You cannot prevent a submarine-cable break from a home network, and replacing a router will not repair offshore infrastructure. You can, however, make an interruption less disruptive by choosing a backup that does not share the same route, confirming how your provider reroutes traffic, and preparing essential work and records for offline use.

The most dependable plan combines verified path diversity, a ready secondary access network, realistic expectations about capacity and latency, and a short outage procedure that separates a regional cable fault from a local Wi-Fi problem.

What undersea-cable dependence means

Submarine cables carry approximately 99% of the world’s Internet traffic, according to the International Telecommunication Union (ITU) in its 2026 backgrounder. The same backgrounder counted more than 500 active and planned telecommunication submarine-cable systems as of 2024. Those figures describe global infrastructure, not the probability that your household will lose service.

Your provider may reach international networks through several cables, landing stations, terrestrial links and upstream carriers. A fault on one segment can therefore cause anything from no visible change to slower international traffic, intermittent connections or a complete loss of service in a region. The result depends on surviving capacity, local interconnection, the number and location of landing points, and the provider’s traffic-engineering choices.

More than 170 cable repairs were reported worldwide in 2025, according to the ITU’s 2026 backgrounder citing International Cable Protection Committee data presented at its April 2026 annual plenary. This is a count of repairs, not a count of affected households and not a forecast for your route.

What happens if an undersea cable is cut?

Traffic may be rerouted automatically

Network operators can move traffic to another cable, landing point or terrestrial path. If enough spare capacity exists, you may notice only higher latency or slower peak-time speeds. Automatic rerouting can also leave some applications working while services that depend on a congested or distant route struggle.

Some services can fail selectively

Websites hosted locally may remain reachable while overseas cloud applications, video platforms, voice services or corporate VPNs time out. A DNS lookup, authentication service or content-delivery node can be located on a path that is more affected than the rest of your connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A country-wide failure is not automatic

Impact is greatest where a region has few landing points or limited alternate links. A cable fault does not inherently disconnect every customer in a country. The available public information cannot predict an individual address’s outage probability or restoration time.

Why cables fail and why repairs take time

The ITU identifies accidental human activity—especially fishing and anchoring—as major causes of damage. Natural hazards, including earthquakes, underwater landslides and tsunamis, can also sever or bury cable sections. Aging infrastructure and regulatory complexity affect how quickly operators can maintain or replace equipment.

The Internet Society’s policy brief points to limited landing points as a concentration risk. After a break is confirmed, a suitable repair vessel and trained crew must be available, permits may be required, weather can delay sailing, and the damaged section may be far from shore. These logistics explain why a fault can outlast a routine local broadband outage.

Build a household resilience plan before an outage

  1. Document your primary path. Ask your fixed-broadband provider which alternate international routes it can use, whether rerouting is automatic, and what service degradation or restoration expectations apply after a submarine-cable fault.
  2. Check for shared dependencies. For any second service, ask whether it uses the same access network, upstream carrier, landing station, cable system or regional backhaul as the first service. Two different brands can still depend on one physical route.
  3. Choose a ready backup. Activate a cellular plan and test a hotspot, or install another practical access method before you need it. A backup that requires a new contract, delivery or installation during an outage is not immediate failover.
  4. Test the important tasks. During a scheduled test, connect work devices through the backup and check VPN access, two-factor authentication, voice calls, video meetings, payment systems and file synchronization.
  5. Prepare offline copies. Keep current copies of essential contact details, credentials needed for recovery, work files, travel information, maps and entertainment on devices that can operate without Internet access.
  6. Write a short outage procedure. Include provider-status links, account numbers, backup activation steps, power-bank locations and a rule for when to stop troubleshooting local equipment and switch to the alternate service.

How to evaluate a second fixed-broadband service

A second line is valuable only when it is independent enough to survive the same incident. Ask both providers for the physical and commercial dependencies they are willing to disclose. They may not reveal sensitive network diagrams, but even a statement about shared backhaul or a common landing point is useful.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Question What a useful answer establishes Warning sign
Does the service use a different access network? The last-mile failure mode may differ from your primary line. Both services terminate on the same cable plant or neighborhood equipment.
Is the upstream carrier different? International transit may follow a separate commercial and physical path. Different retail names buy capacity from the same upstream network.
Does it use another landing point or cable system? A single submarine break is less likely to affect both paths. Both routes converge at one landing station.
What happens after a cable failure? You learn whether rerouting is automatic and what congestion to expect. The provider offers only a generic “best effort” statement.
How quickly can service be activated? You know whether the line is genuine failover or a future option. Installation depends on a long appointment window.

Do not infer independence from different logos, billing accounts or technologies. Verify the route and shared infrastructure in your service area.

Will a mobile hotspot work if an undersea cable is damaged?

An unlocked 5G mobile-hotspot router can add cellular access, but it is not connectivity by itself. You need a compatible active cellular plan, usable local coverage, sufficient power and a device that supports the carrier’s bands. Performance also varies with congestion and signal quality.

A cellular network may have a different last-mile path from fixed broadband, yet the carrier can still rely on the same international submarine cable route. Ask the mobile carrier whether its core and international traffic have diversity from your fixed provider. No universal answer applies across countries or carriers.

Hotspot preparation checklist

  • Confirm that the device is unlocked and compatible with the intended network.
  • Keep the SIM or eSIM account active, with enough data for the tasks that matter.
  • Test the hotspot from the rooms where it will be used and at the times of day when congestion is likely.
  • Measure practical tasks rather than only a speed-test result: VPN login, file upload, voice calls and video meetings.
  • Store a charged power bank and the hotspot’s access credentials with your outage kit.
  • Check whether tethering, roaming and high-speed data have separate limits or terms.

Can satellite Internet avoid undersea-cable outages?

Satellite connectivity can provide another redundancy layer where local service, equipment, power and regulatory conditions make it practical. The ITU’s disaster-communications report describes geostationary (GEO) and medium-Earth-orbit (MEO) systems as ways to restore communications when terrestrial networks are disrupted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

One cited example is Tonga in 2024: an MEO-powered network restored voice, SMS and data six hours after the country’s only subsea cable was severed. That is a national disaster-response example, not a guarantee of household speed, price, coverage or availability. Satellite capacity, latency, terminal installation, weather sensitivity, power consumption and subscription terms differ by location.

Questions to answer before choosing satellite

  • Is service legally and commercially available at your address?
  • Can you mount and power the terminal during a prolonged outage?
  • What latency and data allowance do your applications require?
  • Will the provider’s gateway and backhaul remain independent of the cable route you are trying to hedge?
  • How long would delivery, installation or activation take?
  • What happens when many local users connect during a disaster?

Satellite should be treated as a separately verified access path, not as an automatic escape from every submarine-cable problem.

Option Independence to verify Capacity and latency Power and installation Costs and limits Best use
Second fixed line Different access network, upstream, landing point and cable system. Often closest to primary performance, but congestion after rerouting is possible. Usually requires a separate line and installation; exact requirements vary. Current local price, equipment fee and data policy: not stated; check provider. Homes or offices needing sustained high-volume use.
Cellular hotspot Different radio access and, ideally, a diverse mobile core and international path. Depends on signal, spectrum and cell congestion; latency is variable. Portable, but requires charging and an active compatible plan. Plan price, high-speed allowance and roaming terms: not stated; check carrier. Short outages, travel and modest workloads.
Satellite terminal Separate satellite and gateway path must be confirmed. Orbit, gateway load and weather affect latency and throughput. Terminal placement, clear sky view and reliable power are required. Equipment, installation, subscription and data terms: not stated; check local availability. Locations with poor terrestrial or cellular alternatives.
Offline continuity Independent of all live network paths. No live connectivity; only previously downloaded material is available. Uses local device storage and backup power. Storage and preparation costs depend on existing equipment. Records, maps, contacts and work that can be prepared in advance.

  • Export current contact lists, emergency numbers, addresses and account-recovery instructions.
  • Download active projects, reference documents, tickets, invoices and forms to encrypted local storage.
  • Save maps for regular journeys and the locations of service centers, pharmacies and meeting points.
  • Keep a local copy of password-manager emergency instructions and backup authentication methods, while protecting them from unauthorized access.
  • Download entertainment or educational material that would otherwise consume scarce backup data.
  • Maintain at least one charged power bank and, for critical work, a second device that can connect to the backup network.

Set a calendar reminder to refresh these copies. Offline files become unreliable when they are old, incomplete or stored only on a device that has failed.

What to do during a suspected submarine-cable outage

  1. Check scope first. Test more than one device and one website. If only one device fails, inspect its Wi-Fi, DNS and local settings before assuming a regional fault.
  2. Use the provider’s status channel. Check the ISP’s status page, service alerts or support message for a routing incident, capacity reduction or maintenance notice.
  3. Test the wired connection. If possible, connect one computer by Ethernet to separate Wi-Fi radio problems from an upstream outage.
  4. Restart local equipment once. Rebooting a modem or router can clear a local fault; it cannot repair a submarine cable. Repeated resets do not improve a confirmed regional outage.
  5. Activate the independent path. Move essential devices to the tested hotspot, second line or satellite service. Keep the primary connection available if some destinations still work.
  6. Reduce nonessential traffic. Pause large downloads, cloud backups and high-resolution streaming so limited backup capacity remains for calls, authentication and work.
  7. Record symptoms and times. Note which services fail, when the problem began and whether performance changes. This helps the provider distinguish local equipment trouble from international routing or congestion.

Small-organization continuity decisions

For a small office, classify applications by how long they can tolerate interruption. Real-time voice and payment systems usually need low delay and predictable capacity; document access may tolerate slower links; noncritical synchronization can wait.

Set a minimum operating mode

  • Identify the people who must remain reachable and the applications they require.
  • Define which traffic is paused automatically when the backup link is active.
  • Keep current local copies of customer contacts, schedules and recovery procedures.
  • Give staff a single instruction for switching networks and reporting symptoms.
  • Review whether remote-access authentication itself depends on a reachable overseas service.

Do not assume that a consumer hotspot can support an entire office. Test concurrent calls, VPN sessions and uploads under realistic load, and document the point at which work must move offline.

How operators and governments improve resilience

Households cannot create landing stations or dispatch repair ships, but understanding the broader measures clarifies what to ask providers about. The ITU’s International Advisory Body recommendations emphasize timely deployment and repair, risk identification and monitoring, mitigation, and geographic diversity of connectivity. In July 2026, the ITU highlighted government-industry coordination, streamlined permitting, better monitoring, route diversity and redundancy, preparedness and response, and special attention to vulnerable regions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Internet Society describes Bangladesh’s 2023 response to a submarine-cable outage: traffic was rerouted through terrestrial connections with India while locally cached content helped maintain service. This demonstrates the value of alternate international paths and local content infrastructure; it is not a universal template for every country.

At the network level, resilience means preparing for failure rather than assuming failure can be eliminated. Doreen Bogdan-Martin, ITU Secretary-General, said in a 10 July 2026 release: “The world relies on connectivity, and thanks to the International Advisory Body on Submarine Cable Resilience, we now have a practical roadmap to keep undersea networks reliable.”

Set realistic expectations for reliability

No backup can guarantee uninterrupted Internet. A cellular provider may share international infrastructure with fixed broadband; a satellite service may be unavailable locally or constrained by power and capacity; a second fixed line may converge on the same landing point. Independence must be checked for the specific address and route.

Global repair totals cannot be converted into a personal outage forecast, and public sources do not provide universal restoration times. Your provider’s route diversity, surviving capacity, local backhaul and repair arrangements determine the experience. The practical standard is not “never fail”; it is knowing what will fail together, having a tested alternative, and being able to continue essential tasks without a live connection.
