Improve a Steam boomer shooter by diagnosing the symptom before changing settings. First verify the individual game’s requirements, record your CPU, GPU, available memory, resolution and refresh rate, and reproduce the slowdown in the same scene. Then use Steam’s performance monitor, if available, to distinguish sustained low FPS from frame-time spikes. Test one change at a time: resolution, demanding graphics options, background applications, power behavior, memory pressure and cooling.
There is no universal “boomer-shooter” preset. A game can run poorly because it is limited by the GPU, CPU, available RAM, heat, power-saving behavior or a background process. Meeting a game’s listed requirements also does not guarantee a particular frame rate.
Start with a reproducible baseline
Do not begin by buying hardware or changing every graphics option at once. Create a baseline that lets you tell whether a change helped.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open the game’s Steam Store page. Record its minimum and recommended CPU, GPU, memory, operating-system and storage requirements. These figures apply to that title and edition; they are not a genre-wide performance promise.
- Record the PC configuration. Note the processor, graphics processor, installed RAM, display resolution and the refresh rate selected in Windows. On a laptop, also note whether the system is plugged in and which power mode is active.
- Choose a repeatable scene. A crowded combat encounter, a large outdoor area or the location where hitches normally occur is more useful than an empty corridor. Use the same map, camera direction and approximate action for every comparison.
- Change only one variable. Keep the scene and other settings unchanged, play long enough to reproduce the problem, and record what happened. A change that appears helpful during a quiet area may not help during combat.
Steam Support cautions that simply meeting a game’s requirements does not guarantee high FPS or strong performance. Treat the requirements as a compatibility starting point, not as a target frame rate.

Separate low FPS from stutter
Average frames per second and frame time describe different problems. FPS is the number of completed frames over time; frame time is how long each frame takes. A game can show a reasonable average FPS while occasionally taking far longer to produce a frame, which feels like a hitch. Consistently low FPS indicates a sustained rendering or simulation limit instead.
On supported Windows configurations, Steam’s in-game performance monitor can display FPS, CPU, GPU and system-RAM information. Watch the values while the slowdown occurs rather than checking only after returning to the desktop. The metrics narrow the possibilities, but they do not prove a cause by themselves.
| What you feel | What to observe | Most useful next test |
|---|---|---|
| Low performance everywhere | FPS remains low in both quiet and busy areas | Lower resolution, then compare CPU and GPU activity |
| Brief hitches or pauses | Frame-time spikes; available RAM may be low | Check memory pressure and close storage- or memory-heavy applications |
| Performance falls after several minutes | FPS declines as the machine gets hotter | Check ventilation, temperatures and power behavior |
| Tearing despite a high FPS counter | Visible horizontal splits while the camera moves | Compare VSync and display refresh-rate settings |
Use resolution as a diagnostic
Temporarily lower the game’s resolution while leaving other options unchanged. If FPS rises substantially, the graphics processor is doing less rendering work and resolution or another GPU-heavy option is implicated. If FPS barely changes, the game may be constrained by CPU performance. Steam describes this as a probability, not an absolute rule: a resolution test is a clue that should be checked against the monitor’s CPU and GPU readings.

After the test, restore a resolution that suits the display and adjust other options individually. A lower resolution can make the image softer, especially when the game does not provide a good upscaling mode, so use it to identify the bottleneck rather than assuming it is the best permanent setting.

Test graphics options one at a time
There is no evidence-backed ranking of the most expensive setting across every boomer shooter. Engines, lighting systems, texture streaming and effects differ. Use the game’s own repeatable scene and make a controlled sequence of tests.
- Write down the current preset and individual values so you can restore them.
- Lower one demanding option by one step, then replay the same scene.
- Observe FPS and frame time, not just whether the picture looks different.
- If there is no meaningful change, restore the option and test another one.
- Once the bottleneck is understood, choose the highest image quality that maintains acceptable frame pacing.
Capcom’s PC troubleshooting guidance notes that graphics changes may require a game restart. Restart when the title asks you to; otherwise a setting may not actually be active during your comparison.
Recognize a CPU-limited game
A CPU limit can persist even after lowering resolution because the processor is responsible for game simulation, enemy logic, draw-call submission and other work that resolution does not remove. The practical signal is little or no FPS improvement after a resolution reduction, together with CPU activity that remains high during the slowdown.
Do not infer a CPU limit from one number alone. Check whether a background application is consuming processor time, whether the laptop is in a power-saving mode, and whether the slowdown occurs only in a scene with many enemies or effects. A repeatable busy scene is especially important for older or highly simulation-heavy shooters.

Check available memory before considering a RAM upgrade
Low available system memory can force the game or Steam to be swapped to disk. That can produce repeated frame-rate hitches even when average FPS looks acceptable. Use the performance monitor or Windows’ memory view while the game is running and during the exact moment of a hitch.
- Memory remains comfortably available: a RAM purchase is unlikely to address this particular symptom; investigate frame-time causes, CPU/GPU limits or heat.
- Available memory becomes very low and disk activity rises: close unnecessary applications, especially browsers with many tabs, recording tools and other programs that allocate substantial memory. Re-test before buying anything.
- Memory pressure persists with only the game and Steam open: check the PC maker’s supported memory type, slot count and maximum capacity. A compatible upgrade is conditional on those specifications; no single capacity or kit is appropriate for every desktop or laptop.
Do not prescribe a RAM model based only on the game title. The machine’s motherboard or laptop design determines compatibility, and replacing or adding memory may be impossible on some systems.
Investigate heat and power-saving behavior
Sudden slowdowns after a period of play can indicate that the CPU or GPU is reducing speed as temperatures rise. Steam describes overheating and battery-saving behavior as causes of CPU slowdowns. Capcom recommends adequate ventilation and notes that lower settings or a frame-rate limit can reduce heat.
For desktops
- Keep intake and exhaust vents clear of walls, fabric and accumulated dust.
- Confirm that fans are turning and that the case has unobstructed airflow.
- Compare performance with the side panel and airflow unchanged; opening a case is not a substitute for proper cooling and can introduce dust or safety risks.
For laptops
- Play on a hard, flat surface rather than bedding or a lap that blocks vents.
- Test while connected to the intended AC adapter and verify that Windows is not using a battery-saving mode that reduces processor speed.
- Check the manufacturer’s thermal and power controls if the system repeatedly slows as it warms.
A frame-rate limit can reduce heat by preventing the hardware from rendering frames you cannot use. It may also make frame pacing more consistent, but it cannot repair a cooling fault. If performance drops sharply with temperature, diagnose ventilation and the cooling system before purchasing a generic accessory.

Close background workloads
Background programs can compete for CPU time, GPU resources, RAM or storage bandwidth. Before changing hardware, close applications that are not needed for the session. Recording, streaming, large file transfers, cloud synchronization, browser tabs with active media and other games are common sources of contention.
Close one category at a time and retest so you know what changed. If a recording application is required, reduce its capture workload or schedule synchronization and downloads for another time. Do not terminate Windows services indiscriminately; use normal application controls and restart the PC if a program does not release resources cleanly.
Check display refresh rate, FPS and VSync separately
A monitor’s refresh rate is how often it can illuminate a new image. FPS is how often the game produces frames. They are related but not identical: FPS can be below, equal to or above the display’s refresh rate.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteVerify that Windows is using the intended refresh rate in its display settings and that the game is not selecting a different mode. A high refresh rate does not create additional game frames; it only gives the display more opportunities to show frames that the game has rendered.

Steam warns that disabling VSync can permit FPS above the refresh rate but may introduce visible tearing. Compare VSync enabled and disabled in the same scene:
| Choice | Potential benefit | Trade-off |
|---|---|---|
| VSync enabled | Can align presented frames with the display and reduce tearing | May add latency or hold presentation to the display timing, depending on the game and hardware |
| VSync disabled | Can reduce synchronization delay and allow the frame counter to exceed refresh rate | Tearing may appear; a higher FPS counter does not guarantee a cleaner image |
Use the option that gives the best balance for your display and sensitivity to tearing. Do not treat VSync as a way to increase the game’s rendering capability.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose the remedy from the measured bottleneck
| Measured condition | Low-risk action | When a purchase becomes reasonable |
|---|---|---|
| FPS improves after lowering resolution | Reduce resolution or GPU-heavy options until frame pacing is acceptable | Only after confirming the GPU is the sustained limit and an upgrade fits the rest of the system |
| FPS does not improve after lowering resolution | Check CPU activity, busy scenes, background programs and power mode | Only after confirming a CPU limit across more than one repeatable test |
| Hitches coincide with very low available RAM | Close memory-heavy applications and retest | A compatible RAM upgrade, after checking the PC maker’s specifications |
| Performance falls as temperatures rise | Improve ventilation, use a sensible frame-rate limit and investigate cooling | Only when a diagnosed thermal problem requires hardware service or replacement |
| Image tears while FPS is high | Check refresh rate and compare VSync behavior | Not a reason by itself to buy faster hardware |
This decision order avoids spending money on a component that is not limiting the specific game. It also preserves image quality when a free software or airflow change solves the problem.
A complete troubleshooting procedure
- Read the title’s requirements. Use the Steam Store page for the exact game and edition.
- Record the baseline. Note CPU, GPU, installed and available RAM, resolution, refresh rate, power state and the repeatable scene.
- Enable Steam’s performance monitor if supported. Watch FPS, frame time, CPU, GPU and RAM while reproducing the issue.
- Classify the symptom. Decide whether it is sustained low FPS, intermittent hitches, heat-related decline or display tearing.
- Run the resolution test. Lower resolution temporarily and record whether FPS changes.
- Test individual graphics options. Restart when required and alter only one option per comparison.
- Remove software contention. Close recording, synchronization, downloads and other resource-intensive applications.
- Check memory pressure. If available RAM is low during hitches, reduce other workloads before considering compatible memory.
- Check temperature and power. Verify ventilation and, on laptops, AC power and non-saving performance behavior.
- Verify display behavior. Confirm Windows refresh rate and compare VSync choices for tearing and responsiveness.
- Document the result. Keep the settings that improve the measured symptom without creating an unacceptable image-quality or latency trade-off.
Common mistakes that waste time
- Changing every setting at once: you cannot tell which change mattered, and you may lower image quality unnecessarily.
- Using average FPS alone: a high average can hide frame-time spikes that cause the uncomfortable hitch.
- Assuming requirements equal a guaranteed FPS: requirements establish a baseline for that game, not a universal performance target.
- Buying RAM without measuring memory pressure: extra memory cannot fix a GPU, CPU, display-synchronization or thermal limit.
- Blaming refresh rate for low FPS: the monitor can display only what the game produces; changing refresh rate does not make the renderer faster.
- Applying a universal boomer-shooter preset: engines and scenes differ, so verify every change in the title that is actually slow.
When to contact the game publisher
If the title still exhibits reproducible slowdowns after the baseline tests, follow that publisher’s troubleshooting instructions. Include the game version, PC specifications, operating system, graphics settings, the scene used for testing and the FPS or frame-time behavior. A precise description helps support distinguish a configuration issue from a title-specific bug. Avoid presenting a single cross-game tweak as a guaranteed fix when the evidence points to a game-specific problem.
