To improve a looter shooter’s performance, first determine whether you have a low frame rate, inconsistent frame delivery, or both. Record what the CPU, GPU, memory and disk are doing while a repeatable hitch occurs; then apply reversible Windows and game-setting changes one at a time. Updates, closing unnecessary processes, adequate free storage, an appropriate GPU preference, correct display refresh settings and carefully tested graphics or synchronization options can help, but none is a guaranteed fix for every PC.
Separate low FPS from stuttering before changing anything
Average FPS and smoothness describe different problems. Low FPS means the game is producing too few frames overall. Stuttering means frame delivery is uneven: the counter may show an acceptable average while one frame takes noticeably longer than the next, creating a hitch. A system can have either symptom or both.
That distinction matters because the remedy differs. Lowering a demanding graphics option can raise a GPU-limited frame rate, but it will not necessarily cure a hitch caused by a background process or a brief storage spike. Conversely, a synchronization or frame-pacing change may make delivery feel steadier without increasing the average FPS. Do not assume the GPU, memory, drive, network or any other single component is responsible until you observe the system during the problem.
Microsoft lists background processes, limited storage, outdated software and hardware limits among possible reasons for slow Windows performance. Use its general troubleshooting guidance as a starting point, not as a promise of a particular FPS increase: Microsoft’s PC-performance tips.

Build a baseline you can reproduce
Changing several options at once makes it impossible to tell what helped. Choose a short route that reliably produces the hitch—such as entering a busy hub, opening an inventory, or fighting the same group of enemies—and repeat that route after every change. Record the following before you begin:
- The exact game and update, Windows edition and version, and whether the game runs in exclusive fullscreen, borderless windowed or windowed mode.
- CPU model, GPU model, installed memory capacity, and whether the game is installed on an SSD or hard drive.
- Resolution, selected graphics preset and individual options you have changed.
- Display refresh rate and whether variable refresh rate (VRR) is enabled on the monitor and in Windows.
- Average FPS if available, plus the location and timing of visible hitches. A frame-time graph or a repeatable visual observation is more useful than an average alone.
Keep the scene, resolution and character activity the same for each comparison. If the game has a built-in benchmark, use it consistently; otherwise, a repeatable in-game route is sufficient for a practical before-and-after check. These comparisons are troubleshooting measurements for your PC, not universal performance claims.
Check Windows while the game is running
Inspect resource use in Task Manager
- Launch the game and reproduce the hitch, or leave it running immediately after one occurs.
- Press Ctrl+Shift+Esc to open Task Manager. On the Processes tab, sort by CPU, Memory and Disk in turn.
- Look for a process that becomes active at the same time as the hitch. Close only applications you recognize and do not need; do not terminate Windows, driver or security processes just to reduce a number.
- On the Performance tab, watch CPU, GPU, memory and disk graphs while repeating the scene. Note which resource is consistently busy and which one spikes only during the hitch.
Microsoft recommends monitoring resource use and closing unused applications. A process that is busy at the exact moment of a hitch is a lead to test, not proof of causation. If closing it changes the result, add that observation to your baseline notes.
Install available Windows and driver updates
- Open Settings > Windows Update, select Check for updates, install available updates and restart when Windows requests it.
- Check for current graphics and chipset drivers through your PC or component manufacturer’s official update channel. Restart after a driver installation if prompted.
- Repeat the same game scene. Treat an update as a troubleshooting step; it may fix a compatibility or performance issue, but it does not guarantee higher FPS.
Microsoft specifically includes outdated software among possible contributors to poor performance. Older hardware may not benefit significantly from software changes, so do not interpret an unchanged result as a failed diagnosis.

Verify free storage
- Open Settings > System > Storage and check the free space on the drive that contains Windows and the game.
- Remove or move files you no longer need using Windows’ storage tools, or choose another installation drive with adequate free capacity.
- Restart the PC if you made substantial changes, then retest the repeatable scene.
Limited storage is one of Microsoft’s listed performance concerns. This check does not establish that a particular drive type is causing your hitch, and it is not a reason to defragment an SSD as an FPS remedy.
Use Windows 11 graphics options when they match your setup
Optimizations for windowed games
Windows 11’s Optimizations for windowed games applies to compatible DirectX 10 and DirectX 11 games running in windowed or borderless windowed modes. Microsoft says the feature moves compatible games to a newer presentation model and can reduce frame latency. It is not a universal setting for every API or every display mode.
- Open Settings > System > Display > Graphics.
- Find the Optimizations for windowed games setting under the default graphics options and turn it on if your game and mode fit the DirectX 10/11 windowed or borderless scope.
- Apply the change, close the game completely and launch it again. Microsoft’s instructions are documented at Optimizations for windowed games in Windows 11.
Compare it against your previous setting using the same scene. If a game behaves worse, turn the option back off and retest; reversibility is more useful than assuming the newest presentation path must be better.

Select the high-performance GPU for a particular game
On a system with integrated and discrete GPUs, Windows can assign an application a graphics preference. In Settings > System > Display > Graphics, select the game in the app list (add its executable if necessary), choose Options, select High performance, save, and restart the game. The label and available choices can vary by Windows version and hardware. If only one GPU is present, this setting will not create another performance option.

Lower game settings methodically
Graphics settings trade image quality, GPU work, memory use and sometimes latency. Reduce one demanding option at a time, replay the same scene, and keep any change only if it improves the symptom you are measuring. NVIDIA identifies lowering in-game settings as one way to improve performance and reduce latency, while its guidance does not claim one preset works for every game: NVIDIA’s system-latency guide.

Do not change resolution, preset, synchronization and driver settings simultaneously. A result you cannot reproduce is not a reliable fix.
Make refresh-rate, VRR and VSync decisions together
Confirm the refresh rate Windows is using
- Open Settings > System > Display > Advanced display.
- Under Choose a refresh rate, select a rate supported by the monitor.
- Return to the game and repeat the baseline scene.
Microsoft notes that the rates shown depend on the display. A 60 Hz monitor updates 60 times per second; that is a display-refresh definition, not a claim that your game will achieve 60 FPS. See Microsoft’s refresh-rate instructions.
Understand VRR and VSync trade-offs
VRR can let the display adapt its refresh to the game over the range supported by the monitor, and Microsoft notes that it can make manual refresh changes unnecessary for some games. Check whether your monitor, GPU, Windows version and game support the same VRR path. If VRR is unavailable or the game does not cooperate with it, VSync may remove tearing at the cost of added latency or a frame-rate constraint. Test the combinations your hardware exposes rather than disabling VSync for everyone.

For each combination, record tearing, visible hitching, input response and the FPS or frame-time behavior. A setting that feels smoother but adds objectionable delay may be the wrong choice for a fast encounter; a low-latency choice that introduces micro-hitches may be worse for long sessions.
Be cautious with frame-queue controls
Some driver ecosystems expose a maximum pre-rendered or buffered-frame control. NVIDIA’s Stuttering Analysis presentation says that limiting buffered frames to one can shorten input latency, while also increasing the chance of micro-stuttering and idle periods in GPU processing. That is a trade-off, not a universal recommendation. Change the control only when you have a reason, test it in the same scene, and restore the previous value if frame delivery becomes less consistent.

Use the resource graphs and your controlled setting changes together. The goal is not to label a component from one momentary percentage, but to find a repeatable relationship between the symptom and a workload.

These are diagnostic branches, not claims that a particular component always causes looter-shooter stutter. The same symptom can have different causes on different PCs and in different games.

Compare two configurations fairly
When two settings appear plausible, make a small comparison record instead of relying on memory:

| Power and heat | On a laptop, does the choice increase heat, fan noise or battery drain? |
| Compatibility | Are the game, GPU, display and Windows version all supporting the option? |
Keep the winning configuration for the symptom that matters most to you. For example, a slightly lower average with fewer long hitches may be preferable to a higher average that feels uneven, while a competitive player may prioritize input response.
When a hardware upgrade is justified
Do not buy a GPU, CPU, memory kit, drive or monitor solely because a game stutters. First demonstrate a repeatable bottleneck, then verify that the proposed component is compatible with the motherboard, power supply, case, cooling, memory platform, display connection and operating system. The evidence above may show that a workload is limited, but it does not select a particular model or prove that an upgrade will cure every hitch.
- Consider a graphics upgrade only after lower resolution or graphics settings consistently improve the frame rate and the rest of the system is suitable.
- Consider a processor upgrade only after the game workload repeatedly stresses the CPU while the GPU has headroom and software or background causes have been excluded.
- Consider more memory only when your measurements show capacity pressure and closing applications changes the symptom; capacity alone does not establish a speed or latency problem.
- Consider storage changes only when free-space, drive activity or a repeatable storage-related event points there. A faster drive is not an automatic stutter cure.
- Consider a monitor or refresh-rate change only when the current display limits the presentation mode you want and the PC can support the alternative.
If you cannot reproduce the bottleneck, keep the reversible software configuration and gather more measurements instead of making an expensive guess.
Recovery checklist after an unsuccessful tweak
- Restore the last known-good graphics preset, display mode, VSync/VRR choice and frame-queue value.
- Restart the game after changing Windows graphics options, particularly Optimizations for windowed games or a per-app GPU preference.
- Undo one change at a time so you know which setting caused a regression.
- Recheck Windows and driver versions, free storage and Task Manager activity during the original scene.
- Write down the exact game scene, settings and symptom before seeking game-specific support; include CPU, GPU, memory, storage, resolution and display mode.
Bottom line
Start with observation, not a shopping list: distinguish average FPS from uneven frame delivery, watch Task Manager during a repeatable hitch, update Windows and drivers, close only recognized unnecessary processes, and verify storage. Then test one game or Windows setting at a time, paying attention to frame times, latency, tearing, image quality and compatibility. Windows 11’s windowed-game optimization and per-app GPU preference are useful only when their documented conditions match your setup, and synchronization or frame-queue controls involve explicit trade-offs. Upgrade hardware only after your own measurements identify a bottleneck and a compatible remedy.
