and voice-quality treatment. Use the categories, not Cisco-specific controller commands or queue names, on another vendor’s system. See the Cisco VoWLAN troubleshooting overview and its general troubleshooting guidelines.

- Wi‑Fi association is lost: investigate coverage, interference, authentication, roaming and access-point capacity.
- Wi‑Fi remains associated but PTT audio fails: investigate reachability, packet loss, latency, jitter, application transport and QoS across the complete path.
- Only cloud PTT fails while onboard services work: investigate the vessel’s uplink or external service path.
- The symptom appears during movement or in one area: treat it as an RF or roaming lead until measurements show otherwise.
Build a symptom log that can be reproduced
Record observations before changing channels, transmit power or handset settings. A repeatable pattern is more valuable than a one-time impression and lets a network technician compare a good location with a bad one.

| Record | What to capture | Why it matters |
|---|---|---|
| Location | Deck, compartment, corridor, stairwell, exterior area and the nearest known access point | Failures confined to a place point toward coverage, attenuation or local interference. |
| Time | Start and end time, watch or shift, and whether other systems were busy | Time correlation can expose congestion, scheduled scans or uplink events. |
| Device | Handset model, software version if visible, battery state and PTT channel | A single-device pattern differs from a fleet-wide network pattern. |
| Movement | Stationary, walking, moving between decks, entering a compartment or crossing an access-point boundary | Movement-related gaps are a strong roaming or coverage clue. |
| Audio symptom | Choppy, gaps, delayed speech, one-way audio, no audio, call drop or stuck transmit indication | Different symptoms can occur at different layers of the path. |
| Wi‑Fi state | Associated, disconnected, repeatedly re-authenticating or showing no change on screen | A connected handset can still have an application-path problem, while a disconnect points to Wi‑Fi itself. |
| Scope | One user, several users in one area, or users throughout the vessel | Scope helps separate an endpoint fault from an RF, switching or service outage. |
Run two controlled observations: a stationary test at the location where audio fails, and a slow walk through that area while another user sends known PTT phrases. Note the exact point where quality changes and whether the handset changes access points. Do not call this a formal performance test; it is a practical way to make the reported symptom repeatable.
Check Wi‑Fi association and basic reachability
At the moment of a fault, ask the operator to read the handset’s Wi‑Fi indicator and application status without immediately toggling Wi‑Fi off and on. A reconnect can erase the evidence needed to identify the cause.
If the handset is no longer associated
- Record the last known location and whether the device was moving.
- Have the administrator check access-point logs for deauthentication, failed authentication, excessive retries or a failed roam.
- Check whether the problem affects every handset in that area or only one device.
- Verify that the device is using the intended SSID, security method and VLAN.
These checks establish a Wi‑Fi problem; they do not yet prove that coverage is weak. Authentication errors, incompatible security settings, access-point overload and a defective handset can all present as a disconnect.
If Wi‑Fi remains associated
Move the investigation above the radio-association layer. With the vessel administrator’s approval, test reachability to an appropriate onboard service while reproducing the PTT fault. A continuous ping or equivalent reachability monitor can show whether packets stop at the same time as audio, but it does not measure speech quality by itself and should not be run in a way that burdens a constrained network.
Compare three paths where the architecture permits: the handset to an onboard network service, the handset to the PTT server, and the vessel to any external service the PTT application requires. If the first path is stable but the latter path fails, local Wi‑Fi may be healthy and the fault may be routing, firewalling, uplink loss or the remote service.

When failures follow location or movement, investigate RF and roaming
Metal bulkheads, decks, machinery spaces and compartment boundaries can change propagation on a ship, but the available evidence does not establish a universal access-point layout or antenna placement for every vessel. Measure the actual installation instead of assuming that a land-office design will work onboard.
Coverage at the point of failure
Ask a qualified wireless technician to survey signal level and noise along the route where audio degrades. The important comparison is not only the current access point; it is the signal and usable capacity at the next access point before a handset must roam. Cisco’s guidance specifically directs troubleshooting toward coverage at the next access point, channel overlap and noise when voice degrades during roaming.

- Measure at normal handset height, with doors and equipment in their normal operating state.
- Repeat during the operating condition in which the symptom normally appears; machinery and other transmitters can alter the noise floor.
- Document access-point identifiers and the time of each measurement so a later log comparison is possible.
Roaming handoff
A handset can remain associated in the user interface while an application experiences a brief interruption during a handoff. Correlate the audio gap with access-point changes in controller or handset logs. If the fault occurs only while walking, test at slower and faster walking speeds and in both directions; a handoff that succeeds in one direction may fail when the radio conditions reverse.
Do not “solve” a roaming problem by turning every access point’s transmit power to maximum. Excessive cell overlap can make a handset hold a distant access point too long, increase co-channel contention and make handoff decisions worse. Any power, channel or minimum-data-rate change should follow a measured survey and a controlled retest.
Interference and channel overlap
Noise and overlapping channels reduce the airtime available to voice. A technician should inspect channel utilization, non-Wi‑Fi interference and retransmissions, then identify whether a particular compartment or piece of equipment correlates with the noise. Do not assume that a new SSID or a different handset will remove interference produced by the physical environment.

When Wi‑Fi is stable but audio is choppy, inspect the voice path
Stable association does not guarantee usable speech. PTT packets can be delayed, reordered or dropped after they leave the radio. Review the complete path: handset, access point, wireless controller or gateway, switch fabric, firewall, onboard server or internet uplink, and the receiving handset.

Verify classification and prioritization
Cisco describes WLAN QoS, 802.1p tagging and preservation of trusted DSCP markings as checks for choppy wireless voice. In practical terms, the PTT traffic must be recognized consistently, placed in an appropriate wireless queue, and given compatible treatment on the wired network. Wi‑Fi Multimedia (WMM) support and roaming behavior also need to match the capabilities of the endpoints and access points.
Ask the administrator to verify:
- Which protocol, ports or application signature identifies PTT traffic.
- Whether the handset and application actually mark packets as expected.
- Whether access points map those markings to the intended WMM category.
- Whether switches, routers and firewalls preserve or rewrite DSCP and 802.1p markings.
- Whether queue drops, uplink saturation or broadcast traffic coincide with the audio fault.
- Whether every endpoint model supports the selected security, QoS and roaming features.
These are inspection points, not universal configuration values. Cisco’s commands and queue names target Cisco systems; copying them to another platform can produce no change or mis-prioritize unrelated traffic. QoS cannot create bandwidth that the radio link or uplink does not have, and it cannot correct a handset that is out of coverage.
Separate loss, delay and jitter
Ask for packet statistics from the equipment that carries the PTT stream. Persistent loss usually produces gaps or clipped words. Variable delay (jitter) can make speech arrive unevenly even when average latency looks acceptable. A complete one-way failure may indicate a blocked return path, a session or NAT problem, or an application service fault rather than ordinary congestion. The useful result is a time-correlated record showing what changed when the user pressed the PTT button.
Determine whether the PTT service is local or cloud dependent
Architecture changes the fault-isolation path. A PTT application that reaches a remote cloud service needs both the ship’s local Wi‑Fi and a working external uplink. A system with an onboard PTT server can keep its media path on the ship even when internet access is unavailable. One vendor, Seafy, advertises an onboard local PTT server and app designed to work over ship Wi‑Fi without internet or cloud access. That is a vendor claim, not an independent shipboard performance test, and it still depends on reliable local Wi‑Fi.

Test the dependency, not the marketing description
- Ask the administrator to document where the PTT server, authentication service and media relay run.
- During a controlled uplink outage or approved simulation, test handset-to-handset PTT while monitoring local network services.
- Repeat the test with the ship’s Wi‑Fi path deliberately held constant; do not confuse an uplink test with an RF test.
- Record which functions remain available: login, channel discovery, group calls, one-to-one calls, recording and administration may have different dependencies.
If local services and onboard PTT continue while internet-dependent PTT fails, the external path is the leading suspect. If both fail in one compartment, changing server location will not repair the local radio path.
Compare a network repair with a PTT architecture change
Use the following decision frame before approving equipment or software changes. The right choice depends on measurements from the vessel, not a generic office-Wi‑Fi result or a product brochure.
| Question | Network repair | Architecture change |
|---|---|---|
| Failure domain | Targets coverage gaps, interference, roaming, congestion or broken QoS on the existing path. | Targets dependence on an external server or internet uplink; it does not remove local RF problems. |
| Mobility | Improves usable coverage and handoff for existing devices when a survey identifies the cause. | May preserve the same roaming behavior if handsets and access points are unchanged. |
| Interoperability | Preserves installed endpoints when the fix is compatible with their supported features. | Requires validation of handsets, channels, authentication, recording and operational procedures. |
| Resilience | Can reduce local outages but still depends on the existing server and uplink design. | An onboard server can reduce external-path dependence, while adding a local system that must be maintained and backed up. |
| Evidence required | RF survey, roaming records, packet statistics and configuration review from the actual vessel. | Documented dependency test, compatibility plan, ownership, updates and failure-mode procedure. |
Keep PTT separate from required maritime safety communications
App-based crew PTT is an operational communication tool. The available evidence does not establish it as a substitute for required maritime radio equipment or emergency procedures. ITU‑R M.1171‑1 (November 2023) covers routine radiotelephony procedures in the maritime mobile service and is incorporated by reference in the Radio Regulations. Follow the vessel’s approved procedures and applicable flag-state, port-state and radio requirements when evaluating any change.
ITU describes harmful interference as serious degradation, obstruction or repeated interruption of a radiocommunication service, including risks to maritime and radionavigation services. If troubleshooting reveals possible interference with safety communications, stop experimental changes that could worsen it and involve qualified radio and network personnel. An older recommendation, ITU‑R M.218, is withdrawn and was suppressed in June 2003; it should not be used as current operational guidance.
Common approaches that waste time
Replacing handsets before identifying the failure domain
A different handset cannot compensate for a dead zone, overloaded uplink or unreachable cloud service. First determine whether the fault follows the user, the location, the movement route or the service.

Changing channels without measuring noise and utilization
A channel change can move contention rather than remove it. Record the before-and-after radio conditions and verify that the change did not make roaming or co-channel reuse worse.
Enabling QoS on one device only
Prioritization is an end-to-end property. A handset marking packets is not enough if the access point drops the marking or a switch queues the traffic as best effort.
Assuming “connected” means “the PTT path works”
The Wi‑Fi icon reports association, not successful delivery to the PTT server and not intelligible audio. Correlate application events and path measurements with the exact press-to-talk failure.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesUsing an internet outage to diagnose Wi‑Fi
An uplink test says little about local RF. Test an onboard destination and an external destination separately, with the route and timestamps recorded.
Escalate with a concise evidence package
Give the network or PTT administrator a package that can be acted on immediately:
- A map or written list of failure locations and the route used during a walking test.
- At least one stationary reproduction and one movement reproduction, with timestamps.
- Handset identifiers, software versions and the PTT channel used.
- Whether Wi‑Fi association changed during each event.
- Access-point, controller, switch and PTT-server log excerpts covering the same times.
- Any packet-loss, latency, jitter, retry, noise or queue-drop measurements available.
- A statement of whether the PTT service is onboard, cloud hosted or split between both.
- The vessel’s applicable communication procedures and any safety-radio impact observed.
Request a retest after each material change, changing one variable at a time. A successful fix should be demonstrated at the original failure location and along the original movement route, not only beside an access point in an open area.
What a durable improvement looks like
A durable result has a documented failure pattern, a measured cause and a retest that exercises the same conditions. The record should say whether the handset stayed associated, which access point served it, whether the PTT path was local or external, and what happened to packet delivery when the audio failed. That evidence tells you whether to repair RF coverage, correct roaming or QoS, repair the uplink, or reconsider the PTT server topology. It also prevents a local Wi‑Fi defect from being mistaken for a maritime-radio replacement decision.
