Screen work one task at a time. A task is a credible automation candidate when its purpose and inputs are clear, the process is stable enough to describe, outcomes can be measured, and the expected value outweighs integration, maintenance, compliance, safety and people-related risks. Repetition alone is not proof. Test the candidate on realistic cases, including exceptions, and keep a person responsible wherever uncertainty or consequences require judgment.

What “ready for automation” actually means

Readiness is a decision about a specific task in a specific operating context, not a label for an entire job or department. One role may contain a highly repeatable data-entry task, a variable customer conversation and a consequential approval decision. Those three activities can have completely different automation prospects.

A ready task normally has an observable start and finish, known inputs, an agreed output and a way to tell whether the result is correct. The process is documented well enough that another person can follow it, and the organization understands who handles exceptions. Readiness also includes the surrounding conditions: usable data, compatible systems, accountable owners, acceptable risk and a realistic path to support the solution after launch.

A high screening result is permission to investigate, not permission to deploy. The Government of Canada’s AI Readiness Scorecard describes itself as an initial operational and technical assessment and cautions: “This scorecard should be used in conjunction with, not in place of, official policy guidance.” Local privacy, labor, procurement, safety and sector rules still apply.

Start with a task inventory, not a technology

Begin with friction in the current process rather than a preferred AI product, robot or RPA platform. Ask process owners and the people doing the work to list recurring activities, delays, rework and handoffs. Describe each candidate as a verb-and-object task, such as “reconcile a purchase order to an invoice,” rather than “automate accounts payable.”

Use a separate assessment for every distinct task. The Canadian scorecard is designed for an individual problem or friction point; combining several activities into one score hides important differences in variation, risk and data requirements.

Record the task’s boundaries

  • Trigger and frequency: What starts the task, and how often does it run?
  • Volume and timing: How many cases arrive in a normal period, and are there peaks or deadlines?
  • Inputs: List every document, field, sensor reading, message or user action, including unusual forms.
  • Steps and rules: Capture the actual sequence, decision rules, approvals and system handoffs.
  • Output: Define the record, decision, content or physical action that must be produced.
  • Exceptions: Identify uncommon inputs, missing data, contradictory information and cases that require escalation.
  • Current performance: Record errors, rework, cycle time, service measures and compliance failures where they are available.
  • Human decisions: Mark which judgments must remain with a person and who is accountable for the final outcome.
  • Systems and data: Name the applications touched, access permissions, data owner, format, retention rules and known quality limitations.

Map the process with the people who perform it, its customers or users, technology and data specialists, policy and legal advisers, and automation specialists. Digital NSW recommends this multidisciplinary discovery because feasibility and harm are often invisible to a single team.

Seven-step screening sequence

  1. 1. Define an observable task

Write the start condition, end condition, inputs, outputs and decisions in plain language. Replace broad labels such as “handle claims” with a bounded activity such as “classify an incoming claim and route it to the correct queue.” Note what the worker does when information is missing or the normal rule does not apply.

  2. 2. Check process maturity

Confirm that the process is understood, documented and reasonably stable. Simplify duplicate approvals, unclear ownership and unnecessary data collection before automating them. Agree on the outcome to improve—such as accuracy, turnaround time, cost, service quality or compliance—and define how it will be measured.

  3. 3. Test task fit

Assess repetition, volume, rule clarity, variation, exception rate and the amount of judgment involved. For AI, also ask whether the work contains classification, prediction, pattern recognition or standardized content generation. A task can be partly suitable: deterministic steps may be automated while a person reviews ambiguous cases.

  4. 4. Verify data and systems

Check whether the required data is accessible, sufficiently complete, in a usable format and governed for the proposed use. Confirm identity and access controls, privacy restrictions, retention obligations, interfaces and system stability. Readable, structured electronic inputs favor conventional RPA; unstructured or poor-quality inputs may require OCR, other AI methods or a redesigned process.

  5. 5. Weigh value against consequences

Estimate the benefit from volume, time saved, fewer errors, better service or reduced risk. Set that against implementation, integration, testing, monitoring, support and maintenance costs. Include effects on employees and customers, accessibility and inclusion, legal rights, safety, security and accountability. A low-volume task can still be worthwhile when an error or missed compliance obligation is costly.

  6. 6. Match the method to the task

Choose among deterministic automation, AI assistance, workflow or case management, a physical robot, or keeping the task manual. Dynamic work with changing conditions may fit case management or an enterprise workflow better than a brittle script. A human-AI workflow is appropriate when the system can prepare, classify or recommend but a person must decide.

  7. 7. Prototype and evaluate

Run the candidate against representative normal cases, edge cases and historical exceptions. Measure outcome quality, failure modes, escalation behavior, human intervention, latency and support effort. Use the evidence to adjust the process, narrow the scope or stop before scaling.

Compare candidates with the same evidence

When several tasks compete for investment, agree on the comparison axes and weights before ranking them. Do not let novelty substitute for a business case.

Dimension Questions to answer Evidence to collect
Value How much work occurs, and what improvement matters? Frequency, volume, labor or delay, error and rework, service or quality measures, strategic relevance
Process fit Can the steps and rules be stated and kept current? Documentation, stability, maturity, complexity, variation and exception rate
Data and integration Can the system obtain and safely use what it needs? Access, quality, format, sensitivity, governance, interfaces and expected system changes
Human and societal impact Who could be helped or harmed, and where is judgment required? Oversight points, employee and customer effects, inclusion, rights, accountability and safety
Delivery risk and cost Can the organization build, validate and support it? Implementation resources, testing burden, regulatory obligations, monitoring, maintenance and expected return
Physical context Can a robot operate reliably in the actual environment? Workspace control, variation, safety controls, human interaction and task-specific trials

There is no universal readiness threshold. The Canadian scorecard, Digital NSW guidance and NHS England Digital RPA guidance were written for different settings and provide criteria rather than one cross-industry pass mark. Set a threshold that reflects your objectives and risk tolerance, and retain the evidence behind the decision.

Which tasks are a good fit for RPA?

Robotic process automation is generally strongest when a software bot follows a repeatable sequence through stable applications. Favor candidates with structured, readable electronic inputs, explicit rules, high frequency or volume, few exceptions and little system change. Examples include transferring fields between systems, applying a fixed validation rule, producing a standard report or routing a record according to a known code.

RPA is not automatically justified by volume. Low-volume work may still merit automation when it reduces serious errors or compliance exposure. Conversely, a high-volume process can be a poor candidate if the interface changes weekly, inputs are ambiguous or every case needs a specialist decision.

If documents are unstructured or unreadable, add OCR or an AI method only after checking accuracy, privacy and review requirements.

RPA warning signs

  • Frequent changes to screens, fields, credentials or business rules.
  • Large numbers of exceptions that force a person to intervene.
  • Inputs that arrive as inconsistent scans, free text or images without a reliable extraction method.
  • Work that depends on tacit knowledge or negotiation rather than explicit rules.
  • No owner for bot monitoring, access renewal, incident response and updates.

What makes a task a fit for AI?

AI adds value when the work depends on patterns in data, prediction, classification, similarity or standardized content. The Canadian scorecard separately examines whether a task is repetitive, data-intensive, pattern-based or templated, then asks about problem impact, process quality, data quality and compliance and ethics. That separation prevents “AI fit” from being mistaken for a complete business case.

Look for an assistive role when judgment is uncertain

AI can summarize a case, extract fields, flag anomalies, rank items or draft a response while a qualified person verifies the result. This partial fit is often safer than unattended execution. Specify the reviewer’s authority, the evidence they receive, the time available and the conditions that require escalation.

Check whether the data supports the claim

Determine whether historical examples are representative, labeled consistently and permitted for the intended use. Test for missing populations, changing definitions, feedback loops and sensitive attributes. A model that performs well on average can still be unsuitable if errors are concentrated among a protected or high-consequence group. Define what confidence or uncertainty information a reviewer will see and what happens when the system cannot support a reliable answer.

Keep formal review separate from the initial screen

The scorecard is an operational and technical starting point, not a replacement for privacy, security, legal, ethical, procurement or sector-specific review. Document those reviews before production use, especially when the output affects eligibility, employment, health, finance, safety or access to services.

How to assess readiness for physical robots

For a physical robot, evaluate the environment as carefully as the motion. A pick-and-place action may be reliable in a purpose-built cell but fail when objects, lighting, people and obstacles vary. Assess the full operating envelope, including loading, replenishment, maintenance, cleaning, recovery from a dropped item and safe interaction with workers.

Anthropic’s 2026 task-exposure rubric uses three environmental levels:

Level Environment Reported task exposure How to interpret it
E1 Purpose-built robotic environment 50% of physical tasks in the cited analysis Controlled conditions can make many tasks technically feasible; this is not a forecast of adoption.
E2 Structured human workplace 22% of physical tasks Some workplace variation is present, so reliability and safety evidence must be local to the task.
E3 Unstructured environment 2% of physical tasks Unpredictability sharply limits exposure in the cited analysis.

These percentages describe context-dependent task exposure, not the proportion of jobs that will be automated. They do not establish local economics, safety approval, workforce acceptance or deployment readiness. Before a physical pilot, define guarding, emergency stops, separation from people, maintenance responsibility, recovery procedures and the authority to stop the system.

Set outcome measures before selecting a system. Depending on the task, these may include accuracy, completeness, exception-resolution time, cycle time, cost per case, service quality, safety incidents, compliance findings and the percentage of cases escalated to a person. Establish a baseline using the current process and define what level of degradation is unacceptable.

Consequences that require explicit human ownership

  • Rights and fairness: Decisions affecting access, employment, benefits or treatment need accountable human governance.
  • Privacy and confidentiality: Confirm lawful use, minimization, retention and access for every data flow.
  • Safety: Physical systems and high-consequence software need hazard analysis, controls and stop procedures.
  • Customer and employee impact: Explain changes, provide a route to challenge an outcome and monitor workload shifts.
  • Security and resilience: Plan for compromised credentials, manipulated inputs, outages, model drift and vendor or system changes.

Prototype, test and monitor before scaling

A demonstration on ideal examples proves very little. Build a test set that reflects normal volume, rare but important exceptions, missing fields, contradictory records, unusual formatting and adversarial or unsafe conditions where relevant. Keep a holdout set that the development team does not tune against.

Record the system’s output, confidence or rationale where available, the expected answer, the reviewer’s decision, the time taken and the reason for every override. Analyze false positives and false negatives separately; an error that delays a low-risk case is not equivalent to one that approves an unsafe or unauthorized action.

NIST describes test, evaluation, verification and validation (TEVV) as a way to provide evidence that systems meet organizational goals while minimizing negative impacts. Its TEVV-Athlon framework uses a flexible four-stage method that can be customized to the organization’s objectives. Use that flexibility to define a written evaluation plan rather than treating a generic benchmark as proof.

Define a controlled rollout

  1. Shadow mode: Let the system produce recommendations while the existing process remains authoritative.
  2. Limited pilot: Restrict scope, users, data and transaction value; require documented review.
  3. Go/no-go review: Compare results with the baseline, inspect harms and confirm support capacity.
  4. Progressive expansion: Increase volume only when monitoring, escalation and rollback work in practice.
  5. Continuous review: Recheck quality after data, policy, interface or environment changes, and retire the automation when its assumptions no longer hold.

A practical decision record

For each candidate, keep a one-page decision record that another team could audit. State the task boundary, owner, current baseline, proposed method, data sources, expected value, known exceptions, human decision points, legal and safety reviews, test results, operating metrics, rollback plan and the decision date. Record “not ready” as a valid outcome and specify what evidence would change it.

An illustrative internal rating can use a small, documented scale for each comparison dimension—for example, low, medium or high fit—then apply organization-approved weights. Do not present the resulting total as an industry standard. The value is consistency: every candidate is judged with the same definitions, evidence quality and risk appetite.

Common failure modes and how to correct them

Automating a broken process

Symptom: The bot or model makes an inefficient sequence faster while preserving duplicate approvals and unclear ownership. Correction: Map and simplify the process, agree on the target outcome and remove unnecessary steps before automation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scoring a whole job instead of a task

Symptom: A role receives one optimistic score even though it mixes routine and judgment-heavy work. Correction: Split the role into observable tasks and assess each separately.

Ignoring exceptions

Symptom: A pilot succeeds on normal cases but creates a manual backlog when data is missing or rules conflict. Correction: Quantify exception types, design an explicit queue and test escalation time and ownership.

Treating a model’s average accuracy as the decision

Symptom: Aggregate performance looks acceptable while specific groups or high-impact cases suffer. Correction: Segment evaluation, inspect error severity and require human review where consequences warrant it.

Underestimating change and maintenance

Symptom: A script fails after an interface or policy change, or a robot encounters a new object or layout. Correction: Assign an owner, monitor assumptions, rehearse rollback and budget for updates throughout the system’s life.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing exposure with readiness

Symptom: A published estimate of robot-capable tasks is treated as a promise of savings or safe deployment. Correction: Use exposure categories as a context prompt, then validate the local task, economics, controls and workforce impact.

Final readiness checklist

  • The task has a precise trigger, finish, inputs, output and named owner.
  • Normal and exceptional paths are documented, with an accountable escalation route.
  • The process is stable or the proposed method can adapt without unsafe behavior.
  • Data is accessible, adequate, governed and permitted for the intended use.
  • Expected benefits and total lifecycle costs are quantified against a baseline.
  • Privacy, security, legal, labor, accessibility, safety and ethical impacts are reviewed.
  • Human authority, override, explanation, complaint and shutdown procedures are defined.
  • Testing covers representative, edge and failure cases, not only successful examples.
  • Monitoring detects drift, interface changes, exceptions, incidents and degraded outcomes.
  • A pilot has clear success criteria, rollback conditions and a decision date.

If several items remain unanswered, the task is not ready for unattended automation. It may still be a good candidate for process improvement, workflow support or a supervised AI assistant. The appropriate decision is the one supported by evidence from the real task and proportional controls—not the one that uses the most advanced technology.
